1. General Provisions
1.1 These Regulations have been developed in accordance with the Constitution of Ukraine, the Laws of Ukraine «On Education», «On Higher Education», «On Information», «On Protection of Information in Information and Telecommunication Systems», «On State Secrets», «On Copyright and Related Rights», «On Appeals of Citizens», Decrees of the President of Ukraine dated June 31, 2000 No. 928/2000 «On Measures for the Development of the National Component of the Global Information Network Internet and Ensuring Wide Access to This Network in Ukraine», in execution of Article 15 of the Law of Ukraine dated January 13, 2011 No. 2939-VI «On Access to Public Information», Resolutions of the Cabinet of Ministers of Ukraine dated January 04, 2002 No. 3 «On the Procedure for Publishing Information on the Activities of Executive Authorities on the Internet» (as amended), dated August 29, 2002 No. 1302 «On Measures for Further Ensuring Openness in the Activities of Executive Authorities» (as amended), dated October 21, 2015 No. 835 «On Approval of the Regulations on Datasets Subject to Publication in the Form of Open Data» (as amended), and the Statute of National Aerospace University «Kharkiv Aviation Institute» (hereinafter – the University), define the status of the University's website (hereinafter – the website) as an official information resource on the Internet, and establish the structure and procedure for posting regulatory acts and information materials (hereinafter – information) that constitute the information resources of the University, as well as the rules of interaction between persons performing software and technical support of the website and its information content by educational and research divisions, faculties, departments, and other structural units of the University.
1.2. The official website of the University is an official source of information providing coverage of the University's activities and information exchange with state authorities of Ukraine, local self-government bodies, non-governmental organizations of the global community, and the public on issues related to the University's activities.
1.3. The website operates in accordance with the current legislation of Ukraine.
1.4. The University website is a modern information system whose resources are hosted on the official domain of the University khai.edu. The website is hosted on the University's server, website address (URL) – https://khai.edu.
1.5. General coordination of website development and modernization, as well as work on developing and supporting information resources, is assigned to the Laboratory of Web Resources Management and Promotion of the Public Relations Center (hereinafter – the Web Resources Laboratory), which includes:
– processing information received from University structural units;
– ensuring the timely placement of new information and removal of outdated information;
– conducting monitoring and analysis of site traffic statistics to develop proposals for optimizing its performance and submitting them to the University management;
– resolving ongoing issues related to updating information on the website;
– preparing proposals for introducing amendments to these Regulations;
– considering proposals regarding changes to the website structure and design;
– preparing page mockups and templates;
– introducing, if necessary, ongoing changes to the styling of individual website design elements.
1.6. Ensuring effective and uninterrupted operation of the website, maintenance of computer equipment and communication channels used during website content updating, website protection against unauthorized interference, and support of hosting software and hardware is carried out by the Department of Technical Learning Facilities.
1.7. Registration of websites created within the khai.edu domain zone of the official website is performed by the Department of Technical Learning Facilities.
1.8. The language of posting information on the website is Ukrainian. In addition, site duplication (or its individual pages or sections) in foreign languages is possible. In this case, the creation or update of a foreign-language page can be carried out solely subject to the existence and up-to-date state of the corresponding page in Ukrainian (except for cases where information is intended exclusively for foreign visitors). News, announcements, and notices may be published in Ukrainian or, in certain cases, in English.
2. Purpose and Tasks of the University Website
2.1. The purpose of posting information on the official website of the University is to create a unified information and educational space for coverage of the University's activities, ensuring openness, transparency of decision-making and functioning of the University, advertising, and promotion.
2.3. The main tasks of the website's functioning are:
– presentation of the University on the Internet;
– effective coverage of important events, measures, and services of the University;
– enhancing the role of education computerization, organization of learning using network educational resources;
– creation of a holistic positive image of the University, capable of competing in the international market of educational and scientific services;
– increasing the competitiveness of the University and its popularity among applicants;
– expanding the interaction of the University with other educational institutions, research, and other organizations in Ukraine and abroad;
– exchange of pedagogical experience;
– coverage of the University's achievements, results of the University staff's participation in innovative, educational, and research activities;
– increasing the prestige of the University among domestic and international academic communities, as well as potential partners and benefactors.
