1. General Provisions

1.1 The Regulations on the System of Internal Quality Assurance of Educational Activities and Higher Education of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the Regulations) have been developed in accordance with the Law of Ukraine «On Higher Education» dated July 1, 2014, No. 1556-VII (as amended) and taking into account the requirements of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). The Regulations cover all types of educational activities and processes that affect the quality of educational services provided at the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University).

1.2 The system of internal quality assurance of the University's educational activities and higher education is aimed at the following:

- demonstrating the University's capability to provide quality educational services that comply with current legislative and regulatory normative documents in the field of higher education, as well as satisfy modern requirements and needs of the national and international labor markets;

- orienting University employees toward improving the quality of educational services and supporting the effective functioning of the system.

1.3 The system of internal quality assurance of the University's educational activities and higher education consists of the following standards:

- quality assurance policy;

- design and approval of educational programs;

- student-centered learning, teaching, and assessment;

- student admission, progression, recognition, and certification;

- teaching staff;

- learning resources and student support;

- information management;

- public information;

- ongoing monitoring and periodic review of programs;

- prevention and detection of academic plagiarism in the scientific papers of employees, students, postgraduate students, and doctoral candidates of the University;

- cyclical external quality assurance.

1.4 The requirements of these Regulations are mandatory for execution by all departments and personnel of the University involved inлет the system of internal higher education quality assurance.

2. Regulatory and Legislative Framework

The Regulations contain references to the following normative documents and legislative acts:

1) Law of Ukraine «On Higher Education» dated 01.07.2014 No. 1556-VII (as amended);

2) Law of Ukraine «On Access to Public Information» dated 13.01.2011 No. 2939-VI (as amended);

3) Strategy for Reforming Higher Education in Ukraine until 2020 (draft);

3. Terms and Definitions of Concepts

The Regulations use terms and definitions of concepts given in the Law of Ukraine «On Higher Education»:

3.1 educational institution - an organization that provides educational services;

3.2 educational service provider - a person who provides education to a learner;

3.3 educational process - intellectual and creative activity in the field of higher education and science, carried out at the University through a system of scientific, methodological, and pedagogical measures and aimed at the transfer, acquisition, multiplication, and use of knowledge, skills, and other competencies in persons studying, as well as at the formation of a harmoniously developed personality;

3.4 educational activity - activity carried out with the aim of ensuring the acquisition of higher and postgraduate education and satisfying other educational needs of higher education applicants and other persons;

3.5 education quality assurance system - a set of interrelated or interacting internal processes aimed at organizing the educational process in a higher educational institution in compliance with higher education standards, ensuring the acquisition of quality higher education by individuals, and contributing to the creation of new knowledge;

3.6 quality of higher education - the level of knowledge, skills, proficiency, and other competencies acquired by a person, reflecting their competence in accordance with higher education standards;

3.7 quality of educational activity - the level of organization of the educational process in a higher educational institution that complies with higher education standards, ensures the acquisition of quality higher education by individuals, and contributes to the creation of new knowledge.

4. Standards of the University's Internal Higher Education Quality Assurance System

4.1 Quality Assurance Policy

4.1.1 The University management forms a quality policy in accordance with the University management strategy, which is aimed at involving participants in the educational process and stakeholders in its continuous improvement at all levels of the University. The quality policy is approved by the Academic Council and enacted by an order of the University Rector.

4.1.2 The approved quality policy is distributed and explained to employees within the University at general meetings of the labor collective, as well as by the heads of structural units at meetings or briefings of the units, and is posted on the official website of the University to ensure its accessibility to all stakeholders.

4.1.3 The University's Quality Policy:

a) complies with higher education standards, licensing requirements for educational activities, and accreditation requirements for educational programs;

b) is oriented toward satisfying the needs and expectations of customers and supports the development of a quality culture in which all internal parties assume responsibility for quality and engage in quality assurance at all levels of the University;

c) is aimed at meeting requirements and continuously improving the effectiveness of the internal education quality assurance system;

d) serves as the basis for establishing and reviewing quality objectives;

e) reflects the connection between research and teaching and learning, and takes into account both the national context in which the educational institution operates and the university context and strategic approach;

f) is continually analyzed for suitability and relevance.

