1. General Provisions

1.1. Scientific journal «Propylaeum of Law and Security», «Propylaeum of Law and Security», «Propylaeum of Law and Security» (hereinafter referred to as the Journal) was founded by National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the Founder) in accordance with the Law of Ukraine dated October 2, 1992 «On Information»; the Law of Ukraine dated November 16, 1992 «On Printed Mass Media (Press) in Ukraine»; the Law of Ukraine dated December 23, 1993 «On Copyright and Related Rights»; the Law of Ukraine dated November 26, 2015 «On Scientific and Scientific-Technical Activity», and pursuant to the Statute of the University. The Journal is subject to state registration by the Ministry of Justice of Ukraine as a periodic publication - a printed mass medium.

1.2. The Journal was founded in accordance with the decision of the Academic Council of the University under the title «Propylaeum of Law and Security», «Propylaeum of Law and Security», «Propylaeum of Law and Security» (Protocol No. 10 dated April 24, 2020).

1.3. Establishing a scientific Journal is relevant today, as the Journal will combine the efforts of scientists from various fields of scientific knowledge who conduct scientific research on fundamental, applied humanitarian and legal problems in order to form the theoretical foundations of state legal policy in aviation, aerospace, and other economic sectors.

The Journal will cover a wide range of pressing issues in social philosophy, anthropology, philosophy of culture and law; scientific support of the legislative process in Ukraine; theoretical and practical problems of law and various aspects of law enforcement; legal and organizational bases of law enforcement activities; crime prevention, ensuring public safety and order; highlighting modern issues in the field of law and business security; practices of securing aviation infrastructure and other entities of financial and economic activity; legal education and staff training for aviation infrastructure and security services of critical infrastructure entities and other financial and economic entities.

The Journal will include appropriate subject headings.

Scientists from Ukraine and other countries of the world may be authors of materials. In this way, broad ties are established with scientists from different states. The Journal will be distributed to various countries around the world. The Journal will make a significant contribution to the development of domestic science, strengthening its authority and popularizing it abroad.

The program goal and thematic focus of the Journal are the development of science and education in the sphere of humanitarian and legal problems of branches of law and related sciences, the formation of theoretical bases of state legal policy in aviation, aerospace, and other economic sectors to ensure important societal interests, human and civil rights and freedoms, exchange of experience in legal science, education, and law enforcement, discussion of draft laws, dissemination of information about scientific events (reviews and peer reviews, scientist profiles, overview of scientific achievements, legal publications, scientific events - conferences, seminars, competitions).

Publishing scientific articles in the Journal in Ukrainian, English, German, French, Italian, Chinese, and Russian - in several languages within a single issue.

1.4. The Journal is published twice a year with a volume of up to 40 printed sheets. If necessary to publish the scientific Journal in a larger volume (in connection with extraordinary events or an urgent need for prompt release of a large amount of information, etc.), an additional issue of the Journal is permitted. Each issue of the Journal contains no more than one article by an author or co-author on a single-focus topic.

1.5. To prepare for printing and publishing the Journal, the Founder creates an editorial board on a public basis. The editorial board of the Journal includes leading scientists of the Founder, representatives of other institutions under the Ministry of Education and Science of Ukraine, representatives of relevant ministries and departments of Ukraine, and representatives of higher education institutions and establishments from foreign countries.

1.6. No author's royalty is paid for scientific articles published in the Journal. Economic intellectual property rights to copyright objects published in the Journal belong to the Founder, unless otherwise established by an agreement between the Founder and the author of the work published in the Journal.

1.7. The duty of strict compliance with academic integrity requirements rests with the authors of scientific articles. Monitoring and verification of authors' compliance with academic integrity requirements is carried out by article reviewers.

1.8. Distribution of the Journal is organized by the editorial board of the Journal in accordance with the requirements of the current legislation of Ukraine regarding the procedure for delivering legal deposit copies of documents.

2. Establishment, Composition, Rights and Duties of the Editorial Board and Its Members

Establishment and composition of the Journal's editorial board.

