1. General Provisions

1.1. These Regulations on the Scientific and Technical Council of the Research Department (hereinafter referred to as the Regulations) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the Constitution of Ukraine, the Laws of Ukraine «On Education», «On Higher Education», «On Scientific and Scientific-Technical Activities», «On Scientific and Scientific-Technical Expertise», «On the Fundamentals of State Policy in the Field of Science and Scientific-Technical Activity», «On Priority Areas of Science and Technology Development», «On Innovation Activity», other regulatory legal acts of Ukraine, regulatory documents of the Ministry of Education and Science of Ukraine, the University Statute (hereinafter referred to as the Statute), the Regulations on the Research Department of the University, and determines and regulates the managerial and organizational framework of functioning, main tasks, powers, and procedure for forming the Scientific and Technical Council of the Research Department of the University (hereinafter referred to as the STC).

1.2. In accordance with Clause 6.2.2 of the Statute, the STC is a collegial management body of the Research Department of the University (hereinafter referred to as RD KhAI), which participates in the management of the RD KhAI activities through collective discussion and decision-making.

1.3. On behalf of the University Academic Council, the STC performs scientific-consultative, advisory, and organizational-coordinating functions regarding the organization of scientific and scientific-technical work at the University (Clause 2.1.1 of the Regulations), interacts on behalf of the RD with the scientific subdivisions of the University departments regarding the organization of scientific and scientific-technical activities (hereinafter referred to as SSTA), planning, contracting, monitoring of implementation and reporting on budgetary and contract-based research works, grants from international organizations in all areas of SSTA, innovation activities, and training of highly qualified personnel of the University.

1.4. The purpose of establishing the STC at the University is to discuss, submit proposals, and determine promising areas of the University's SSTA, conduct scientific and scientific-technical assessment of the topics and results of research works (hereinafter referred to as RW), approve annual plans for scientific research and scientific-technical (experimental) developments, organize solutions to current problems of scientific activity development, scientific support for the quality of education, training of highly qualified personnel, and create favorable conditions for the development and implementation of high-tech competitive scientific and technical products in Ukraine and abroad.

1.5. Decisions and recommendations of the STC can serve as the basis for managerial decisions made by the University Rector, Vice-Rector for Scientific Work, the University Academic Council, and for issuing orders, directives, and general university regulatory acts.

2. Main Tasks and Functions of the STC

2.1. The competence of the STC includes making decisions and recommendations regarding:

2.1.1. Developing and submitting proposals to the University Academic Council:

- developing the concept for the development of fundamental and applied research at the University with the definition of promising areas and priority tasks;

- developing proposals for the development and improvement of the organization of scientific, scientific-technical, and innovation activities of the University;

- preparing information for discussing issues of the University's scientific and innovation policy, analyzing and summarizing the state of research work at the University;

- preliminary discussion and provision of recommendations regarding research works for participation in competitions for the State Prize of Ukraine in Science and Technology and other prizes, scholarships, and awards, recommending scientists for the titles of full member (academician) and corresponding member of the National Academy of Sciences of Ukraine and national sectoral academies of sciences;

- nominating candidates for scholarships, prizes, grants, etc., from the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine for young scientists, and conducting certification of the results of their scientific works;

- preparing information and submitting proposals to the University Academic Council regarding the structure of the University's scientific subdivisions, developing recommendations on the creation, closure, and reorganization of structural subdivisions performing research works;

- preliminary discussion and submission of proposals to the University Academic Council on the approval of dissertation research topics for applicants of the third (educational and scientific) level of higher education*;

* for the purpose of prompt resolution of the issue, preparation and submission of proposals to the University Academic Council can be carried out through discussion in the STC sections for the relevant specialty / group of specialties (Clause 4.7 of these Regulations) and drawing up a protocol of the STC section meeting, signed by the Chairman or Deputy Chairman of the STC and the Chairman of the STC sections.

2.1.2. Activities related to summarizing, approving projects, and reports on the scientific, scientific-technical, and innovation activities of the RD KhAI:

- summarizing the results of the first stages of general and youth competitive selections of scientific projects for fundamental and applied research, scientific-technical (experimental) developments to be performed using funds from the State Budget of Ukraine;

- approving scientific projects admitted to the second stages of the Competitions of the Ministry of Education and Science of Ukraine, to be performed using funds from the State Budget of Ukraine or other customers, as well as the thematic plan of research and development carried out by scientific and scientific-pedagogical staff, young scientists, doctoral students, and postgraduates of the University;

- reviewing and approving reports of faculties and scientific subdivisions of departments on the results of scientific, scientific-technical, and innovation activities, on the status of implementation of research works funded by the State Budget of Ukraine or other customers, grants, research and development carried out by scientific and scientific-pedagogical staff, young scientists, doctoral students, and postgraduates;

- performing expert evaluation of research work results and making decisions on approving annotated and final reports on completed research works;

- monitoring the implementation of international scientific agreements and contracts;

- considering other issues within the competence of the RD KhAI.

