Regulations on the Time Standards for Planning and Accounting for the Work of Scientific and Pedagogical Staff

Dear colleagues! Please note that the Regulation on time norms for planning and accounting the work of academic and teaching staff (Revision 6) enters into force on September 1, 2026. Individual work plans of academic staff for the 2025/2026 academic year are to be completed in accordance with the requirements of Revision 5 of the specified Regulation.

1. General Provisions

1.1 The Regulation on time norms for planning and accounting the work of academic staff (hereinafter – the Regulation) of the National Aerospace University “Kharkiv Aviation Institute” (hereinafter – the University) has been developed in accordance with the Laws of Ukraine “On Higher Education”, the Labor Code of Ukraine dated 10.12.1971 No. 322-VIII, the Sectoral Agreement between the Ministry of Education and Science of Ukraine and the Central Committee of the Trade Union of Education and Science Workers of Ukraine for 2021-2025, and the Statute of the National Aerospace University “Kharkiv Aviation Institute” (hereinafter – the Statute), and contains time norms for planning and accounting the educational work of the University's academic staff (hereinafter – the Norms) and a list of the main types of methodical, scientific, and organizational work performed at the University.

1.2 The requirements of this Regulation apply to the activities of all academic staff of the University.

1.3 When distributing the educational workload of the University's academic staff, it is necessary to adhere to the Norms set forth in this Regulation.

1.4 The working time of an academic staff member is the established period of time required to perform educational, educational-methodical, scientific-research, organizational-methodical, educational-vocation work, and professional development provided for by the instructor's individual work plan for the year (hereinafter – the Individual Plan).

1.5 The working time of academic staff is 36 hours per week (in accordance with Art. 51 of the Labor Code of Ukraine and Art. 56 of the Law of Ukraine “On Higher Education”) and 1512 hours per year.

1.6 When planning the distribution of work for an academic staff member at the University, it is taken into account that the maximum educational workload in an academic year must not exceed 600 hours per full-time position (in accordance with Art. 56 of the Law of Ukraine “On Higher Education”).

1.7 In cases of operational necessity, the educational workload of academic staff may be modified in accordance with paragraph 5.2.10 of the Sectoral Agreement between the Ministry of Education and Science of Ukraine and the Central Committee of the Trade Union of Education and Science Workers of Ukraine for 2021-2025.

1.8 Involving academic staff in work not provided for in the employment contract is carried out only with their consent or in cases stipulated by legislation.

1.9 Employment of academic staff on a part-time basis (plurality of offices) is carried out only for those semesters in which an educational workload is planned for them.

1.10 It is envisaged that the following types of educational workload are performed on an hourly pay basis within the salary limits of the graduating department:

– teaching disciplines by specialists from external organizations and institutions involved to improve the quality of educational services;

– reviewing qualification theses;

– participating in the work of examination boards.

Based on the submission for hourly pay from the subdivisions authorized to organize the performance of the respective educational workload:

– teaching courses under professional development programs for employees;

– teaching at the Physics and Mathematics School of KhAI;

– teaching under the programs of the preparatory department for foreigners studying the state language and/or the language of instruction;

– supervising postgraduate students and/or teaching special (professional) and elective disciplines related to the research topic by the supervisor (see Appendix A. 1, items 16, 17);

– conducting entrance examinations and other exams during admission to a certain educational level;

– providing additional educational services in the form of courses and clubs (beyond the scope of the educational program).

1.11 When planning work related to the organization and conduct of distance learning, the distribution is carried out in accordance with the QMS Regulation KhAI-VDOT-P/001:2021 “On time norms for planning and accounting the work of academic staff under distance learning conditions”.

1.12 The main form of planning and accounting the work of an academic staff member is their individual plan.

1.13 The types and volumes of assignments for academic staff are recorded in the individual work plan of the academic staff member for the academic year, which is approved at a department meeting and confirmed by the head of the department before the start of the current academic year (no later than August 31). The employee's individual plan may be adjusted within the working hours for the academic year. Changes to the work plan may be made based on a department decision with the consent of the academic staff.

1.14 Upon completion of the semester (academic year), the academic staff member fills in the relevant sections of the Individual Plan.

1.15 Accounting for the performance of semester assignments of academic staff is conducted no later than 14 days after the end of the semester (academic year), based on the volume of work actually performed.

1.16 On the basis of the completed Individual Plans, academic staff prepare annual reports on workload fulfillment. The Individual Plan and the annual report are approved by the head of the department and the dean of the faculty and are kept on file at the department.

1.17 For the period of a business trip, illness, creative leave, internship as a form of professional development, etc., if the planned workload cannot be performed during the period of confirmed absence, the head of the structural subdivision of the academic staff member adjusts this workload or redistributes it among other employees. The redistribution of workload is recorded in the relevant schedule and approved by the head of the subdivision.

1.18 Changes in the educational workload of an academic staff member due to the reasons listed in paragraph 1.17 must be reflected in the instructor's individual plan with a corresponding recalculation of the workload.

2. Time Norms for Planning and Accounting the Work of Academic Staff

2.1 Time norms for planning and accounting educational work are calculated based on an academic hour (45 minutes).

2.2 Time norms for planning and accounting methodical, scientific, and organizational work are calculated based on an astronomical hour (60 minutes). 

2.3 When planning and monitoring the work of an academic staff member, it is necessary to adhere to the time norms specified in Appendices A – E of this Regulation.

2.4 When planning scientific research work, academic staff must take into account that the total volume of this workload must be at least 50 hours per year per full-time position.

2.5 Any work of an academic staff member not provided for by this Regulation shall be additionally approved at a department meeting and confirmed by the Rector or a person authorized to do so.

3. Final Provisions

3.1 The Regulation is reviewed and approved by the Academic Council of the University and enacted by the order of the Rector of the University.

3.2 Amendments and/or additions to this Regulation are reviewed and approved by the Academic Council of the University and enacted by the order of the Rector of the University.
