1. General Provisions
1.1. The Regulations on the Procedure for Hiring, Consideration of Candidates, and Competence Assessment of Pedagogical Staff (hereinafter referred to as the Regulations) are developed in accordance with the Labor Code of Ukraine, the Laws of Ukraine «On Education», «On Higher Education», Resolution of the Cabinet of Ministers of Ukraine dated October 10, 2025, No. 1291 «On Amendments Regarding the Introduction of Pedagogical Staff Positions for Higher Education Teachers to Certain Resolutions of the Cabinet of Ministers of Ukraine», Resolution of the Cabinet of Ministers of Ukraine dated December 30, 2015, No. 1187 «On Approval of Licensing Conditions for Educational Activity» (as amended, hereinafter — Licensing Conditions), Resolution of the Cabinet of Ministers of Ukraine dated November 23, 2011, No. 1341 «On Approval of the National Qualifications Framework» (as amended, hereinafter — National Qualifications Framework or NQF), Professional Standard «Higher Education Teacher», approved by Order of the Ministry of Education and Science of Ukraine dated October 16, 2024, No. 1466 (hereinafter — Professional Standard), and the University Charter. These Regulations are developed within the framework of exercising the institutional (academic, personnel, and organizational) autonomy of the University guaranteed by the Law of Ukraine «On Higher Education», aiming to regulate the procedures for candidate consideration, competence assessment, and hiring of pedagogical staff, as well as to establish qualification requirements for respective positions and verify the possibility of involving employees in delivering educational components in accordance with the Licensing Conditions, taking into account the internal needs of the educational process and the University's specifics.
1.2. The Regulations govern the procedure for candidate consideration, competence assessment, verification of compliance with Licensing Conditions, and hiring for pedagogical staff (PS) positions: assistant (PS), senior lecturer (PS), associate professor (PS), and professor (PS).
1.3. The positions of professor, associate professor, senior lecturer, and assistant belong to the category of pedagogical staff positions provided that the proportion of time designated for scientific work in the given position constitutes less than 30 percent of the working time per academic year. The decision on classifying such positions as pedagogical staff positions is made by the University in accordance with legislation and these Regulations. The primary operational areas of a higher education institution (HEI) teacher — pedagogical employee, are educational, methodical, practical, and organizational-pedagogical activities.
1.4. The volume of scientific work for the purposes of paragraph 1.3 of these Regulations is calculated as the sum of time standards for types of research work included in the Individual Work Plan pursuant to Appendix C of the Regulations on Time Standards for Planning and Accounting the Work of Scientific-Pedagogical/Pedagogical Staff of the University (QMS KhAI-QAO-R/003:2026), divided by the total annual working hours (the annual working hours for a pedagogical / scientific-pedagogical staff member at the University is 1,512 hours), multiplied by 100 percent.
1.5. The classification of professor, associate professor, senior lecturer, and assistant positions into the category of pedagogical staff (PS) or scientific-pedagogical staff (SPS) is carried out by the University prior to initiating recruitment and candidate evaluation procedures for filling a vacant position, and for employees currently maintaining employment relations with the University — during the formulation of Individual Work Plans for the upcoming academic year.
Classification of a position into the corresponding category is executed taking into consideration the content and structure of the job functions for that position, the planned distribution of work types, and the proportion of time designated for conducting scientific work, following this procedure:
- the department head determines the department's need for the corresponding position and the scope of work functions to be performed by the employee in this position, taking into account the requirements of the educational process, preliminary distribution of teaching load, planned methodical, organizational-pedagogical, practical, and scientific work;
- based on the defined scope of work functions, the working time structure for the respective position per academic year is established, and the proportion of time designated for scientific work is determined;
- if the time dedicated to scientific work in the given position is less than 30 percent of working time per academic year, the position is assigned to the category of pedagogical staff positions; if the scientific work accounts for 30 percent or more of working time per academic year, the position is assigned to the category of scientific-pedagogical staff positions;
- the decision regarding the classification of the position as pedagogical or scientific-pedagogical staff is reviewed and agreed upon at a department meeting and recorded in the department meeting minutes*;
* Classification of a specific position into the category of pedagogical or scientific-pedagogical staff is performed based on the job function structure and the volume of scientific work for that position without establishing mandatory percentage quotas or ratios between PS and SPS categories within an individual department. The final allocation and adjustment of staff positions among departments are carried out at the University level, considering research performance outcomes of departments, teaching load volumes, and the specifics of educational programs.
