General characteristics of the scientific school
The scientific school of Viktoriia Shvedun is a formed scientific direction in the specialties of 25.00.02 - mechanisms of public administration, 25.00.05 - public administration in the field of state security and public order protection and 281 - public management and administration, based on many years of research and teaching activities of the Doctor of Science in Public Administration, Full Professor Shvedun V. The activity of the scientific school is aimed at substantiating of the theoretical and methodological foundations and developing of practical recommendations concerning public administration in the field of national security, in particular, socio-economic security, information security and environmental security; public administration in the field of civil protection; public administration in the field of advertising; public administration in the field of tourism; public administration in the field of health, digitalization of state authorities and local self-government.
Founder of the scientific school
Viktoriia Shvedun (born March 29, 1980, Ukraine) is a Ukrainian scientist, economist and mathematician. PhD in Economics (2010), Doctor of Sciences in Public Administration (2017), Full Professor (2018).
At the same time, she was awarded by:
- Diploma of the National University of Civil Protection of Ukraine (2015);
- Diploma of the Department of Science and Education of the Kharkiv Regional State Administration (2016);
- Gratitude of the State Emergency Service of Ukraine (2017);
- Badge of Honor of the National University of Civil Protection of Ukraine ‒ medal “For a significant contribution to the development of education and science” (2019);
- Order "Scientist of the Year - 2020" from Ukrainian Federation of Scientists (2020);
- Diploma of the Executive Committee of Kharkiv City Council ‒ “For conscientious and fruitful work, high professionalism, significant contribution to the socio-economic development of the city of Kharkiv and on the occasion of International Women's Day” (2020);
- Gratitude of the Kharkiv Mayor ‒ “For the high professionalism, conscientious performance of official duties, a significant contribution to ensuring the security of life of residents of the city of Kharkiv under martial law and on the occasion of the Independence Day of Ukraine” (2023);
- Gratitude of the Kharkiv Mayor ‒ "For conscientious and fruitful work, high professionalism, significant contribution to the development of education and science of the city of Kharkiv and on the occasion of a professional holiday ‒ the Day of Education Workers" (2025).
In addition to scientific and pedagogical activities at the KhAI University, she headed the scientific department of the Scientific Department on the Problems of Management in the Field of Civil Protection of Educational, Scientific and Research Center of the National University of Civil Protection of Ukraine (2014-2018; 2022-2024), she was the first head of the Management Department of the Scientific and Research Center of the National University of Civil Protection of Ukraine (2018-2020).
The main scientific areas of the school are the following:
1. Public administration in the field of national security.
2. Information support of state security.
3. Public administration in the field of socio-economic security.
4. Public administration in the field of environmental security.
5. State regulation of security of critical infrastructure.
6. Public administration in the field of health.
Scientific achievements and results of activity
Under the scientific supervision of Viktoriia Shvedun the following dissertations are defined: 2 ‒ doctoral ones, 6 ‒ candidate ones and 2 ‒ PhD ones on the specialties 25.00.02 ‒ mechanisms of public administration, 25.00.05 ‒ public administration in the field of state security and public order protection and 281 ‒ public management and administration; a large number of bachelor and master qualification works are protected. Representatives of the scientific school actively participate in normative, expert and consultative activities at the national and regional levels.

1. I place of the second round of the All-Ukrainian competition of student scientific works in the specialization "Public Management and Administration (March 15, 2018 on the basis of the Kyiv National University of Trade and Economics).
2. III place of the second round of the All-Ukrainian competition of scientific student works in natural, technical and humanitarian sciences in the specialization "Management in the field of economic competition" (April 21, 2021 on the basis of the Poltava State Agrarian Academy).
