1. General Provisions
1.1 The Regulations on Time Allowances for Planning and Accounting of the Work of Academic and Teaching Staff under Distance Learning Conditions (hereinafter – the Regulations) at National Aerospace University «Kharkiv Aviation Institute» (hereinafter – the University) have been developed in accordance with the Law of Ukraine «On Higher Education», relevant orders of the Ministry of Education and Science of Ukraine, University Regulations «On Distance Education», «On Educational Distance Course», as well as the University Charter, and contain time allowances for planning and accounting of the educational work of teaching and academic staff of the University (hereinafter – the Norms) and a list of the main types of methodical, scientific, and organizational work performed at the University under distance learning conditions.
1.2 The educational process can be conducted remotely in real-time (synchronous mode), based on the independent work of the higher education applicant (asynchronous mode), and, by decision of the Rector, in face-to-face mode.
1.3 The number of higher education applicants (students) studying via distance learning is determined by the decision of the Academic Council of the University within the licensed scope of training (retraining, advanced training) of specialists for the specified form of study, preparation for admission to the University, etc. At the same time, the ratio for the number of higher education applicants (students) studying at the University via distance learning must be at least one teacher per eighteen applicants (students).
2. Planning the Work of Academic and Teaching Staff under the Conditions of Applying Distance Education Technologies
2.1 The primary baseline for developing a curriculum to organize the educational process with the application of distance education technologies is the curriculum and working programs (syllabi) of academic disciplines for face-to-face and part-time (extramural) forms of higher education.
2.2 When developing working programs for educational distance courses, the recommended number of hours that a teacher conducts in real-time (synchronous mode of work) should be established within the number of classroom hours for face-to-face learning.
2.3 According to the Regulations «On Distance Education», the curriculum and the working program of the discipline may provide for the following types of educational workload: independent study of distance course materials, lecture, practical class, business game, completion of a term paper (project), completion of a qualification paper (project), educational (introductory) internship, consultation, seminar, discussion, completion of project assignments, practical training, control measures.
2.4 The types of work under distance learning conditions include:
1) delivering lectures conducted in real-time mode or asynchronously;
2) conducting practical classes in real-time mode (synchronously) or asynchronously;
3) conducting seminars, webinars, discussions in real-time mode (synchronously) or asynchronously;
4) conducting individual sessions in real-time mode (synchronously) or asynchronously;
5) conducting consultations on academic disciplines during the semester in real-time synchronous mode (or asynchronously);
6) conducting examination (or credit/grading) consultations in real-time mode synchronously (or asynchronously);
7) conducting examinations (credits/grading) in real-time mode (synchronously) or asynchronously;
8) grading control (modular) papers provided for in the curriculum and completed during independent work;
9) supervising and evaluating individual assignments provided for in the curriculum in real-time mode (synchronously) or asynchronously;
10) conducting semester control in real-time mode (synchronously) or asynchronously;
11) supervising educational internships with report verification and grading pass/fail assessment;
12) supervising industrial internships with report verification and grading pass/fail assessment;
13) supervising practical training (externship/internship) of applicants of the second (Master's) level of higher education with report verification and grading pass/fail assessment;
14) supervising, consulting, reviewing, and conducting the defense of qualification papers.
2.5 Such types of educational work as a lecture, consultation, practical class, seminar, webinar, discussion, defense of term papers and qualification papers, credits, and examinations are allowed to be conducted in a synchronous mode; conducting classes in an asynchronous mode is allowed by decision of the Rector, Dean of the Faculty, or Head of the Department.
3. Time Allowances for Planning and Accounting of the Work of Academic and Teaching Staff
3.1 The work of an academic and teaching staff member at the University when organizing the educational process with the application of distance education technologies consists of two parts: the first is methodological work, which includes the development of a distance course (preparation of educational and methodological materials); the second is educational work, which involves supporting the educational process under distance learning conditions.
3.2 The development of distance course materials can be attributed to the following types of activities:
1) preparation of lecture notes, methodological materials for seminars, practical classes, term design, writing of a qualification paper (project), conducting internships (educational, introductory), and independent work of higher education applicants;
2) preparation of textbooks, study guides, dictionaries, and reference books;
3) development of curricula and working programs (syllabi);
4) preparation of an electronic educational and methodological complex or computer software for academic disciplines;
5) compilation of examination papers, assignments for modular and final control, and tasks for test-based control;
6) development and implementation of visual teaching aids (charts, diagrams, slides, etc.).
3.3 The working hours of teaching and academic staff providing distance education for the execution of educational, methodological, scientific, organizational, and other duties in the current academic year must not exceed the annual fund of working time.
3.4 The number of scheduled hours for independent study (tentative, as students plan the time required for their independent work themselves) constitutes 50–70 % of the total educational time allocated for the study of an academic discipline per group. The share of practical classes, seminars, discussions, consultations, credits, and examinations is 30–50 %.
3.5 The number of scheduled hours for lectures corresponds to the norms of face-to-face (full-time) learning.
3.6 The number of hours for consultations is up to 12 % of the total volume of hours.
3.7 The share of practical classes out of the total volume of educational time is 0.2 academic hours per assignment (teacher's workload = number of practical assignments * number of students * 0.2).
3.8 The number of hours for conducting seminars and discussions is up to 8 % of the total volume of educational time. To conduct seminars, higher education applicants are divided into subgroups. The norm for conducting discussions is no more than one hour per module or drawn from the seminar quota.
3.9 Time allowances for planning and accounting of the work of academic and teaching staff operating under distance learning conditions are presented in Appendix A.
4. Final Provisions
4.1 The Regulations are approved by the Academic Council of the University and enacted by the order of the Rector.
4.2 Control over the implementation of the Regulations is exercised by the officials of the University within their powers defined in their job descriptions.
4.3 Amendments and supplements to the Regulations are considered and approved by the Academic Council of the University and enacted by the order of the Rector of the University.

Notes to Table 1:
- The number of higher education applicants in a group is determined based on the pedagogical, technological, and economic aspects of distance learning organization.
- A test assignment package contains all the questions (tasks) for a single control measure.
- Time allowances are specified depending on the volume of the test assignment. The minimum number of test questions to be included in one package is determined by the department.