3. Structure and Design of the University Website
3.1. The official domain name of the website is https://khai.edu. If necessary, the official domain name may be changed by order of the Rector of the University.
3.2. Website sections are placed on its pages, in subdirectories (for example, https://khai.edu/ua/studentu/) or on subdomains of the official domain (for example, https://library.khai.edu/).
3.3. The website structure is determined by the need for an effective user-oriented presentation of information about all areas of the University's activities.
3.4. The home page identifies the website as the online representation of the National Aerospace University «Kharkiv Aviation Institute» named after M. Ye. Zhukovsky, provides the ability to choose between language versions of the website, informs visitors about the University's activities, and provides access to all main sections of the website. The home page must contain the following key elements:
– identification data allowing to identify the website with the National Aerospace University «Kharkiv Aviation Institute» named after M. Ye. Zhukovsky (logo, name of the University, status information, etc.);
– link to the class schedule;
– links to official pages of the University's online presence on social networks;
– contact information with the University management and the Admissions Committee;
– search on the website;
– links to website sections;
- announcements of recent news, notices, and events;
– overview of majors and educational programs under which specialist training is conducted at the University;
– overview of University faculties;
– overview of information on student life at the University;
– alumni reviews.
3.5. Main functional sections of the website are divided into categories:
– «University» – contains information on the history of the University, University management, Academic Council, trade union of employees, personnel, University achievements, licensed volume, number of students, language of the educational process, material and technical support, areas of scientific activity, University structure, public information, regulatory framework, anti-corruption measures, alumni association, University divisions, international cooperation of the University, budgetary and financial information, photo and video gallery, virtual tour of the University, «Za Aviakadry» newspaper, news, blog of University teachers;
– «Applicant» – contains information on open days, the pre-university education system, work of the Admissions Committee, admission rules for the current year, stages of the admission campaign, list of majors and educational programs, tuition fees, competitive score calculation algorithm, «Crimea/Donbas − Ukraine» educational centers, lists of candidates recommended for admission, rating lists, lists of enrolled students;
– «Student» – contains information on terms and rules of living in the student campus, student extracurricular activities, sports life, Student Trade Union Committee of the University, department for career guidance and student employment, department for educational and counseling work, office of the student ombudsperson, sociological surveys, student design bureau, grants and scholarship programs, distance learning, student olympiads, competitions, seminars, and forums;
– «Education» – contains information on faculties and departments, learning centers and departments, study abroad programs for University students, scientific and technical library, schedule of the educational process for the current academic year, «Pilot» electronic system, licensing and accreditation, quality assurance system of education, committee on academic integrity, professional development of teachers, dual education, educational and methodological seminars;
– «Science» – contains information on the research department of the University, research and scientific divisions of the University, specialized councils for conferring Candidate of Sciences, Doctor of Sciences, and PhD degrees, postgraduate and doctoral studies department, scientific publications of the University and scientific conferences, center for collective use of scientific equipment, scientific monographs, scientific society of students, postgraduates, doctoral candidates, and young scientists, Young Scientists Council, scientific clubs;
− «IT College» − serves as a link to a separate «IT College» website of the University, which represents a separate structural unit – Kharkiv Professional College of Information Technology of the National Aerospace University «KHAI» named after M. Ye. Zhukovsky;
– «International students» – contains information for foreign citizens on terms of admission and studying at the University, list of current modes of study and educational programs, application procedure, admission and visa processing, living conditions, student life during and outside the educational process, information on preparatory courses and photo gallery, tuition fees, alumni reviews;
– «Contacts» – contains information on the address of the University, contact telephone numbers, and transport information to reach the University.
