Public Management and Administration is a key field for building a modern, rule-of-law, European-integrated, and effective state. It combines political science, jurisprudence, economics, management, sociology, and digital technologies.

A modern public administration specialist is a new-generation civil servant, Public Manager, reformer, Policy Maker, and community leader capable of transforming public institutions, implementing e-Government, and ensuring high-quality public services for citizens and businesses.

The training of public administration specialists is based on studying the following objects of study and professional activity:

- the entire field of public management and administration: the totality of state authorities, local self-government bodies, international institutions, and public organizations;

- principles and mechanisms of system functioning: interaction between public administration institutions, local self-government bodies, and civil society organizations (NGOs, charitable foundations, media);

- social relations, phenomena, and processes: mechanisms for developing, adopting, implementing, and monitoring public policy at central, regional, and local (ATC) levels;

- public services and electronic governance: development, standardization, and provision of public/municipal services, digitalization of management processes, citizen participation in decision-making (e-Democracy);

- resources and infrastructure: state and local budgets, public procurement, municipal property, human resources potential of the public service.

Learning goals by higher education levels:

First (Bachelor's) level — training specialists capable of solving complex specialized tasks and practical problems in public management and administration or during the learning process, characterized by complexity and uncertainty of conditions.

Main focuses of Bachelor's degree training:

- mastering the regulatory and legal foundations of public administration and local self-government;

- mastering document workflow processes, provision of public services, administrative procedures, and administration in ASCs (Administrative Service Centers);

- mastering basic digital tools (electronic asset declaration, open data, public service portals);

- skills in public interaction, organizing communications in the public sphere, and resolving social conflicts.

Second (Master's) level — training highly qualified managers and executives capable of solving complex tasks and problems in developing, analyzing, and implementing public policy, conducting comprehensive research, and implementing innovations in public management under conditions of uncertainty.

Main focuses of Master's degree training:

- developing strategies for regional and local development, managing public sector projects and programs;

- crisis management, national and regional security, adapting Ukrainian legislation to European Union standards;

- public finance management, budgeting, and public procurement (Prozorro);

- strategic management in public institutions, public diplomacy, cooperation with international donors (USAID, EU, UNDP).

Third (Educational-Scientific) level — training highly qualified academic, pedagogical, and research personnel capable of generating new ideas, developing new theoretical and methodological approaches, and conducting original scientific research in public management.

Main focuses of PhD (Doctor of Philosophy) training:

- scientific research on state-building systems, public service transformation, and European integration processes;

- developing conceptual models for public sector reform, legal, and economic regulation;

- publishing results in international scientometric databases (Scopus / Web of Science), participating in drafting legislation;

- teaching activities in higher education institutions, participating in independent analytical centers (Think Tanks).

Key competencies of a graduate:

- legal and regulatory support — applying administrative, municipal, and budget law, drafting regulatory acts and decisions;

- Policy Analysis — assessing public needs, regulatory impact analysis (RIA), forecasting outcomes of government decisions;

- project and community management — strategic planning for territorial community (ATC) development, attracting grant funding, cooperation with NGOs and business;

- digitalization (e-Governance) — implementing electronic document management, open data, working with registries and digital services;

- public communications and PR — place branding, public relations in government bodies, crisis communications, ensuring transparency and publicity.

Graduates of specialty D4 Public Management and Administration have broad career prospects in the public, commercial, and non-profit sectors:

- state authorities: civil servant in Ministries, central executive bodies, regional and district state (military) administrations (RSA/DSA);

- local self-government bodies: official in city, town, village councils and their executive bodies, community development specialist in ATCs;

- service centers: ASC administrator, manager/specialist in social protection bodies, Pension Fund, etc.;

- international and non-profit organizations: executive/project manager in NGOs, international foundations (UNICEF, USAID, GIZ, EU projects), analyst at Think Tanks;

- commercial sector (GR — Government Relations): GR manager, government relations specialist in large companies and corporations;

- state and municipal enterprises: head or specialist of administrative apparatus in state-owned companies, hospitals, educational and cultural institutions;

- science and education (for PhD and Master's degree holders): university lecturer, researcher in scientific research institutes.
