The Research Division of the Department of Law is a structural unit of the Department responsible for organizing and executing the Department's scientific objectives.
The primary task of the Research Division is to organize theoretical and applied research both in the field of general legal issues—specifically the legal protection of citizens' rights and freedoms, public, and national security—and in specialized areas aligned with the educational profile of National Aerospace University "KhAI." These include the legal regulation of the aviation and space industries, information technology, intellectual property in aircraft manufacturing, and legal support for the resilience of critical infrastructure.
The academic staff of the Department consists of 26 members, including 4 Doctors of Sciences (Dr. Hab.), 18 Candidates of Sciences (PhD), 7 Professors, and 12 Associate Professors.
The priority research area is defined by the Department's scientific theme: "Legal Principles of Resilience and Sustainable Development of Critical Infrastructure" (State Registration Number: 0124U002897, registered on April 23, 2024). This involves developing methods and tools for information-analytical and regulatory-methodological support for decision-making processes in the field of national security and defense.
The scientific staff demonstrates a high concentration of intellectual capital and practical experience essential for supporting high-tech industries. The team combines academic depth with professional expertise in law enforcement. Staff qualifications include international internship certificates, allowing for the integration of research results into the global scientific space (specifically through active publications in journals indexed by Scopus and Web of Science). The synergy of academic degrees with the practical status of lecturers (attorneys, bankruptcy trustees, law enforcement experts) ensures the applied relevance of the Department's developments, transforming theoretical doctrines into concrete mechanisms for protecting aviation complex assets.
Research topics pursued by the Department's postgraduate students confirm both the scientific potential and the high professionalism of their supervisors. Over the last 2 years, 6 PhD dissertations have been defended. Based on their scientific achievements, three staff members have been awarded the academic titles of Associate Professor and Professor. Currently, two research works are in their final stages, focusing on the evolution of space law (1957-1979) and the implementation of information and communication technologies in law enforcement activities.
To validate research results and train scientific personnel, a comprehensive ecosystem has been established, combining publishing activities with practical laboratories. Founded in 2020, the journal "Propylaea of Law and Security" serves as a key platform for developing the domestic school of aerospace law. Since 2022, articles have been assigned DOI identifiers from CrossRef, and the journal is included in the international Scillit catalog.
The Department ensures the continuous update of the scientific and methodological framework for training specialists in "Law" and "Law Enforcement." Recent professional publications include works on criminal offenses at critical infrastructure and air transport facilities, criminal liability for intentional destruction or damage to housing and communal services, military law, and IT law.
The Department initiates annual conferences and roundtables involving participants across various disciplines from most regions of Ukraine and foreign higher education institutions. Research clubs in various fields, including civil, constitutional, and criminal law, operate on a permanent basis.
Law students have repeatedly received regional and national awards for their scientific activities, including the Academic Scholarship of the President of Ukraine and commendations from the Cabinet of Ministers of Ukraine.
Between 2022 and 2024, Department representatives, in collaboration with Rīga Stradiņš University, participated in the international scientific project "University of Excellence: Process of Transformation and Adaptation to Modern Challenges," supported by the Ministry of Education and Science of Ukraine. The project leader is Doctor of Law, Professor Natalia Filipenko.
The Department of Law at NAU KhAI confidently serves as a driver for high-tech jurisprudence in Ukraine, training personnel capable of protecting national interests in physical, digital, and outer space.
