Ukrainian legal scholar, Doctor of Law, Professor, Honored Worker of Education of Ukraine, retired police colonel.
In 2000, he graduated from the National University of Internal Affairs (now Kharkiv National University of Internal Affairs).
From 2000 to 2022, he worked at this university: he held positions from the head of the office to the head of the Department of Criminal Law and Criminology, which he headed for 12 years.
In 2002, he defended his dissertation for the degree of Candidate of Law on the topic "Administrative and Territorial Coordination of the Activities of Crime Prevention Subjects in Ukraine at the Local Level"; in 2010, he defended his doctoral dissertation on the topic "Socio-Legal Mechanism of Counteracting Crime in Ukraine (Theoretical and Practical Principles)".
In 2011, he was awarded the academic title of Professor of the Department of Criminal Law and Criminology of the Faculty of Training of Specialists for Investigation Units of the Kharkiv National University of Internal Affairs.
From the first days of full-scale military aggression, he remained in the hero city of Kharkiv. He actively participated in the delivery and provision of humanitarian aid to the soldiers of the Armed Forces of Ukraine defending Kharkiv from the Russian invasion, to doctors, the civilian population of the city, and employees of the Kharkiv National University of Internal Affairs.
In 2022-2023, he headed the Department of Science and Education of the Kharkiv Regional Military Administration.
Since 2023, he has been performing the duties of rector of the National Aerospace University - "Kharkiv Aviation Institute".
He actively participated in the examination of legislation and the development of draft regulatory legal acts, in particular the Regional Program for the Implementation of the Principles of the State Anti-Corruption Policy in Ukraine, the Program for Counteracting Terrorism in the Territory of Kharkiv Region, the Program for Ensuring Public Security and Order in Kharkiv Region, the Program for Territorial Defense of Kharkiv Region for 2018–2019.
For 11 years, he was the chairman of the specialized academic council of the Kharkiv National University of Internal Affairs for the defense of doctoral and candidate dissertations in the specialty 12.00.08. Under his scientific supervision, 19 doctoral, 37 candidate and 9 PhD theses in the field of law were defended.
He is a member of the editorial boards of a number of scientific periodicals: “Bulletin of the Criminological Association of Ukraine”, “Law and Security”, “Bulletin of the Kharkiv National University of Internal Affairs”, “Public Law”, which are included in the list of scientific professional publications of Ukraine in legal sciences.
He is a member of the Criminological Association of Ukraine, the NGO "All-Ukrainian Association of Criminal Law", the Coordination Bureau on the Problems of the Activities of Judicial and Law Enforcement Bodies of the National Academy of Sciences of Ukraine, the Scientific and Technical Council of the National Academy of Sciences of Ukraine. He actively participates in legal and legal educational events. As a popularizer of science, he has repeatedly appeared on television, as well as in the columns of newspapers and magazines. In 2023, he was elected a full member (academician) of the Engineering Academy of Ukraine.
