1. General Provisions
1.1 Regulations on the Psychological Service (hereinafter - PS) of the Educational and Upbringing Work Department (hereinafter - EUWD) at National Aerospace University «Kharkiv Aviation Institute» (hereinafter - University) have been developed in accordance with the regulations «On the Psychological Service of the Education System of Ukraine», approved by Order of the Ministry of Education and Science of Ukraine dated July 02, 2009 No. 616, the instruction «Procedure for Preparation of Regulations on Structural Subdivisions» QMS KHAI-HR-I/001:2015, the Statute of National Aerospace University named after M. Ye. Zhukovsky «Kharkiv Aviation Institute» (hereinafter - Statute), and define the legal status of the PS, its tasks, functions, rights, competencies of PS employees, responsibilities, and interaction with other structural subdivisions of the University.
1.2 The PS is a structural subdivision of the EUWD and directly reports to the Head of the EUWD and the Vice-Rector for Academic Affairs responsible for educational and upbringing activities.
1.3 The PS is a system based on specialists in practical psychology and social pedagogy: practical psychologists, social educators, and an organizational manager/specialist-psychologist.
The main goal of the PS's activity is psychological support and increasing the efficiency of the educational process, protection of mental health and social well-being of all its participants: students, postgraduate students, pedagogical, and academic staff.
1.4 The PS ensures timely and systematic study of the psychophysical development of students and postgraduate students, the motives of their behavior and activities, taking into account age, intellectual, physical, gender, and other individual characteristics, creating conditions for self-development and self-education, and promoting the fulfillment of the University's educational tasks.
1.5 In its activities, the PS is guided by the Constitution of Ukraine, the Laws of Ukraine «On Education», «On Higher Education», other regulatory legal acts, and these Regulations.
1.6 The PS consists of three working groups responsible for:
- organizational work;
- psychological assistance;
- social and pedagogical work.
2. Main Tasks
2.1 The main tasks of the PS are:
- promoting the full personality development of students and postgraduate students at a specific age stage, creating conditions for forming their motivation for self-education and self-development;
- ensuring an individual approach to each participant in the educational and upbringing process;
- prevention and correction of deviations in intellectual and psychophysical development of students and postgraduate students.
2.2 The PS fulfills its tasks through full and effective execution of all elements of psychological support, making extensive use of modern information technologies.
2.3 The main types of PS activities are:
- psychological assessment of students, postgraduate students, their groups, and collectives, monitoring the content and conditions of individual development of students and postgraduate students, determining causes that hinder their development and learning (diagnostics);
- implementation of psychological, medical, and pedagogical measures aimed at eliminating deviations in psychophysical and intellectual development and behavior, susceptibility to addictions and offenses, overcoming various forms of deviant behavior, and forming a socially beneficial life perspective (correction);
- providing psychological and pedagogical assistance to students and postgraduate students in crisis situations (who have suffered from social, technological, or natural disasters, endured severe illnesses, stress, displacement, experienced violence, etc.), aimed at adaptation to learning conditions and life activities (rehabilitation);
- timely prevention of deviations in psychophysical development and personality formation, interpersonal relations, and prevention of conflict situations in the educational process (prevention);
- development and application of group and individual behavior models under various conditions, designing the content and directions of individual development of students and drafting life plans on this basis, determining trends in the development of groups and intergroup relations (prognostics).
3. Functions
3.1 The main areas of PS activity are:
- advisory and methodological assistance to all participants in the educational process on matters of education and development of students and postgraduate students;
- educational and promotional work aimed at enhancing psychological culture at the University and within the family;
- fostering an orientation toward a healthy lifestyle and mental health protection among students and postgraduate students; prevention of alcoholism, drug addiction, HIV infection, and crime.
3.2 To carry out its tasks, the PS performs the following functions.
3.2.1 Organizational Work Group:
- determines the need for psychological assistance for 1st-year students during their adaptation to the educational and upbringing process, as well as for other students in need of psychological support;
- participates in fostering a favorable socio-psychological climate in student and teaching collectives;
- participates in monitoring to prevent potential disruptions in the personal formation and development of students and postgraduate students;
- organizes the provision of psychological assistance and support to students, postgraduate students, and faculty members who are in a state of acute stress, conflict, or intense emotional distress;
- coordinates the interaction of students, postgraduate students, and all other participants in the educational process with PS staff;
- conducts preventive measures against crime, alcoholism, drug addiction, other addictions, and harmful habits among students.
