1. General Provisions
1.1. Scientific journal «Integrated Computer Technologies in Mechanical Engineering» (hereinafter referred to as the Journal) was founded by National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the Founder) in accordance with the Law of Ukraine of October 2, 1992 «On Information»; the Law of Ukraine of November 16, 1992 «On Printed Mass Media (Press) in Ukraine»; the Law of Ukraine of December 23, 1993 «On Copyright and Related Rights»; the Law of Ukraine of November 26, 2015 «On Scientific and Scientific-Technical Activity», pursuant to the University Statute. The Journal is subject to state registration by the Ministry of Justice of Ukraine as a periodical publication — printed mass medium.
1.2. The Journal was founded in accordance with the decision of the Academic Council of the University under the title «Integrated Computer Technologies in Mechanical Engineering», «Integrated Computer Technologies in Mechanical Engineering» (Protocol No. 9 dated April 28, 2021).
1.3. Establishing the scientific Journal is relevant today, as the Journal will combine the efforts of scientists from various fields of scientific knowledge conducting scientific developments of fundamental and applied problems of mechanical engineering to form the theoretical foundations for applying integrated computer technologies in aviation, aerospace, and other sectors of the economy.
The Journal will cover a wide range of relevant issues:
— aircraft manufacturing and mechanical engineering sectors;
— development of information technologies for designing complex technical systems of the aerospace industry;
— application of information technologies in creating rocket-space systems;
— creation of a unified information space in aerospace equipment development projects;
— modeling of transport systems and production;
— aviation industry logistics;
— application of artificial intelligence methods and models in the development and manufacture of technical systems;
— creation of specialized software and IT infrastructure for the mechanical engineering sector.
The Journal will include relevant subject rubrics.
Authors of materials can be scientists from Ukraine and other countries of the world. In this way, broad connections are established with scientists from different states. The Journal will be distributed to various countries worldwide. The Journal will make a significant contribution to the development of national science, strengthening its prestige and promoting it abroad.
The program goal and thematic focus of the Journal are the development of science and education in mathematical and technical problems of the aerospace industry and related sciences, the formation of theoretical foundations for applying integrated computer technologies in aviation, aerospace, and other sectors of the economy, to ensure the implementation of relevant computerization processes, exchange of experience in computer science; design and technological activities, discussion of modern methods, models, and technologies for creating complex equipment, dissemination of information on scientific events (reviews and peer reviews, scientist profiles, overview of scientific achievements, scientific events — conferences, seminars, competitions).
Publication of scientific articles of the Journal is carried out in Ukrainian, English, German, French, Italian, Chinese, and Russian — in several languages in a single issue.
1.4. The Journal is published twice a year with a volume of up to 40 printed sheets. If a need arises to issue the scientific Journal in a larger volume (due to extraordinary events or an urgent need for prompt release of a large amount of information, etc.), an additional issue of the Journal is allowed. Each issue of the Journal contains no more than one article by an author or co-author on a single-topic focus.
1.5. To prepare the Journal for printing and publication, the Founder establishes an editorial board on a voluntary public basis. Leading scientists of the Founder, representatives of other institutions of the Ministry of Education and Science of Ukraine, representatives of relevant ministries and departments of Ukraine, as well as representatives of foreign institutions and higher education institutions, are invited to join the editorial board of the Journal.
1.6. Author royalties are not paid for scientific articles published in the Journal. Intellectual property rights to copyright objects published in the Journal belong to the Founder, unless otherwise established by an agreement between the Founder and the author of the work published in the Journal.
1.7. The duty of strict compliance with academic integrity requirements rests with the authors of scientific articles. Control and verification of authors' compliance with academic integrity requirements are carried out by the article reviewers.
1.8. Distribution of the Journal is organized by the editorial board of the Journal in accordance with the requirements of current legislation of Ukraine regarding the procedure for delivering mandatory copies of documents.
2. Establishment, Composition, Rights, and Duties of the Editorial Board and Its Members
Establishment and composition of the Journal's editorial board.
