The Regional Training Center for Information Technologies, Cybersecurity and Information Protection (Kharkiv) was established to organize professional training, retraining, and advanced professional development of specialists in the fields of information technology, cybersecurity, and information protection; to develop the regional cybersecurity system; to raise public awareness; and to facilitate the implementation of state policy in the field of national security. The Center also ensures high-quality preparation of trainees for qualification examinations in accordance with professional standards and qualification requirements.
The Head for Research, Academic and Methodological Activities of the Regional Training Center for Information Technologies, Cybersecurity and Information Protection is Viacheslav Kharchenko, Doctor of Technical Sciences, Professor, Corresponding Member of the National Academy of Sciences of Ukraine, Laureate of the State Prize of Ukraine in Science and Technology, and Head of the Department of Cybersecurity and Intelligent Information Technologies of the Faculty of Radio Electronics, Computer Systems and Infocommunications at the National Aerospace University "Kharkiv Aviation Institute".
The official responsible for the activities of the Regional Training Center for Information Technologies, Cybersecurity and Information Protection is Serhii Lukashevych, Candidate of Legal Sciences, Professor, Professor of the Department of Law of the Faculty of Humanities and Law at the National Aerospace University "Kharkiv Aviation Institute".
The Regional Training Center for Information Technologies, Cybersecurity and Information Protection is a structural unit of the Department of Postgraduate Education within the Center for Education Quality, Licensing and Accreditation of the National Aerospace University "Kharkiv Aviation Institute" and carries out its activities under programs licensed by the Ministry of Education and Science of Ukraine in accordance with the following professional standards:
1. «Head of the Structural Unit for Information Security and Cyber Defense».
Main purpose of professional activity: To exercise authority in decision-making and in defining the strategic directions for the development and provision of information security and cyber defense of information technologies, information systems/networks, and/or the organization’s infrastructure as a whole (including critical information infrastructure). To manage the implementation of the organization’s strategy, policies, and information security and/or cybersecurity management system at the organizational level. To plan and manage the allocation of relevant information resources and measures aimed at mitigating the consequences of cyber incidents affecting established business and operational processes, as well as ensuring the sustainable functioning of information systems/networks and/or the organization’s infrastructure as a whole (including critical information infrastructure). To ensure information exchange in the field of cybersecurity and information protection with external stakeholders.
2. «Network and Systems Administrator».
Main purpose of professional activity: To install, configure, maintain, and support networks and systems, as well as their individual components (including installation, configuration, and updating of hardware and software; database maintenance; creation and management of user accounts; supervision or performance of backup and recovery procedures; implementation of operational and technical security controls; and ensuring compliance with the organization’s security policies and procedures, etc.). To administer data management systems that enable the secure storage, processing, querying, protection, and use of data.
3. «Information Technology (Cybersecurity) Auditor».
Main purpose of professional activity: To conduct internal and external audits of information systems and informatization facilities in order to provide objective qualitative and quantitative assessments of the current state of the organization’s information security in accordance with the criteria and security indicators defined by the applicable legal and regulatory framework, as well as technical standards. To develop recommendations, based on the assessments provided, aimed at strengthening the information security management system, supporting resilience and business continuity plans, and restoring the normal functioning of the organization’s infrastructure following incidents and emergency situations.
4. «Information (Cybersecurity) Protection Assessment Specialist».
Main purpose of professional activity: To conduct independent comprehensive evaluations of managerial, operational, and technical security controls, as well as to improve the controls implemented within information technology systems to determine the overall effectiveness of protective measures. To develop, implement, and monitor measures aimed at eliminating causes and conditions that could lead to information leakage. To assess the level of protection of information systems and to systematically verify the implementation of declared security services. To enhance the security of information systems based on the analysis of potential weaknesses and vulnerabilities, while ensuring the cost-effectiveness of deployed protective measures.
5. «Cybersecurity Incident Response Specialist».
Main purpose of professional activity: To analyze and assess cybersecurity incidents within network environments and respond to them. To eliminate cybersecurity incidents and mitigate their consequences. To monitor and evaluate the cybersecurity status of systems and provide timely reporting of cybersecurity incidents. To restore system and process functionality to normal operating conditions. To investigate and analyze response measures, assess their effectiveness, and improve existing practices. To collect and analyze data on cyber threats.
6. «Information Protection Specialist».
Main purpose of professional activity: To ensure the protection (confidentiality, integrity, availability) of information processed or transmitted in information (automated), electronic communication, and information and communication systems against unauthorized actions (including computer viruses), leakage via technical channels, and special impacts on information processing tools, as well as protection of information disclosed at information activity facilities against leakage via technical channels.
7. «Cybersecurity Policy and Strategy Planning Specialist».
Main purpose of professional activity: To plan, develop, implement, maintain, and monitor policies, legislative, regulatory, and organizational-technical measures in the field of information and cybersecurity. To provide educational and consulting services, and to maintain communication with stakeholders in the specified field.