3.2.2 Psychological Assistance Group:
- participates in educational work aimed at ensuring the comprehensive individual development of students and postgraduate students and preserving their full mental health;
- conducts psychological diagnostics of the readiness of students and postgraduate students for learning, facilitates their adaptation to new conditions of the educational process, and assists in career choice in accordance with their level of psychological development;
- develops and implements corrective educational programs taking into account the individual, gender, and age characteristics of students and postgraduate students;
- assists students in selecting careers aligned with their value orientations, abilities, life plans, and capabilities, preparing students for conscious living;
- conducts psychological diagnostics and psycho-pedagogical correction of deviant behavior in students;
- builds psychological culture among students, postgraduate students, educators, parents, or guardians, and provides consultations on psychological matters and their practical application in organizing the educational process.
3.2.3 Social and Pedagogical Work Group:
- studies and evaluates the specifics of activities of students, postgraduate students, micro-collectives, and the student body as a whole; investigates the directional impact of the micro-environment, family dynamics and family upbringing, the positive educational potential of the social environment, and sources of negative influence on students;
- forecasts, based on observations and research, the amplification of negative or positive aspects of the social situation affecting the development of a student's or group's personality; predicts the outcomes of the educational process taking into account key personality factors;
- provides recommendations to students, parents or guardians, faculty members, and other individuals on social pedagogy issues; provides necessary advisory socio-pedagogical assistance to students and postgraduate students in need of care or living in difficult life circumstances;
- participates in developing skills for adhering to behavioral norms and rules, maintaining a healthy lifestyle, and promoting the prevention of negative phenomena among students;
- provides social services aimed at satisfying the social needs of students and postgraduate students; carries out socio-pedagogical support of the educational and upbringing process, socio-pedagogical patronage of socially vulnerable categories of students and postgraduate students; promotes personal, social, and professional self-determination, and takes care of youth's professional self-determination and social adaptation;
- promotes the protection of the rights of students and postgraduate students, representing their interests in law enforcement and judicial bodies.
3.3 Employees of the PS participate in the following QMS processes of the University:
- design and development;
- educational and organizational activities;
- management processes.
The mandatory QMS processes are also carried out in the PS:
- documented information management;
- corrective actions;
- preventive actions;
- non-conformity management.
4. Rights and Responsibilities
4.1 The rights and responsibilities of the PS are implemented through the rights and responsibilities of its employees holding relevant positions in the DEWR, as well as employees of other structures and divisions of the University who participate in psychological assistance and socio-pedagogical work (hereinafter - PS Employee).
4.2 PS Employees have the following rights and responsibilities:
- be guided by the code of ethics for psychologists;
- adhere to pedagogical ethics, respect the dignity of students and postgraduate students, and protect them from all forms of physical or psychological violence;
- build their activities based on benevolence and trust in close cooperation with all participants in the educational process;
- promote a healthy lifestyle, enhance the level of psychological knowledge among teaching staff and parents or guardians;
- maintain professional confidentiality and not disclose information obtained during diagnostic or corrective work if it could harm the student, postgraduate student, or their surroundings;
- continuously improve their professional level;
- have separate facilities (offices) for conducting diagnostic, educational, training, consultative, developmental, and corrective work.
4.3 PS Employees must know:
- curriculum and methodological materials and documents regarding the scope, level of knowledge, and development of students;
- state standard requirements for ensuring the educational and upbringing process;
- main directions and perspectives for the development of education and psychological-pedagogical science;
4.4 Prepare and submit work plans and reports on completed work.
5. Management
5.1 The organizational head of the PS is a specialist psychologist who is obliged to:
- perform long-term and current planning of the PS work;
- develop documentation for the PS;
- organize the work of PS employees at a proper level and control its execution within the time limits set by current and long-term plans, as well as decisions of higher management;
- maintain periodic reporting on the work of the PS to the Vice-Rector for Educational and Upbringing Work;
- coordinate interaction between PS employees;
- interact with student self-government bodies of the University (in faculties and dormitories);
- gather information and perform analytical work related to the activities of the PS;
- continuously improve the organization of their work, enhance their professional level, and upgrade business qualifications.
5.2 Qualification requirements: higher education, no work experience requirements.
6. Final Provisions
6.1 The Regulations on the PS are signed by the Head of the Educational and Upbringing Work Department and agreed with the Vice-Rector for Academic Affairs (Educational and Upbringing Direction), the Head of the Human Resources Department, and the Lead Legal Counsel of the University.
6.2 The Regulations on the PS are approved by the Academic Council of the University and enacted by order of the Rector of the University.
6.3 Amendments and/or additions to these Regulations shall be made in accordance with the procedure established for its adoption.
