1. General Provisions
1.1 The Regulations on Time Allowances for Planning and Accounting of the Work of Scientific-Pedagogical/Pedagogical Staff (hereinafter – the Regulations) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter – the University) have been developed in accordance with the Laws of Ukraine «On Higher Education», the Labor Code of Ukraine dated December 10, 1971 No. 322-VIII, the Industry Agreement between the Ministry of Education and Science of Ukraine and the Central Committee of the Trade Union of Education and Science Workers of Ukraine for 2021-2025, and the Charter of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter – the Charter), and contain time allowances for planning and accounting of the academic work of scientific-pedagogical/pedagogical staff of the University (hereinafter – the Allowances) and a list of the main types of methodological, scientific, and organizational work performed at the University.
1.2 The requirements of these Regulations apply to the activities of all scientific-pedagogical/pedagogical staff of the University.
1.3 When distributing the teaching load of scientific-pedagogical/pedagogical staff of the University, it is necessary to adhere to the Allowances specified in these Regulations.
1.4 The working time of a scientific-pedagogical/pedagogical staff member is the established period of time required for the performance of academic, educational-methodological, scientific-research, organizational-methodological, educational/civil work, and professional development, as provided for by the instructor's individual work plan for the corresponding academic year (hereinafter – the Individual Plan).
1.5 The working time of scientific-pedagogical/pedagogical staff is 36 hours per week (in accordance with Art. 51 of the Labor Code of Ukraine and Art. 56 of the Law of Ukraine «On Higher Education») and 1512 hours per year.
1.6 The University may recognize an instructor as a scientific-pedagogical staff member or a pedagogical staff member depending on the amount of working time the instructor spends on scientific work (within the limit of the total number of University employees). Requirements regarding the volume of working time for scientific work for scientific-pedagogical staff are determined by the Resolution of the Cabinet of Ministers of Ukraine No. 963 dated June 14, 2000 «On approval of the list of positions of pedagogical and scientific-pedagogical staff». The required volume of working time for scientific work for scientific-pedagogical staff is at least 30 percent of the total volume for the academic year.
1.7 When planning the workload distribution of a scientific-pedagogical/pedagogical staff member, the University takes into account the requirements of Art. 56 of the Law of Ukraine «On Higher Education» regarding the minimum amount of working time of a scientific-pedagogical staff member for scientific work, as well as the maximum volume of academic work for scientific-pedagogical and pedagogical staff. According to these requirements:
- a scientific-pedagogical staff member is obliged to perform scientific work in an amount of at least 30 percent of the total volume of working time per year;
- a scientific-pedagogical staff member cannot have a volume of academic work exceeding 30 percent of the total volume of working time per year;
- a pedagogical staff member cannot have a volume of academic work exceeding 60 percent of the total volume of working time per year.
1.8 In cases of operational necessity, the academic load of scientific-pedagogical/pedagogical staff may be modified in accordance with clause 5.2.10 of the Industry Agreement between the Ministry of Education and Science of Ukraine and the Central Committee of the Trade Union of Education and Science Workers of Ukraine for 2021-2025.
1.9 Involving scientific-pedagogical/pedagogical staff in work not provided for in the employment contract is carried out only with their consent or in cases specified by legislation.
1.10 Employment of part-time scientific-pedagogical/pedagogical staff is carried out only for those semesters in which an academic load is planned for them.
1.11 It is envisaged that the following types of academic work are performed on an hourly payment basis funded by the wage limits of the degree-granting department:
– teaching disciplines by specialists from external organizations and institutions involved to improve the quality of educational services;
– reviewing qualification papers;
– participation in the work of examination committees;
– participation in the work of one-time specialized Academic Councils by specialists involved from external organizations and institutions.
Also (based on a submission for hourly payment from the units authorized to organize the performance of the relevant academic work), other academic work may be performed on an hourly payment basis, namely:
– performance of all types of academic work within the framework of the educational program implementation;
– teaching courses under staff professional development programs;
– teaching at the Physics and Mathematics School of KhAI;
– teaching under programs of the preparatory department for the study of the state language and/or the language of instruction by foreigners;
– teaching special (professional) and elective disciplines related to the research topic by the supervisor of higher education seekers of the third level (see Appendix A.1, clause 15);
– conducting entrance examinations and other exams during admission to study at a certain educational level;
– providing additional educational services in the form of courses, clubs (beyond the scope of the educational program).
1.12 The primary form of planning and accounting for the work of scientific-pedagogical/pedagogical staff is their individual plan.
1.13 The types and volumes of assignments for scientific-pedagogical/pedagogical staff are recorded in the individual work plan of the scientific-pedagogical/pedagogical staff member for the academic year, which is agreed upon at the department meeting and approved by the Head of the Department before the start of the current academic year (no later than August 31). The Individual Plan of a scientific-pedagogical/pedagogical staff member may be adjusted within the limits of the working time for the academic year. Changes to the work plan may be made based on a decision of the department with the consent of the scientific-pedagogical/pedagogical staff.
1.14 After the end of the semester (academic year), the scientific-pedagogical/pedagogical staff member fills out the relevant sections of the Individual Plan.
1.15 Accounting for the performance of semester assignments of scientific-pedagogical/pedagogical staff is conducted no later than 14 days after the end of the semester (academic year), based on the volume of work actually performed.
1.16 On the basis of the completed Individual Plans, scientific-pedagogical/pedagogical staff prepare annual reports on the load fulfillment. The Individual Plan and the annual report are approved by the Head of the Department and the Dean of the Faculty and remain in the custody of the department.
1.17 During a period of business trip, illness, sabbatical leave, internship as a form of professional development, etc., if the load planned in the Individual Plan cannot be performed during the confirmed absence, the head of the structural unit of the scientific-pedagogical/pedagogical staff member adjusts this load or redistributes it among other employees. The redistribution of the load is recorded in the relevant schedule and approved by the head of the unit.
1.18 Changes in the academic load of a scientific-pedagogical/pedagogical staff member due to the reasons listed in clause 1.17 must be reflected in the instructor's Individual Plan with a corresponding recalculation of the load.
2. Time Allowances for Planning and Accounting of the Work of Scientific-Pedagogical/Pedagogical Staff
2.1 Time allowances for planning and accounting of academic work are calculated based on an academic hour (45 minutes).
2.2 Time allowances for planning and accounting of methodological, scientific, and organizational work are calculated based on an astronomical hour (60 minutes).
2.3 When planning and monitoring the work of a scientific-pedagogical/pedagogical staff member, it is necessary to adhere to the time allowances specified in Appendices A – E of these Regulations.
2.4 When planning scientific research work, scientific-pedagogical staff must take into account that the total volume of this load must be at least 30 percent of the total working time volume per year.
2.5 Calculation of the cost of educational services for training higher education seekers (for physical and legal entities) is carried out taking into account and on the basis of the planned number of individuals in an academic (study) group. The planned number of higher education seekers in an academic group for all levels and forms (full-time, part-time, distance, dual) of higher education is up to 25 individuals, depending on the specialty and the demand for the educational service.
2.6 Any work of a scientific-pedagogical/pedagogical staff member not provided for in these Regulations shall be additionally agreed upon at a department meeting and approved by the Rector or an authorized person.
3. Final Provisions
3.1 The Regulations are reviewed and approved by the Academic Council of the University and are enacted by an order of the Rector of the University.
3.2 Changes and/or amendments to these Regulations are reviewed and approved by the Academic Council of the University and are enacted by an order of the Rector of the University.