3.6. All sections of the website are collected in the lower horizontal menu for navigation convenience.
3.7. Graphic design of the website is created using colors by hex code: #0D5C91, #FFFFFF, #79BBE2, #0E4166, #000000. All website pages are executed in a single style, using standard browser font families. Font size must ensure readability of text at the minimum allowable screen size.
4. Information Content of the University Website
4.1. Relevant and reliable information about divisions and their activities must be presented on the website.
4.2. Mandatory information published on the official website of the University in accordance with the requirements of the Law of Ukraine «On Higher Education» includes:
– statute of the educational institution;
– licenses for conducting educational activities;
– certificates of accreditation of educational programs, institutional accreditation certificate of the higher education institution;
– structure and governing bodies of the educational institution;
– personnel of the educational institution according to licensing conditions;
– educational programs implemented in the educational institution and list of educational components provided for by the relevant educational program;
– service area assigned to the educational institution by its founder;
– licensed volume and actual number of persons studying at the educational institution;
– language (languages) of the educational process;
– availability of vacant positions, procedure, and terms of competitive selection for filling them (if conducted);
– material and technical support of the educational institution (according to licensing conditions);
– areas of scientific and/or artistic activity (for higher education institutions);
– availability of dormitories and vacant places in them, accommodation fees;
– results of education quality monitoring;
– annual report on the activities of the educational institution;
– admission rules to the educational institution;
– accessibility conditions of the educational institution for training persons with special educational needs;
– amount of tuition fees, training, retraining, and professional development fees for students;
– list of additional educational and other services, their cost, procedure for provision and payment;
– rules of conduct for students in the educational institution;
– action plan aimed at preventing and combating bullying (harassment) in the educational institution;
– procedure for submitting and considering (in compliance with confidentiality) applications regarding cases of bullying (harassment) in the educational institution;
– response procedure to proven cases of bullying (harassment) in the educational institution and responsibility of persons involved in bullying (harassment);
– budget estimates;
– financial report on the receipt and use of all funds received;
– information on the list of goods, works, and services received as charitable assistance, specifying their cost, as well as funds received from other sources not prohibited by law;
– other information published by decision of the educational institution or upon request of the legislation.
4.3. The website of the University must contain:
– constituent and local documents;
– regulations on executive, working, and advisory bodies;
– regulations on collegial bodies;
– regulations on student self-government issues;
– regulations on governing bodies of faculties and departments;
– regulations on regulation of the educational process;
– regulations on higher education quality assurance;
– regulations on the formation of educational programs, curricula, and course syllabi;
– regulations on record-keeping at the University;
– regulations on admission;
– regulations on HR issues;
– regulations on awards, titles, and bonuses;
– regulations on structural units;
– regulations on regulation of social issues;
– regulations on research activity;
– regulations on regulation of financial and economic issues;
– regulations on printed publications;
– regulations on regulation of occupational safety issues;
– published decisions of the Academic Council of the University;
– information on the authorized person for anti-corruption prevention and detection at the University;
– information on the composition of the Supervisory Board of the higher education institution;
– published decisions of the Admissions Committee;
– information on the activities of student self-government bodies.
4.4. Decisions and information on the University's activities in the field of higher education, except for restricted access information, are open and public.
4.5. Information posted on the website must comply with the requirements applied to mass media publications.
4.6. Rights to all information materials posted on the website belong to the University, provided that it is not otherwise regulated by separate legal documents and/or the legislation of Ukraine.
4.7. Information resources of the website are open and publicly accessible, unless the status of individual resources is specified by separate documents.
4.8. In case of reprinting information posted on the website, a reference to the University domain (khai.edu) is mandatory.
4.9. Placement of advertising and commercial information on the website is carried out in accordance with the terms of agreements concluded with the structural unit of the University.
4.19. Additional information resources formed on the initiative of employees, students, postgraduates, and doctoral candidates of the University may be posted on separate specialized websites, links to which are created on the website.
5. Organization of Work Process for Website Content Upkeep and Procedure for Submitting Information
5.1. Organization of the process of populating and updating the official website and monitoring the information resources of the University's activities is assigned to the web resources laboratory.
