1. General Provisions

1.1. These Regulations on the Scientific and Methodological Commission for Fields of Knowledge (hereinafter referred to as the Regulations) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the Laws of Ukraine «On Education» dated September 5, 2017, No. 2145-VIII, «On Higher Education» dated July 1, 2014, No. 1556-VII; the Resolution of the Cabinet of Ministers of Ukraine «On Approval of Licensing Conditions for Educational Activity» dated December 30, 2015, No. 1187; the «Regulations on the Organization of Scientific and Scientific-Technical Activity in Higher Educational Institutions of III and IV Accreditation Levels», approved by the Order of the Ministry of Education and Science of Ukraine dated June 1, 2006, No. 422, the «Recommended List of Types of Educational, Methodological, Scientific, and Organizational Work for Scientific-Pedagogical, Scientific, and Pedagogical Workers», approved by the Order of the Ministry of Education and Science of Ukraine dated February 16, 2022, No. 186, the Statute of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the Statute) and regulates the general principles of functioning of the scientific and methodological commissions for fields of knowledge of the University (hereinafter referred to as the Field SMC).

1.2. The Field SMC is a permanent consultative-advisory, scientific-methodological, collegially professional body of the University that performs monitoring, analysis, coordination, and planning of scientific and methodological work within the University, and develops recommendations for its improvement in order to ensure the quality of educational services and modernize the process of training specialists, on its own initiative or by assignment from the Academic Council of the University.

1.3. Field SMCs are established in the required quantities in accordance with the fields of knowledge and specialties through which educational activities are carried out at the University, acting as a collective expert on all matters concerning the activities of University departments related to educational-methodological and scientific work, with the aim of improving the educational process directed at increasing the efficiency and quality of higher education, taking into account leading global and national experience, European standards of higher education, and innovative learning technologies.

1.4. Decisions of the Field SMC made within its powers have a mandatory status for further consideration by the relevant officials/structures of the University, who review the issues and adopt appropriate decisions within their competencies, and notify the SMC of the results of such review in the established manner.

1.5. Recommendations of the Field SMC can serve as a basis for managerial decisions made by the Rector of the University, Vice-Rectors for Academic and Pedagogical Work and Scientific Work, and the Academic Council of the University, as well as for the issuance of orders, directives, and general university regulatory acts.

2. Main Areas of Activity of the Field SMC

2.1. The competence ofлет the Field SMC includes:

– determining the main directions for improving the content of higher education, forms, methods, and means of teaching, and the organization of the educational-methodological and scientific process, taking into account the trends in the development ofлет the national education system and the advanced experience of leading specialists in various fields;

– coordinating the activities of University departments on all issues related to the organization of the educational process to ensure the quality of higher education;

– analyzing and providing general comments and proposals regarding educational-methodological materials (educational programs, curricula, semester curricula, syllabi, etc.) and scientific materials supporting the educational process, regarding their compliance with established standards;

– forming scientific-expert opinions regarding recommendations for the publication of scientific and scientific-methodological literature;

– analyzing, summarizing, and disseminating new opportunities for implementing modern information technologies into the educational process;

– participating in the work of the internal quality assurance system for higher education of the University, in particular through:

– additional/independent analysis and expert evaluation of educational programs for compliance with higher education standards, requirements of the National Qualifications Framework, ensuring competitiveness in the educational services market of Ukraine and abroad, and the absence of duplication of educational programs and their elements;

– developing recommendations/criteria for internal monitoring procedures of educational program quality;

– summarizing and analyzing stakeholder recommendations for improving the content and structure of educational programs;

– analyzing educational programs based on the results of calculating staffing tables and actual faculty workload in order to assess the cost-effectiveness of the educational program and the feasibility of conducting educational activities underлет the educational program;

– analyzing and systematizing recommendations from expert accreditation groups and field expert councils provided during the accreditation of educational programs, in order to determine the feasibility or non-feasibility of incorporating them;

– conducting scientific and methodological seminars for educational program heads (garants).

3. Structure and Composition of the Field SMC

3.1. The composition of the Field SMC includes: the Chairperson, Deputy Chairperson, Secretary, members of the SMC, and student self-government representatives. The procedure for establishing the commission is determined additionally.

