General Characteristics of the Scientific School
Under the leadership of S.M. Dombrovska, a community of researchers has been formed, including Doctors and Candidates of Sciences, as well as Doctors of Philosophy in the field of knowledge «Public Administration and Management», working on the implementation of innovative management models in the public sector.
As of early 2026, the school maintains a high level of scientific activity. Representatives of the school actively participate in international conferences (in particular with Polish colleagues) and collaborate with practical units to implement scientific developments.
A distinctive feature of the school is the synergy of public administration theory with practical aspects of life safety and professional training of personnel for the security and defense system of Ukraine and its economic sector.

Founder of the Scientific School
Svitlana Mykolaivna Dombrovska (born February 08, 1971), Doctor of Science in Public Administration (2012), Professor (2015), Honored Worker of Education of Ukraine (2018). Main Areas of Scientific Activity:
Determining the key mechanisms of public administration in the development of higher education under social transformations, advancing methodology for unifying public administration mechanisms in shaping personnel policy within the higher education system. Formulating and implementing state youth policy during integration processes based on European experience. Public administration in civil protection and outlining mechanisms for assessing the development of the state's military security system; gender aspects of Ukrainian state policy.
Members of the scientific school participate in protecting the state border of Ukraine and training young personnel (M.M. Synyshyn, Yu.A. Stolyar). Thanks to the research and scientific developments of school members in defended doctoral dissertations and scientific publications, the deployment and utilization of State Emergency Service (SES) forces and equipment for mitigating emergency consequences caused by russian armed aggression are optimized. A set of actions and measures has been developed to improve the protection of critical infrastructure facilities (R.B. Shevchuk, B.E. Bratko, Yu.O. Koretskyi, and others). International professional development courses for the command staff of the SES, Border Guard Service, and National Guard on strategic management in national security were conducted jointly with the University of International Relations and Social Communications (Chelm, Poland) and Pomeranian Academy (Slupsk, Poland) in 2022. Representatives of the scientific school led by S.M. Dombrovska completed professional development at the University of Gdansk and have hosted the joint International Scientific and Practical Conference «Public Administration in Civil Protection: Education, Science, Practice» for 10 years starting in 2015. They were part of the organizing committee and spoke at Pomeranian Academy International Conferences dedicated to environmental safety during armed conflicts (2022, 2023, 2024), and organized the work of the specialized committee on public administration for Stage II of the All-Ukrainian Student Research Competition «Civil Safety under Martial Law» in the 2023/2024 and 2024/2025 academic years, where research presentations from participants representing 36 higher education institutions of Ukraine were reviewed and heard.