To ensure this, the web resources laboratory:
– constantly and systematically monitors and updates the website content, including English-language content;
– creates pages and grants access rights to relevant users;
– based on the data received, updates information on the work of departments, dean's offices, and other structural units;
– enters information on educational and working programs (syllabi), curricula, and study courses;
– provides advisory support to University staff on website content filling.
5.2. Heads of all structural units of the University ensure the provision of all necessary information for posting on the website.
5.3. Information for publication on the website is submitted to the web resources laboratory (to the email address [email protected]).
5.4. List of information to be published on the website, persons responsible for providing information, and deadlines for submitting information to the web resources laboratory:

5.5. Information about structural units, departments, and faculties is updated promptly (if necessary), but at least once a year (at the beginning of the current academic year). If no changes occurred during the year, an application must be submitted indicating that updates are not required.
5.5.1. Information about structural units must contain:
– information about the management of the unit;
– information about the structure of the unit;
– the purpose, tasks, and functions of the unit;
– contact information of the unit;
– regulations on the unit.
5.5.2. Information about the department must contain:
– brief information about the department;
– history of the department;
– information on specialties and educational programs of the department;
– information on the staff of the department (scientific-pedagogical, pedagogical, educational support personnel, postgraduate and doctoral students) and their photographs;
– information on the scientific activities of the department;
– information on the educational and laboratory facilities of the department;
– information on the educational and methodological facilities of the department;
– promotional information (videos);
– logo of the department;
– reviews of graduates and employers;
– contact information.
5.5.3. Information about faculties must contain:
– brief information about the faculty;
– history of the faculty;
– information on specialties and educational programs of the faculty;
– information on the staff of the dean's office (dean, vice-deans, educational support personnel) and their photographs;
– information on the departments included in the faculty;
– logo of the faculty;
– information on the scientific activities of the faculty;
– information on the educational and laboratory facilities of the faculty;
– promotional information (videos);
– reviews of graduates and employers;
– information about partners of the faculty;
– contact information.
5.6. The section on ad hoc specialized academic councils (hereinafter referred to as ad hoc councils) established for the defense of dissertations submitted for the degree of Doctor of Philosophy must contain:
– notice of the establishment of an ad hoc council adopted by the decision of the Academic Council and approved by the relevant order of the Rector of the University within five working days from the date of signing the specified order;
– electronic copy of the dissertation in PDF/A format with an electronic signature of the applicant based on a qualified electronic signature certificate (using a qualified electronic timestamp), taking into account the requirements of legislation on state secrets and official information; conclusion on the scientific novelty, theoretical and practical significance of the dissertation results in PDF/A format; conclusion of the scientific supervisor in PDF/A format and a link to the online stream of the defense within five working days from the date of signing the specified order;
– information on the scheduled date and location or online format of the defense no earlier than thirty days after the publication of the notice on the composition of the ad hoc council in the NAQA information system;
– reviews of reviewers and reports of official opponents in PDF/A format with an electronic signature of the applicant based on a qualified electronic signature certificate (using a qualified electronic timestamp) no later than two weeks before the scheduled date of defense;
– decision of the ad hoc council in PDF/A format and a link to the video recording of the defense within three working days from the defense date;
– order of the Rector of the University on issuing the applicant the Doctor of Philosophy degree diploma no later than three working days from the date of signing the specified order.
All information about the defense, including an active link to the video recording of the defense, is kept in open access on the website for six months from the date of signing the order of the Rector of the University on issuing the applicant the Doctor of Philosophy degree diploma.
5.7. Information on scientific and research units, scientific schools is updated promptly (if necessary), but at least once a year (at the beginning of the current academic year). If no changes occurred during the year, an application must be submitted indicating that updates are not required.