4.1.4 The University's Quality Policy is implemented through the following actions:

a) development, implementation, maintenance, and continuous improvement of the internal higher education quality assurance system;

b) encouraging the management and staff of faculties, scientific schools, departments, and other structural units, as well as students, to assume responsibility for ensuring the quality of the educational process;

c) ensuring academic integrity and freedom while remaining vigilant against instances of academic fraud;

d) preventing any manifestations of intolerance or discrimination towards students or University employees;

e) engaging external stakeholders in quality assurance.

4.2 Design and Approval of Programs

4.2.1 Educational programs through which educational services are provided at the University correspond to the goals defined within them, including the planned learning outcomes. They clearly define the qualifications that graduates will obtain as a result of completing the program. The corresponding educational level according to the National Qualifications Framework for higher education is indicated, which complies with the Framework for Qualifications of the European Higher Education Area and the International Standard Classification of Education (ISCED-F).

4.2.2 The process of developing educational programmes at the University is implemented in accordance with the Law of Ukraine "On Higher Education", the Licensing Conditions for the Conduct of Educational Activities of Educational Institutions, and the Methodological Recommendations for Describing an Educational Programme in the Context of New Higher Education Standards.

4.2.3 An educational programme (educational-professional, educational-scientific) for a specific specialty is developed by a project team headed by a project leader-guarantor and consisting of leading academic and pedagogical staff of the University. The project team is established by order of the Vice-Rector for Academic and Pedagogical Work of the University upon the recommendation of the academic and methodological commission corresponding to the specialty. The project team must consist of at least three persons:

1) for the first (bachelor's) level:

- three persons holding an academic degree and/or academic title,

- the head of the project team (guarantor of the educational programme), who holds an academic degree and/or academic title in a relevant or related specialty, and has at least 10 years of experience in academic-pedagogical and/or scientific work;

2) for the second (master's) level:

- three persons holding an academic degree and academic title, including at least one Doctor of Sciences or Professor,

- the head of the project team, who holds an academic degree and/or academic title in a relevant or related specialty and has at least 10 years of experience in academic-pedagogical and/or scientific work;

3) for the third level:

- three persons holding an academic degree and academic title, including at least two Doctors of Sciences,

- the head of the project team, who holds an academic degree and academic title in a relevant or related specialty and has at least 10 years of experience in academic-pedagogical and/or scientific work.

4.2.3 The head of the project team acts as the guarantor for only one educational programme.

4.2.4 The project leader-guarantor of the educational programme is responsible for the work of the project team and the results obtained. They supervise the compliance with licensing requirements during the initiation and implementation of educational activities under the respective educational programme.

4.2.5 The Academic and Methodological Commission of the University in the profile corresponding to the specialty oversees the activities of the project team, controls the quality of performance of the functions assigned to this team, and provides information toкри to the Vice-Rector for Academic and Pedagogical Work. Duringлей the development of the educational programme, the guarantor of the programme interacts with the head ofлей the graduating department where the educational programme will be implemented to ensure the subsequent high-quality execution of this programme.

4.2.6 The educational programme is formatted in accordance with the recommendations for describing an educational programme (paragraph 5 of Section 2) and contains the following information:

- qualification awarded;

- programme duration;

- number of credits;

- qualification level in accordance with the NQF and EQF;

- field(s) of study according to the national classification of education andлей the international standard classification of education (ISCED-F);

- specific admission requirements (if applicable);

- recognition mechanisms for prior learning;

- programme completion requirements;

- programme profile;

- programme learning outcomes;

- structural and logical scheme of the educational programme with ECTS credits;

- mode of study;

- examination regulations and grading scale;

- compulsory or elective mobility windows (if applicable);

- practical training/internship (if applicable);

- work-based learning/internship;

- composition of the working group.

