1. General Regulations

1.1 Regulations on the conference of the labor collective (hereinafter referred to as the regulations) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter - the University) was developed in accordance with the laws of Ukraine "On Education" from 05.09.2017 № 2145-USH (as amended), "On Higher Education" from 01.07.2014 № 1556-UII (as amended), "On Scientific and Scientific - technical activities" from 26.11.2015 № 848- USH (as amended), other normative legal acts of Ukraine, regulatory documents of the Ministry of education and science of Ukraine, the Charter of the University (hereinafter referred to as the Charter) and defines, regulates the procedure for convening and working of the  conference of the University's labor collective.

1.2 The Conference of the University's labor collective, in accordance with Article 39 of the law of Ukraine "On Higher Education" and the Charter, is the highest collegial body of public self-government of the University.

1.3 The conference of the University's labor collective includes: representatives (delegates) from among scientific, scientific-pedagogical, teaching staff, other university employees and students. Members of the University's supervisory board with an advisory vote have the right to participate in the conference.If there are places to participate in the conference in the auditorium where it will be held, representatives of all groups of employees and representatives of students can participate in the conference without the right to vote, subject to prior agreement with the organizing committee or with the chairman of the conference.

1.4 The powers of the conference of the University's labor collective are set once year.

2. Powers of the conference of the University's labor collective

2.1 The conference of the University's labor collective has the following powers:

1) approves on the recommendation of the Academic Council of the University, the Charter or amendments (additions) to it;

2) hears the report of the rector of the University every year and evaluates its activities;

3) elects the labor dispute Commission in accordance with labor legislation;

4) considers on a reasonable submission of the supervisory or Academic Council of the University the issue of early termination of the powers of the rector of the University;

5) approves the internal regulations of the University or amendments (additions) to them;

6) considers and accepts the draft collective agreement or amendments (additions) to it and hears information about its implementation, grants the trade union committee or other university body authorized by the labor collective the right to sign a collective agreement with the rector on behalf of the university staff;

7) approves the regulations on student self-government at the University adopted by the highest student self-government body of the University;

8) approves the regulations on the scientific society of students, postgraduates, doctoral students and young scientists of the University;

9) elects elected representatives to the Academic Council of the University;

10) considers other most pressing issues of the University's activities.

2.2 Issues, that in accordance with the legislation of Ukraine and the University Charter, fall within the competence of the rector, Academic Council, supervisory board, other management and self-government bodies of the University and faculties are not included in the agenda of the conference of the University's labor collective and are not considered. 

3. Procedure for electing delegates to the conference of the University's labor collective

3.1. The total number of delegates to the Conference of the University's labor collective is 180 people.

3.2 Conference delegates by position are: rector, vice-rectors, deans, academic secretary, chief accountant, heads of planning, financial, legal departments, head of the personnel department, director of the scientific and technical library, assistants to the rector, chairman of the primary trade union organization of university employees, сhairman of the primary trade union organization of students, postgraduates and doctoral students of the university, chairman of the student council of the university, chairman of the scientific society of students, postgraduates, doctoral students and young scientists of the university. In case of termination of powers by a person in the specified position, his / her powers as a conference delegate are terminated, and the newly appointed person to the specified position acquires the powers of a conference delegate to the university's labor collective from the moment of making a decision on his / her appointment to the position.

3.3 The remaining delegates to the conference from among employees are elected at the general meeting of labor collectives of structural divisions of the University on the basis of a quota proportional to the total number of employees of the corresponding categories:

3.3.1 At least 75 percent of the delegates to the conference of the labor collective (135 or more) should be scientific, scientific-pedagogical and pedagogical employees of the university who work at the university on a permanent basis.

3.3.2 At least 15 percent of the conference staff (27 or more) must be elected representatives from among university students.

3.3.3 The remaining delegates (no more than 10 percent - 18 or less) are elected representatives from among other employees of the university (management, educational and auxiliary, engineering and technical, administrative and economic personnel; hereinafter-other employees) working in it on a permanent basis, as well as elected representatives of graduate students of the University.

