1. General Provisions

1.1 The Regulations on the Department of Educational and Upbringing Work (hereinafter referred to as the DEUW) of the National Aerospace University named after M.E. Zhukovsky «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the instruction «Procedure for Drafting Regulations on Structural Units» QMS.KhAI-QA-RI/001:2015, the Statute of the National Aerospace University named after M.E. Zhukovsky «Kharkiv Aviation Institute» (hereinafter referred to as the Statute) and define the legal status of the DEUW, its structure, tasks, functions, rights, competencies of management, responsibility, and interaction with other structural units.

1.2 The Department of Educational and Upbringing Work is a structural unit of the University and is a part of the Center for Quality of Education, Licensing and Accreditation. The Department of Educational and Upbringing Work reports to the Vice-Rector for Scientific and Pedagogical Work, and directly reports to the Director of the Center for Quality of Education, Licensing and Accreditation.

1.3 In its activities, the DEUW is guided by the Constitution and laws of Ukraine, in particular «On Higher Education», decrees of the President of Ukraine and resolutions of the Verkhovna Rada of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Statute of the University, as well as other regulatory documents, legal acts, and these Regulations.

1.4 The DEUW is created, reorganized, or liquidated by the order of the Rector of the University.

Termination of the DEUW's activities is carried out through its liquidation or reorganization. Upon reorganization, all documentation of the DEUW must be promptly transferred for storage to the legal successor, and during liquidation - to the University archive.

2. Main Tasks

2.1 The main tasks of the DEUW are:

- training highly qualified, harmoniously developed engineering personnel, forming their skills as future organizers and production managers;

- conducting educational and upbringing work using modern pedagogical methods of carrying out educational and upbringing work;

- developing social activity, responsibility for assigned tasks, spiritual maturity, and cultural education in students;

- identifying and realizing creative abilities in students, promoting the harmonious development of the personality;

- developing students' motivation for learning and research activities;

- involving students in labor activities, sports, participation in amateur art activities, and participation in student associations and interest clubs;

- carrying out preventive work to prevent offenses;

- providing legal and psychological assistance to students;

- creating necessary conditions for students' accommodation in the dormitory;

- controlling educational and labor discipline, promptly responding to various offenses;

- coordinating the educational and upbringing process with the activities of the student trade union organization and other public associations;

- promoting the development of the student self-government structure;

- assisting in the organization of independent work for students;

- disseminating the experience of excellent students and supporting the education of honor students;

- studying innovative experience in educational and upbringing work of other educational institutions of Ukraine and introducing advanced achievements into the educational and upbringing process of the University.

2.2 The tasks of the DEUW are fulfilled through the full and effective implementation of all elements of the educational and organizational process with the widespread application of modern information technologies.

3. Functions

The Department of Educational and Upbringing Work is engaged in coordinating educational work at the faculties, educational work in student dormitories, work with student self-government bodies, cultural and mass work and organization of leisure time for students, lecture, national-patriotic and social work.

The main directions of the DEUW's activity are:

3.1 Annual development and implementation of the provisions of the comprehensive plan for the educational and upbringing work of the University. Coordination of educational and upbringing work at the faculties and departments of the University is carried out jointly with deputy deans of faculties, student self-government bodies, and academic group curators.

3.2 Participation in the organization and holding of cultural and mass events of the University, which are carried out jointly with responsible persons of the faculties, the University student club, the «Avia» trade union leisure center, and student self-government bodies.

3.3 Participation in the organization of educational work in the University dormitories, which is carried out jointly with the management of the University campus, representatives of student self-government bodies, and city law enforcement agencies.

3.4 Sports and mass work jointly with the Department of Physical Education, the University Sports Club, and student self-government bodies.

3.5 Cultural and educational activities jointly with the Scientific and Technical Library and the University Museum, student self-government bodies, the Trade Union Committee of Students and Postgraduate Students of the University, the Aerospace Lyceum, and the separate structural unit «Professional College of Information Technologies».

3.6 Sociological activities aimed at conducting sociological surveys of students to study their interests, needs, and topical issues regarding study conditions, living in dormitories, use of free time, and organization of leisure.

DEUW employees participate in the following QMS processes of the University:

- design and development of educational and upbringing activities;

- management processes.

