1. General Provisions
1.1 Regulations on the Student Design Bureau of KhAI (hereinafter referred to as the KhAI SDB) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the laws of Ukraine «On Education» dated September 5, 2017, No. 2145-VIII (as amended), «On Higher Education» dated July 1, 2014, No. 1556-VII (as amended), the instruction on the procedure for preparing regulations on structural units of the National Aerospace University «Kharkiv Aviation Institute» QMS KhAI-LD-I/001:2025, the University Statute (hereinafter referred to as the Statute), and other regulatory documents governing educational, technical, and innovation activities in Ukraine and at the University. These regulations govern the general managerial and economic-legal foundations of the functioning of the KhAI SDB, its educational, scientific, and technical activities, structure, tasks, functions, rights, management competencies, responsibilities, and interaction with other structural units.
1.2 The KhAI SDB is a structural unit of the University engaged in scientific, research, and technical work, and reports to the Vice-Rector for Scientific Work. By order of the University Rector and upon granting appropriate authorities, operational management of the KhAI SDB activities may be carried out by another University official.
1.3 The KhAI SDB is created, reorganized, or liquidated by order of the Rector upon the decision of the University Academic Council. The termination of the KhAI SDB's activities is carried out through its liquidation or reorganization. Upon reorganization, all documentation of the KhAI SDB regarding main types of activities must be timely transferred for safekeeping to the legal successor, and during liquidation, to the University archive.
1.4 The activities of the KhAI SDB are organized and conducted in accordance with the requirements of current legislation of Ukraine, in particular the laws of Ukraine «On Education», «On Higher Education», orders of the Ministry of Education and Science of Ukraine, the University Statute, the Collective Agreement, the Internal Regulations of the University, orders and instructions of the Rector, the Vice-Rector for Scientific Work, decisions of the University Academic Council, as well as these Regulations.
2. Purpose and Main Tasks of the KhAI SDB
2.1 Purpose of the KhAI SDB activities:
Conducting scientific and technical activities with the broad involvement of students and University staff in the practical solution of educational, economic, and social tasks, as well as increasing students' interest in innovations of scientific progress and technology development in specific branches of science and production.
2.2 Main tasks of the KhAI SDB:
- within the framework of practical student training, provide opportunities to acquire skills and abilities in working with equipment and tools;
- execution of real developments and research work under own programs;
- execution of thematic contracts for design and technological work with organizations and enterprises of various forms of ownership in accordance with the legislation of Ukraine;
- execution of university orders;
- participation in the educational process, conducting industrial internships;
- assistance in the implementation of real projects within the framework of diploma and course design;
- promotion of the best developments of the KhAI SDB in mass media;
- at exhibitions, conferences, seminars;
- other activities contributing to the development of scientific and technical progress in various sectors of the economy of Ukraine.
3. Functions of the KhAI SDB
3.1 To perform its tasks, the KhAI SDB performs the following functions:
- conducting design work on the creation of manned and unmanned aerial vehicles for various purposes, special equipment, and production and repair technologies;
- performing practical work to determine actual flight, technical, and operational characteristics of aerial vehicles under airfield conditions jointly with organizations authorized to perform such work.
- with the aim of popularizing the University's activities and complementing the educational process, organization of and participation in conferences, seminars, symposiums, exhibitions, master classes on aircraft piloting theory, ground training;
- execution of technical and design works in other fields;
- providing consultations to education seekers while working on term papers and diploma projects;
- cooperation with enterprises, organizations, and individuals in the sphere of technical activity.
3.2 In accordance with the main areas of activity and upon agreement with the University management, the KhAI SDB carries out:
- development and implementation of own programs of scientific and technical activity;
- introduction of activity results, inventions, and modern technologies in various sectors of the economy;
- ensuring state registration of developments;
- technical and informational support of own developments;
- provision of consulting services in accordance with the procedure established at the University;
3.3 Employees of the KhAI SDB participate in the following processes of the University QMS:
- ensuring the quality of work in accordance with the requirements of current state standards that supplement the University QMS;
- management of documented information;
- corrective actions;
- preventive actions;
- management of nonconformities.
4. Structure of the KhAI SDB
4.1 The KhAI SDB is headed and managed overall by the Head, who directly reports to the Vice-Rector for Scientific Work.
The structural units of the KhAI SDB are:

4.3 Laboratory of Technical Creativity of Students and Employees (LTCSE). Direct management of the laboratories is carried out by heads.
4.4 For the purpose of performing temporary tasks, temporary creative teams may be created within the framework of the KhAI SDB.
5. Management
5.1 The KhAI SDB is headed by the Head of the KhAI SDB, who is appointed and dismissed by the University Rector. Proposals for appointment or dismissal are submitted by the Vice-Rector for Scientific Work.