- reviews and feedback from external stakeholders;

- professional profiles of graduates;

- access to further studies.

4.2.7 The educational programme for a specific specialty is reviewed at a meeting of the graduating department and the Academic Council of the faculty where the educational programme is implemented, approved by the academic and methodological commission according to the profile of the specialty, endorsed by the Academic Council of the University, and enacted by order of the Rector ofто the University.

4.3 Student-Centred Learning, Teaching, and Assessment

4.3.1 The University supports the introduction of student-centred learning, teaching, and assessment, and ensures the delivery of programmes in a way that encourages students to take an active role in creating the learning process.

4.3.2 The implementation of student-centred learning and teaching at the University is based on the following principles:

a)   respect and attention to the diversity of students and their needs, enabling flexible learning paths;

b)   using different modes of delivery, where appropriate;

c)   flexible use of a variety of pedagogical methods;

d)   regular evaluation and adjustment of delivery modes and pedagogical methods;

e)   encouraging a sense of autonomy in the students, while offering adequate guidance and support from the teaching staff;

f)   promoting mutual respect in the student-teacher relationship;

g)   appropriate procedures for dealing with student complaints.

4.3.3 The University applies a modular-rating system for assessing student achievements and progress, the purpose of which is:

- increasing students' interest in the learning process;

- stimulating systematic and independent work of students;

- enhancing the objectivity of student assessment;

- identifying and fostering special abilities of students;

- increasing the efficiency of the academic and pedagogical staff's work.

The rules for applying the modular-rating system are outlined in the Regulations "On the Modular-Rating System for Assessing Student Knowledge".

4.3.4 Control and Monitoring of Student Achievements

4.3.4.1 The procedure for monitoring and controlling student achievements, described in the Regulations "On the Organisation of the Educational Process", is based on conducting relevant control measures. These measures are carried out to determine the level of mastery of theoretical material and practical skills provided in the syllabi (work programmes) of academic disciplines taught at the University.

4.3.4.2 Control measures include current control, final control, and assessment of students' retained knowledge.

4.3.4.2.1 Current Control

Current control is carried out during practical, laboratory, seminar, and other classes to check the level of mastery of a specific topic or section (content module) of an academic discipline. Current control is implemented in the forms of oral questioning, defence of laboratory work, presentations at seminar and practical classes, express control, etc., checking the results of various individual assignments, monitoring the assimilation of learning material scheduled for independent study by the student, and the ability to present certain material publicly or in writing (presentation). The forms of current control and maximum scores for them are determined by the respective departments and specified in the work programme of the relevant academic discipline.

4.3.4.2.2 Final Control

Final control is conducted to assess learning outcomes at certain final stages or at a specific level of higher education. Final control includes semester control and certification.

4.3.4.2.3 Semester Control

Semester control is carried out in the form of a semester exam, differentiated test, test, or defense of a course paper (project) in the volume determined by the syllabus of the academic discipline covering the material studied during the semester, within the timeframes established in the working curriculum.

The following forms of control may be applied at the instructor's level:

- oral control,

- written control (tests, control tasks),

- control using computer technologies,

- mixed control (combined).

The forms of control and assessment criteria are determined by the instructor in the syllabus of the academic discipline depending on the purpose and time of the control and are brought to the attention of students at the beginning of the semester.

The results of semester control are recorded in the cumulative credit and examination grade sheet of the Pilot system and the electronic student rating system. Admission to continued studies in the next semester is carried out based on the results of the semester control.

Information on the subjects studied, tests passed, and exams taken is entered into the academic transcript separately for each semester. A student who has studied at several higher education institutions is issued an academic transcript which includes the grades received during their studies at those institutions. In this case, before the list of subjects passed at the University, the academic transcript shall include the subjects passed at other higher education institutions along with the names of those institutions. Students who have dropped out from the first year of a higher education institution and have not taken exams and tests shall be issued an academic transcript stating that the student did not take tests and exams.