- following the classification of a vacant position into the appropriate category, candidate recruitment, evaluation, and hiring are carried out in accordance with Ukrainian legislation and internal normative documents of the University;
- if an employee is hired for a pedagogical staff position, recruitment and hiring procedures are conducted according to these Regulations; if the position is classified as a scientific-pedagogical staff position — according to the University Regulations on the Procedure for Competitive Selection for Vacant Positions, Appointment, Dismissal, and Extension of Employment for Scientific-Pedagogical Staff (QMS KhAI-QAO-R/006:2025).
For employees already maintaining employment relations with the University, the classification of a position into pedagogical or scientific-pedagogical staff for the upcoming academic year is carried out during the formulation of the Individual Work Plan in accordance with this paragraph and in compliance with labor legislation requirements regarding modifications to employment contract terms.
Based on the results of the Individual Work Plan execution, the actual working time structure and time fraction spent on scientific work are taken into account when planning and defining the category of the respective position for the next academic year.
1.6. Changing the classification of a position to either pedagogical or scientific-pedagogical staff is carried out in compliance with labor legislation requirements and the terms of the concluded employment agreement (contract). If such a change leads to a modification of essential working conditions, job function, or other terms of the employment agreement, it is formalized in accordance with statutory procedures.
1.7. Pedagogical staff members have the right (but not an obligation) to conduct scientific, scientific-technical, scientific-methodical, and innovative activities on their own initiative and subject to available opportunities. At the employee's discretion, scientific work may be included in their Individual Plan (in a volume constituting less than 30 percent of working time per academic year) or performed outside the mandatory workload. The scientific achievements of PS are subject to consideration during rating evaluations, moral, and material incentives on general grounds.
2. Qualification Requirements for Pedagogical Staff Positions
2.1. Appointment to Positions. Appointment to PS positions is carried out subject to candidates matching the professional qualifications defined by the Professional Standard, the level of which corresponds to the complexity of the job functions for the relevant position in the Professional Standard, as well as meeting the minimum requirements set by these Regulations. Qualification requirements defined in this section are applied taking into account the specifics provided in paragraph 2.2 of these Regulations:
2.1.1. Assistant (PS).
Compliance with Professional Standard: «Higher Education Institution Teacher - Pedagogical Employee» (NQF Level 7).
Education: Higher education with a Master's degree (or Specialist degree) in a relevant or related specialty.
Experience: No experience requirements.
Professional Achievements: Possession of at least 1 type of achievement from the university-wide list provided in the Appendix to these Regulations.
2.1.2. Senior Lecturer (PS).
Compliance with Professional Standard: «Higher Education Institution Teacher - Pedagogical Employee or Lead Pedagogical Employee» (NQF Level 7 or 8).
Education: Higher education with a Master's degree (Specialist degree) in a relevant or related specialty.
Experience: At least 5 years of pedagogical and/or scientific-pedagogical experience (at least 1 year in the presence of a scientific degree of PhD / Candidate of Sciences).
Professional Achievements: Possession of at least 3 types of achievements from the university-wide list provided in the Appendix to these Regulations.
2.1.3. Associate Professor (PS).
Compliance with Professional Standard: «Higher Education Institution Teacher - Lead Pedagogical Employee» (NQF Level 8).
Education and Scientific Status: Higher education with a Master's degree (Specialist degree); possession of an academic degree (PhD / Candidate / Doctor of Sciences) and/or an academic title of Associate Professor or Senior Researcher (except for statutory exceptions provided for the fields of art and sports).
Experience: At least 5 years of scientific-pedagogical experience in higher and professional pre-higher education institutions.
Professional Achievements: Possession of at least 5 types of achievements from the university-wide list provided in the Appendix to these Regulations.
2.1.4. Professor (PS).
Compliance with Professional Standard: «Higher Education Institution Teacher - Academic Leader» (NQF Level 8).
Education and Scientific Status: Higher education with a Master's degree (Specialist degree); possession of an academic degree (Doctor of Sciences, PhD, or Candidate of Sciences) and an academic title (Professor, Associate Professor, or Senior Research Fellow), along with recognized scientific-methodological contributions.