3.3.4 When determining quotas in the corresponding category, officials who are delegates to the conference of the university's labor collective by position are taken into account (clause 3.2 of this regulation).

3.3.5 When electing delegates to the conference of the university's labor collective, if the number of applicants included in the voting list exceeds the established representation standards (quota), the elected delegates are those applicants who received the highest number of votes. If several candidates for conference delegates received an equal number of votes in the elections, and not all of them pass in accordance with the representation norm (quota), then the second vote is held on the elections from these candidates.

3.4 Elected delegates of the conference of the University labor collective from scientific, scientific-pedagogical and pedagogical employees of the University are elected at the general meeting of labor collectives of faculties, scientific and other structural divisions of the University, where scientific, scientific - pedagogical and pedagogical staff work, according to quotas, provided that more than 20% of the members of the list of relevant labor collectives are present at the time of the meeting by open or secret voting (the voting procedure is determined at the beginning of the meeting by the general meeting of the labor collective of the structural division by a simple majority of votes). The quota of scientific, scientific-pedagogical and pedagogical workers is distributed among faculties (other divisions) in proportion to the number of scientific, scientific-pedagogical and pedagogical workers of the faculty (other division) working on a permanent basis in accordance with the staffing table and approved by organizing committee in coordination with the primary trade union organization of university employees.

The procedure for nominating candidates for delegates to the conference of the university's labor collective from scientific, scientific-pedagogical and pedagogical employees of the university and other issues of electing delegates to the conference of the University's labor collective from scientific, scientific-pedagogical and pedagogical employees of the University are defined in Annex A to this regulation.

3.5 Elected delegates to the Conference of the University's labor collective from among students are elected in accordance with the quotas of the relevant faculty by direct secret elections. The procedure for electing delegates to the Conference of the University's labor collective from students is defined in the regulations on student self-government of the University. All students studying at the University have equal rights and can choose and be elected among the delegates of the Conference of the University's labor collective.

The student quota is distributed in proportion to the number of students in each of the faculties and is approved by the organizing committee on the recommendation of the University's Student Council. With the termination of a person's studies at the University, his right to elect and be elected to the list of delegates to the Conference of the University's labor collective is terminated. Minutes with the results of the election of delegates to the conference of the University's labor collective from students must be submitted to the organizing committee no later than two working days before the conference date.

3.6 Elected delegates to the conference of the University labor collective from other employees of the University (except for those specified in clause 3.4 of this regulation) are elected at the general meeting of labor collectives of the University's structural divisions where these employees work, in accordance with quotas, provided that more than 20% of the members of the list of relevant labor collectives are present at the time of the meeting by open or secret voting (the voting procedure is determined at the beginning of the meeting by the general meeting of the labor collective of the structural division by a simple majority of votes).It is possible to hold a joint general meeting of several structural divisions in order to have a common list of employees at these meetings, which allows you to choose one delegate according to the quota. The quota of other university employees is distributed among the divisions (groups of divisions) of the University in proportion to the total number of other university employees and postgraduates (except for those specified in clause 3.4 of this regulation) and is approved by the organizing committee in coordination with the primary trade union organization of university employees.The procedure for nominating candidates for delegates to the conference of the University labor collective from other employees of the University (except for those specified in clause 3.4 of this regulation) and other issues of electing delegates to the Conference of the University labor collective from the specified category of university employees are defined in Annex A to this regulation. Graduate students of the University, as part of their faculty, have the right to elect and be elected among the delegates to the conference of the labor collective according to the quota from other employees of the University.

3.7 To ensure proper organization of the procedure for electing delegates to the Conference of the University's labor collective, the rector approves by his order the composition of the organizing committee for electing delegates to the Conference of the University's labor collective. The main task of the organizing committee is to prepare and elect delegates to the conference of the University's labor collective in accordance with the established quotas, ensure the democratic process of electing delegates, its openness, publicity and transparency. The powers of members of the organizing committee begin from the moment the decision of the Academic Council of the University on the adoption of the composition of the organizing committee comes into force and ends from the moment the conference of the University's labor collective begins.

