Development Strategy of the National Aerospace University for 2020-2030
Mission:
The mission is to develop the aerospace industry in Ukraine and around the world by training highly qualified specialists and conducting research in aviation, aerospace, mechanical engineering, information technology, and related fields
Goals:
Leadership among technological higher education institutions in Ukraine and around the world; competitiveness in the world market of educational services; competitiveness of graduates in the world labor market
Vision statement:
Create an innovative higher education institution focused on the development of the aerospace industry, under conditions of constant analysis of labor market requirements and trends in scientific research; create conditions for the development of scientific schools, scientific research support, including student research; develop self-government, innovations in science and academics, programs of international cooperation, and academic mobility; develop corporate culture considering the long-standing KhAI traditions and principles of the student-centered educational process; support leadership skills, creativity, and talents of students and university staff

National consciousness
Ukraine's development, economic growth, and political stability are a priority for KhAI. The University community members are the patriots of Ukraine who are aware of the national idea of Ukraine. At the same time, respect for other cultures, traditions, and languages is an important part of our consciousness
Integrity
The University community members adhere to academic integrity and actively apply this principle in the study, teaching, other educational and advisory services, and research activities
Collegiality and respect for human dignity
The University community members are guided by the principles of academic cooperation, fair competition, performing research, organizational and professional responsibilities
Tolerance and respect for human dignity are basic principles of communication in the university environmentі
Creativity
KhAI creates conditions for the personal development of all members of the University community in the research and implementation of innovative ideas and solutions. KhAI encourages the task solution by new, non-standard methods. The University understands creativity as a more important competence in the context of the global labor market development, which is constantly changing