2.1.3. Performance of organizational and control functions regarding the activities of the RD KhAI:

- analysis and coordination of the activities of editorial boards of the University's periodical scientific publications;

- monitoring the level of information support for scientific research, developing measures to ensure wide utilization, advertising, and marketing of the results of completed scientific research, as well as exhibiting developments and technologies at exhibitions;

- coordination of the work of administrative and scientific subdivisions of the University regarding the scientific activities of the Scientific Society of Students, Postgraduates, Doctoral Students, and Young Scientists of the University;

- considering other issues proposed by the management and members of the STC related to the scientific, scientific-technical, and innovation activities of the RD KhAI.

2.2. The competence of the STC does not include issues the resolution of which, in accordance with the legislation of Ukraine and the University Statute, falls within the competence of the University Rector, the University Academic Council, public and student self-government bodies, and other management bodies of the University and faculties.

3. Structure and Composition of the STC

3.1. The composition of the STC includes:

3.1.1. by position:

- Chairman of the STC — Vice-Rector for Scientific Work of KhAI;

- Deputy Chairman of the STC — Head of the RD KhAI;

- Vice-Rector for Scientific and Pedagogical Work of KhAI;

- Deans of KhAI faculties;

- Heads of KhAI departments;

- Director of the Research Institute of Physical Problems of Materials (RI PFM) of KhAI;

- Head of the Scientific Society of Students, Postgraduates, Doctoral Students, and Young Scientists of KhAI.

3.1.2. appointed upon the submission of the Vice-Rector for Scientific Work:

- Secretary of the STC — employee of the Department of Organization and Implementation of Research Works;

- up to 10 prominent scientists of the University included in the STC composition by order of the Rector.

3.2. If necessary, scientific supervisors and principal investigators of research works, heads of scientific schools, heads of general university research subdivisions, and other officials of the University may also participate in the work of the STC upon the invitation of the presiding officer at the STC meeting with an advisory vote. The University Rector is informed about the STC meeting and agenda and has the right to participate in the STC meeting.

3.3. The STC is established for a term of one year. The general composition of the STC for the current year is approved by the Rector's order upon the submission of the Vice-Rector for Scientific Work, usually at the beginning of January of the current year.

3.4. The grounds for early termination of powers of persons who were members of the STC include the termination of employment relations with the University in this position or being on a long-term (more than 6 months) business trip, leave, medical treatment, etc.

New members may be introduced to the STC composition for the vacated position in the established manner.

4. Procedure and Organization of the STC Activities

4.1. The organizational form of the STC's work is meetings, which are held, as a rule, at least twice a year.

4.2. STC meetings are chaired by its Chairman. In case of temporary absence of the Chairman, meetings are conducted by the Deputy Chairman of the STC.

4.3. An STC meeting is quorum-valid if more than 2/3 of its composition participates in it.

4.4. STC decisions are put into effect by orders and directives of the University Rector, in particular on issues specified in Clause 2.1.1 of the Regulations; STC decisions of an administrative nature regarding the activities of the RD KhAI (Clauses 2.1.2, 2.1.3 of the Regulations) are put into effect within the powers by directives of the University Vice-Rector for Scientific Work. STC decisions put into effect in the established manner are mandatory for execution by everyone involved in SSTA.

4.5. STC decisions are made by open voting. STC decisions on each item of the agenda are considered adopted if more than half of the STC members present at the meeting vote in favor. In case of an equal distribution of votes, the Chairman's vote is decisive.

4.6. Consideration of issues by the STC and adopted decisions are recorded in meeting protocols, which are signed by the Chairman and Secretary of the STC. If necessary, an extract on a specific issue can be made from the STC meeting protocols and signed by the Chairman and Secretary of the STC.

4.7. The STC may form sections by specialty / group of specialties, which may include STC members on a professional basis. Usually, an STC member can be a member of only one section. The decision to establish relevant STC sections, their personal composition, and leadership is made at an STC meeting. If necessary, the STC may delegate to sections the preparation of issues for STC meetings, draft decisions, etc., regarding which a corresponding decision is made at the STC meeting.

5. Rights and Duties of STC Members

5.1. STC members have the rights defined by these Regulations, the University Statute, and the legislation of Ukraine on the organization of SSTA.

5.2. STC members are obliged:

1) to exercise their powers personally (in case of impossibility to personally participate in an STC meeting for valid reasons (illness, leave, business trip, etc.), the meeting must be attended by a person temporarily appointed by university order to perform the duties of the position held by the STC member);

2) to timely and accurately fulfill their duties and assignments from the STC management, ensuring the implementation of STC decisions in the University's structural subdivisions;

3) to fulfill other duties defined by these Regulations, University regulatory acts, and the legislation of Ukraine on the organization of SSTA for STC members.

6. Concluding Provisions

6.1. These Regulations are adopted by the University Academic Council and put into effect by order of the University Rector.

6.2. Amendments and/or additions to these Regulations are made in the manner established for its adoption.

6.3. In case of amendments to regulatory acts governing relations defined in these Regulations, the norms of the legislation of Ukraine shall apply until corresponding amendments are made to these Regulations.
