1. General Provisions
1.1. The Regional Training Center for Information Technologies, Cybersecurity, and Information Protection (hereinafter referred to as the Center, abbreviated name - RTC) is a structural unit of the postgraduate education department of the Center for Education Quality, Licensing, and Accreditation of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University).
1.2. The Center is not a legal entity and carries out its activities on the material and technical base of the postgraduate education department of the Center for Education Quality, Licensing, and Accreditation, the Department of Computer Systems, Networks, and Cybersecurity (No. 503), the Department of Law (No. 702), and may also use the resources of other structural units of the University by agreement.
1.3. In its activities, the Center is guided by the Constitution of Ukraine, the laws of Ukraine «On Higher Education», «On Scientific and Scientific-Technical Activities», «On the Basic Principles of Ensuring the Cybersecurity of Ukraine», other regulatory legal acts, orders, and methodological recommendations of the Ministry of Education and Science of Ukraine, the University Statute, internal regulatory documents of the University, these Regulations, as well as the Memorandum of Cooperation in the Field of Cybersecurity and Information Protection between the State Service of Special Communication and Information Protection of Ukraine and the University.
1.4. The Center functions as a regional educational and training platform focused on career guidance and retraining of youth and specialists in the field of cyber defense and information technologies, coordinates the activities of educational institutions and partner organizations, and ensures the implementation of career guidance educational programs at the national and international levels.
2. Purpose and Tasks of the Center
2.1. The Center was created for the purpose of organizing professional training, retraining, and advanced training of specialists in the field of information technologies, cybersecurity, and information protection, developing a regional cyber defense system, increasing public awareness, and promoting the implementation of state policy in the field of national security.
2.2. Tasks and functions of the Center:
- ensuring the organization and conduct of professional training, retraining, and advanced training of specialists in the field of information technologies, cybersecurity, and information protection;
- ensuring high-quality preparation of trainees for passing qualification exams in accordance with professional standards and qualification requirements;
- development and implementation of educational programs, educational and methodological materials, trainings, and specialized training sessions in the field of information and functional security, technical information protection, cryptographic protection, and protection of critical information infrastructure;
- organization and conduct of trainings, advanced training courses, practical seminars, and other educational events on topics of information technologies, cybersecurity, and information protection;
- creation and deployment of a cyber range, specialized laboratories for cybersecurity and functional safety of information and operational technologies;
- development of test tasks, practical cases, simulations of cyberattacks and cyber incidents;
- preparation of reporting materials based on the results of trainings, internships, and testing results;
- development and implementation of modern digital solutions, software tools, and cyber threat modeling instruments into the educational process;
- cooperation with state institutions, local authorities, educational institutions, international partners, legal entities of public and private law in the field of training specialists in information technologies, cybersecurity, and information protection;
- provision of paid educational services for training, retraining, and advanced training;
- formation of a regional partnership network in the field of cyber defense and promotion of international cooperation.
3. Organization of the Center's Activities
3.1. The organization of the Center's activities is determined depending on the volume of work and its financing, the deadlines for completing tasks, as well as the needs of state and regional development programs in the field of information technologies, cybersecurity, and information protection.
3.2. Management of the Center is carried out by the Head of the Center for Scientific and Educational-Methodological Work, who determines the areas of activity and their coordination, as well as the person responsible for the organizational work of the Center, who exercises direct management of the Center's work[cite: 1]. The Head and the person responsible for the work of the Center are appointed by order of the University Rector from among the scientific and pedagogical staff of the University.
3.3. The Head of the Center for Scientific and Educational-Methodological Work exercises strategic and scientific-methodological guidance of the Center, in particular:
- determines the development strategy of the Center, forms its scientific-methodological policy and areas of educational activity;
- coordinates the preparation and updating of educational programs, courses, and trainings in accordance with state standards and international practices;
- ensures the quality of educational and methodological support and the compliance of educational programs with the training profile;
- initiates scientific research, grant, and educational projects funded from state and international sources;
- represents the Center in scientific-methodological councils of the University and scientific organizations.
3.4. The person responsible for the organizational activity of the Center exercises general management of organizational processes and administrative-economic support of the Center's activities, in particular:
- organizes and controls the current work of the Center, ensures the implementation of plans, orders, and instructions of the University Rector;
- coordinates the activities of subdivisions and involved specialists, ensures an appropriate level of material-technical base and resource support;
- is responsible for the organization of the educational process: formation of study groups, class schedules, distribution of teachers' workload;
- organizes marketing and information-educational events in the field of cyber defense and information technologies at the regional level;
- represents the Center in relations with state authorities, local self-government bodies, enterprises, institutions, and organizations of public and private law, including international partners;
- ensures compliance with the requirements of regulatory documents regarding documentation management, conclusion of agreements, and financial reporting of the Center.
3.5. To fulfill the purpose and tasks defined by these Regulations, the Center involves scientific-pedagogical and pedagogical workers, staff, doctoral students, and postgraduate students of the Departments of Computer Systems, Networks, and Cybersecurity (No. 503) and the Department of Law (No. 702), as well as other scientific-pedagogical, pedagogical workers, staff, doctoral students, and postgraduate students of University departments.
3.6. The Center interacts with departments, laboratories, faculties, and other University subdivisions on issues of providing educational services, conducting trainings, and implementing educational and research programs.
4. Final Provisions
4.1. The Regulations on the Center are signed by the Vice-Rector for Scientific and Pedagogical Work, the Director of the Center for Education Quality, Licensing, and Accreditation, the Head of the Legal Department of the University, and approved by the University Rector.
4.2. The Regulations are approved by order of the University Rector and enter into force from the moment of its signing.
4.3. Amendments to these Regulations are made in the established manner, are subject to approval in accordance with the internal regulations of the University, and enter into force from the moment of approval by the relevant order.
