1. General Provisions

1.1. Regulations on the Laboratory of Technical Creativity of Students (hereinafter referred to as the LTCS) of the Student Design Bureau of KhAI (hereinafter referred to as the KhAI SDB) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the laws of Ukraine «On Education», «On Higher Education», the Instruction on the procedure for preparing regulations on structural units of the National Aerospace University «Kharkiv Aviation Institute» QMS KhAI-LD-I/001:2025, the University Statute (hereinafter referred to as the Statute), and other regulatory documents governing educational, technical, and innovation activities in Ukraine and at the University. These regulations govern the general managerial and economic-legal foundations of the functioning of the LTCS, educational, research, and sports activities, structure, tasks, functions, rights, competencies of management and employees, responsibilities, and interaction with other structural units of the University.

1.2. The LTCS, as a structural unit of the University, is part of the KhAI SDB, which is engaged in scientific, research, technical, and sports work. Operational management of the LTCS activities is carried out by the Head of the KhAI SDB. By order of the University Rector and upon granting appropriate authorities, operational management of the LTCS activities may be carried out by another University official.

1.3. The LTCS is created, reorganized, or liquidated by order of the Rector upon the decision of the University Academic Council. The termination of the LTCS activities is carried out through its liquidation or reorganization. Upon reorganization, all documentation of the LTCS regarding main types of activities must be timely transferred for safekeeping to the legal successor, and during liquidation, to the University archive.

1.4. The activities of the LTCS are organized and conducted within its competence in accordance with the requirements of current legislation of Ukraine, in particular the laws of Ukraine «On Education», «On Higher Education», orders of the Ministry of Education and Science of Ukraine, the University Statute, the Collective Agreement, the Internal Regulations of the University, the Regulations on the Student Design Bureau of KhAI, orders and instructions of the Rector, instructions of the Vice-Rector for Scientific Work, decisions of the University Academic Council, and instructions of the Head of the KhAI SDB.

2. Purpose and Main Tasks of the LTCS

2.1. Purpose of the LTCS activities: conducting technical, sports, and scientific activities with the broad involvement of school students, university students, employees, graduates, and researchers in the practical solution of educational, scientific, sports, and social tasks, as well as increasing students' interest in innovations of technical progress and technology development in various branches of science and production, and improving sports achievements.

2.2. Main tasks of the LTCS:

- within the framework of practical training of education seekers, providing opportunities to acquire knowledge, abilities, and skills in working with equipment and tools;

- execution of real developments and research work under own programs;

- execution of thematic contracts for design and technological work with organizations and enterprises of various forms of ownership in accordance with the legislation of Ukraine;

- participation in the educational process, conducting industrial internships, assisting in the implementation of real projects within the framework of diploma and course design;

- participation in sports events;

- coverage of the LTCS activities in mass media.

3. Functions of the LTCS

3.1. Educational functions.

3.1.1. Organization and conduct of practical training for students in aviation, mechanical engineering, aerospace, and engineering disciplines.

3.1.2. Conducting training on:

- operation of CNC machines;

- 3D printing (FDM, SLA, and other technologies);

- operation of universal metal-cutting machines;

- manual and semi-automatic processing of metals and composite materials;

- design and manufacturing of printed circuit boards, assembly of electronic components;

- microcontroller programming (Arduino, STM32, ESP, and other platforms);

3.1.3. Conducting master classes, advanced training courses, and trainings for students, postgraduate students, and University employees.

- working with power tools;

- thermal treatment of materials;

- technology of manufacturing and repair of aircraft assemblies and models;

- working with composite materials.

3.1.3. Formation of practical competencies in the field of CAD/CAM/CAE computer-aided design, engineering calculations, technological preparation of production, prototyping, and testing of finished products.

3.2. Research functions.

3.2.1. Ensuring the execution of research, experimental, and design works by education seekers, postgraduate students, and scientific and pedagogical staff.

3.2.2. Preparation and manufacture of sports models, layouts, and prototype samples of aircraft and other equipment.

3.2.3. Participation in the implementation of research works within the framework of international programs, startup projects, etc.

3.3. Educational and pedagogical functions.

3.3.1. The Laboratory carries out educational interaction with departments and other units of the University, in particular:

- consultation and other support for diploma and course design;

- manufacture of models, samples, structural elements for research works of education seekers.

3.3.2. The activities of the LTCS may be integrated into educational classes (lectures, practical, laboratory classes).

3.4. Sports activity.

3.4.1. The LTCS serves as a technical base for training athletes and teams in aircraft modeling, rocketry modeling, ship modeling, automobile modeling, hang gliding, paragliding, and other technical sports.

3.4.2. The LTCS serves as a base for preparation for participation in competitions in technical sports. The level of competitions ranges from intra-university to international.

3.4.3. The Laboratory ensures:

- design, manufacturing, and testing of sports equipment samples;

- preparation and maintenance of sports equipment;

- technical support of competitions;

- formation of University national teams in relevant technical sports.

3.4.4. The Laboratory may interact with federations of Ukraine, international federations, and sports clubs in accordance with sports areas.

3.5. Ensuring safety requirements of activities.

3.5.1. Compliance with occupational health, fire, and electrical safety requirements.

3.5.2. Organization of briefings and admission to equipment usage.

4. Structure of the LTCS

4.1. The LTCS is a structural unit of the University within the structure of the KhAI SDB.

4.1.1. Direct management of the Laboratory is carried out by the Head of the LTCS.

4.2. The LTCS includes aircraft modeling clubs, a hang gliding club, a paragliding club, and a rocketry modeling club.

4.2.1. Aircraft modeling and rocketry modeling clubs, hang gliding club, and paragliding club are headed by LTCS employees and report to the Head of the LTCS.