4.3.4.2.4 Assessment of Students' Retained Knowledge

Assessment of students' retained knowledge is carried out in the form of rector's control tests (hereinafter referred to as RCT) in academic disciplines in accordance with the Regulations "On the Assessment of Students' Retained Knowledge in the Form of Rector's Control Tests in Academic Disciplines".

An RCT is a control measure in an academic discipline carried out to determine the level of students' retained knowledge and to control the quality of the educational process. This control measure is carried out for disciplines whose study was completed in the previous semester or academic year, using in full the materials provided in the syllabi of these academic disciplines.

4.4 Admission, Studies, and Certification of Students

4.4.1 Admission to Studies at the University

4.4.1.1 Admission to studies at the University is carried out on a competitive basis in accordance with the Admission Conditions for Higher Education Institutions approved by the Ministry of Education and Science.

In accordance with the Admission Conditions for Higher Education Institutions, the Academic Council of the University approves the Admission Regulations to the University, which are published on the official website of the University.

Admission to studies at the University of foreign citizens studying in the Ukrainian (Russian) language under the full-time mode of study is carried out in accordance with the University regulations in force: "Organisation of Admission and Training of Foreign Citizens Studying in the Ukrainian (Russian) Language under the Full-Time Mode of Study at the National Aerospace University named after M.E. Zhukovsky 'Kharkiv Aviation Institute'".

4.4.2 Studies

The studies of participants in the educational process at the University are carried out in accordance with the Regulations "On the Organisation of the Educational Process" and educational programmes.

4.4.3 Certification of Applicants

4.4.3.1 Certification of applicants is the establishment of the compliance of the applicant's mastered level and scope of knowledge, skills, and other competencies with the requirements of higher education standards. Certification is carried out openly and publicly.

4.4.3.2 Certification of individuals acquiring a bachelor's or master's degree is carried out by an examination committee, which may include representatives of employers and their associations. The tasks, formation procedure, organisation, and summary of the examination committee's work at the University are regulated in accordance with the Regulations "On the Establishment and Organisation of the Work of the Examination (Certification) Committee" at the National Aerospace University named after M.E. Zhukovsky "Kharkiv Aviation Institute". Based on the decision of the examination committee, the University awards the relevant higher education degree, assigns the appropriate qualification, and issues a higher education document to the individual who has successfully completed the relevant educational programme at a certain level of higher education and passed certification. The form of the applicant's certification (comprehensive exam, exam, defense of a diploma (master's) thesis (project), etc.) at a certain level of higher education is determined by the educational programme and reflected in the curriculum for a specific specialty.

4.4.3.4 Grades received in academic disciplines for the completion of individual assignments, practical training, and internships are not subject to retaking. An applicant who receives an unsatisfactory grade during certification or is not admitted to certification shall be expelled from the University and issued an academic transcript.

4.4.3.5 Certification of individuals pursuing a Doctor of Philosophy (PhD) degree is carried out by permanent or ad hoc specialized academic councils of the University based on the public defense of research achievements in the form of a dissertation.

4.4.3.6 Certification of individuals pursuing a Doctor of Sciences degree is carried out by permanent specialized academic councils of the University based on the public defense of research achievements in the form of a dissertation, a published monograph, or a set of articles published in domestic and/or international peer-reviewed professional journals, the list of which is approved by the central executive body in the field of education and science.

4.4.3.7 Certification of individuals participating in academic mobility programmes is carried out in accordance with the Regulations "On Academic Mobility of Students and Postgraduate Students of the National Aerospace University named after M.E. Zhukovsky 'Kharkiv Aviation Institute'".