2.1. The editorial board is established to conduct activities related to the functioning of the Journal, which, in particular, provides for:

- ensuring the scientific and literary preparation of the relevant (regular) issue of the Journal;

- carrying out computer typesetting of materials, providing technical and artistic design, proofreading, preparing the camera-ready copy in accordance with the requirements of current legislation of Ukraine regarding the procedure for publishing activities, and transferring the manuscript to the relevant publishing house or printing house;

- publishing scientific articles of the Journal in Ukrainian, English, German, French, Italian, Chinese, and Russian;

- signing for press and monitoring compliance with the release deadlines of the Journal;

- ensuring high-quality independent peer review of submitted materials by scientists conducting research in the specialty field of legal sciences who have, within the last three years, at least one publication in editions included in the List of Scientific Professional Editions of Ukraine or foreign publications included in Web of Science Core Collection and/or Scopus, or have monographs or monograph chapters published by international publishing houses belonging to categories «A», «B», or «C» according to the classification of the Research School for Socio-Economic and Natural Science of the Environment (SENSE);

- integrating the Journal into the global scientific space.

2.2. The editorial board, consisting of the Chairman of the Editorial Board, Deputy Chairman of the Editorial Board, Executive Secretary, and its members, is established by decision of the Academic Council of the Founder and approved by order of the Rector.

2.3. The editorial board of the Journal consists of no more than 25 persons: Chairman of the Editorial Board, Deputy Chairman of the Editorial Board, Executive Secretary, and members of the editorial board.

The person responsible for the release of the Journal is appointed by the editorial board.

The editorial board of the Journal must include scientists holding a scientific degree in a specialty corresponding to the scientific profile of the Journal. Each of these specialists, including the Chairman of the Editorial Board, must have at least three publications over the last five years or at least seven publications (articles, monographs, monograph chapters corresponding to the scientific profile of the Journal) over the last fifteen years, including at least one over the last three years, published in at least two different publications included in Web of Science Core Collection and/or Scopus, or have monographs or monograph chapters published by international publishing houses belonging to categories «A», «B», or «C» according to the classification of the Research School for Socio-Economic and Natural Science of the Environment (SENSE).

The editorial board must include at least three scientists whose primary place of work is in Ukrainian scientific institutions or higher education institutions, and at least one scientist whose primary place of work is in a foreign institution or higher education institution.

To include a scientist in the editorial board, their written consent is required, and a scientist may be a member of no more than three editorial boards of publications.

2.4. During the editorial preparation of the Journal, the editorial board must adhere to publishing standards and requirements established by it and these Regulations, deadlines for work execution, and preserve the author's individual style. Special attention is paid to the specificity of the text, ensuring the correctness of legal terminology, and keeping legal turns of phrase intact. In case of disagreement on these matters among members of the editorial board of a regular issue of the Journal, the final word remains with the collegial decision of the editorial board, taking into account the opinion of independent specialists in specific fields of knowledge.

2.5. The editorial board of the Journal is responsible for the scientific level of the Journal's materials and the quality of their preparation for publication, develops a plan for assembling the Journal, determines the deadlines for receiving scientific articles for upcoming issues of the Journal, establishes deadlines for final preparation of the Journal for publication, and organizes work on reviewing and editing the Journal's materials.

2.6. Meetings of the Journal's editorial board are held regularly at established times, but no less than twice a year. Meetings of the editorial board are considered quorate if more than half of the members of the Journal's editorial board are present. Decisions are adopted by a simple majority of votes of the present members of the Journal's editorial board.

2.7. Meetings of the editorial board discuss issues regarding the direction of the Journal, the quality of submitted scientific materials to be published, the need to identify relevant topics for scientific articles and the direction of the Journal, the introduction of new headings, and approval of the layout for the next issue of the Journal.

Rights and duties of the Journal's editorial board

2.8. Chairman of the Editorial Board of the Journal

The Chairman of the Editorial Board of the Journal manages the editorial board of the Journal and organizes the work of the editorial board of the Journal in accordance with these Regulations; like other members of the editorial board, is responsible for the scientific level of scientific articles published in the Journal; leads the work on developing long-term thematic plans, editorial preparation plans, annual and operational plans for the Journal's release; determines the composition of reviewers for scientific articles; approves finalized manuscripts of articles at the meeting of the Journal's editorial board; approves decisions regarding the approval of author originals of texts, their rejection, or return to authors for revision; approves edited materials for typesetting, proof sheets for printing, and advance copies for public release. Within their competence, the Chairman of the Editorial Board may delegate the exercise of their powers to the Deputy Chairman of the Editorial Board or to one of the members of the editorial board.

The Chairman of the Editorial Board manages material and financial resources, determines the circulation of the Journal, concludes contracts and agreements with publishing houses and printing enterprises; manages the development and implementation of measures for the prompt preparation and release of the Journal, and the introduction of new editorial and publishing techniques and progressive technology. Within their competence, acts on behalf of the Journal's editorial board in relations with state, public, foreign institutions, and other organizations.