2.1. The editorial board is established to carry out activities regarding the functioning of the Journal, which, in particular, includes:
- ensuring the scientific and literary preparation of the corresponding (upcoming) issue of the Journal;
- performing computer typesetting of materials, providing technical and artistic design, proofreading, preparing the camera-ready copy in accordance with the requirements of current legislation of Ukraine regarding the procedure for publishing activities, and submitting the manuscript to the relevant publishing house or printing house;
- publishing scientific articles of the Journal in Ukrainian, English, German, French, Italian, Chinese, and Russian;
- signing for printing and monitoring compliance with the release deadlines of the Journal;
- ensuring high-quality independent peer review of materials submitted for publication by scientists who conduct research in the specialties of computer science, aviation, and rocket-space engineering and have, over the last three years, at least one publication in periodicals included in the List of Scientific Professional Publications of Ukraine or foreign publications included in Web of Science Core Collection and/or Scopus, or have monographs or monograph chapters published by international publishing houses belonging to categories «A», «B», or «C» according to the classification of the Research School for Socio-Economic and Natural Science of the Environment (SENSE);
- integrating the Journal into the global scientific space.
2.2. The editorial board, consisting of the Chairman of the Editorial Board, Deputy Chairman of the Editorial Board, Executive Secretary, and its members, is established in accordance with the decision of the Academic Council of the Founder and approved by order of the Rector.
2.3. The editorial board of the Journal consists of no more than 25 members: the Chairman of the Editorial Board, Deputy Chairman of the Editorial Board, Executive Secretary, and members of the editorial board.
The person responsible for the release of the Journal is appointed by the editorial board.
The editorial board of the Journal must include scientists holding an academic degree in a specialty corresponding to the scientific profile of the Journal. Each of these specialists, including the Chairman of the Editorial Board, must have no less than three publications over the last five years or no less than seven publications (articles, monographs, monograph chapters corresponding to the scientific profile of the Journal) over the last fifteen years, including at least one over the last three years, published in at least two different periodicals included in the Web of Science Core Collection and/or Scopus, or have monographs or monograph chapters published by international publishing houses belonging to categories «A», «B», or «C» according to the classification of the Research School for Socio-Economic and Natural Science of the Environment (SENSE).
The editorial board must include at least three scientists working primary jobs at Ukrainian scientific institutions or higher education institutions, and at least one scientist working a primary job at a foreign institution or higher education institution.
Written consent is required to include a scientist in the editorial board, and a scientist may serve on no more than three editorial boards of publications.
2.4. During the editorial preparation of the Journal, the editorial board must comply with publishing standards and requirements established by it and these Regulations, adhere to work deadlines, and preserve the author's individual style. Special attention is given to the specifics of the text, ensuring the correctness of technical and mathematical terminology, and preserving specialized phrasing intact. In case of disagreement on these matters among the members of the editorial board for an upcoming issue of the Journal, the final word rests with the collegial decision of the editorial board, taking into account the opinion of independent specialists in specific fields of knowledge.
2.5. The editorial board of the Journal is responsible for the scientific level of materials in the Journal and the quality of their preparation for publication, develops a plan for assembling the Journal, determines the submission deadlines for scientific articles for upcoming issues of the Journal, sets the deadlines for final preparation of the Journal for publication, and organizes the review and editing of Journal materials.
2.6. Meetings of the Journal's editorial board are held regularly at fixed intervals, but at least twice a year. Meetings of the editorial board are considered quorate if more than half of the members of the Journal's editorial board are present. Decisions are adopted by a majority vote of the present members of the Journal's editorial board.
2.7. Meetings of the editorial board discuss issues regarding the focus of the Journal, the quality of submitted scientific materials to be published, the need to define relevant topics for scientific articles and the direction of the Journal, the introduction of new rubrics, and the approval of the layout for the upcoming issue of the Journal.
Rights and duties of the editorial board of the Journal
2.8. Chairman of the Editorial Board of the Journal
The Chairman of the Editorial Board of the Journal leads the editorial board of the Journal and organizes the work of the editorial board of the Journal in accordance with these Regulations; as well as other members of the editorial board, is responsible for the scientific level of scientific articles published in the Journal; heads the work on developing perspective thematic plans, editorial preparation plans, annual and operational plans for the publication of the Journal; determines the composition of scientific article reviewers; approves fully prepared article manuscripts at the editorial board meeting of the Journal; approves decisions regarding the approval of author original texts, their rejection, or return to authors for revision; approves edited materials for typesetting, proof sheets for printing, and advance copies for release. Within their competence, the Chairman of the Editorial Board may delegate the execution of their powers to the Deputy Chairman of the Editorial Board or to one of the members of the editorial board.
The Chairman of the Editorial Board manages material and financial resources, determines the circulation of the Journal, enters into contracts and agreements with the publishing house and printing enterprises; manages the development and implementation of measures for the prompt preparation and release of the Journal, and the implementation of new editorial-publishing equipment and progressive technology.
Within the scope of their competence, acts on behalf of the editorial board of the Journal in relations with state, public, foreign institutions, and other organizations.