4.4.4 Interruption of Studies

4.4.4.1 Academic Leave

An applicant may take a break from studies (academic leave) in accordance with the Regulations "On Academic Leaves and Re-enrollment for Studies of Students at the National Aerospace University named after M.E. Zhukovsky 'Kharkiv Aviation Institute'". Academic leave is granted in connection with circumstances that make it impossible to fulfill the curriculum (for health reasons, conscription for fixed-term military service in the event of losing the right to deferment from it, studying or interning at educational and scientific institutions of foreign countries, etc.), in the case of decreased work capacity due to body function disorders caused by acute illnesses requiring prolonged rehabilitation treatment, exacerbation of chronic diseases, or frequent illnesses (more than one month per semester); anatomical defects that prevent restorative treatment during studies; or an accident. Maternity leave, parental leave until the child reaches the age of three, and in cases where the child is ill and requires home care until the child reaches the age of six, are granted in accordance with the Labour Code of Ukraine.

4.4.4.2 Repeat Studies

The University provides the opportunity for a capable student (who does not have the right to obtain academic leave) to retake a course of study for a specific semester if the curriculum of that semester was not fully completed for valid reasons: prolonged illnesses related, in particular, to epidemics; frequent illnesses (more than one month per semester); business trips; complex family circumstances, in particular the need to care for family members, etc. Retaking a course of study by a student is processed in accordance withлла with the Regulations "On Academic Leaves and Re-enrollment for Studies of Students at the National Aerospace University named after M.E. Zhukovsky 'Kharkiv Aviation Institute'".

First-year students of the University do not have the right to repeat studies.

The Rector has the right to grant academic leave or repeat studies to students provided that all necessary documents are available.

4.4.5 Transfer of Students

4.4.5.1 The transfer of students from any higher education institution to the University, regardless of the mode of study, field of training of higher education specialists, or specialty, is carried out by mutual consent of the Rector of the University and the head of the other higher education institution in accordance with the University's active Regulations "Procedure for Transfer, Expulsion, and Re-admission of Students".

4.4.5.2 The transfer of students, as well as reinstatement among students of persons who have been expelled from higher education institutions, is carried out, as a rule, during summer or winter holidays in accordance with the University's active Regulations "Procedure for Transfer, Expulsion, and Re-admission of Students".

Transfer of students to the first year of the University is prohibited.

4.4.6 Expulsion

4.4.6.1 An applicant may be expelled from the University for the following reasons:

- completion of studies under the respective educational programme;

- of their own free will;

- in connection with transfer to another higher education institution;

- failure to fulfill the curriculum;

- violation of academic discipline and the Internal Regulations of the University;

- violation of the terms of the agreement on the provision of educational services;

- other grounds defined by legislation.

4.4.6.2 The expulsion of underage students is carried out in agreement with the minors' affairs service of the local executive authorities.

4.4.6.3 The expulsion of a higher education applicant is carried out by order of the Rector (Vice-Rector for Academic and Pedagogical Work) of the University upon the submission of the faculty dean in agreement with the student trade union and the student self-government body of the University in accordance with the Regulations "Procedure for Transfer, Expulsion, and Re-admission of Students".

4.4.7 Re-admission

4.4.7.1 Re-admission to the student body is carried out by the Rector of the University regardless of the duration of the break in studies, reasons for expulsion, length of service, or mode of study, taking into account the applicant's ability to successfully fulfill the curriculum schedule in accordance with the University's active Regulations "Procedure for Transfer, Expulsion, and Re-admission of Students".

4.4.7.2 Individuals who studied at the expense of the state budget may be re-readmitted to studies with tuition fees covered by the local budget, branch ministries, departments, enterprises, organizations, institutions, and individuals, provided there are vacant places within the licensed volume.

4.5 Teaching Staff

4.5.1 Formation of Academic, Pedagogical, and Scientific Staff

The management of the University understands the role that academic and pedagogical staff play in creating a quality experience for students and ensuring conditions for them to acquire knowledge, competencies, and skills; therefore, it approaches the recruitment and competency development of its teachers responsibly.

A fair and transparent procedure for recruiting academic and pedagogical staff has been introduced at the University. The hiring and appointment of academic and pedagogical staff is carried out in accordance with the Regulations "On the Procedure for Conducting a Competition for Vacant Positions, Appointment and Dismissal from Positions, Extension of the Term of Employment of Academic and Pedagogical Staff of the National Aerospace University named after M.E. Zhukovsky 'Kharkiv Aviation Institute'" and the Labour Code of Ukraine.

