1. General Provisions

1.1. These Regulations determine the legal, organizational, and procedural foundations for the Procedure for Cooperation of National Aerospace University «Kharkiv Aviation Institute» (hereinafter - the University or KhAI) with political parties, public organizations, movements, charitable foundations, associations, other civil society institutions, and subjects of public communication (hereinafter - Cooperation Subjects). The Regulations are developed in accordance with the University Statute, the legislation of Ukraine, and the internal regulatory documents of the University, and regulate the general principles, mechanisms, conditions, limitations, and procedure for organizing interaction between the University and the specified Cooperation Subjects.

1.2. In the process of cooperation, the University is guided by the principles set forth in:

- current legislation of Ukraine regarding the assurance of academic integrity, institutional autonomy, and political neutrality of higher education institutions;

- European Standards and Guidelines for Quality Assurance in Higher Education (ESG), with respect to institutional policy, interaction with stakeholders, and ensuring transparency of activities;

- communiqués of the countries of the European Higher Education Area (Bologna Process), which define the principles of partnership, development of university autonomy, and enhancing trust between society and educational institutions.

1.3. In its activities regarding cooperation with Cooperation Subjects, the University is guided by current legislation of Ukraine, in particular: the Law of Ukraine «On Education», the Law of Ukraine «On Higher Education», the Law of Ukraine «On Political Parties in Ukraine», the Law of Ukraine «On Public Associations», other normative legal acts in the fields of education, science, communications, and public policy, the University Statute, the Collective Agreement, orders and instructions of the Rector, as well as these Regulations.

1.4. The Regulations apply to all structural units, employees, and higher education learners of the University involved in interaction with Cooperation Subjects within educational, scientific, innovative, social, communication, or awareness-raising activities. All forms of cooperation must comply with the principle of political neutrality of the University and not violate academic and ethical standards.

1.5. Amendments and additions to these Regulations are approved by the Academic Council of the University and put into effect by an order of the Rector.

2. Goal and Tasks of Cooperation

2.1. The goal of cooperation between National Aerospace University «Kharkiv Aviation Institute» and political parties, public organizations, movements, charitable foundations, associations, and other civil society subjects is to ensure open, transparent, lawful, and socially significant interaction aimed at developing educational, scientific, innovative, social, cultural-educational, and communication initiatives of the University.

2.2. Cooperation shall contribute to:

- improving the quality of the educational process by involving external experts, partners, and stakeholders;

- strengthening the University's ties with the community, social institutions, and professional associations;

- developing scientific research, innovation projects, and social initiatives;

- building practical skills in higher education learners through participation in projects, events, and programs;

- expanding opportunities for the University's participation in socially useful, volunteer, cultural, and educational events;

- promoting the University's activities and building its positive public image without violating the principle of political neutrality.

2.3. The main tasks of cooperation are:

- establishing clear mechanisms for interaction between the University and Cooperation Subjects;

- promoting the creation of an environment for the constructive exchange of knowledge, experience, and resources;

- preventing any political influence on the University, its employees, or higher education learners;

- ensuring compliance with the legislation of Ukraine, principles of ethical behavior, and academic integrity during cooperation;

- creating conditions for the implementation of joint projects, events, research, and programs within permitted forms of cooperation;

- increasing the level of transparency and accountability of the parties in their interaction.

3. Principles of Cooperation

3.1. Cooperation between the University and Cooperation Subjects is carried out based on the following principles:

3.1.1. Legality - all forms of interaction are carried out in accordance with the legislation of Ukraine, international standards, and internal regulations of the University.

3.1.2. Political neutrality - the University does not support or campaign for any political party, movement, or ideology; cooperation is exclusively of an educational, scientific, social, or awareness-raising nature.

3.1.3. Voluntariness - the participation of structural units, employees, and higher education learners in joint projects and events cannot be compulsory.

3.1.4. Mutual benefit and partnership - cooperation should contribute to the development of both parties, the strengthening of public benefit, and the quality of educational and scientific activities.

3.1.5. Transparency and openness - information about cooperation must be accessible to the public within the limits established by law and the internal rules of the University.

3.1.6. Academic integrity - any initiatives must meet ethical and professional standards and not contradict the principles of honesty, objectivity, and independence of educational activities.

3.1.7. Non-discrimination and equal opportunities - interaction must not contain signs of discrimination on any grounds.

3.1.8. Responsibility of the parties - each party is responsible for its actions, decisions, and obligations within the framework of cooperation.