The Chairman of the Editorial Board convenes regular and extraordinary meetings of the Journal's editorial board, determines the location and time of their holding, and presides over them; initiates the issue of excluding a member of the editorial board if they fail to participate in its meetings several times in a row without valid reasons; signs the minutes of the meetings of the Journal's editorial board; exercises control over the content and thematic filling of the Journal's editorial portfolio based on information prepared by the Executive Secretary; determines the procedure and terms for peer-reviewing author manuscripts. Based on the results of double-blind peer review, submits proposals for including reviewed articles in upcoming issues of the Journal. Analyzes the results of the editorial board's activities and provides proposals for its improvement.

2.9. Deputy Chairman of the Editorial Board of the Journal

The Deputy Chairman of the Editorial Board of the Journal temporarily performs the duties of the Chairman of the Editorial Board during their absence; ensures compliance with the thematic orientation of the Journal, determines the list of headings in accordance with current trends in modern research in the field of legal sciences; exercises general management of the preparation and publication of upcoming issues of the Journal.

2.10. Members of the Editorial Board have the right to:

- submit proposals for amendments and additions to these Regulations and draft decisions of the meetings of the Journal's editorial board;

- initiate the inclusion of issues concerning its activity into the Agenda of regular and extraordinary meetings of the editorial board;

- receive materials necessary to familiarize themselves with issues included in the Agenda of its meetings;

- express opinions on issues included in the Agenda and personally vote for draft decisions of the editorial board;

- send article manuscripts to scientific research institutions, higher education institutions, and other specialized institutions of Ukraine for peer review;

- reject articles that, by their content, do not correspond to the current scientific state of science, and upon the author's request, notify the author or the organization that submitted the scientific article;

- return articles to authors for revision and reformatting, indicating the changes to be made to the manuscripts;

- perform other functions as assigned by the Chairman of the Editorial Board of the Journal or the Deputy Chairman of the Editorial Board.

2.11. Members of the Editorial Board are obliged to:

- participate in meetings of the editorial board, and in case of impossibility of being present, notify the Chairman of the Editorial Board of the reasons for such absence;

- carry out decisions of the editorial board regardless of individual voting;

- submit proposals to the release plan for each upcoming issue of the Journal;

- peer-review, as assigned by the Chairman of the Editorial Board, author manuscripts depending on the scientific specialty in the field of legal sciences;

- provide written reviews of peer-reviewed articles with mandatory indication of recommendations for their printing, necessity of revision, or rejection.

Executive Secretary of the Journal

2.12. Executive Secretary

The Executive Secretary carries out scientific and organizational work on the preparation and release of the Journal. Organizes the drafting of long-term thematic plans, editorial preparation plans, consideration of plans by the editorial board of the Journal, and presents them for approval to the Chairman of the Editorial Board.

The Executive Secretary is obliged to:

- provide information to the Chairman of the Editorial Board on a working basis regarding the content and thematic filling of the Journal's editorial portfolio;

- organize the drafting of the Release Plan for each upcoming issue of the Journal;

- organize the preparation of meetings of the editorial board, namely: draft documents on issues included in the Agenda; notify members of the editorial board of the location and time of meetings; record minutes of meetings of the editorial board; ensure that its decisions are brought to the attention of all members of the editorial board;

- ensure the preparation of contracts and agreements with organizations, reviewers, technical editors, scientific consultants, and other interested parties;

- monitor the quality of editing of Journal issues, their scientific and literary level;

- draw up movement schedules for author and publisher originals and proofs in editorial, publishing, and printing processes, and monitor their execution;

- compile reports on the activities of the Journal's editorial board;

- carry out other assignments from the Chairman of the Editorial Board and the Deputy Chairman of the Editorial Board.

3. Procedure for Convening Meetings of the Editorial Board

3.1. A regular meeting of the Journal's editorial board is held at least twice a year to approve the Release Plan for each issue of the Journal and its subsequent recommendation for printing by the Academic Council of the Founder, as well as to consider other issues related to its activities.

3.2. Each member of the editorial board has the right to initiate an extraordinary meeting of the editorial board based on a reasoned proposal submitted in writing to the Chairman of the Editorial Board of the Journal.

3.3. Members of the editorial board are notified of a regular or extraordinary meeting, its location and time, and Agenda items by the Executive Secretary of the Journal.

4. Procedure for Holding Meetings of the Editorial Board and Decision-Making

4.1. Meetings of the editorial board are chaired by the Chairman of the Editorial Board, and in their absence, by the Deputy Chairman of the Editorial Board or one of the members of the Journal's editorial board.

