1. General Provisions
1.1. The Regulations on the Preparatory Department (abbreviated name – PD) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the University Statute (hereinafter referred to as the Statute), the Instruction on the procedure for preparing regulations on structural units of the National Aerospace University «Kharkiv Aviation Institute» (QMS KhAI-LD-I/001:2025), and define the legal status of the Preparatory Department, its rights, tasks, functions, organizational structure, and operating procedure.
1.2. In its activities, the Preparatory Department is guided by the Constitution of Ukraine, the laws of Ukraine «On Education», «On Higher Education», acts of the President of Ukraine and the Verkhovna Rada of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, in particular Resolution of the Cabinet of Ministers of Ukraine No. 1628 dated December 10, 2025, «On the implementation of the experimental project of training preparatory department students «Open Path to Higher Education» in higher education institutions» (hereinafter referred to as CMU Resolution No. 1628), orders of the Ministry of Education and Science of Ukraine, the University Statute, the requirements of DSTU ISO 9001:2015, as well as other regulatory legal acts and these Regulations.
1.3. These Regulations, as well as amendments and additions thereto, are considered and approved by the Academic Council of the University and put into effect by order of the University Rector.
1.4. The Preparatory Department is a structural unit of the University, which is part of the Center for Quality of Education, Licensing and Accreditation and reports to the Vice-Rector for Scientific and Pedagogical Work. Direct subordination and operational management of the activities of the Preparatory Department are carried out by the Director of the Center for Quality of Education, Licensing and Accreditation. The Preparatory Department is not a legal entity and carries out its activities on behalf of the University. All contracts and agreements related to the activities of the Preparatory Department are concluded on behalf of the University in accordance with current legislation. The Preparatory Department may have a seal for internal use.
1.5. The activities of the Preparatory Department are based on the principles of self-development, humanism, democracy, continuity, personal and collective responsibility, collegiality, and transparency of discussion of issues classified within its competence.
1.6. The Preparatory Department is created, reorganized, or liquidated by decision of the University Academic Council, which is put into effect by order of토 the Rector. In case of reorganization, the documentation of the Preparatory Department is transferred to the legal successor, and in case of liquidation – to the University archive in the manner established by legislation.
1.7. The purpose of the Preparatory Department's activities is educational-methodological and organizational support for preparing citizens of Ukraine for admission to the University and other higher education institutions, conducting career guidance work, preparation for EIE/NMT (External Independent Evaluation / National Multi-Subject Test), improving students' educational results, organizing clubs and other extracurricular educational activities.
1.8. The Preparatory Department has the right to provide paid educational services in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 796 dated August 28, 2010, «On approval of the list of paid services that can be provided by state and communal educational institutions» (as amended) and paragraph 14 of part 2 of the Regulations on the procedure for providing paid educational services at the National Aerospace University «Kharkiv Aviation Institute» dated September 1, 2025.
1.9. In its activities, the Preparatory Department interacts with the Admissions Committee of the University, faculties, departments, and other structural units of the University.
1.10. Preparatory courses, schools, clubs, and other forms of pre-university education can be created on the basis of the Preparatory Department in accordance with the needs of the admission campaign and current legislation.
1.11. The Preparatory Department is headed by the Head of the Preparatory Department, who is appointed to the position by order of the University Rector upon the recommendation of the Vice-Rector for Scientific and Pedagogical Work and the Director of the Center for Quality of Education, Licensing and Accreditation. In fulfilling the assigned tasks, the Head ofлей the Preparatory Department reports to the University Rector, the Vice-Rector for Scientific and Pedagogical Work, and the Director ofлей the Center for Quality of Education, Licensing and Accreditation in accordance with the established management structure.
2. Areas of Activity
2.1. The main areas of activity ofлей the Preparatory Department are:
2.1.1. Implementation of priority state and regional programs in the field of education and upbringing, in particular the experimental project «Open Path to Higher Education», approved by CMU Resolution No. 1628.
2.1.2. Preparation of citizens of Ukraine for admission to higher education institutions by bringing the level of students' knowledge to the requirements of the programs of the Ukrainian Center for Educational Quality Assessment.