Experience: At least 8 years of scientific-pedagogical experience.
Professional Achievements: Possession of at least 7 types of achievements from the university-wide list provided in the Appendix to these Regulations.
2.2. Special Features of Appointment to Position in Case of Non-Compliance with Certain Qualification Requirements
2.2.1. Persons who do not meet individual qualification requirements set by these Regulations, particularly regarding education or work experience, but possess sufficient practical experience, relevant professional competencies, and are able to successfully and fully execute assigned job functions, may, as an exception (Clause 11 of the Handbook of Occupational Qualifications of Workers Common to All Types of Economic Activity, approved by Order of the Ministry of Labor and Social Policy of Ukraine dated December 29, 2004, No. 336), be appointed to the respective position upon recommendation of a relevant commission established by order of the Rector, unless otherwise provided by Ukrainian legislation, the Professional Standard, or other normative legal acts with higher legal force.
2.2.2. The decision on the possibility of applying an exception is made by the commission based on the results of a comprehensive evaluation of the candidate's professional and pedagogical competencies, taking into account:
- the nature and duration of their professional experience;
- alignment of professional experience with the content of job functions for the respective position;
- verified professional achievements;
- results of evaluating pedagogical competencies;
- ability to deliver relevant educational components;
- alignment of the candidate's educational and/or professional qualification with Licensing Conditions requirements;
- other documentarily confirmed results of professional activity.
2.2.3. The application of the exception provided for in paragraph 2.2 is not permitted if the relevant requirement regarding education, professional qualification, possession of a specific qualification, or another employee characteristic is explicitly stipulated by law, resolution of the Cabinet of Ministers of Ukraine, Professional Standard, Licensing Conditions, or another normative legal act and does not allow for deviation from it.
2.2.4. Applying an exception under paragraph 2.2 does not exempt an employee from fulfilling the requirements of legislation and internal normative documents of the University regarding the provision of specific educational components, nor does it imply automatic compliance of the employee with staffing requirements for delivering any educational component.
2.3. Hiring a person for a pedagogical staff position does not automatically grant them the right to deliver any educational component or conduct any type of academic sessions.
The possibility of assigning the delivery of a specific educational component to a pedagogical employee, including conducting lectures, practical, laboratory, seminar sessions, individual classes, and consultations, is determined considering the alignment of their educational and/or professional qualification with such educational component in accordance with Licensing Conditions, the educational program, the syllabus of the educational component, and internal University documents.
The compliance of the educational and/or professional qualification of a pedagogical employee with an educational component is confirmed by documents and other information in accordance with Licensing Conditions.
The distribution of academic work types among pedagogical staff is conducted by the department, taking into account the employee's position, complexity of the educational component, level of their professional qualification, teaching and/or professional experience, and results of competency assessment.
2.4. Quantitative requirements for professional achievements established for appointment to a pedagogical staff position are internal qualification criteria of the University and do not replace, nor are they identified with, the requirement regarding achievements in professional activity established by paragraph 38 of the Licensing Conditions. The list and number of achievements considered for the purposes of paragraph 38 of the Licensing Conditions are determined exclusively in accordance with this paragraph of the Licensing Conditions.
3. Procedure for Candidate Consideration and Competence Assessment
3.1. Appointment to PS positions (initial appointment, appointment for a new term, bringing a position into alignment with the new classification in accordance with paragraph 1.5 of these Regulations) is executed by order of the Rector of the University upon submission by the department head, agreed upon by the dean of the faculty, without conducting competitive selection provided for in Part 7 of Article 55 of the Law of Ukraine «On Higher Education» for scientific-pedagogical staff, — taking into account Part 4 of Article 55 of the specified Law.
3.2. No later than 10 calendar days before candidate consideration at a department meeting, the University posts an announcement of an available (planned) PS vacancy on its official website, specifying the department, position, and qualification requirements — to ensure transparency of the procedure and enable the submission of documents by other individuals meeting the qualification requirements.
3.3. The department considers the candidate (candidates) at its meeting based on the qualification documents submitted by the candidate, which include: copies of documents on education, academic degree / academic title (if any), documents confirming pedagogical and/or scientific-pedagogical work experience, documents on professional development, as well as information on professional achievements in accordance with the university-wide list (Appendix to these Regulations). The decision of the department is recorded in the minutes of the meeting.
