1. General Provisions

1.1 These Regulations on the Organization of Admission and Training of Foreign Citizens under the Full-Time Form of Study at the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) who study in Ukrainian (hereinafter referred to as the Regulations) have been developed in accordance with the Laws of Ukraine «On Education» dated May 23, 1991, No. 1060-XII (as amended), «On Higher Education» dated July 1, 2014, No. 1556-VII, the «Conditions of Admission to Higher Education Institutions of Ukraine in 2016» approved by the Order of the Ministry of Education and Science dated October 15, 2015, No. 1085 (hereinafter referred to as the Admission Conditions), and the Statute of the University (hereinafter referred to as the Statute).

1.2 The admission of foreigners and stateless persons is carried out by the Admission Committee ofлет the University (hereinafter referred to as the Admission Committee) in accordance with the Laws of Ukraine «On the Legal Status of Foreigners and Stateless Persons» dated September 22, 2011, No. 3774-VI, «On Overseas Ukrainians» dated February 9, 2012, No. 4381-VI, the Decrees ofлет the President of Ukraine «On Measures to Develop Economic Cooperation of Ukrainian Regions with Adjacent Border Regions ofлет the Russian Federation» dated March 25, 1994, No. 112, and «On Measures to Develop Economic Cooperation of Ukrainian Regions with Adjacent Regions ofлет the Republic of Belarus and Administrative-Territorial Units ofлет the Republic of Moldova» dated June 3, 1994, No. 271, the Resolutions ofлет the Cabinet of Ministers of Ukraine «On the Training of Foreign Citizens in Ukraine» dated February 26, 1993, No. 136, «Certain Issues of Enrollment for Studies of Foreigners and Stateless Persons» dated September 11, 2013, No. 684, and the Order ofлет the Ministry of Education and Science of Ukraine «Certain Issues of Organizing the Enrollment and Training (Internship) of Foreigners and Stateless Persons» dated November 1, 2013, No. 1541.

Foreigners granted state scholarships under international treaties, national programs, or other international obligations of Ukraine are admitted to studies on the basis of referrals from the Ministry of Education and Science of Ukraine within the state-ordered volume.

1.3 The admission of foreigners is conducted without restrictions based on race, skin color, political, religious, or other beliefs, gender, ethnic and social origin, property status, place of residence, language, or other characteristics.

1.4 The admission of foreigners for studies atлет the University may be carried out on the basis of:

1.4.1 Personal appeals by foreign citizens and stateless persons or personally submitted documents;

1.4.2 International treaties of Ukraine;

1.4.3 National programs;

1.4.4 Agreements concluded by the University with legal entities and individuals.

1.5 The admission to studies at the University of foreign citizens and stateless persons lawfully residing on the territory of Ukraine is carried out by educational-qualification levels, degrees, fields of study (specialties), and forms of study in accordance with the license within the licensed volume for accredited fields of study (specialties). The conditions and procedures for the admission of foreigners and stateless persons, as well as the procedure for their enrollment, are determined by the legal acts of the legislation of Ukraine.

1.6 A foreigner pursuing education under the full-time form of study in Ukraine must reside on its territory and complete registration with internal affairs authorities.

1.7 The training of foreign citizens and stateless persons at the University is conducted in the Ukrainian language.

1.8 The normative content and time frames of study for all educational-qualification levels and degrees are determined by the higher education standards of Ukraine, the Admission Conditions, and the Admission Rules to the University.

2. Admission to Studies

2.1 The admission of foreign citizens and stateless persons to the University for the Bachelor's and Master's educational-qualification levels under the full-time form of study is carried out in accordance with the «Admission Rules to the National Aerospace University named after M. Ye. Zhukovsky «Kharkiv Aviation Institute» for the current year and on the basis of agreements on the provision of educational services to individuals and legal entities.

2.2 A foreign person and stateless person wishing to enroll in the university shall submit the following documents in advance to the selection committee of the faculty for the training of foreign citizens:

- the original invitation to study;

- an application signed by the dean of the respective full-time faculty.