4.5.2 Professional Development of Academic, Pedagogical, and Scientific Staff

The purpose of professional development and internships for academic, pedagogical, and scientific staff of the University is to improve professional training by deepening, expanding, and updating professional competencies.

Academic, pedagogical, and scientific staff of the University have the opportunity to undergo professional development at the University's educational services center, at leading enterprises and other institutions in Ukraine and abroad.

The University ensures professional development and internships for academic, pedagogical, and scientific staff at least once every five years with the retention of average salary. The professional development and internships of academic, pedagogical, and scientific staff are organized and conducted in accordance with a five-year schedule approved by the Academic Council of the University and enacted by order of the Rector. In accordance with the approved professional development schedule at the departments, individual schedules are formed for each academic, pedagogical, and scientific employee, taking into account their experience, preferences, and the specifics of their field of activity.

The results of professional development and internships are taken into account when electing academic and pedagogical staff to positions.

Professional development and internships of academic, pedagogical, and scientific staff are carried out in the following forms:

- long-term - through attending courses, scientific and practical internships, and participation in scientific schools;

- short-term - through participation in seminars, practical workshops, trainings, conferences, webinars, round tables, etc.

4.6 Learning Resources and Support for Higher Education Applicants

4.6.1 Material and Technical Support of the Educational Process

The material and technical base of the University complies with licensing and accreditation requirements for the training of specialists.

The educational process is carried out in educational buildings and practical training bases.

Equipped computer labs, lecture halls equipped with multimedia equipment, and scientific and practical laboratories are located in the educational buildings. Distance learning laboratories have been created and equipped atсил the University. The educational process is properly supported by computer equipment. Classes with students are conducted in computer labs according to the schedule.

Conditions for Internet access and Wi-Fi zones have been created in the buildings and dormitories of the University.

The educational process at the University is sufficiently provided with methodical support. A library and information center has been established, which includes a library, a patent and licensing department, a department of scientific and technical information, and a methodical office. These units have thematic collections and specialized reading rooms.

The management of the University understands that student support plays a particularly important role in promoting their mobility within the country and among other countries of the world. Therefore, when planning and providing support to applicants, the needs of a diverse student body (mature students, part-time students, employed students, international students, students with disabilities), as well as the transition to student-centred learning and flexible teaching and learning methods, are taken into account.

Support for higher education applicants at the University is ensured by a developed social infrastructure, which consists of the following:

- nine dormitories;

- sports facilities;

- public catering units;

- medical center;

- ski base;

- recreation center;

- kindergarten.

4.6.3 Assessment of the Level of Material and Technical Support of the Educational Process and Support for Higher Education Applicants

Assessment of the level of resource provision for the educational process and support for higher education applicants is carried out in the following ways:

- conducting internal audits in structural units;

- annual inspections of the condition of classrooms, laboratories, technical, library, and housing funds by the relevant structures;

- sociological surveys of staff and higher education applicants;

- student monitoring of the educational process.

The results obtained are analyzed in order to determine and implement appropriate measures to expand, improve, and update the material and technical base of the University.

4.7 Information Management

4.7.1 The management of the University understands that information about the activities of educational institutions is useful for potential and current higher education applicants, graduates, other stakeholders, and the general public.

4.7.2 A system for collecting, analyzing, and using information about the results of the institution's activities in the following areas has been introduced at the University:

- formation of the student body and organization of the educational process;

- formation of the teaching load of academic and pedagogical staff;

- monitoring and analysis of student performance;

- satisfaction of applicants with educational programmes;

- staffing of educational and scientific activities;

- research activities;

- resource provision for the educational process and research work;

- employment and promotion of further development of graduates.