3.4. For individuals applying for the positions of Senior Lecturer (PS), Associate Professor (PS), or Professor (PS) at the University for the first time, the department additionally organizes a trial lesson, an open lecture, or a presentation of teaching methodology (depending on the educational process schedule) before the department's teaching staff; the results are evaluated collegially and recorded in the minutes of the department meeting. For internal candidates — current employees of the University who are appointed for a new term to teach the same or a related educational component, conducting a trial lesson, open lecture, or presentation of teaching methodology is not mandatory.
3.5. The candidate's compliance with the requirements of the Law of Ukraine «On Ensuring the Functioning of the Ukrainian Language as the State Language» is verified based on documents confirming the level of state language proficiency, submitted in accordance with Articles 9 and 10 of the specified Law.
3.6. Assessment of digital competence (working in the University's LMS system, creating multimedia and electronic learning materials) is carried out by the department within the review of the candidate's qualification documents package without a separate testing procedure, unless otherwise determined by the department's decision.
3.7. The minutes of the department meeting, together with the submission of the head of the department and the candidate's qualification documents, are transferred to the dean of the faculty for approval, after which the draft order on appointment is submitted to the Rector of the University for signature.
4. Verification under Licensing Conditions and Determination of the Right to Teach
4.1. During the consideration of the candidate, the department verifies the candidate's compliance with the requirements of the Licensing Conditions regarding staffing support for educational activities, in particular the requirements for professional achievements of staff established by Paragraph 38 of the Licensing Conditions.
Verification is carried out taking into account the results of the candidate's professional activity over the last five years, unless otherwise established by the Licensing Conditions or other normative legal acts.
4.2. To undergo verification, the candidate submits information on professional achievements in the form determined by the University, along with documents confirming the relevant results of professional activity. Information on professional achievements may include, in particular, information on the results of pedagogical, methodical, professional, scientific, scientific-methodical, innovative, and other activities provided for by the Licensing Conditions.
4.3. Verification of the candidate's professional achievements is carried out to establish their compliance with the staffing requirements of the Licensing Conditions. The number of confirmed professional achievements in itself does not determine the candidate's right to conduct a specific type of academic sessions.
4.4. Separately from the verification of professional achievements, the department determines the possibility of involving the candidate in providing specific educational components in accordance with their educational and/or professional qualifications, professional experience, and competencies, taking into account the requirements of the Licensing Conditions, the relevant educational program, and the syllabus of the educational component.
4.5. The candidate's compliance with an educational component is determined on the basis of:
- a document on higher education and/or other educational documents;
- the presence of a relevant professional qualification;
- professional experience in the relevant specialty or field of professional activity;
- teaching experience in relevant educational components;
- results of professional development, internships, and professional growth;
- methodical, educational, and other materials developed by the candidate;
- other documentarily confirmed results of professional activity indicating the candidate's compliance with the content of the relevant educational component.
4.6. Based on the results of candidate review, the department determines the list of educational components in which the candidate may be involved, as well as the types of academic work that may be assigned to them for each educational component.
Such types of academic work may include, in particular:
- lectures;
- practical classes;
- laboratory classes;
- seminars;
- individual sessions;
- consultations;
- other types of academic work provided for by legislation and normative documents of the University.
4.7. A pedagogical employee may be involved in conducting lectures provided that their educational and/or professional qualification is confirmed to match the relevant educational component, and other requirements of legislation and Licensing Conditions are met.
4.8. When determining the types of academic work, the department takes into account the complexity and content of the educational component, the higher education level at which it is taught, the specifics of the educational program, and the employee's professional qualification, experience, and competencies.
The absence of an academic degree, academic title, or certain types of scientific results in a candidate cannot serve as a ground for an automatic prohibition from conducting lectures or other types of academic sessions, unless such a requirement is explicitly established by legislation or Licensing Conditions.
4.9. The results of the verification of the candidate's professional achievements and the conclusion regarding the possibility of their involvement in delivering relevant educational components and types of academic work are recorded in the minutes of the department meeting.
The minutes shall specify:
- compliance or non-compliance of the candidate with the staffing requirements of the Licensing Conditions;
- the list of educational components recommended for the candidate to deliver;
- types of academic work recommended for their involvement;
- if necessary, justification of restrictions regarding specific educational components or types of academic work.