2.1.3. Conducting consultation and preparatory courses in competitive subjects determined by the Rules of Admission to Higher Education Institutions.
2.1.4. Implementation of innovative pedagogical technologies, interactive forms of education, digital resources, and author's programs of University teachers.
2.1.5. Career guidance work: popularization of engineering and technical professions among youth, organization of excursions, thematic meetings, technical circles, and clubs with the participation of specialists from University departments.
2.1.6. Formation of a favorable educational environment for the personal development of students, their adaptation to the academic culture of the University and the university style of learning.
2.1.7. Provision of information and consultation support to applicants in cooperation with the Admissions Committee and the Consultation Department.
2.1.8. Conducting information and promotional events, participation in exhibitions, creation of promotional materials, interaction with mass media and social networks.
2.1.9. Preparation of gifted student youth for participation in olympiads, competitions, research work, organization of subject circles, sections, and young researcher schools.
2.2. Participation in the implementation of the experimental project «Open Path to Higher Education».
2.2.1. The Preparatory Department is a participant in the specified project, which provides for short-term (3–6 months) intensive preparation of students for admission to higher education institutions to increase the chance of admission to the University, undergoing training in key subjects, overcoming educational losses taking into account individual needs and level of knowledge.
2.2.2. Citizens of Ukraine can participate in the project who:
- reside in temporarily occupied territories or combat zones;
- discharged from military service after February 24, 2022;
- are on military service (by agreement of the command);
- returned from abroad or reside outside Ukraine;
- did not appear for the NMT or failed it;
- are graduates of schools, vocational pre-higher or vocational education institutions.
2.3. Physics and Mathematics School (PMS).
2.3.1. The Physics and Mathematics School of the Preparatory Department operates on the basis of the University and implements programs of advanced pre-university training for students of grades 10–11 of general secondary education institutions.
2.3.2. The purpose of the PMS activity is to ensure high-quality preparation of students for admission to the University in the areas of mathematics, physics, history of Ukraine, Ukrainian, and foreign languages, etc. The emphasis is on the formation of natural science competencies and the development of technical thinking.
2.3.3. Studying at the PMS is carried out in the format of one-year or two-year training. Classes are conducted by teachers of specialized departments of the University and qualified educators of educational institutions.
2.3.4. The PMS functions in accordance with approved curricula and programs developed by the University departments. Classes are conducted in full-time, remote, or mixed forms.
2.3.5. Within the PMS, programs are implemented for specialized classes with in-depth study of natural and mathematical disciplines and career guidance in the fields of aviation, space, and engineering.
2.4. Cooperation with educational institutions
The Preparatory Department cooperates with general secondary, professional pre-higher, and vocational-technical education institutions. On the basis of cooperation agreements, joint organization of the educational process, methodological support, and the participation of practical educators in teaching according to University programs are ensured.
3. Functions of the Preparatory Department
3.1. The Preparatory Department performs the following functions in the main areas of activity:
3.1.1. Organizational activity:
- provision of the educational process with scientific-pedagogical and pedagogical staff within the approved standards and needs of the Preparatory Department, including for the implementation of the project «Open Path to Higher Education» and PMS educational programs.
- organization and control of the educational process, including the class schedule, curricula, tracking attendance, and student performance;
- ensuring interaction with the University departments for teaching subjects that are basic for admission to higher education institutions;
- preparation and conclusion of contracts for the provision of educational services and cooperation with educational institutions;
- organization of information support for the activities of the Preparatory Department through the official website of the University and other electronic resources;
- participation in internal meetings of faculties and departments regarding the development of educational activities.
3.1.2. Methodological activity:
- development and updating of curricula, programs, and working materials for the main contingent of students, including PMS students and the experimental project;
- creation of educational, methodological, information, and promotional materials;
- preparation of analytical reports, surveying students, analyzing the effectiveness of the Preparatory Department's work, and developing recommendations for its improvement.
3.1.3. Career guidance activity:
- organization of and participation in career guidance events (excursions, Open Days, conferences, meetings with students of schools, colleges, lyceums, etc.);
- creation and support of the activities of career guidance clubs and sections;
- provision of reference and advisory support to applicants regarding specialties, admission conditions, and the advantages of studying at the University;
- establishment of long-term partnerships with educational institutions in Kharkiv and other regions.