4.7.3 The official website ofто the University provides information on the educational programmes operating at the University, student selection criteria, expected learning outcomes, qualifications awarded to them, applicable teaching, learning, and assessment procedures, performance indicators, learning opportunities available to students, and information on graduate employment. This information is constantly analyzed and updated. The management of the University guarantees that this information is clear, accurate, objective, up-to-date, and accessible.

4.7.4 Based on the results of information analysis, the University management, together with staff and students, develops and implements actions to improve and develop the activities of the University as a whole and educational programmes in particular.

4.8 Public Information

In accordance with the requirements of the Laws of Ukraine "On Higher Education" and "On Access to Public Information", the University has developed and implemented the Regulations "On Ensuring Access to Public Information at the National Aerospace University named after M.E. 4.9 Ongoing Monitoring and Periodic Review of Programmes

4.9.1 Project groups ensure the implementation of the educational programme and monitor the quality of general and professional training of graduates by performing the following functions:

- maintaining the compliance of the programme content with the higher education standard;

- updating the elective component in accordance with the needs of the labor market and international academic mobility programmes;

- coordinating the work on developing educational and methodical support for the educational programme;

- determining the staffing, material, and technical support for the implementation of the educational programme;

- organising measures aimed at promoting the educational programme on the educational services market;

- organising self-analysis of the educational programme in order to control the quality of training.

4.9.2 Educational programmes are evaluated at certain intervals (at least once every five years) according to the following parameters:

- the content of the programme in the light of the latest research in the relevant field to ensure the relevance of the programme;

- changing societal needs;

- student workload, learning achievements, and performance;

- effectiveness of student assessment procedures;

- student expectations and needs regarding the programme and satisfaction with it;

- the learning environment and student support services and their compliance with the goals of the programme.

Academic, pedagogical, and scientific staff of the graduating department, students, graduates, employers, and other stakeholders are involved in the evaluation and refinement of educational programmes.

4.9.3 The project group that developed a specific educational programme analyzes the collected information and, based on it, adaptsто the programme to ensure its compliance with modern requirements. The updated educational programme for a specific specialty is reviewed at a meeting of the graduating department and the Academic Council of the faculty where the educational programme is implemented, approved by the educational-methodical commission for the relevant specialty, approved by the Academic Council of the University, and enacted by order of the Rector of the University.

4.10 System for Prevention and Detection of Academic Plagiarism

A system for the prevention and detection of academic plagiarism in the scientific works of staff, students, postgraduate students, and doctoral candidates has been established at the University. The system for the prevention and detection of academic plagiarism is an integral part of the system for ensuring the quality of educational activities and higher education by the University (the internal quality assurance system).

The system for the prevention and detection of academic plagiarism consists of the following elements:

a) Code of Academic Integrity for University Employees;

б) Code of Academic Integrity for Higher Education Applicants;

в) procedures and principles for the prevention and detection of academic plagiarism;

г) procedure for holding persons involved in academic plagiarism disciplinarily accountable.

The system for the prevention and detection of academic plagiarism is implemented via the Unplag.com service.

The Regulations on the system for the prevention and detection of academic plagiarism are approved by the Academic Council ofто the University and enacted by order of the Rector.

4.11 Cyclic External Quality Assurance

The University and educational programmes in all specialties undergo licensing and accreditation with the periodicity established in the Law of Ukraine "On Higher Education", in accordance with the current licensing and accreditation rules. Expert reports based on the results of licensing and accreditation are posted on the University's website.

The management of the University understands that quality assurance is a continuous process that does not end with an external review, report, or the implementation of actions specified in these documents, and guarantees that the results of the previous phase of the external evaluation of the education quality assurance system are taken into account when preparing subsequent educational programmes and improving the educational activities of the University.

5. Concluding Provisions

5.1 The Regulations are approved by the Academic Council of the University and enacted by order of the Rector of the University.

5.2 Control over the implementation of these Regulations is exercised by University officials within the scope of their powers established in job descriptions.

5.3 Amendments and additions to these Regulations are reviewed and approved by the Academic Council of the University and enacted by order of the Rector of the University in the established manner.