5.7.1. Information about scientific and research units must contain:
– brief information about the unit;
– history of the unit;
– main directions of scientific research;
– information on test stand equipment or material and technical facilities of the unit;
– results of scientific research;
– proposals for cooperation;
– information on participation in educational and scientific activities;
– list of main scientific works, monographs, textbooks;
– information on scientific and engineering-technical staff of the unit;
– regulations on the unit;
– contact information.
5.7.2. Information about scientific schools must contain:
– information about the scientific school;
– information about the founder of the school;
– list of scientific works, monographs, textbooks of the founder of the school and their students;
– contact information.
5.8. Heads of units appoint a responsible person for the unit (from among the employees), who conducts continuous monitoring and updating of information on the unit's page.
5.9. Translation into English of information materials posted on the website is performed by the authors of the material or with the help of specialists from the Department of Applied Linguistics, the Department of Foreign Languages, and the Center for International Relations and European Integration.
5.10. The Web Resources Laboratory, if necessary, provides review and correction of information for the Ukrainian-language version of the site.
5.11. Information on planned events is provided by the responsible employees of the event organizing units to the Web Resources Laboratory for publication on the website no later than ten working days before the event date.
5.12. Information about held events is provided by the responsible employees of the event organizing units to the Web Resources Laboratory for publication on the website no later than three working days from the moment of the event.
5.13. The Web Resources Laboratory has the right to modify the stylistic design of material submitted for publication on the site.
6. Requirements for News and Event Announcements
6.1. News must be authentic.
6.2. The news text must be short and to the point, correspond to the style of the genre, without jargon and slang, and be submitted in doc or docx formats.
6.3. News and event announcements must be illustrated with a photograph (placing a video clip is also possible).
6.4. News must contain the following structural elements:
– headline (concise, short, interesting to the reader – must consist of one sentence of no more than 7–10 words);
– introductory part (short description of the news – 1–2 sentences);
– main body (concise presentation of the news – 5–10 sentences).
6.5. Event announcements must contain the following structural elements:
– event title (must consist of one sentence of no more than 7–10 words);
– introductory part (short description of the event – 1–2 sentences);
– main body (concise description of the event indicating the date, time, and location of the event – 5–10 sentences).
6.6. Requirements for photographs:
– the text of the news indicates the placement locations of photographs;
– photographs should be sent in jpeg and png formats as separate files;
– color photographs with a clear image are accepted for publication (historical photographs may be black and white);
– the header photograph must be 760 x 482 pixels in size;
– the number of photographs for the main body must be no more than five;
– photographs for the main body of the news must have a width of 760 pixels;
- in special cases, using a larger number of photographs (more than five) is possible. In this case, horizontal photographs must have a width of 1920 pixels, and vertical ones must have a height of 1600 pixels.
6.7. Requirements for video clips:
– the video clip must be hosted on https://www.youtube.com/ (for example, on the YouTube channel of the University, faculty, department).
6.8. All information for publishing news and event announcements (text file, photographs, and link to the video clip) is sent to the email address [email protected].
7. Responsibility
7.1. Deans of faculties are responsible for the timely provision of information, accuracy of information content, systematic updates, and maintaining up-to-date information about faculties.
7.2. Department heads are responsible for the timely provision of information, accuracy of information content, systematic updates, and maintaining up-to-date information about departments.
7.3. Heads of structural units are responsible for the timely provision of information about structural units to be posted on the University website.
7.4. Persons according to clause 5.5 are responsible for the timely provision of information to be posted on the website.
7.5. The Head of the Web Resources Management and Promotion Laboratory is responsible for the timely posting of information on the University website and the correctness of its presentation.
8. Final Provisions
8.1. Regulations on the procedure for forming and supporting the official website of the National Aerospace University «Kharkiv Aviation Institute» are considered and approved by the Academic Council of the University. The Regulations are put into effect by the order of the Rector of the University.
8.2. Amendments to the Regulations may be made upon recommendations of the Academic Council of the University, the rectorate, as well as persons responsible for supporting the site. Amendments and additions to the Regulations are put into effect by the order of the Rector of the University.