3.1.4. Agitation and information activity:
- development and distribution of printed and electronic advertising (booklets, leaflets, presentations, video clips, etc.);
- participation in exhibitions, forums, and education fairs;
- ensuring the media presence of the University in mass media, on information platforms, and in social networks;
- organization of visiting meetings with potential applicants to higher education institutions in the regions of Ukraine.
3.1.5. Educational activity:
- formation of the values of Ukrainian patriotism, respect for state symbols, culture, and traditions among students;
- conducting cultural and educational events and initiatives to support the moral and intellectual development of students;
- involving students in university life through participation in sports, artistic, and public events.
3.2. Specific functions within the framework of the project «Open Path to Higher Education»:
- selection of students in accordance with the categories defined by CMU Resolution No. 1628;
- organization of short-term training programs (3–6 months) with an emphasis on subjects that are basic for EIE/NMT;
- ensuring support for students, including psychological, consultative, and educational support;
- organization of monitoring of academic performance and the effectiveness of the educational process within the project.
3.3. Functions of the Physics and Mathematics School (PMS):
- implementation of in-depth pre-university training for 10th–11th-grade schoolchildren on the basis of the University;
- organization of classes on an annual or two-year form of study;
- ensuring high-quality teaching by the scientific and pedagogical staff of the University;
- cooperation with basic and partner educational institutions for the purpose of forming physical-mathematical, technical, and aerospace classes;
- participation in the formation of the career guidance trajectory of future applicants.
3.4. In their activities, the employees of the Preparatory Department are guided by the requirements of the University's quality management system (QMS).
4. Organization of the Educational Process
4.1. Organization of training
4.1.1. The educational process at the Preparatory Department is provided by training in basic academic subjects (mathematics, physics, history of Ukraine, Ukrainian, and English languages) in accordance with the programs of the Ukrainian Center for Educational Quality Assessment, taking into account individual educational trajectories, innovative methods, and teachers' author programs.
4.1.2. Forms of study: full-time (day, evening), part-time, distance, mixed. Classes can be conducted in-person, mixed, or remotely — in accordance with current regulatory acts.
4.1.3. Study periods for students participating in the experimental project «Open Path to Higher Education» range from 3 to 6 months with the possibility of an individual schedule in accordance with the chosen form of training.
4.1.4. Classroom workload:
- at least 90 hours per subject for full-time study;
- at least 36 hours — for part-time / distance learning, taking into account independent work.
4.1.5. Main types of classes: lectures, practical and individual classes, consultations. Forms of control: test assignments, independent tasks, final certification.
4.1.6. Participants in the educational process are students of the Preparatory Department, scientific and pedagogical staff of the University, and, if necessary, teachers of other educational institutions with appropriate qualifications.
4.1.7. The language of the educational process is Ukrainian. If necessary, classes may be conducted in English or another language of the European Union member states.
4.1.8. The formation of study groups is carried out based on submitted applications. The maximum number of students in one full-time group is no more than 20 people.
4.1.9. Teachers of the University and other educational institutions who have experience in the pre-university training system and/or an appropriate level of professional qualification are involved in teaching. The teaching workload within the Preparatory Department is not counted towards the main workload at the primary place of work.
4.2. Preparatory courses
4.2.1. Preparatory courses are a form of intensive training within the Preparatory Department, conducted during extracurricular time for students of general secondary, professional pre-higher, and higher education institutions.
4.2.2. Courses are organized in two areas:
- for admission to the bachelor's level of higher education – with the aim of identifying, analyzing, and eliminating gaps in knowledge, preparing to pass the External Independent Evaluation (EIE) / National Multi-Subject Test (NMT), practicing in test task formats, etc.;
- for admission to the master's level of higher education – for preparation for passing the Single Entrance Exam (SEE) and the Single Professional Entrance Test (SPET);
- for admission to postgraduate studies at the third educational and scientific level of education – for preparation for passing the Single Entrance Exam (SEE) in a foreign language and the test part of the single entrance test in research methodology (SET), as well as entrance tests in professional disciplines and philosophy.
4.2.3. Studying is carried out in accordance with the approved class schedule agreed upon with the University administration and in accordance with current legislation.