3.2. Upon the nomination of departments, members of the Field SMC may include leading academic or scientific-pedagogical staff members of the departments who have experience in scientific and/or educational-methodological work and are responsible for the training of higher education students in specialties belonging to the respective Field SMC.

Upon the nomination of the Chairperson of Student Self-Government, the composition of the Field SMC includes higher education students of the specialties belonging to the respective Field SMC, with no more than 5 student members.

If necessary, heads of university-wide research units, other University officials, and representatives of stakeholders who reviewed the respective educational programs may also participate in the work of the Field SMC by invitation of the meeting's presiding officer, with an advisory vote.

3.3. The composition of the Field SMC is approved by an order of the University Rector at the beginning of each academic year.

3.4. Changes in the composition of the Field SMC during the academic year are approved by orders of the University Rector.

3.5. The distribution of duties among the members of the Field SMC is determined by the Chairperson of the Field SMC in accordance with the areas of scientific and methodological work.

4. Organization of the SMC Work

4.1. The organizational form of the Field SMC is a meeting. Field SMC meetings are open. If necessary, any University employee involved in the educational process may be invited to its meetings.

4.2. Meetings of the Field SMC are held as needed, but at least once a month, and are deemed valid if attended by at least two-thirds of the total number of its members.

4.3. Decisions of the Field SMC are adopted by a majority vote, unless otherwise provided by the laws and other regulatory acts of Ukraine, the Statute, and the regulatory framework of the University. The open vote is counted by the Secretary of the Field SMC. The Secretary ofлет the Field SMC does not participate in voting.

4.4. The first meeting of the Field SMC is held before the start of the academic year, at which the work plan for the academic year (semester) is formed and discussed. At the end of each academic year, the Chairperson of the Field SMC reports at a meeting on the results of the work for the current academic year.

4.5. Meetings of the Field SMC are chaired by its Chairperson. In the absence of the Chairperson of the Field SMC, the meeting is conducted by the Deputy Chairperson.

4.6. The draft agenda for each meeting of the Field SMC is drawn up by its Secretary in coordination with the Chairperson of the Field SMC in accordance with the Field SMC work plan for the academic year (semester).

4.7. By assignment of the Chairperson of the Field SMC, the preparation of materials for consideration of a specific issue at the Field SMC meetings is provided by: its members, heads of departments, academic/scientific-pedagogical staff of the respective departments and/or heads of relevant units, and student self-government representatives, jointly with the Secretary of the Field SMC.

4.8. Persons preparing materials for a meeting of the Field SMC bear personal responsibility for the content and timely submission to the Secretary of the Field SMC of draft decisions that formulate specific implementation measures indicating deadlines, implementers, and persons responsible for control.

4.9. The presiding officer at the meeting of the Field SMC:

- opens and closes the meetings of the Field SMC;

- submits draft decisions for discussion;

- organizes the consideration of issues;

- gives the floor for a report or speech, and announces the next speaker;

- makes official announcements as well as those deemed necessary to be declared.

4.10. Decisions of the Field SMC on each agenda item are adopted by an open vote by a simple majority of its members present at the meeting and are formalized by a protocol.

Meeting protocols and other official documents of the commission are executed in the established manner and certified by the signature of the commission Chairperson, who holds the right to sign on behalf of the commission.

If the proposals adopted by the Field SMC are submitted to the Academic Council of the University for final approval/rejection, the Field SMC shall appoint a rapporteur, which shall be recorded in the meeting protocol. The decision adopted by the Academic Council of the University on the reviewed issue of the respective Field SMC shall be brought to the attention of its members.

4.11. Decisions of the Field SMC of a regulatory (administrative) nature are enacted by orders of the Vice-Rector for Academic and Pedagogical Work of the University and are mandatory for execution by all staff and students of the University.

4.12. The consideration of issues and decisions made at each meeting ofлет the Field SMC are recorded in the meeting protocols, which are signed by the Chairperson and the Secretary ofлет the Field SMC.

If necessary, an extract on a specific issue may be made from the Field SMC meeting protocols, which is signed by the Chairperson and the Secretary of the Field SMC.