4.10. The conclusion of the department is transmitted to the Center for Quality of Education, Accreditation, and Licensing to be taken into account when forming teaching loads, class schedules, and staffing information regarding the delivery of educational programs.
5. Procedure for Concluding an Employment Contract and Performance Evaluation (Attestation)
5.1. Employment relations with a pedagogical employee are formalized by a fixed-term employment contract in accordance with the labor legislation of Ukraine. The fixed-term nature of the employment contract between the University and a pedagogical employee is determined by the character and conditions of the work performed, related to providing the educational process during the academic year, in particular, the formation of teaching load according to the student contingent for the academic year and the execution of the scope of work established for that academic year for the pedagogical position.
Based on the minutes of the department meeting and the approval of the faculty dean, a fixed-term employment contract is concluded with the employee for a term of 1 to 5 years in accordance with the Labor Code of Ukraine, and a corresponding order of the University Rector is issued.
5.2. The employee must be familiarized under signature with the Job Description for the relevant position of pedagogical staff (PS).
5.3. Performance Evaluation (Attestation) of Pedagogical Employees
5.3.1. Pedagogical employees of the University are subject to mandatory attestation in accordance with the legislation of Ukraine and the Regulations on the Attestation of Pedagogical Employees of the University (as currently amended).
5.3.2. The absence of prior work experience in a pedagogical position or previous attestation as a pedagogical employee is not an obstacle to recruitment for a pedagogical position, provided the candidate meets the qualification requirements established by these Regulations, and their educational and/or professional qualifications correspond to the educational components they are planned to be involved in delivering.
5.3.3. For an individual hired for a pedagogical position at the University for the first time, including an individual who previously worked at the University as a scientific-pedagogical employee, the work period prior to the first attestation is determined taking into account the time necessary to acquire and confirm pedagogical experience, as well as professional and pedagogical competencies for the relevant position.
5.3.4. The first attestation of a person appointed to a pedagogical position is conducted no later than five years after their appointment to the respective position, unless an earlier period or grounds for an extraordinary attestation are established by legislation.
5.3.5. For an employee transferring from a scientific-pedagogical position to a pedagogical position, the length of service in the scientific-pedagogical position may be taken into account when determining the date for the first attestation, provided the nature of the work performed, the content of the job duties, and the results of professional activity correspond to the pedagogical position.
5.3.6. For a pedagogical employee appointed to a pedagogical position for the first time, including as a result of a transfer from a scientific-pedagogical position, an interim evaluation of professional and pedagogical competencies is conducted no later than one year after the completion of a full academic year of work in the relevant position. The specific timeframe for conducting the interim evaluation is determined by an order of the Rector or another internal organizational and regulatory document of the University.
5.3.7. The results of the interim evaluation are taken into account when planning the employee's future professional activity and preparing materials for their first attestation. If an insufficient level of development of certain competencies is identified, recommendations for their development are specified for the employee along with a timeframe for re-evaluation.
5.3.8. At least once per academic year, the direct supervisor of the pedagogical employee ensures the documentation of the main results of their professional activity, in particular the results of educational, methodical, organizational-pedagogical, and, if applicable, professional, scientific, scientific-methodical, and innovative activity. Based on the results of the annual evaluation, in the event of detecting a significant discrepancy between the employee and the requirements of the held position or a deficiency in professional or pedagogical competencies, the head of the department may initiate an extraordinary evaluation of competencies or an attestation of the employee in accordance with the law and internal normative documents of the University.
5.3.9. Regular attestation of a pedagogical employee is conducted at least once every five years. The specific timeframe for conducting the attestation is determined in accordance with the schedule for attestation of pedagogical employees of the University.
5.3.10. Attestation does not replace the annual evaluation of the results of a pedagogical employee's professional activity and does not exempt the department from the obligation to exercise systematic control over the employee's compliance with the held position, the quality of their job performance, and the alignment of their qualifications with the educational components they provide.
6. Transitional Provisions
In order to ensure the sustainable operation of the University, the continuity of the educational process, the timely formation of staffing for the 2026/2027 academic year, and taking into account the absence, at the time of adoption of these Regulations, of explanations and subordinate instructional-methodological materials approved by the Ministry of Education and Science of Ukraine regarding the procedure for introducing and filling positions of pedagogical employees in higher education institutions:
6.1. Requirements, deadlines, and procedures for reviewing candidacies, evaluating the competencies of pedagogical employees, and HR processing specified by these Regulations shall be applied under a simplified and expedited procedure for the 2026/2027 academic year.