4.3. Features of the Physics and Mathematics School (PMS) activities
4.3.1. The PMS operates on the basis of the Preparatory Department as a separate form of in-depth pre-university training for 10th–11th-grade students.
4.3.2. Studying is carried out according to one-year and two-year programs with an emphasis on physics and mathematics profile, technical and language training. The class schedule is agreed upon with the school curricula.
4.4. Completion of studies
4.4.1. Graduates of the Preparatory Department are considered to be persons who have fully completed the curriculum and successfully passed the final certification.
4.4.2. Based on the results of studies, students receive an electronic certificate containing a list of studied disciplines, certification results, and the average score.
5. Organization of Admission and Enrollment
5.1. The following are accepted for studies at the Preparatory Department:
- citizens of Ukraine who are preparing for admission to the University and/or other higher education institutions, including students of the Physics and Mathematics School (PMS) programs operating within the Preparatory Department;
- foreigners and stateless persons who legally reside in the territory of Ukraine and enjoy the rights of citizens of Ukraine upon admission to higher education institutions of Ukraine in accordance with the legislation.
5.2. To acquire the status of a student of the University's Preparatory Department, individuals submit documents in electronic form to the official email address (posted on the University's website).
5.2.1. Online application indicating:
– surname, first name, patronymic (if any), date of birth, passport data or data of an identity document;
– details of the document on complete general secondary education – in case of availability of such information in the Register of Education Documents of the Unified State Electronic Database on Education (hereinafter – USEDE); or – information on the provision of a certified copy of the education document, information about which is absent in the USEDE; or – information on the issuance of a certificate of study in the final year of acquiring complete general secondary, professional, or vocational pre-higher education;
– the chosen form of training in accordance with paragraph 4.1.2 of these Regulations, including programs of the Preparatory Department or the Physics and Mathematics School;
– academic subject(s) of choice in accordance with the chosen training program;
– source of funding for studies (at the expense of the state budget – in cases defined by CMU Resolution No. 1628, or at the expense of physical and/or legal entities).
5.2.2. Participants in the experimental project of training students of the Preparatory Department «Open Path to Higher Education», approved by CMU Resolution No. 1628, additionally in the application:
– indicate the category of the experimental project participant in accordance with the requirements of the specified resolution;
– submit details of documents confirming belonging to the relevant category of experimental project participants;
– submit a motivational letter.
Electronic copies of documents, the application, and the motivational letter are sent to the official email address of the University designated for organizing admission for studies at the Preparatory Department.
5.3. For foreign educational documents, validation is carried out by analyzing the submitted document in terms of the compliance of the educational level with the conditions of access to higher education in Ukraine, as well as the requirements for the execution of educational documents.
Validation is carried out by the University independently or through an organization authorized to perform the functions of the National Information Center for Academic Mobility in accordance with the legislation.
5.4. The Preparatory Department ensures the organization of document admission and enrollment of individuals who have expressed an intention to undergo educational training under the programs of the Preparatory Department, including the programs of the Physics and Mathematics School.
5.5. Deadlines for submitting documents and conducting enrollment to the Preparatory Department are established annually and provide the following schedule:
5.5.1. Admission of applications for enrollment in general programs of the Preparatory Department during the respective year.
5.5.2. Admission of applications for student participation in the experimental project «Open Path to Higher Education», approved by CMU Resolution No. 1628, is carried out no later than November 1 and February 1 of the respective academic year.
5.6. The start of classes for students participating in the experimental project «Open Path to Higher Education» is determined based on the formation of study groups, the quantitative composition of which cannot be less than 15 people.
5.6.1. Class start dates: October 1, December 1, March 1.
5.7. The deadlines specified in paragraph 5.6.1 of these Regulations may be changed on the basis of an order of the University Rector subject to compliance with the norms of current legislation.
5.8. The Admissions Committee of the University, based on the results of reviewing the submitted application, attached documents, and checking the candidate's compliance for participation in the experimental project «Open Path to Higher Education» with the requirements of paragraph 5.2.2 of these Regulations, makes a reasoned decision on enrolling the person for studies at the Preparatory Department.
