Grounds for accreditation

The Ministry of Education and Science of Ukraine submitted an application for accreditation at the National Aerospace University. Zhukovsky "Kharkiv Aviation Institute" of training in the educational and professional program "Biomedical Informatics and Radio Electronics" 163 specialty "Biomedical Engineering" for the second (master's) level of higher education.
The expert commission evaluated the correspondence of the National Aerospace University to them. N.E. Zhukovsky "Kharkiv Aviation Institute" on providing educational services in the field of higher education in preparation for the educational-professional program "Biomedical informatics and radio electronics" on the specialty 163 "Biomedical engineering" for the second (master's) level of higher education criteria and requirements to accreditation of educational programs in higher education and states that outlined above educational activities of the department of biomedical electronic and computerized facilities and technologies of the National Aerospace University. N. E. Zhukovsky "Kharkiv Aviation Institute" meets the accreditation requirements and licensing conditions for providing educational services in the field of higher education.
Thus, the application of the National Aerospace University named after them. N.E. Zhukovsky "Kharkiv Aviation Institute" regarding the accreditation of the educational and professional program "Biomedical informatics and radio electronics" on the specialty 163 "Biomedical engineering" for the second (master's) level within the limits of the licensed volume we consider to be sufficiently substantiated.

General conclusions and suggestions

The expert commission in accordance with the order of the Ministry of Education and Science of Ukraine dated December 10, 2018 for №571 during the period from December 12 till December 14, 2018 carried out the initial accreditation examination of the educational-professional program Biotechnical and medical apparatus and systems from the specialty 163 Biomedical engineering on the second (Master's) higher education level at the National Aerospace University. N.E. Zhukovsky "Kharkiv Aviation Institute".

On the basis of analysis and verification of the materials submitted for accreditation regarding the possibility of accreditation of the educational and professional program "Biomedical Informatics and Radio Electronics" in the specialty 163 "Biomedical Engineering" for the second (master) level of higher education with a total licensed volume of 25 people at the National Aerospace University named after. M.E. Zhukovsky "Kharkiv Aviation Institute" and the direct verification of the status of organizational, educational, methodological, informational, material and technical and personnel support, as well as the results of educational activities in place, the expert commission reached the following conclusions:

  1. The founding documents, the license and other submitted documents provide the legal and organizational basis for the activities and submitted to the expert commission submitted in full.
  2. At the university there is a correspondence of training specialists to valid accreditation norms, needs of the labor market. The staffing is in compliance with the established requirements and the report on self-analysis. The state of the material and technical base, organizational, teaching and methodological and information support of each discipline meets the licensing requirements.
  3. The expert examination of the level of masters' training according to the mentioned educational-professional program has shown that the overall success of the training and the quality of training of specialists meet the established criteria and requirements. 

The documents provided by the expert commission are original documents describing the National Aerospace University them. N.E. Zhukovsky "Kharkiv Aviation Institute", confirm the possibility of an educational institution to provide applicants for the educational and professional program "Biomedical Informatics and Radio Electronics" from the specialty 163 Biomedical Engineering at the second (master's) level of higher education. The organization, planning and formation of a contingent of higher education graduates in this specialty is carried out in accordance with the current legislation without violations.

However, the expert commission, in order to improve the quality of training specialists, considers it necessary to express the following remarks and recommendations:

  1. To increase the number of scientific publications of scientific and pedagogical workers of the department on the profile of disciplines in international science-computer databases, in particular in Scopus, Web of Science, Index Copernicus, etc.
  2. Pay attention to the training of specialists of higher qualification (candidates and doctors of sciences) in specialty 163 Biomedical engineering.
  3. To increase the activity of scientific activity of the publishing activity of teachers with students in the preparation of relevant publications;
  4. To increase the filling of the site of the department of radio-electronic and biomedical computerized means and technologies with electronic educational-methodical literature and methodical recommendations on educational disciplines.
  5. Intensify participation of applicants in the scientific work of the department on the publication of results in scientific and technical conferences of different levels.
  6. To increase the number of teachers who have certificates on foreign language training at B2 level.
  7. To involve masters, postgraduates and young teachers of the department in participation in international exchange programs, in particular Erasmus +, K1, etc.

General conclusion

The expert commission believes that personnel, material and technical, educational, methodological and informational support, as well as the quality of training for higher education graduates of the educational and professional program Biomedical informatics and radio electronics from specialty 163 Biomedical engineering at the second (master's) higher education level at the National Aerospace University them M.J. Zhukovsky "Kharkiv Aviation Institute" meets the requirements in the system of higher education and provides a state guarantee of the quality of education.

The Commission considers it possible to accredit the educational and professional program Biotechnical and medical devices and systems in the specialty 163 Biomedical engineering at the second (master's) level of higher education with a total licensed volume of 25 people.