The Chairman of the Editorial Board convenes regular and extraordinary meetings of the editorial board of the Journal, determines the place and time of their conduct, and presides over them; initiates the issue of excluding a member of the editorial board if they have failed to participate in its meetings several times in a row without valid reasons; signs the minutes of the meetings of the editorial board of the Journal; exercises control over the content and thematic filling of the editorial portfolio of the Journal based on information prepared by the executive secretary; determines the procedure and terms for reviewing authors' manuscripts. Based on the results of double-blind peer review, submits proposals for including reviewed articles in upcoming issues of the Journal. Analyzes the results of the editorial board's activities and provides proposals for its improvement.
2.9. Deputy Chairman of the Editorial Board of the Journal
The Deputy Chairman of the Editorial Board of the Journal temporarily performs the duties of the Chairman of the Editorial Board during their absence; ensures compliance with the thematic direction of the Journal, determines the list of rubrics in accordance with current trends in modern research in the field of legal sciences; exercises general management over the preparation and publication of upcoming issues of the Journal.

2.10. Members of the editorial board have the right to:
- submit proposals for amendments and additions to these Regulations and draft decisions of the meetings of the Journal's editorial board;
- initiate the inclusion of issues related to its activities in the Agenda of regular and extraordinary meetings of the editorial board;
- receive materials necessary for familiarization with issues included in the Agenda of its meetings;
- express opinions on issues included in the Agenda and personally vote for draft decisions of the editorial board;
- send article manuscripts for review to research institutions, higher education institutions, and other specialized institutions of Ukraine;
- reject articles whose content does not correspond to the current scientific state of science, and upon the author's request, notify them or the organization that sent the scientific article;
- return articles to authors for revision and reformatting, indicating the changes to be made to the manuscripts;
- perform other functions as instructed by the Chairman of the Editorial Board of the Journal or the Deputy Chairman of the Editorial Board.
2.11. Members of the editorial board are obliged to:
- participate in meetings of the editorial board, and in case of impossibility to attend, notify the Chairman of the Editorial Board of the reasons for such absence;
- execute decisions of the editorial board regardless of their personal vote;
- submit proposals for the publication plan of each upcoming issue of the Journal;
- review, as instructed by the Chairman of the Editorial Board, authors' manuscripts depending on the scientific specialty in the field of legal sciences;
- provide written reviews of reviewed articles with a mandatory indication of the recommendation for publication, the need for revision, or rejection.
Executive Secretary of the Journal
2.12. Executive Secretary
The Executive Secretary performs scientific and organizational work regarding the preparation and release of the Journal. Organizes the drafting of prospective thematic plans and editorial preparation plans, the consideration of plans by the editorial board of the Journal, and submits them to the Chairman of the Editorial Board for approval.
The Executive Secretary is obliged to:
- regularly provide the Chairman of the Editorial Board with information regarding the content and thematic filling of the Journal's editorial portfolio;
- organize the drafting of the Publication Plan for each upcoming issue of the Journal;
- organize the preparation of meetings of the editorial board, namely: draft documents on issues included in the Agenda; notify members of the editorial board of the place and time of the meetings; draft minutes of the editorial board meetings; ensure that its decisions are brought to the attention of all members of the editorial board;
- ensure the preparation of contracts and agreements with organizations, reviewers, technical editors, scientific consultants, and other interested parties;
- monitor the quality of editing of the Journal issues, their scientific and literary level;
- compile schedules for the movement of authors' and publishing originals and proofs in editorial-publishing and printing processes, and monitor their execution;
- compile reports on the activities of the Journal's editorial board;
- perform other assignments of the Chairman of the Editorial Board and the Deputy Chairman of the Editorial Board.
3. Procedure for Convening Meetings of the Editorial Board
3.1. A regular meeting of the editorial board of the Journal is held at least twice a year to approve the Publication Plan for each issue of the Journal and its subsequent recommendation for printing by the Academic Council of the Founder, as well as to consider other issues related to its activities.
3.2. Each member of the editorial board has the right to initiate an extraordinary meeting of the editorial board based on a reasoned proposal submitted in writing to the Chairman of the Editorial Board of the Journal.
3.3. The Executive Secretary of the Journal notifies its members about a regular or extraordinary meeting of the editorial board, the place and time of its conduct, and the Agenda issues.
4. Procedure for Conducting Meetings of the Editorial Board and Decision-Making
4.1. Meetings of the editorial board are conducted by the Chairman of the Editorial Board, and in their absence, by the Deputy Chairman of the Editorial Board or one of the members of the Journal's editorial board.