KhAI understands the need to educate individuals who will be leaders in various social groups, society, and the state. The University encourages personal leadership, responsibility for actions and decisions, and a sense of duty
Responsibility
- The University community members, implementing the principles of ethical behavior, create not only a personal reputation, but also standards of professional integrity and a positive image of the University.
- Carrying out their activities the University community members take the needs of the state and society into consideration, are socially responsible, support open access to knowledge and information, make public announcements of research results.
- Every member of the University community uses polite language, especially in public speeches (including online publications, blogging, posts, comments, etc.).
- Every member of the University community expresses respect for colleagues and maintains a proper appearance. The University does not impose restrictions in the form of dress code; however, the bold appearance of both students and university staff is unacceptable.
- The University community adheres to the principles of social responsibility, principle of equal access to higher education, exercise of human and civil rights.
- The University community members recognize the importance of healthy lifestyle principles.
- The University community members represent and defend the interests of the University in relations with foreign partners or in the process of developing international cooperation projects.
Anti-discrimination policy
The University recognizes the equal dignity of all persons and condemns all forms of personal or social prejudice. The University community does not allow any forms of direct or indirect discrimination against individuals or groups based on gender, age, personal status, race, personal beliefs or sexual orientation, and any other discriminatory factors determined by current legislation. The University community also avoids favoritism, persecution, sexual harassment, abuse of power. The University community members adhere to the principles of justice and equal opportunities
Academic freedom
- The University implements the principle of freedom of expression in terms of education, research, and personal opinion.
- The University community members promote critical thinking, freedom of expression; provide opportunities for participation in discussions and debates
Responsibility for the use of assets and resources, environmental awareness
The University community members shall:
- Use and protect the University property as intended
- Protect the intellectual property rights of the University and the University community members
- Use the University resources, staff time, equipment, services, and funding exclusively to fulfill the mission and tasks of the University
- Recognize the principles of sustainable development, use natural and other resources responsibly
Conflict of interest
The University community members shall take the following measures to prevent the real, potential or imaginary conflict of interest:
- Prevent and avoid conflict of interest that may arise due to personal relationships
- Give priority to the scientific and academic activities and commitments to the University; personal economic activity or other interests should not interfere with the performance of the university staff duties
- No kind of gratitude that may influence the decision can be accepted by the University community member
- Inform colleagues and immediate managers in case of a conflict of interest
- Due to a potential conflict of interest, the University community member shall refrain from taking a conflict decision
Analysis of external and internal factors influencing the activities of KhAI (SWOT)
Challenges:
- The global pandemic caused by Coronavirus Disease (COVID-19)
- The spread of crises in the state economy, slowdown in economic activity of society, and, consequently, reduced demand for education related to production
- Constant changes in labor market demands are associated with increasingly scientific and technological progress, resulting in a lack of clear labor market demands (absence of the National Qualifications System, sectoral qualification frameworks, professional standards, etc.)
- Demographic crisis
- Age "gap" in scientific and pedagogical staff
- Imperfection of the existing financing model of higher education in Ukraine
- Increasing competition in the educational services and research market in Ukraine and around the world
- Reforming the public administration model of strategically important industries and enterprises
- Opening and liberalization of the international market of educational services
- Constant change of conditions and procedures for licensing and accreditation of higher education institutions
Possibilities:
- Cooperation with leading enterprises of the aerospace industry and related industries; obtaining additional resources (training and retraining of specialists, carrying out research and business agreements).
- International cooperation; additional financing received for training and retraining of foreign specialists, providing academic mobility programs, participation in HORIZON 2020, Erasmus +, etc.
- Autonomy of higher education institutions; amending or adopting new Laws of Ukraine “On Education”, “On Higher Education”, “On Professional Higher Education”, “On the National Qualifications System” and adopting new laws which allow flexible and quick response to changes in the requirements of key stakeholders.
- Formulation of an effective strategy for Ukraine aerospace industry development and its implementation.
- Establishment of the Ministry of Strategic Industries and reforming of the public administration model of strategically important industries and enterprises.
- Carrying out structural reforms in KhAI to increase the efficiency of resource use to achieve the strategic goal.
- Improving the internal quality assurance system of education to recognize the quality of educational services both in the domestic and international market of educational services.
- Development of vaccines and other means of combating Coronavirus Disease (COVID-19)
Risks:
- Deterioration of Coronavirus Disease (COVID-19) pandemic situation.
- Constant crises in the state economy.
- State's refusal to develop the aerospace industry or suspension of reforms of the industry management model.
- No changes in the model of financing education and science.
- Impossibility to define criteria for long-term planning in the conditions of constant changes of external factors
Prospects:
- Lack of staff in the labor market leads to a review of training systems in enterprises and to understanding that the training of experienced professionals requires investment.
- Willingness to develop private partnerships in research.
- Introduction of a dual form of education.
- Introduction of the National Qualifications System, changes in the market of educational services.
- Establishment of a network of independent qualification centers for recognition of professional qualifications.
- Digitalization of society and, as a consequence, development of new educational technologies.

International cooperation:

- Creation of various short-term international programs, such as summer and winter schools, study visits, short-term research at KhAI stands, credit mobility programs

- Maintaining the corporate culture at the University.
- Carrying out constant monitoring of all administrative processes of KhAI with their further analysis and revision thereof by the University administration.
- Optimizing the structure of existing departments at the University by separating functions and powers.
- Constant interaction between administrative divisions, faculties, departments, student self-government bodies, public organizations, as well as strengthening the responsibility of all participants in the University processes.
- Development of the effective personnel management system with the following objectives: selection of highly qualified specialists, control of their professional development, evaluation of professional results.

- Ensuring the effectiveness of the quality management system and its continuous improvement.

Financing:
- Ensuring the functioning of a transparent system of financial and resource planning, management and reporting.
- Diversification of income and reasonable distribution of money for strategic projects and current activities.
- Development of cooperation with enterprises of aerospace, machine-building, IT and other industries (Ukrainian and international companies) in order to attract additional financing for KhAI development programs.
- Application of an effective model of staffing calculation, based on the peculiarities of higher education and degrees in various fields and majors.