6.2. Procedures, deadlines, and stages of implementation of organizational and legal measures provided for by these Regulations may be changed, shifted, or adjusted by a decision of the Academic Council or by an order of the University Rector.
6.3. The transfer or hiring of employees to positions of pedagogical employees for the 2026/2027 academic year is carried out upon their personal written application by concluding fixed-term employment contracts (supplementary agreements) upon agreement with the head of the department and the dean of the faculty without conducting the procedures defined by these Regulations, provided that the candidates meet the requirements / qualification requirements defined in these Regulations and the job description of the respective pedagogical employee.
6.4. The review of candidacies and the formation of the workload distribution of teaching hours at department meetings for the 2026/2027 academic year may be conducted in operational mode (including through the use of remote communication tools) up to and including September 01, 2026.
7. Final Provisions
7.1. The Regulations on the Procedure for Recruitment, Review of Candidacies, and Competency Assessment of Pedagogical Employees are approved by the Academic Council of the University and brought into effect by an order of the Rector.
7.2. Amendments and/or additions to these Regulations are made in accordance with the procedure established for their adoption.
Appendix to the Regulations on the Procedure for Recruitment, Review of Candidacies, and Competency Assessment of Pedagogical Employees of the National Aerospace University «Kharkiv Aviation Institute»
University-wide List of Professional Achievements of Pedagogical Employees — Teachers for Use During the Review of Their Candidacies, Competency Assessment, and Confirmation of Professional Compliance
1. General Provisions
1.1. This University-wide List of Professional Achievements of Pedagogical Employees — Teachers (hereinafter — the List) is an appendix to the Regulations on the Procedure for Recruitment, Review of Candidacies, and Competency Assessment of Pedagogical Employees of National Aerospace University «Kharkiv Aviation Institute» (hereinafter — the Regulations) and defines the types of professional achievements that may be taken into account when evaluating the professional compliance of pedagogical employees — teachers (hereinafter — PS) and is used during:
- consideration of candidacies for PS positions;
- assessment of professional and pedagogical competencies of candidates and PS;
- annual evaluation of the results of PS professional activity;
- preparation of materials for PS attestation;
- determination of the professional level and performance of PS activity;
- determination of needs for professional development and qualification upgrading.
1.2. The List was developed taking into account the requirements of the Regulations on the Attestation of Pedagogical Employees, approved by Order No. 805 of the Ministry of Education and Science of Ukraine dated September 9, 2022 (as currently amended), and the Licensing Conditions for Educational Activities, approved by Resolution No. 1187 of the Cabinet of Ministers of Ukraine dated December 30, 2015.
1.3. The List is open-ended and may be supplemented with other types of professional achievements that correspond to the nature of the job duties of the pedagogical employee, the profile of the educational program, and the educational component.
1.4. A single professional achievement may be taken into account in one or several evaluation areas if it simultaneously confirms different professional competencies; however, the same result cannot be artificially counted as multiple separate achievements to fulfill the minimum number of achievements established by the Licensing Conditions.
1.5. The List has been compiled taking into account the job duties, rights, and professional competencies of PS as defined by job descriptions, as well as the main areas of PS activity: teaching, methodical, practical, and organizational-pedagogical.
1.6. The List applies to the positions of Assistant (PS), Senior Lecturer (PS), Associate Professor (PS), and Professor (PS). The specific set of achievements is determined taking into account the position, the profile of educational components, job duties, and the requirements of the Regulations.
1.7. For the purposes of this List, a professional achievement is considered to be a documentarily confirmed result of PS activity indicating proper or enhanced performance of professional functions, development of professional competencies, improvement of the educational process quality, development of higher education learners, enhancement of educational components, or development of the University.
1.8. The period for which professional achievements are taken into account is determined by the purpose of their evaluation. To verify compliance with the requirements of the Licensing Conditions, the period established by the Licensing Conditions applies. To evaluate the candidate's compliance with the position, professional level, and competencies, results of professional activity for the entire period of employment history may be taken into account, unless otherwise established by law or these Regulations.