4. Forms and Areas of Cooperation

4.1. Cooperation between the University and Cooperation Subjects is carried out within limits that do not contradict the legislation of Ukraine, these Regulations, and the principle of political neutrality of the University.

4.2. The main forms of cooperation may include:

- participation of representatives of Cooperation Subjects in scientific, educational, cultural, social, and awareness-raising events of the University;

- holding joint conferences, roundtables, lectures, trainings, seminars, forums, exhibitions, and other public events free from political campaigning or propaganda;

- participation in civic and social activity projects, volunteer programs, and charitable events;

- cooperation within research and innovation programs aligned with the University's profile;

- participation in the development of social, educational, humanitarian, and information programs aimed at community and societal development.

4.3. Cooperation may cover the following areas:

- educational programs and awareness-raising initiatives;

- scientific-technical, research, and innovation projects;

- social and civic initiatives;

- cultural and artistic events;

- exchange of experience in governance, communications, and civic education;

- enhancing legal culture and media literacy among higher education learners and University employees.

5. Restrictions and Prohibitions

5.1. The University does not engage in nor permit:

- political campaigning or propaganda on the territory of the University;

- holding events aimed at supporting a specific political party or candidate;

- using the resources, property, symbols, or infrastructure of the University for political purposes;

- collecting funds or material resources in favor of political parties or individual politicians;

- creating party cells or structures based at the University.

5.2. Any interaction must not:

- violate academic integrity;

- damage the reputation of the University;

- create a conflict of interest;

- restrict the rights of employees or higher education learners.

5.3. It is prohibited to involve persons or organizations whose activities contradict the Constitution of Ukraine, laws of Ukraine, or violate human rights in cooperation.

6. Procedure for Initiating and Concluding Cooperation

6.1. The initiator of cooperation may be any structural unit of the University or a representative of a Cooperation Subject by submitting an appropriate appeal to the Rector or officials authorized by them.

6.2. A cooperation proposal is subject to mandatory approval by the legal service and authorized structural units of the University.

6.3. The decision on cooperation is made by the Rector of the University or officials authorized by them.

6.5. Cooperation may be formalized by:

- a cooperation agreement;

- a memorandum;

- another document provided for by current legislation.

7. Responsible Units and Their Powers

7.1. Coordination of cooperation is carried out by structural units determined by an order of the Rector, in particular units responsible for communications, international activities, scientific and organizational work, educational activities, and legal support.

7.2. Heads of structural units bear personal responsibility for the organization of and compliance with cooperation procedures.

8. Rights and Obligations of the Parties

8.1. The University has the right to:

- initiate, modify, or terminate cooperation;

- demand compliance with the provisions of legislation and these Regulations;

- refuse cooperation if it contradicts the principles of political neutrality or the reputational interests of the University.

8.2. The University is obligated to:

- ensure transparent cooperation procedures;

- monitor the content of events and projects conducted in cooperation with Cooperation Subjects;

- prevent violations of the rights of higher education learners and employees.

8.3. Cooperation Subjects have the right to:

- initiate interaction with the University;

- participate in joint projects in agreed areas;

- receive information regarding the conditions of cooperation.

8.4. Cooperation Subjects are obligated to:

- comply with legislation and the requirements of these Regulations;

- refrain from political campaigning;

- not use the name and symbols of the University without approval;

- ensure proper fulfillment of joint agreements.

9. Termination of Cooperation

9.1. Cooperation may be terminated:

- at the initiative of any of the parties;

- in case of violation of legislation or these Regulations;

- in case of violation of the principle of political neutrality;

- due to the expiration of the agreement term.

9.2. The parties notify each other of the termination of cooperation in writing.

9.3. After the termination of cooperation, the parties ensure the proper completion of joint events and the settlement of financial and organizational obligations.

10. Monitoring Compliance with the Regulations

10.1. Monitoring compliance with these Regulations is carried out by the Rector of the University or officials authorized by them.

10.2. Responsible structural units submit information regarding the state of cooperation and potential violations to the Rector.

10.3. In case of detecting violations, measures are taken in accordance with current legislation and internal regulations of the University.

11. Final Provisions

11.1. These Regulations enter into force from the moment they are enacted by an order of the Rector of the University.

11.2. Amendments and additions to the Regulations are made by decision of the Academic Council of the University and approved by an order of the Rector.

11.3. The Regulations are reviewed in case of changes in legislation or if there is a need to improve cooperation mechanisms.