- the original and a notarized copy of the document on previous education (secondary education certificate, junior specialist diploma, bachelor's, specialist, master's degree, etc.) translated into Ukrainian;

- the original and a notarized copy of the document (supplement to the educational document) containing information on academic performance in academic disciplines, translated into Ukrainian;

- a certificate of graduation from the preparatory department (in case the student graduated from it);

- two notarized copies of the passport (all pages) translated into Ukrainian;

- a notarized copy of the birth certificate translated into Ukrainian;

- originals of medical certificate form 086U (or equivalent from the country of origin) on the state of health and an HIV certificate with a notarized translation into Ukrainian;

- photographs 3 x 4 (8 pcs.);

- border crossing authorization for persons under 18 years of age;

- a copy of the insurance policy (if the student is transferring from another higher education institution).

Upon admission to the university, the student fills out a questionnaire and signs the basic rules of stay for foreign citizens studying at the university.

The student signs the training agreement in three copies. One copy of the agreement remains with the student, the second is transferred to the accounting department, and the third is kept in the student's personal file. Responsibility for the content of training agreements is assigned to the dean of the faculty for the training of foreign citizens. The deadlines for signing agreements are regulated by the current legislation on the stay of foreign citizens on the territory of Ukraine.

The foreign person pays for the next period of study in accordance with the terms of the agreement.

2.3 The Executive Secretary of the selection committee of the faculty for the training of foreign citizens informs the foreign student about the dates and location of the interview or entrance exams provided by the selection committees of full-time faculties. After conducting the entrance exams, the selection committees of full-time faculties must provide the respective protocols of the subject committees to the selection committee of the faculty for the training of foreign citizens within three days.

2.3.1 The Executive Secretary of the selection committee of the faculty for the training of foreign citizens generates the protocols and the student enrollment order within a three-day period and enters it into the Unified State Electronic Database on Education (USEDE). Responsibility for the correctness of entering information about enrolled students into the USEDE is borne by the dean of the faculty for the training of foreign citizens.

2.3.2 Within three days after the verification of the student enrollment order, the faculty for the training of foreign citizens transfers a copy of the order to the dean's office of the full-time faculty.

2.3.3 After enrollment in studies, the student receives a referral for accommodation in the dormitory and for a medical examination, which they undergo within 15 days.

The provision of educational services to foreign citizens – full-time students – is carried out by the faculty of the University after signing the student enrollment order.

2.3.4 Based on the order (or an extract from it) on enrollment, the student, under the supervision of a responsible employee of the faculty for the training of foreign citizens, submits documents to the State Migration Service of Ukraine to obtain a temporary residence permit, which is issued for a period of up to one year with the possibility of its extension each time for one year on the basis of the student's application and the condition of their transfer to the next course.

2.3.5 After enrollment in studies during the first year, the student must undergo the procedure of recognition of educational documents (nostrification) (certificate) and/or educational-qualification level (diploma, academic certificate) obtained in another country, which takes place in accordance with the order of the Ministry of Education and Science of Ukraine and under the supervision of a responsible employee of the faculty for the training of foreign citizens.

2.2.4 Responsibility for the implementation of the «Admission Rules to the National Aerospace University named after M. Ye. Zhukovsky «Kharkiv Aviation Institute» for foreign students in the current year is assigned to the chairperson of the selection committee of the faculty for the training of foreign citizens.

3. Organization and Control of the Educational Process

3.1 Responsibility for the organization of the educational process of foreign citizens and stateless persons and its control is assigned to the deans of full-time faculties, who act in accordance with the «Regulations on the Organization of the Educational Process».

3.2 Responsibility for ensuring the proper quality of educational services provided is assigned to the heads of the University's departments. The educational process is carried out in accordance with curricula and programs approved in the established manner.

3.3 If a student successfully passes exams and tests in the academic disciplines of the current course, they are transferred to the next course. The order on transfer to the next course is generated by full-time faculties, verified in the USEDE, and a copy is transmitted to the faculty forлет the training of foreign citizens.

3.4 In the event that a student is granted an academic leave based on their application confirmed by the relevant documents, the order is generated byлет the faculty for the training of foreign citizens after coordination with the dean ofлет the full-time faculty.

4. Procedures for Expulsion of Students and Conditions for Reinstatement in Studies

4.1 In the event of untimely completion of the document nostrification procedure by a foreign student, violation of the terms of the agreement, the University Internal Regulations, and the rules of stay in Ukraine, the expulsion procedure of the student is carried out byлет the faculty for the training of foreign citizens.