3.8 When forming lists of persons entitled to participate in the general meeting of labor collectives of structural divisions of the University for the election of delegates to the Conference of the University labor collective and determining quotas, the quantitative composition of certain categories of employees defined in paragraph 3.3 of this regulation as of the first day of the month in which the election of delegates will be held is taken into account. The criterion for assigning a full-time university employee to a certain category is his main position, which is occupied by such an employee at the University.

3.9 When forming lists of students eligible to participate in direct secret elections to elect delegates to the Conference of the University's labor collective from students, as well as to determine quotas from each faculty, the number of students as of the first day of the month on which the election of delegates will be held is taken into account. Students who, at the time of electing delegates to the conference of the University's labor collective, are also full-time employees of the University, participate in the election of Delegates according to the student quota. 

3.10 Protocols with the results of election of delegates from among scientific, scientific-pedagogical, teaching staff, other employees of the University and students to the conference of the University's labor collective should be submitted to the organizing committee, which transmits them to the rector for approval of the personal composition of the conference delegates of the University's labor collective. The powers of the elected delegates shall be established for the term of office of the сonference of the university staff in accordance with paragraph 1.4 of this regulation and shall be terminated simultaneously with the termination of the powers of the elected composition of the conference.

3.11 During the term of office of the elected composition of the conference of the University's labor collective:

3.11.1. In case of transfer/dismissal of a delegate from the position in the relevant structural division of the University, with the quota of which he was elected as a delegate, his powers as a conference delegate are terminated from the moment of termination of the employment relationship with the University on this position;

3.11.2. in case of termination of the term of study of a delegate from students, his / her powers as a conference delegate are terminated from the moment of termination of educational relations with the University;

3.11.3. in case of prolonged illness, business trip (internship) or other reasons for the inability to perform their duties as a delegate from employees or a delegate from students by a decision of the general meeting of the relevant structural division or the general meeting of students, such person is recalled from the composition of delegates to the conference of the labor collective and his powers as a delegate are terminated. 

3.11.4. instead of the person whose powers as a delegate to the conference of the labor collective are terminated in accordance with paragraphs 3.11.1 - 3.11.3 of this regulation, another person is elected in accordance with the procedure specified in paragraphs 3.4-3.6 of this regulation. The relevant minutes of the general meeting of the relevant structural division or general meeting of students are submitted to the next conference of the University's labor collective to the mandate Commission, which confirms the powers of the newly elected delegates.

3.12 A delegate to the conference of the labor collective may be recalled by the decision of a simple majority of the general meeting of the relevant structural division or the general meeting of students from which he was delegated. The protocol on the recall of a delegate is submitted to the mandate commission, on the report of which the conference of the university's labor collective decides to terminate the powers of this delegate.In this case, another person is elected to the vacant seat of a delegate by the general meeting of the relevant structural division or the general meeting of students no later than the next meeting of the conference of the university's labor collective in accordance with the procedure defined in paragraphs 3.4 - 3.6 of these regulations.  

4. Procedure for convening the conference

4.1 The conference of the university's labor collective is convened at least once a year and is mandatory: to hear a report on the work of the rector and evaluate his activities, a report of the parties on the fulfillment of the terms of the collective agreement and amendments to it, or to adopt the collective agreement for a new term.The next conference of the labor collective is convened by the rector of the university.An extraordinary conference of the university's labor collective is convened at the request of at least 20 percent of the composition of the labor collective, on the initiative of the rector or the academic or supervisory board of the university.The announcement of the convocation of the conference of the university's labor collective, the time and place of its holding is posted in advance on the official website of the university, bulletin boards.

4.2 The decision to hold a conference of the university's labor collective is made with the determination of the date and time of the conference.

4.3 Prior to the start of the conference of the university labor collective at the first meeting of the newly elected composition of conference delegates the organizing committee based on the approved personal composition of the conference delegates of the university labor collective:

1) prepares letters of registration of conference delegates, prepares forms of certificates of conference delegates;

2) prepares drafts of the agenda, composition of the presidium, working bodies of the conference;

3) notifies the university staff of the date, time and place of the conference;

4) prepares the premises for the conference;

5) if necessary, prepare ballot forms for secret voting;

6) organizes registration of conference delegates.