5.2 Qualification requirements for a person to occupy the position of the Head of the KhAI SDB are determined by the job description.
5.3 The Head of the KhAI SDB may delegate part of their powers to one of the laboratory heads or other KhAI SDB employees.
5.4 The Head of the KhAI SDB may be dismissed from office by decision of the University Rector on the grounds determined by labor legislation, as well as for violation of the University Statute, job description requirements, or these Regulations.
5.5 The Head of the KhAI SDB performs the following functions:
- independently or together with a collegial management body or public self-government body within the current legislation of Ukraine, these Regulations, and a power of attorney, decides issues regarding the activities of the KhAI SDB;
- within their powers, issues instructions mandatory for execution by all KhAI SDB employees;
- is responsible for the results of the KhAI SDB's activities;
- upon instruction of the University management, represents the KhAI SDB in state and other bodies;
- initiates the application of moral and material encouragement measures, bringing KhAI SDB employees to disciplinary and material liability in accordance with the current legislation of Ukraine, the Statute, and the University Collective Agreement;
- controls the development, implementation, functioning, and improvement of certain quality management system processes regarding the activities of the KhAI SDB.
5.6 Laboratory heads report to the Head of the KhAI SDB;
5.7 Qualification requirements for a person to occupy the position of laboratory head are determined by the job description;
5.8 Qualification requirements for a person to occupy the position of the head of the LTCSE are determined by the job description.
6. Rights and Obligations
6.1 The rights and obligations of the KhAI SDB are implemented through the rights and obligations of the employees and the Head of the KhAI SDB.
6.2 The Head of the KhAI SDB has the right to:
- submit proposals to the University management and the University Academic Council regarding the improvement of planning and organization of the KhAI SDB work;
- initiate before the Vice-Rector for Scientific Work and the Rector the employment and dismissal of workers to the KhAI SDB according to procedures agreed upon by the University, employment contract forms, and within the approved staffing schedule;
- submit, in accordance with current regulatory documents, in particular the University Statute, Internal Regulations, and the Collective Agreement, petitions regarding the encouragement of KhAI SDB employees or the application of disciplinary or public influence measures, as well as other measures provided for by current legislation and the University Internal Regulations;
- demand from all KhAI SDB employees compliance with the University Internal Regulations, job descriptions, employment contract, these Regulations, and the fulfillment of orders and instructions from the University management and own instructions;
- issue instructions regarding the activities of the KhAI SDB, which are mandatory for execution by all KhAI SDB employees and may be canceled by the Vice-Rector for Scientific Work or the University Rector if they contradict current legislation, the University Statute, or cause harm to the interests of the University;
- develop job descriptions for KhAI SDB employees;
- organize the management of KhAI SDB employees' activities;
- receive from the University structural units materials necessary for the performance of functions assigned to the KhAI SDB;
- initiate the conclusion of contracts and agreements with counterparties according to procedures agreed upon by the University;
- represent the KhAI SDB in relations with enterprises, institutions, and organizations.
6.3 The Head of the KhAI SDB is obliged to:
- ensure proper fulfillment of the main tasks and functions of the KhAI SDB in accordance with these Regulations, tasks of the University management, obligations to the State, state and other bodies, institutions, enterprises, as well as contractual obligations;
- report annually on work results in the established manner;
- at the request of the Vice-Rector for Scientific Work, Rector, Chief Accountant, and heads of relevant departments (services) of the University, provide necessary information and documents on the activities of the KhAI SDB for conducting an internal audit of the unit;
- create necessary conditions for improving the professional and qualification level of employees;
- perform functions, tasks, and obligations provided for by the University Collective Agreement;
- create safe and harmless working conditions, personally take measures to eliminate any situation that poses a threat to human life or health and the natural environment;
- provide necessary information to University units.
7. Responsibility
7.1 The responsibility of the KhAI SDB is implemented through the responsibility of its employees and the Head.
7.2 The responsibility of each employee is individual depending on the job duties assigned to them and is determined by the job description and the University Internal Regulations.
8. Interaction with Other Structural Units
8.1 To implement its functions and tasks, the KhAI SDB may, in the established manner, receive or provide information related to its competence, and act within its competence in accordance with organizational and administrative documents of the rectorate, the University Statute, and current legislation of Ukraine.
9. Final Provisions
9.1 The Regulations on the KhAI SDB are approved by the Vice-Rector for Scientific Work, the Head of the Human Resources Department, and the Head of the Legal Department of the University.
9.2 The Regulations on the KhAI SDB are approved by the University Academic Council and put into effect by order of the University Rector.
9.3 Amendments and (or) additions to these Regulations are made in the manner established for its adoption.