2. Main Areas and Types of Professional Achievements



*Completion of the «Scope of Application» column:
К — review of candidacy / evaluation upon hiring;
А — attestation (performance evaluation) of a pedagogical employee;
Р — annual evaluation (rating, performance assessment);
Л — may be taken into account for the purposes of the Licensing Conditions provided it meets the specific criterion of Paragraph 38 and necessary documentary confirmations are available. The designation «Л» means that the corresponding type of professional achievement may be used during the verification of employee compliance with the requirements of the Licensing Conditions only if it complies with a specific subparagraph of Paragraph 38 of the Licensing Conditions, adheres to the established accounting period, and has documentary confirmation.
3. Special Provisions Regarding the Application of the List by Positions
3.1. Assistant (PS): to confirm minimum professional compliance, at least one type of professional achievement from this List is taken into account in accordance with the Regulations.
3.2. Senior Lecturer (PS): to confirm minimum professional compliance, at least three types of professional achievements from this List are taken into account. During evaluation, it is advisable to ensure representation of educational-methodical, practical, and digital/innovative components, taking into account the requirements of the Regulations.
3.3. Associate Professor (PS): to confirm minimum professional compliance, at least five types of professional achievements from this List are taken into account, with primary consideration given to results confirming experience in developing and implementing a textbook, study guide, or author's e-learning course into the educational process.
3.4. Professor (PS): to confirm minimum professional compliance, at least seven types of professional achievements from this List are taken into account, with primary consideration given to results confirming experience in developing and implementing sole-authored textbooks or study guides into the educational process, leading the development of new educational components, as well as providing mentoring to young teachers.
3.5. Requirements regarding the number of achievements are minimum and do not limit the possibility of taking into account other confirmed results of professional activity during the review of candidacies and their evaluation.
4. Procedure for Confirming Professional Achievements
4.1. PS submits information on professional achievements as part of the candidate's qualification documents package using the form determined by the University.
4.2. For each declared achievement, the following shall be indicated: title of the result; period of execution; role of the employee; educational component/area of activity related to the result; brief description of the result and its impact; documentary confirmation.
4.3. Consideration is given to results obtained or implemented within employment, professional, pedagogical, methodical, practical, organizational, or other activities corresponding to the job profile.
4.4. If a result was created in co-authorship or within a working group, the personal contribution of the employee must be specified.
4.5. The department verifies the accuracy of the submitted information and the compliance of the declared result with the professional profile of the position and educational components.
4.6. During the evaluation, consideration may be given not only to the fact of performing the activity, but also to its effectiveness: implementation, sustainability of use, scale, and confirmed effect for students, the department, faculty, or University.
4.7. The following in themselves are not considered professional achievements: performance of mandatory job duties without a confirmed result, participation without a defined role, formal presence at an event, as well as documents that do not allow establishing authorship or the employee's contribution.
5. Principles of Evaluation Within University Autonomy
5.1. Autonomy — the University independently determines additional criteria for PS professional performance, provided they do not contradict legislation and local regulatory acts.
5.2. Professional relevance — the achievement must be related to the position, professional qualification, educational components, or defined job duties.
5.3. Performance — preference is given not to the formal fact of participation, but to a confirmed result and its practical value.
5.4. Diversity — professional compliance may be confirmed by a combination of educational-methodical, digital, pedagogical, practical, organizational-pedagogical, project, international, and other results.
5.5. Level-appropriateness — with higher positions, expectations increase regarding independence, scale, complexity, and impact of professional results.
5.6. Transparency — each achievement must have a clear criterion, period, description of personal contribution, and proper confirmation.
5.7. Academic integrity — all results must be obtained and presented in compliance with the principles of academic integrity, copyright, and information accuracy.
6. Final Provisions
6.1. This List is applied together with the Regulations and the job descriptions of the respective pedagogical employees.
6.2. In the event of changes to legislation, Licensing Conditions, the University Charter, or local regulatory acts, the provisions of this List shall apply to the extent that they do not contradict them, pending the introduction of relevant amendments.
6.3. Amendments and/or additions to this List are introduced in the manner established for the adoption of the Regulations.
6.4. Departments may specify the types of evidence and performance indicators for individual specialties and educational components, provided that such specification does not restrict the rights of PS and does not contradict this List.