4.2. A meeting of the editorial board is quorate if attended by a majority of its members who are employees of the University; otherwise, it is considered not to have taken place, and the Chairman of the Editorial Board has the right to postpone the meeting to the near future.
4.3. The editorial board adopts decisions by a majority vote of its members present at the meeting.
4.4. A member of the editorial board absent from its meeting cannot delegate their voting right to other members.
4.5. Based on the results of the editorial board meeting, the Executive Secretary drafts minutes, which are signed by the Chairman of the Editorial Board and the Executive Secretary.
5. Basic Requirements for Formatting Articles
5.1. The publication of the Journal is carried out by decision of the Academic Council of the Founder and according to the plan approved by the editorial board.
5.2. Authors submit articles presenting the results of their own original research that have scientific and practical significance and have not been published previously.
5.3. Only scientific articles containing such required elements as: problem statement in general form and its connection with important scientific or practical tasks; analysis of recent research and publications in which the solution to this problem was initiated and on which the author relies; highlighting previously unsolved parts of the general problem to which the article is devoted; formulation of the article's goals (statement of the task); presentation of the main research material with full substantiation of the obtained scientific results; conclusions from this study and prospects for further research in this direction, etc., are accepted for printing.
5.4. The recommended volume of an article is 10-20 A4 pages, including tables and figures. In cases where an article contains significant scientific results, by decision of the editorial board, the volume of the article may be increased.
5.5. Scientific articles are submitted by the author/co-authors by email to the Founder's email address. An author's reference form / author's (co-authors') questionnaire must be attached to the article. The author's reference form / questionnaire must indicate the full name (surname, first name, patronymic) of the author/co-authors, subject area of the article, mailing address, email, telephone number, and other information. Requirements for submitting scientific articles are determined by the editorial board of the Journal and approved by the Academic Council of the Founder.
5.6. Scientific articles are sent by the editorial board for double-blind peer review (two reviews). Reviews are considered at a meeting of the editorial board, where a decision is made regarding the possibility of publishing the scientific article in the Journal. The editorial board reserves the right to edit scientific articles with subsequent agreement of their text with the authors/co-authors, without altering their content.
5.7. Articles submitted by authors must be accompanied by an extended English abstract.
5.8. The list of references is duplicated in Latin script according to transliteration rules.
5.9. Requirements for submitting scientific articles to the editorial board of the collection are established by the Founder.
6. Technical Issues
6.1. Authors receiving the camera-ready copy of an article for an upcoming issue of the Journal proofread it and make appropriate corrections. In order to ensure prompt release of the Journal, proofreading of the camera-ready copy without the participation of the authors is permitted if they give their consent. In the absence of such consent, the camera-ready copy is sent to the authors, who are obliged to return it to the editorial board within 10 days. When printing articles, the academic degree, academic title, and position of their authors are indicated.
6.2. The cover of the Journal indicates the year and issue number of the publication.
6.3. Unpublished articles sent to the Journal are not returned to the authors.
6.4. Authors' materials for upcoming issues of the Journal are stored in the editorial portfolio of the editorial board.
7. Printing of the Journal
7.1. Page layout of the Journal is carried out by the publishing house.
7.2. The person responsible for the release, based on the decision of the editorial board, forms the layout of the Journal with articles approved at the meeting of the editorial board and transfers it to the publishing house for computer typesetting and printing of the publication run.
7.3. The publishing house transfers all copies of the Journal to the University.
7.4. The distribution list for authors who are not employees of the Founder is prepared for each issue by the responsible person as instructed by the Chairman of the Editorial Board or the Deputy Chairman of the Editorial Board.
7.5. The relevant structural unit of the Founder performs mandatory distribution of the Journal to authors who are not employees of the University, as well as to members of the editorial board of the Journal.
7.6. Structural units and the Scientific Library of the University receive a corresponding number of copies of the Journal.
7.7. The person responsible for the release sends the Journal and metadata to the Vernadsky National Library of Ukraine and other institutions in accordance with the requirements of current legislation of Ukraine.
8. Financing
8.1. The Journal is published at the expense of the University, authors, sponsors, benefactors, and charitable organizations.
9. Final Provisions
9.1. These Regulations are approved by the Academic Council of the University and enacted by order of the Rector of the University.
9.2. Amendments, additions, and clarifications to these Regulations are introduced in accordance with the procedure established for their adoption.
9.3 In case of amendments to normative acts regulating the relations defined in these Regulations, the norms of Ukrainian legislation shall apply until the corresponding amendments to these Regulations are introduced.