The DEUW also performs mandatory QMS processes:

- management of documented information;

- corrective actions;

- preventive actions;

- management of non-conformities.

4. Rights and Responsibilities

4.1 The rights and responsibilities of the DEUW are realized through the rights and responsibilities of the Head of the Department and the employees.

4.2 The Head of the DEUW is endowed with the following rights and responsibilities:

- to submit proposals to the University management on issues of improving the department's work;

- to organize the exchange of experience and promote the professional development of the department's employees;

- to participate in the drafting and approval of draft instructions, regulations, and other regulatory documents of the University concerning the activities of the department;

- to represent the interests of the University on issues within the competence of the department in relevant institutions and organizations;

- to conduct correspondence with relevant institutions and organizations on issues related to the department's activities;

- to cooperate with structural units of the University to provide materials necessary for the performance of functions assigned to the DEUW;

- to hold meetings and seminars to discuss issues related to the educational process;

- to submit proposals for rewarding work achievements and applying disciplinary measures for violations of labor discipline and internal regulations by employees;

- to participate in reviewing issues related to the department's work, as well as issues regarding the transfer or dismissal of employees.

4.3 The rights of the department's employees are determined by the current legislation of Ukraine, the Statute, the Internal Regulations of the University, and relevant job descriptions.

5. Management

5.1 Management of the Department of Educational and Upbringing Work is carried out by the Head of the DEUW, who is appointed and dismissed by the order of the Rector of the University.

The Head of the DEUW may be dismissed on the grounds defined by labor legislation, as well as for violation of the University Statute, in accordance with current legislation.

5.2 A person who has higher education (Master's degree, Specialist), at least 5 years of experience in the qualification field, and organizational work experience is appointed to the position of the Head of the DEUW.

5.3 The Head of the DEUW must know the Constitution of Ukraine, the laws of Ukraine, acts of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine regarding the educational field, orders and instructions of the Ministry of Education and Science of Ukraine, other legislative and regulatory acts on education, internal regulations, rules and norms of labor protection and safety, fire safety.

5.4 The Head of the DEUW issues instructions regarding the department's activities, which are mandatory for its employees and may be canceled by the higher management of the University if they contradict the legislation, the Statute, or harm the interests of the University.

5.5 In their work, the Head of the DEUW is guided by the provisions specified in the relevant job description.

5.6 The Head of the Department of Educational and Upbringing Work:

- coordinates the activities of the DEUW in accordance with education legislation;

- plans the work of the DEUW;

- exercises control over the work of the DEUW employees;

- implements measures to improve the organizational structure of the DEUW;

- ensures the preservation of the educational and material base of the department in accordance with regulatory requirements, is responsible for compliance with internal labor regulations, sanitary and hygienic regime, labor protection and safety engineering.

6. Responsibility

6.1 Responsibility for the qualitative and timely performance of the assigned tasks and functions of this Regulation is borne by the Head of the Department of Educational and Upbringing Work.

6.2 The degree of responsibility of other employees is established by job descriptions.

7. Interaction with Other Structural Units

7.1 To implement its functions and tasks, the DEUW may, in the established manner, receive or provide information concerning its competence, participate in initiating and implementing joint activities, and interact within its competence with other structural units of the University.

7.2 Performing its functions, the DEUW interacts with:

- other structural units in order to identify and implement interstructural ties, exchange experience in organizing the educational process, use the educational and scientific base, and conduct complex works;

- faculties on the organization of educational and upbringing work according to educational work plans;

- the Ministry of Education and Science of Ukraine, the Department of Educational Quality Monitoring, Licensing and Accreditation, educational institutions and other organizations of the city, region, and country on issues related to the educational process at the University.

8. Final Provisions

8.1 The Regulations on the Department of Educational and Upbringing Work are signed by the Head of the DEUW and agreed upon with the Vice-Rector for Scientific and Pedagogical Work, the Director of the Center for Quality of Education, Licensing and Accreditation, the Head of the Legal Department, and the Head of the Human Resources Department of the University.

8.2 The Regulations on the DEUW are approved and put into effect by the order of the Rector of the University.

8.3 Amendments and/or additions to these Regulations are made in the manner established for its adoption.