4.4 When preparing the second and subsequent meetings of the current composition of the conference delegates of the university's labor collective, the duties specified in paragraph 4.3 of this regulation are performed by the mandate commission (if necessary, with the involvement of other representatives of the working bodies of the conference).

4.5 When preparing individual issues that are submitted for consideration by the conference of the university's labor collective, working groups may be formed, the composition of which is approved by a joint decision of the rector and the primary trade union organization of university employees.

5. Procedure for conducting the conference

5.1 The chairman of the organizing committee or a representative of the mandate commission reports to the rector of the university on the results of registration of delegates and, if at least 2/3 of the elected delegates are present, that is, if authorized, the rector opens the conference and offers to elect the presidium.

5.2 The presidium elects the chairman from among its members by open voting by a simple majority of votes, who:

5.2.1 Offers the conference the agenda and rules of procedure of the conference, and also offers to elect the working bodies of the Conference (secretariat, editorial, mandate and counting commissions). These issues are resolved by open voting.

5.2.2 Gives the floor to the report and statements, puts questions to the vote, responds to statements and proposals submitted to the bureau of the conference.

5.3 Decision-making procedure.

5.3.1 The conference of the university's labor collective is entitled to consider issues and make decisions if at least 2/3 of the total number of delegates participate in the conference.

5.3.2 The decision of the conference of the university's labor collective is considered adopted if at least 2/3 of the members present at its meeting voted for it.

5.3.3 The form of voting (open or secret) is determined by the conference.

5.3.4. Open voting may take place without counting votes with an explicit majority, unless one of the delegates requests the other.

5.4 The working bodies of the conference are elected directly at the conference and are valid for the entire period of office of the current composition of conference delegates of the university's labor collective. The procedure for election, powers, and form of voting in the election of working bodies are determined by the conference. In case of departure of a representative of the working bodies, his replacement is carried out at the next meeting of the conference.

5.4.1 Secretariat:

- records performances;

- accepts applications, complaints, and draft documents from delegates and submits them to the presidium.

5.4.2 Editorial board:

- prepares draft resolutions and finalizes them after discussion.

5.4.3 Mandate Commission:

- performs the functions of the organizing committee after the end of its powers to register delegates and report to the rector on the results of registration of delegates;

- in case of changes in the personal composition of conference delegates, checks the accuracy of the election of delegates according to the minutes of the general meeting of labor collectives of faculties, other structural divisions and student self-government and reports to the conference on their competence.

5.4.4 Counting Commission:

- on behalf of the presiding judge, counts votes in open or secret voting.

5.5 Registration of the conference minutes.

5.5.1 The secretariat draws up the minutes of the conference, in which:

- indicate the date of the conference and the serial number (the protocols are numbered within the powers of the conference, their number must coincide with the number of convocations of the conference);

- number of elected delegates by category:

- scientific, scientific-pedagogical, pedagogical workers;

- other employees;

-students;

- number of delegates present also by сategory;

- number of absent delegates;

- full name and position of the invited persons;

- full name of the chairman;

- full names, positions of members of the presidium;

- composition of working bodies and commissions:

- mandate,

- editorial office,

- counting system,

- secretariat;

- agenda (topic name, full name of the speaker);

- listened to: (specify the speaker's full name, topic, and content of the report);

- speakers: (full name, positions, content of speeches);

- resolution (text of the resolution, voting results).

5.5.2 If several issues are considered by the conference, the minutes are recorded accordingly. The protocol is signed by the chairman and the head of the secretariat The signatures of these persons are certified by the official seal of the university. 

5.5.3 If the relevant document is approved by a decision or resolution of the conference, it is attached to the protocol.

5.5.4 The original protocol is kept by the Academic Secretary of the University for three years, after which it is transferred to the university archive.

5.6 During the period between conferences, prompt resolution of organizational issues related to the preparation of the conference and office management is carried out by the conference chairman of the university's labor collective and representatives of working bodies and conference commissions.