4.2 Upon the submission by the dean of the full-time faculty for the expulsion of a student for violation of the curriculum terms, the faculty for the training of foreign citizens generates an expulsion order, verifies it in the USEDE, and informs the student of their expulsion.

Within three days after the issuance of the expulsion order, the faculty for the training of foreign citizens transfers a copy of the verified student expulsion order to the dean's office of the full-time faculty.

4.3 If a student is expelled, they are obliged, in accordance with the rules of stay in Ukraine, to deregister their place of residence and leave the territory of Ukraine within a seven-day period. At the same time, a responsible employee of the faculty for the training of foreign citizens monitors the return of the temporary residence permit within 10 days.

4.4 A person wishing to resume full-time studies shall submit an application and an academic certificate in advance to the dean's office of the faculty for the training of foreign citizens. The determination of academic discrepancies with the curriculum for the chosen field of study or specialty is carried out by the dean of the full-time faculty. The total academic difference must not exceed six disciplines. Otherwise, reinstatement is possible only to the previous course.

4.5 Upon the presence of the student's application for reinstatement endorsed by the dean of the full-time faculty, a list of academic discrepancies, an academic certificate, a list of documents according to clause 2.2, a new agreement on the provision of educational services, and a document on tuition payment, the faculty for the training of foreign citizens generates an order for the student's reinstatement and verifies it in the USEDE.

A copy of the verified student reinstatement order is transmitted by a responsible employee of the faculty for the training of foreign citizens to the full-time faculty within three days after the issuance of the order.

4.6 To eliminate academic discrepancies, the student receives individual examination grade sheets at the full-time faculty and applies to the head of the respective department. The student must eliminate the academic discrepancies arising from the reinstatement within the period specified in the reinstatement order.

5. Change of Form of Study

5.1 A person wishing to change the form of study from part-time to full-time shall submit a corresponding application and a copy of the academic record card in advance to the dean's office of the faculty for the training of foreign citizens. The determination of academic discrepancies with the curriculum for the chosen field of study or specialty is carried out by the dean of the full-time faculty. The total academic difference must not exceed six disciplines. Otherwise, the change of the form of study is possible only to the previous course.

5.2 A student's change of the form of study from part-time to full-time is carried out during the inter-session period provided that academic discrepancies do not exceed six and it is within the licensed volume.

5.3 Upon the presence of an application endorsed by the dean of the full-time faculty, a list of academic discrepancies, an agreement on the provision of educational services, and a document on tuition payment, the faculty for the training of foreign citizens generates an order to change the form of study and verifies it in the USEDE. A copy of the order is transmitted to the full-time faculty within three days after issuance by a responsible employee of the faculty forлет the training of foreign citizens.

5.4 The student must eliminate the academic discrepancies arising from the change in the form of study within the time frames specified in the order.

5.5 In the case of changing the form of study from part-time to full-time, a new agreement is concluded by the foreign student.

6. Completion of Studies

6.1 In the event of successful completion of the curriculum by the student, defense of the qualification (diploma) thesis, as well as proper fulfillment of obligations regarding tuition payment, the student receives a diploma and a diploma supplement of the established European standard with the assignment of the respective qualification.

6.2 Full-time faculties transmit the results of passing exams and tests (academic record card) of all foreign students for the entire term of study of a certain educational level to the faculty for the training of foreign citizens to create a bachelor's, specialist's, or master's diploma supplement. The academic record card is signed by the dean of the full-time faculty.

6.3 The order on the student's completion of studies is generated by the faculty forлет the training of foreign citizens, which timely verifies it in the USEDE and transfers a copy of the verified order to the dean's office of the full-time faculty within three days after its issuance.

6.4 Upon receiving the diploma, the student undergoes the procedure of legalization and/or apostillization, the control over which is assigned toлет the faculty for the training of foreign citizens.

6.5 After receiving the diploma, signing the clearance sheet (obkhidny lyst), and canceling the temporary residence permit on the territory of Ukraine, the student must leave the territory of Ukraine within a seven-day period.

7. Final Provisions

7.1 These Regulations are approved byлет the Academic Council ofлет the University and put into effect by an order ofлет the University Rector.

7.2 Control over the implementation of these Regulations is exercised by University officials within their powers established by job descriptions.

7.3 Amendments and additions to these Regulations are considered and approved byлет the Academic Council ofлет the University and put into effect by an order ofлет the University Rector in the established manner.
