1. General regulations

1.1. Standard regulations on advisory boards (hereinafter - Standard regulations) of National Aerospace University «Kharkiv Aviation Institute» (hereinafter - the University) were established in accordance with the Law of Ukraine "On Education" dated 01.07.2014 № 1556-VІІ, the University statute (hereinafter - the Statute), and they regulate the general organizational, administrative principles of functioning of the University advisory boards, which are established by the University Rector on a voluntary basis.

1.2. Standard regulations as well as changes and additions to them shall be considered and approved by the Academic Council of the University and enacted by the order of the University Rector.

1.3. Advisory (advisory and consultative) boards of the University in accordance with Part Two of the Art. 38 of the Law of Ukraine "On Higher Education", paragraph 7 item 6.5 of the Statute may be: the council of employers, the board of investors, the business council, the student council, the scientific council as well as other advisory (advisory and consultative) boards, which are established in accordance with these Standard regulations.

1.4. The regulations on the relevant advisory (advisory and consultative) board (hereinafter - the advisory board) shall be approved by the Academic Council of the University.

1.5. The advisory board is designed to help consolidate the efforts of all departments, governing bodies and self-government of the University as well as all employees and graduates of the University in the implementation of educational, scientific, innovative mission of the University. The advisory board may act as a collective expert (advisor) on certain issues of the University.

1.6. The advisory board in its activities must be guided by the current legislation of Ukraine, the University Statute, these Standard regulations and the regulations of the relevant advisory board. Proposals, conclusions, recommendations of the advisory board shall have an advisory, consultative nature and be used by the governing bodies of the University when making decisions within their areas of competence.

2. Establishment of the advisory board 

2.1. The advisory board is established by the order of the University Rector and it states the foundation for the establishment of the relevant advisory board, purpose, tasks, directions of its activities as well as its personnel and means of organizational support for the activities of the advisory board (securing the relevant premises, etc.). The University Rector ensures the creation of appropriate conditions for the advisory board work, provides information and documents necessary to perform its tasks as well as a separate premises suitable for work, ensures the availability of the necessary means of communication, office equipment and more in such premises. 

2.2. The advisory board may include (with their consent) representatives of employers, investors, other contractors of the University, leading specialists in education, research, as well as full-time employees, students, graduate students, doctoral students of the University.

2.3. The beginning of the activity of the advisory board may be preceded by the Academic Council of the University approval of the regulations on the relevant advisory board. If the advisory board is established before the approval of the regulations by the Academic Council of the University, these regulations must be prepared and submitted for approval no later than 2 months from the establishment of the advisory board, unless otherwise stated in the order of the University Rector on the establishment of the advisory board.  

2.4. Persons involved in the work of the advisory board perform their duties on a voluntary basis.

3. Organization of the advisory board work 

3.1. The advisory board operates on the basis of the principles of self-government, collegiality, respect for the achievements and traditions of the University.  

3.2. The purpose of the advisory board in accordance with Part Two of the Art. 38 of the Law of Ukraine "On Higher Education", paragraph 7 item 6.5 of the Statute may be the development of strategy and directions of educational and/or scientific activities of the University.

3.3. Depending on the purpose, tasks and activities, the work of the advisory board may be permanent, periodic or temporary. The personnel of the advisory board may change at the initiative of the University Rector, at the personal request of the individual involved in the work of the advisory board (with the exception of full-time employees of the University), at the request of the governing body of the advisory board.

3.4. Forms of work of the advisory board can be: holding meetings on the premises of the University, creating working groups to prepare certain issues, discussing issues via video conferencing, processing proposals, conclusions, recommendations online, etc. The list of specific forms and frequency of work of the advisory board shall be determined by it independently.

3.5. The advisory board determines its own structure, forms of work, elects the governing bodies of the advisory board at the first meeting, which is held on the premises of the University. The University Rector, the Chairman of the Academic Council of the University has the right to participate in the work of the advisory board. The elected chairman of the advisory board has the right to involve in the work of the advisory board the relevant specialists of the University (on a voluntary basis), to receive the necessary information from the structural units of the University.

3.6. Persons involved in the work of the advisory board must perform the duties associated with such work responsibly, not to disclose information provided to the members of the advisory board as restricted information, avoid conflicts of interest between their activities as a member of the advisory board and activities at the place of work.

3.7. When planning its work, the advisory board must take into account the deadlines of preparation decreed in the University Rector’s order on the establishment of the advisory board, development of issues that are the tasks of this advisory board (if such deadlines are specified), as well as deadlines related to the annual events that affect the educational process at the University, as well as take into account the necessary time for preliminary collegial discussion, processing of proposals created by the advisory board for inclusion in the draft decisions, local regulations to be submitted for consideration by the University Rector, the Academic Council, the labor collective conference, other governing bodies (self-government) at the University.

3.8. The result of the advisory board work in the relevant area, the implementation of certain tasks of the advisory board are prepared (developed) proposals, conclusions, recommendations, etc. (hereinafter - proposals). Proposals of the advisory board shall be provided in writing, signed by the chairman (as well as the secretary, if any) of the advisory board. Persons involved in the work of the advisory board have the right to add to the proposals of the advisory board their own individual opinion, which shall be provided in writing and signed by the person.  

3.9. Proposals of the advisory board (including individual opinions of the persons involved in the work of the advisory board) shall be submitted to the University Rector.

3.10. Consideration of the proposals of the advisory board by the University Rector, the Academic Council, the labor collective conference of the University shall be carried out as a matter of priority.

3.11. Current documentation created (accumulated) during the preparation (development) of proposals in the relevant area, the implementation of certain tasks of the advisory board, after the transfer of proposals shall be submitted by the chairman and secretary (if any) of the advisory board to the Department of Records and Archives of the University in accordance with the established procedure.

4. Final regulations 

4.1. Standard regulations shall be adopted by the Academic Council of the University and enacted by order of the University Rector.

4.2. Changes and/or additions to these Standard regulations shall be made in accordance with the procedure established for its adoption.