4.2. A meeting of the editorial board is quorate if a majority of its members who are employees of the University are present; otherwise, it is considered not to have taken place, and the Chairman of the Editorial Board has the right to reschedule the meeting for the near future.

4.3. The editorial board adopts decisions by a majority vote of its members present at the meeting.

4.4. A member of the editorial board who is absent from its meeting cannot transfer voting rights to other members.

4.5. Based on the results of the editorial board meeting, the Executive Secretary prepares minutes, which are signed by the Chairman of the Editorial Board and the Executive Secretary.

5. Main Requirements for Formatting Articles

5.1. Publication of the Journal is carried out by decision of the Academic Council of the Founder and according to the plan approved by the editorial board.

5.2. Authors submit articles containing the results of their own original research that have scientific and practical significance and have not been published previously.

5.3. Only scientific articles containing the following necessary elements are accepted for printing: statement of the problem in general terms and its connection with important scientific or practical tasks; analysis of recent research and publications initiating the solution of this problem and relied upon by the author; identification of previously unresolved parts of the general problem to which the article is devoted; formulation of the article's objectives (task statement); presentation of the main research material with full substantiation of the obtained scientific results; conclusions from the research and prospects for further studies in this direction, etc.

5.4. The recommended article volume is 10–20 A4 pages, including tables and figures. If an article contains significant scientific results, the article volume may be increased by decision of the editorial board.

5.5. Scientific articles are sent by the author/co-authors via email to the Founder's email address. The article is accompanied by an author's reference sheet/questionnaire of the author/co-authors of the scientific article. The author's reference sheet/questionnaire must indicate the full name (surname, first name, patronymic) of the author/co-authors, article field, mailing address, E-MAIL, telephone, and other information. Requirements for submitting scientific articles are determined by the Journal's editorial board and approved by the Academic Council of the Founder.

5.6. Scientific articles are sent by the editorial board for double-blind peer review (two reviews). Reviews are considered at a meeting of the editorial board, where a decision is made regarding the possibility of publishing the scientific article in the Journal. The editorial board reserves the right to edit scientific articles with subsequent coordination of their text with the authors/co-authors without changing their content.

5.7. Articles submitted by authors must be accompanied by an extended English-language abstract (Abstract).

5.8. The list of references (References) is duplicated in Latin script according to transliteration rules.

5.9. Requirements for submitting scientific articles to the editorial board of the collection are established by the Founder.

6. Technical Issues

6.1. Authors receiving the camera-ready copy of an article for the current issue of the Journal proofread it and make the necessary corrections. For the purpose of prompt publication of the Journal, proofreading of the camera-ready copy of the article without the authors' participation is permitted if they give their consent. In the absence of such consent, the camera-ready copy is forwarded to the authors, who are obliged to return it to the editorial board within 10 days. When printing articles, the scientific degree, academic title, and position of their authors are indicated.

6.2. The year and issue number of the publication are indicated on the cover of the Journal.

6.3. Unpublished articles submitted to the Journal are not returned to the authors.

6.4. Authors' materials for upcoming issues of the Journal are stored in the editorial board's publishing portfolio.

7. Printing of the Journal

7.1. The layout design of the Journal is carried out by the publishing house.

7.2. The person responsible for the release, based on the decision of the editorial board, compiles the layout of the Journal with articles approved at the editorial board meeting and transfers it to the publishing house for computer typesetting and printing of the publication's print run.

7.3. All copies of the Journal are transferred by the publishing house to the University.

7.4. The distribution list for authors who are not employees of the Founder is compiled for each issue by a responsible person as authorized by the Chairman of the Editorial Board or the Deputy Chairman of the Editorial Board.

7.5. The relevant structural unit of the Founder carries out mandatory distribution of the Journal to authors who are not employees of the University, as well as to members of the Journal's editorial board.

7.6. Structural units and the Scientific Library of the University receive the corresponding number of copies of the Journal.

7.7. The person responsible for the release sends the Journal and metadata to the Vernadsky National Library of Ukraine and other institutions in accordance with the requirements of current legislation of Ukraine.

8. Financing 

8.1. The Journal is published using funds from the University, authors, sponsors, benefactors, and charitable organizations.

9. Final Provisions

9.1. These Regulations are approved by the Academic Council of the University and enacted by order of the Rector of the University.

9.2. Amendments, additions, and clarifications to these Regulations are made in the manner prescribed for their adoption.

9.3. In the event of amendments to normative acts regulating the relations specified in these Regulations, the norms of Ukrainian legislation shall apply until corresponding amendments are made to these Regulations.