5. Rights and Duties

5.1. To accomplish the assigned tasks, the members of the Field SMC have the right to:

– submit issues falling within its competence for discussion by the Field SMC;

– propose additions to the Field SMC work plan;

– make decisions and give recommendations regarding educational, educational-methodological, and scientific-methodological work at the University;

– review and approve educational-methodological and scientific materials supporting the educational process within their competence as defined by these Regulations;

– participate in the study of materials related to the issues considered by the Field SMC;

– receive in the established manner the necessary materials on educational-methodological and scientific work from structural units and officials of the University for the purpose of verification, review, and analysis;

– invite, if necessary, officials, heads of departments, academic/scientific-pedagogical staff, and higher education students of the University to the meetings of the Field SMC;

– engage leading experts to resolve specific issues within the competence of the Field SMC;

– hear the report of the Chairperson ofлет the Field SMC on the results of the work;

– exercise control over the implementation of decisions adopted by the Field SMC;

– distribute duties among the members of the Field SMC;

– make proposals for prospective plans for the preparation and publication of textbooks, teaching manuals, methodological publications, etc.;

– participate in organizing and conducting university-wide and inter-university educational-methodological and scientific conferences;

– consider other issues related to the educational-methodological and scientific activities of the University in accordance with their competence defined by these Regulations.

5.2. Members of the Field SMC are obliged to:

– in accordance with their competencies defined by these Regulations, develop the main directions of educational-methodological and scientific work for the academic year (prospective) and bring them to the attention of department heads, scientific-pedagogical staff of the respective departments, and/or heads of relevant units, and student self-government representatives;

– verify, review, analyze, and make decisions aimed at improving the educational process, increasing the efficiency and quality of higher education, taking into account leading global and national experience, European standards of higher education, and innovative learning technologies;

– participate in the meetings of the Field SMC;

– fulfill instructions given by the Chairperson of the Field SMC;

– execute decisions adopted by the Field SMC within established deadlines.

5.3. Members of the Field SMC bear personal responsibility for the organization of work within the scope of their powers, as well as for the performance of their duties.

5.4. The Chairperson of the Field SMC reports on the results of the work for the current academic year at the final meeting at the end of each academic year.

5.5. Student self-government representatives are obliged to:

– participate in discussing and resolving issues of improving the educational process and scientific-methodological work;

– submit proposals regarding the quality control of the educational process.

– submit proposals regarding educational programs, curricula, and other educational-methodological and scientific materials that support the educational process;

– check, analyze, and summarize comments and proposals from students aimed at improving the educational process, increasing the efficiency and quality of higher education, taking into account leading global and national experience, European standards of higher education, and innovative learning technologies;

– participate in the meetings of the Field SMC;

– fulfill instructions given by the Chairperson of the Field SMC;

– execute decisions adopted by the Field SMC within established deadlines.

5.6. The Secretary ofлет the Field SMC is obliged to:

– form the Field SMC work plan for the academic year (semester);

– schedule meetings, prepare materials for them, and ensure that their decisions are formalized by Field SMC meeting protocols;

– prepare extracts from Field SMC meeting protocols (when necessary);

– monitor the progress of the implementation of Field SMC decisions;

– participate in the organizational support of the issues discussed;

– promote the development of information and work experience exchange in the field of higher education;

– maintain the records and documentation (clerical work) ofлет the Field SMC.

5.7. Assignments, functions, and duties entrusted to the chairpersons, deputy chairpersons, commission members, student self-government representatives, and the Secretary of the Field SMC shall be performed within the time frame of the second half of the working day.

Chairpersons, deputy chairpersons, commission members, and the Secretary who belong to the scientific-pedagogical staff shall record the performance of assignments, functions, and duties defined by these Regulations in their individual employee work plans.

6. Final Provisions

6.1. These Regulations are approved by the Academic Council of the University and enacted by an order of the University Rector.

6.2. Control over the implementation of these Regulations is exercised by University officials within the scope of their powers established in job descriptions.

6.3. Amendments and/or additions to these Regulations are considered and approved in the manner prescribed for their adoption.