6. Final provisions

6.1 This regulation is approved by the Academic Council of the University and put into effect by order of the rector of the University.

6.2 Amendments, additions and clarifications to this regulation are made in accordance with the procedure provided for its adoption.

6.3 If changes are made to the regulatory acts regulating relations defined in this regulation, the norms of the legislation of Ukraine are subject to application until the relevant amendments to this regulation are made.

Appendix A

Nominating procedure for and electing candidates for delegates conferences of the University's labour collective from scientific, scientific and pedagogical centers and teaching staff, as well as from other employees

A1 Election of delegates from among the full-time employees of the National Aerospace University KhAI (hereinafter - the University), who are scientific, scientific-pedagogical and pedagogical workers (hereinafter - the SPW) or other employees (hereinafter - OE) to work at the conference of the University's labor collective in accordance with the legislation of Ukraine, the Charter and regulations on the conference of the University's labor collective are held by open or secret voting at the general meeting of labor collectives of faculties or other divisions (hereinafter - the division), where the SPW or OE work on a permanent basis in accordance with the staffing table. The voting procedure is determined at the beginning of the meeting by the participants of the general meeting by a simple majority of votes by open voting. If the open voting procedure is selected, it is performed according to the rules set out in this application.If the procedure of secret voting is chosen, then a break is announced in the work of the general meeting for the time required for the production of ballots, placement of voting boxes, etc., after the break, the work of the general meeting continues, taking into account the specifics set out in clause A18 of this Appendix.

A2 Election of delegates to the conference of the university's labor collective is organized and prepared by the organizing committee, the composition of which is approved by the rector of the University (hereinafter referred to as the organizing committee). In exercising its powers, the organizing committee may involve other university officials and representatives of the primary trade union organization of the University.Conference delegates from the SPW or OE must be elected no later than 2 business days before the date of the conference meeting of the University's labor collective.

A3 The organizing committee ensures the implementation of measures to organize and conduct the election of delegates to the conference of the university's labor collective, namely: 

A3.1 Drawing up a schedule for holding general meetings of divisions and determining quotas. The total quota for electing delegates to the conference from the SPW or OE is distributed among the Departments of the University in proportion to the total number of SPW or OE of the University in accordance with clause A8 of this Appendix.When forming the quota assigned to a division, the organizing committee must take into account the number of SPW or OE employees working in the division, in such a way that it will be possible to elect one or more conference delegates at the General Meeting of the Division, provided that the election procedure is organized normally and proper proportional representation from various structural divisions is provided.

A3.2 Informing the SPW or OE about the election of delegates to the conference of the University's labor collective, the terms and procedure for nominating candidates for election as a conference delegate, the date and place where the election of Delegates by each division will take place.

A3.3 Determination of the terms and procedure for submitting proposals for candidates for election by conference delegates, which must be submitted no later than 2 working days before the date of the General Meeting of the division. Candidates for election as a conference delegate are checked by the organizing committee for compliance with the terms of paragraph A6 of this Appendix.Candidates for election as a delegate to the conference of the University's labor collective from the circle of employees specified in paragraph. A6 of this Appendix, the dean or other head of the division, the head of the structural division that is part of the division, the trade union bureau of the division, as well as by self-nomination by an employee from the circle of participants in the General Meeting of the division.The number of candidates whose names are entered for voting may not be less than the established quota for each division.

A3.4 Formation of lists of SPW or OE divisions entitled to vote for the purpose of electing conference delegates. 

A4 SPW or OE divisions have the right to participate in the election of delegates to the conference of the University's labor collective (as of the first day of the month in which the delegates are elected). The criterion for assigning a full-time university employee to a certain category is the main position that such an employee occupies at the University.

A5 A full-time employee of the University from among the SPW or OE, who is on vacation at the time of the election of Delegates, has the right to participate in the election of delegates to the conference of the University's labor collective and be elected as a delegate to the conference.

If another person is in the position held by such a full-time employee during his vacation, he also has the right to participate in the election of delegates to the conference of the University's labor collective and be elected as a delegate to the conference.

