Rules of Conduct During Severe Frosts

Dress appropriately: Dress in layers: thermal underwear, a sweater, a waterproof jacket, a hat, a scarf, and gloves. Wear closed footwear with insulated soles. Avoid prolonged exposure to cold; take regular breaks in warm places. Do not leave exposed areas of skin — this reduces the risk of hypothermia. Avoid alcohol — it increases heat loss.

Prevention of hypothermia and frostbite: At temperatures below −10 °C, clothing should fully cover the face and hands. Avoid wind and moisture, as they intensify cooling. Watch for early signs of frostbite: white or grayish skin color, numbness, a feeling of cold. Return to a warm place at the first signs of discomfort.

First aid: In case of hypothermia: move the person to a warm place, remove wet clothing, and give a warm (not hot) drink. In case of frostbite: do not rub the affected areas — this can worsen the injury. Warm the person gently: a warm room, warm (not hot) compresses. If the condition is severe, seek medical assistance immediately.

Actions during an “Air Raid Alert” or power outage: Air raid alert: go to the nearest shelter or safe area, turn off lights and electrical appliances, and follow the institution’s safety plan. Power outage: remain calm, use flashlights or backup light sources, keep warm clothing nearby, and avoid panic. Follow official announcements and safety instructions at all times.