5.9. Orders on enrolling persons into the body of students of the Preparatory Department (including the Physics and Mathematics School) are issued by the Rector of the University based on the relevant applications.
5.10. In case a student of the Preparatory Department fails to start studying without a valid reason within 10 calendar days from the date of the official start of classes, the order on their enrollment is cancelled in the part concerning this person.
6. Financial Activity
6.1. Financing of the Preparatory Department is carried out at the expense of own revenues of the special fund of the University from the provision of paid educational services and is taken into account in the University's estimate for the current year in accordance with current legislation.
6.2. Training of students of the Preparatory Department is carried out on the basis of concluded agreements on the provision of paid educational services.
6.3. Persons who have expressed an intention to undergo training at the Preparatory Department conclude an agreement on student training. The payer under such an agreement can be a physical or legal person. The agreement on the provision of an educational service can be concluded in paper or electronic form using a qualified electronic signature, in particular by accepting a public offer.
6.4. Students of the Preparatory Department belonging to the categories of persons defined in sub-paragraphs 1–4 of paragraph 4 of the Procedure for Implementing the Experimental Project «Open Path to Higher Education», approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 10, 2025 No. 1628, have the right to receive state grants, compensation for dormitory accommodation costs (if housed), as well as payment of monthly consumer assistance in the amount of one living wage for able-bodied persons established on January 1 of the respective year, in the manner determined by the specified resolution.
6.5. The cost of educational services provided by the Preparatory Department, including within the Physics and Mathematics School, is determined on the basis of a calculation developed by the planning and financial department of the University for each type of training separately. The calculation is approved and put into effect by an order of the University Rector.
6.6. Premises, equipment, and other property used in the activities of the Preparatory Department (including the Physics and Mathematics School) are on the balance sheet of the University and are used exclusively for the realization of educational goals in accordance with current legislation. The Preparatory Department ensures measures for the preservation, protection, modernization, and development of the material and technical base and its effective use.
7. Rights and Duties
7.1. The rights and duties of students, pedagogical, and scientific-pedagogical workers, as well as other employees of the Preparatory Department, including participants in the educational programs of the Physics and Mathematics School, are regulated by the current legislation of Ukraine, regulatory legal acts of the Ministry of Education and Science of Ukraine, the University Statute, these Regulations, and other internal acts of the University.
7.2. Students of the Preparatory Department have the right to:
- receiving educational services within the approved educational programs at a high professional level;
- access to classrooms, laboratories, material and technical support, and other infrastructure during classes conducted under the guidance of teachers;
- timely and complete information about admission conditions, organization of the educational process, study terms, and requirements for mastering educational programs.
7.3. Students of the Preparatory Department are obliged to:
- regularly attend classes in accordance with the approved schedule;
- conscientiously and in full fulfill the educational tasks provided by the educational programs;
- comply with the University's Internal Regulations and the requirements of academic integrity.
7.4. Students of the Preparatory Department who have successfully completed the educational program may be enrolled in the University in accordance with the Admission Rules in force in the year of admission, as well as other regulatory legal acts of the Cabinet of Ministers of Ukraine and the Ministry of Education and Science of Ukraine.
7.5. The University Preparatory Department is responsible for organizing admission, enrollment, ensuring the educational process, conducting final certification, and issuing relevant documents on completing studies to persons receiving educational services.
7.6. The Head of the Preparatory Department has the right to participate in the implementation of educational programs as a pedagogical worker if they have the appropriate qualification, fulfilling the teaching load in accordance with the distribution approved in the established manner.
8. Final and Transitional Provisions
8.1. These Regulations, as well as amendments and additions thereto, are approved by the Academic Council of the University and enter into force from the date of introduction into effect by the relevant order of the University Rector.
8.2. The requirements of these Regulations are mandatory for execution by all participants in the educational process of the Preparatory Department of the University, including participants in the educational programs of the Physics and Mathematics School.
8.3. Control over compliance with the requirements of these Regulations is exercised by the officials of the University within the limits of their official duties defined by the internal regulatory documents of the University.
8.4. The procedure for implementing certain provisions of this document may be additionally regulated in the relevant University Standards, Regulations, or instructions that determine the specifics of educational activities in relevant areas.