A6 The delegate of the conference of the University's labor collective may be elected any full-time employee from among the SPW or OE, who is part of scientific, scientific-pedagogical and pedagogical workers or in the management, educational-auxiliary, engineering-technical, administrative-economic personnel and works at the University on a permanent basis and has not expressed a desire to recuse himself.

A7 The organizing committee, with the involvement of employees of the University's HR department, forms lists of SPW or OE eligible to vote for each division. On the basis of this list, the members of the organizing committee responsible for organizing the election of Delegates in the division, with the involvement of other employees of the division, allow participants of the general meeting of the SPW or OE of the division to participate in the general meeting upon presentation of an identity document or its special status or the fact of employment, educational relations with the University, including a pass. It is not prohibited to allow an SPW or OE from the specified list that does not have an identity document or its special status or the fact of employment or educational relations with the University, including a pass if its identity is certified by at least 3 participants of the general meeting who have the relevant documents available.

A8 Defining the quota of delegates from each SPW or OE division is determined in the following order:

A8.1The total quota of delegates from the SPW in accordance with clause 3.3 of the regulation is at least 135 delegates, including the relevant officials who are delegates to the Conference of the University's labor collective by position.

A8.2 The total quota of IP delegates in accordance with clause 3.3 of the regulation is no more than 18 delegates, including the relevant officials who are delegates to the Conference of the University's labor collective by position.

A8.3 Out of 135 delegates from the SPW, the number of delegates who have the authority of an ex officio conference delegate is excluded.

A8.4 Out of 18 OE delegates, the number of delegates who have the authority of an ex officio conference delegate is excluded.

A8.5 Number of remaining mandates, respectively paragraph A8.2 of this Appendix, constitutes a general quota for the election of delegates from among the SPW or OE at the general meeting of all divisions from the PPS or OE.

A8.6 The quota for electing conference delegates from each division within the number of mandates defined in paragraph. A8.3 of this Appendix is determined from the calculation of the number of staff members of the NPS or IP who have the right to elect conference delegates from a separate division in proportion to the total number of persons who have the right to participate in the election of conference delegates from the SPW or OE.

A9 conference delegates from the SPW or OE, who must be elected according to the quota specified in clause. A8.3 of this Appendix, are elected at the general meeting of divisions, provided that more than 20% of the members of the list of relevant labor collectives are present at the time of the General Meeting of the division.

This general meeting must be attended by one or more members of the organizing committee responsible for electing delegates from this division.

The candidate for whom the majority of participants present at the General Meeting voted is considered to be the elected delegate of the conference.

A10 A member of the organizing committee verifies the competence of the general meeting (quorum), opens it and offers to elect by open voting the chairman and the secretary who keeps the minutes of the meeting, as well as the Counting Commission for counting votes.

A11 The Counting Commission for counting votes is elected in the number of 3 or 5 people from among the participants of the General Meeting of the division by open voting.

The chairman of the Counting Commission is elected from among its members.

A12 The Chairman reports to the General Meeting of the division on the need to elect delegates to the conference, a certain quota for electing delegates from the NPS or OE of the division, a list of candidates for election by conference delegates who have arrived at the set time to the organizing committee and meet the conditions of paragraph A6 of this Appendix. Then a vote is held on the procedure for electing conference delegates in accordance with paragraph A1 of this Appendix.

A13 The presiding judge, if necessary, repeats the list of candidates for election by conference delegates who have arrived at the organizing committee at the appointed time and meet the conditions of paragraph A6 of this Appendix and puts to an open vote the question of determining the method of voting for candidates for conference delegates (by name or list). In addition, the chairman draws the participants ' attention to the fact that each participant in the General Meeting of the division can cast his vote for the number of candidates that does not exceed the established quota.

A14 Open voting is carried out by raising hands for proposals "for" or "against" in relation to each candidate or the entire list of candidates. The results of open voting may be determined without counting votes with an explicit majority, unless one of the participants in the General Meeting of the division requests another.