4.2.2. For the purpose of performing new tasks within the framework of the LTCS, new creative teams, crews, and clubs may be created, including temporary ones.

5. Management

5.1. The LTCS is headed by a manager who is appointed and dismissed from office by the Rector of the University. Proposals for appointment or dismissal are submitted by the Head of the KhAI SDB.

5.2. Qualification requirements for a person to occupy the position of the LTCS manager are determined by the job description.

5.3. The LTCS manager, in agreement with the Head of the KhAI SDB, may delegate part of their powers to other KhAI SDB employees.

5.4. The LTCS manager may be dismissed from office by decision of the University Rector on the grounds defined by labor legislation, as well as for violation of the University Statute and the requirements of the job description.

5.5. The LTCS manager performs the following functions:

- independently or together with a collegial management body or a body of public self-government, within the limits of the current legislation of Ukraine, these Regulations, and a power of attorney, resolves issues of the LTCS activities;

- within their powers, issues instructions mandatory for execution by all LTCS employees;

- is responsible for the results of the LTCS activities;

- by proxy of the University management, represents the LTCS in state and other bodies;

- initiates the application of moral and material encouragement measures, bringing to disciplinary and material liability in accordance with the current legislation of Ukraine, the Statute, and the University Collective Agreement;

- controls the development, implementation, functioning, and improvement of certain quality management system processes regarding the activities of the LTCS.

5.6. The Head of the LTCS directly reports to the Head of the KhAI SDB.

5.7. Persons heading the aircraft modeling and rocketry modeling clubs, hang gliding and paragliding clubs, control compliance with rules of conduct and safety rules inside the respective team.

5.8. The Head of the LTCS exercises direct control over the activities of creative teams, crews, and clubs, including temporary ones.

6. Rights and Obligations

6.1. The rights and obligations of the LTCS are implemented through the rights and obligations of the employees and the Head of the LTCS.

6.2. The Head of the LTCS has the right to:

- submit proposals to the University management and the University Academic Council regarding the improvement of planning and organization of the KhAI SDB work;

- initiate before the Vice-Rector for Scientific Work and the Rector the employment and dismissal of workers to the LTCS according to procedures agreed upon by the University, employment contract forms, and within the approved staffing schedule;

- submit, in accordance with current regulatory documents, in particular the University Statute, Internal Regulations, and the Collective Agreement, petitions regarding the encouragement of LTCS employees or the application of disciplinary or public influence measures, as well as other measures provided for by current legislation and the University Internal Regulations;

- demand from all LTCS employees compliance with the University Internal Regulations, job descriptions, employment contract, the Regulations on the Student Design Bureau of KhAI, these Regulations, and the fulfillment of orders and instructions from the University management and own instructions;

- issue instructions regarding the activities of the LTCS, which are mandatory for execution by all LTCS employees and education seekers participating in the activities of the LTCS, and may be canceled by the Vice-Rector for Scientific Work or the University Rector if they contradict current legislation, the University Statute, or cause harm to the interests of the University;

- develop job descriptions for LTCS employees;

- organize labor and manage the activities of LTCS employees;

- receive from the University structural units materials necessary for the performance of functions assigned to the LTCS;

- initiate the conclusion of contracts and agreements with counterparties according to procedures agreed upon by the University;

- by proxy of the Rector, represent the LTCS in relations with enterprises, institutions, and organizations.

6.3. The Head of the LTCS is obliged to:

- ensure proper fulfillment of the main tasks and functions of the LTCS in accordance with these Regulations and the tasks of the University management, as well as contractual obligations with state and other bodies, institutions, enterprises;

- report annually on work results in the established manner;

- at the request of the Vice-Rector for Scientific Work, Rector, Chief Accountant, and heads of relevant departments (services) of the University, provide necessary information and documents on the activities of the LTCS for conducting an internal audit of the unit;

- create necessary conditions for improving the professional and qualification level of employees;

- perform functions, tasks, and obligations provided for by the University Collective Agreement;

- create safe and harmless working conditions, personally take feasible measures to eliminate any production situation that poses a threat to their life or health, or the lives and health of people around them, and the natural environment;

- provide the University units with information necessary for compiling University reports to higher organizations.

7. Responsibility

7.1. The responsibility of the LTCS is implemented through the responsibility of its employees and the Head of the LTCS.

7.2. The responsibility of each employee is individual depending on the job duties assigned to them, which are determined by the job description and the University Internal Regulations.

8. Interaction with Other Structural Units

8.1. To implement its functions and tasks, the LTCS may, in the established manner, receive or provide information and act within its competence in accordance with organizational, administrative, and regulatory documents of the rectorate, the University Statute, the Regulations on the KhAI SDB, and current legislation of Ukraine.

9. Final Provisions

9.1. The Regulations on the LTCS are approved by the Vice-Rector for Scientific Work, the Head of the Human Resources Department, and the Head of the Legal Department of the University.

9.2. The Regulations on the LTCS are approved by the University Academic Council and enter into force by order of the University Rector.

9.3. Amendments and (or) additions to these Regulations are made in the manner established for its adoption.