A15 if the number of candidates included in the voting list exceeds the established representation standards (quota), the elected delegates are those candidates who received the highest number of votes. If candidates have received the same minimum number of votes exceeding the established quota for the division, the second round of elections is held among them in the same room, immediately after the votes are counted.

A16 the results of vote counting are entered in the protocol, which is drawn up in two copies, each of which is signed by the chairman, secretary and members of the Counting Commission.

One copy of the protocol is transferred to the member of the organizing committee, the second copy is transferred for further storage in accordance with the established procedure, along with other documentation on the election of delegates and the work of the conference of the labor collective of the current convocation.

A17 After the meeting is held in all divisions, the organizing committee forms a general list of university delegates to the Conference of the University's labor collective from among the NPS or OE and transmits it to the rector no later than 2 days before the date of the first meeting of the Conference of the University's labor collective of the current convocation. 

A18 Features of applying the secret ballot procedure when electing conference delegates of the University's labor collective from among the SPW or OE.

A18.1 A member of the organizing committee responsible for the election of delegates from the division, if a decision is made to apply the secret ballot procedure for the election of conference delegates, must declare a break for the time necessary for the production of ballots, placement of ballot boxes, etc.

A18.2 Preparatory stage of the secret ballot procedure for the election of delegates to the Conference of the University's labor collective from among the SPW or OE.

1) During the announced break, it is organized:

- preparation of the contents of the voting ballot in accordance with the form established by the organizing committee, indicating the position, full name of each candidate for election as a delegate (the number of candidates whose names are entered in the ballot may not be less than the established quota of the division);

- production of ballots (the number of ballots must correspond to the number of participants in the general meeting of this division);

 - installation of secret ballot boxes.

2) A member of the organizing committee ensures the conduct of voting by providing the counting Commission at the General Meeting of the division:

- lists of employees who have the right to vote for the purpose of electing conference delegates;

- voting ballots;

- ballot boxes.

3) Members of the counting commission check before voting begins:

- correspondence of the number of ballots to the number of participants in the general meeting.

- integrity of the box.

A18.3 Stage of voting for the election of delegates to the Conference of the University's labor collective from among the SPW or OE.

1) Members of the counting commission, based on the list of persons entitled to participate in voting, issue ballots under the signature of each employee upon presentation of an identity document or its special status or the fact of employment or educational relations with the University, including a pass.It is not prohibited to issue a ballot to an employee from the specified list who does not have an identity document with him, if his identity is certified by at least 3 participants of the general meeting who have the relevant documents available.

2) The voting ballot must be filled in personally by the person participating in the voting.In the voting ballot, the voting person makes a mark ("+") or another certifying his/her expression of will, and then lowers the completed ballot into the mailbox.

3) If the number of candidates included in the voting list exceeds the established representation standards (quota), the elected delegates are those candidates who received the highest number of votes. If candidates have received the same minimum number of votes exceeding the established quota for this division, the second round of elections is held among them in the same room, immediately after the votes are counted.

A member of the organizing committee and the counting commission re-produce the same number of ballots with the introduction of suitable candidates, after which the voting procedure is carried out in the same way as the previous one. 

A18.4 Stage of counting votes when electing delegates of the Conference of the University's labor collective from among the NPS or OE.

1) Counting of votes begins immediately after the end of voting and is carried out without interruption.Counting of votes is carried out openly and publicly by members of the Counting Commission in the same room where the voting took place.After checking the integrity of the voting boxes, they are opened by the Counting Commission. When opening the mailbox, its contents are laid out on the table where members of the Counting Commission are placed. The Counting Commission calculates the total number of ballots issued for voting and the number of ballots found in the voting boxes.Sums up the voting results and draws up a protocol.

2) The Voting Ballot may be declared invalid in the following cases:

- if the Bulletin is marked more than the established quota;

- if no marks are made;

- if it is impossible to determine the content of the expression of will for other reasons.

In controversial cases regarding the classification of the ballot as invalid, the issue is resolved by voting of the members of the Counting Commission.

3) The results of vote counting are entered in the protocol, which is drawn up in two copies, each of which is signed by the chairman, secretary and members of the Counting Commission.
