1. General Provisions

1.1 These Regulations on Carrying out Activities for the Preparation of Foreign Citizens for Admission to Higher Education Institutions of Ukraine (hereinafter referred to as Preparatory Activities) at the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the Laws of Ukraine «On Education» dated September 5, 2017, No. 2145-VIII, «On Higher Education» dated July 1, 2014, No. 1556-VII, «On the Legal Status of Foreigners and Stateless Persons» dated February 4, 1994, No. 3929-XII, and «On Overseas Ukrainians» dated March 4, 2004, No. 1582-IV. They regulate the general managerial foundations for the functioning of Preparatory Activities at the University, as well as its tasks and functions.

1.2 Preparatory Activities at the University are carried out on the basis of the norms of the Resolution of the Cabinet of Ministers of Ukraine dated February 15, 2012, No. 150 «On Approval of the Procedure for Extending the Period of Stay and Extending or Shortening the Period of Temporary Stay of Foreigners and Stateless Persons on the Territory of Ukraine», the Resolution of the Cabinet of Ministers of Ukraine dated September 12, 2018, No. 729 «Issues of Obtaining Higher Education by Certain Categories of Persons», the Resolution of the Cabinet of Ministers of Ukraine dated August 19, 2015, No. 634 «On Approval of the Model Agreement on Training, Education, Retraining, Advanced Training, or Provision of Additional Educational Services by Educational Institutions», the Order of the Ministry of Education and Science of Ukraine «Certain Issues of Organizing the Enrollment and Training (Internship) of Foreigners and Stateless Persons» dated November 1, 2013, No. 1541, the Order of the Ministry of Education and Science of Ukraine dated December 11, 2015, No. 1272 «On Amendments to the Order of the Ministry of Education and Science of Ukraine dated November 1, 2013, No. 1541», as well as the provisions of the University Statute, the Admission Rules to the University, the Internal Regulations, orders and instructions of the Rector, decisions of the University Academic Council, and other regulatory acts governing the preparation of foreign citizens for admission to higher education institutions of Ukraine at the University.

1.3 Preparatory Activities constitute an integral part of the unified system of continuous education at the University.

1.4 The training of international students (trainees) for admission to higher education institutions of Ukraine is carried out on contractual terms with tuition paid by individuals and legal entities.

1.5 Preparatory Activities are carried out by the structural units of the University and directed by the University Rector. By assignment of the Rector, operational management and direct leadership of the Preparatory Activities may be exercised by another University official.

2. Purpose, Main Tasks, and Functions of Preparatory Activities

2.1 Preparatory Activities are organized with the purpose of preparing foreign citizens for admission to higher education institutions of Ukraine (including the University), profile training, improving foreigners' proficiency in the Ukrainian language, and acquiring primary professional knowledge by them.

2.2 The main tasks of Preparatory Activities are:

2.2.1 Provision of paid educational services to foreign citizens for the in-depth study of general education and additional disciplines.

2.2.2 Implementation of educational activities for the preparation of foreign citizens for admission to higher education institutions of Ukraine, based on:

- the study of the Ukrainian language and other academic disciplines in a non-native language by foreign citizens, studying in accordance with curricula and programs recommended by the Scientific and Methodological Commission for the Training of Foreign Citizens of the Ministry of Education and Science of Ukraine and approved by the Ministry of Education and Science of Ukraine;

- socio-psychological, socio-cultural, and linguistic adaptation of foreign citizens to the conditions of study in higher education institutions of Ukraine.

2.2.3 Conducting educational, scientific, methodological, creative, and cultural-educational activities at a modern level among foreign trainees.

2.3 To achieve its purpose, Preparatory Activities ensure the performance of the following functions:

2.3.1 Fulfillment of the state order and interstate agreements and contracts on the preparation of foreign citizens for admission to higher education institutions of Ukraine in the chosen field of study.

2.3.2 Organization, in cooperation with the dean's office of the faculty for the training of foreign students, of the passport and visa registration regimes for foreign citizens, medical care, and accident insurance.

2.3.3 Assistance in the training of scientific-pedagogical and pedagogical staff, advanced training, and retraining of teachers who train international students.

2.3.4 Promotion of the cultural and spiritual development of the individual, education of persons (foreign citizens preparing for admission to higher education institutions of Ukraine) in the spirit of humanism, political correctness, and tolerance in relations with citizens of Ukraine and other countries, and respect for the laws and the Constitution of Ukraine, including:

- conducting educational, cultural, and outreach work with international students (trainees);

- acquainting international students (trainees) with generally accepted norms of behavior, the laws of Ukraine, regulatory and legal acts defining the legal status of foreign citizens in Ukraine, as well as the University Statute, Internal Regulations, and the rules of residence in the student dormitory.

2.3.5 Working with national associations of foreign citizens and their state and national non-governmental representations.

2.3.6 Assisting in organizing the work of student self-government bodies and the student active, covering the life activities of persons of a certain ethnic identity and foreign citizens studying at the University in general.

2.3.7 Organizing and conducting educational events, educational, professional, scientific-practical, and tourist events, student exchanges, and sightseeing and excursion trips.

2.3.8 Participating in the information and advertising work of the University, including the production of materials in foreign languages, participating in the operation of the web page covering Preparatory Activities on the official website of the University and in social networks, etc.

2.3.9 Information assistance to business entities in matters of organizing the enrollment of foreign citizens for studies at the University.

2.3.10 Participating in communication and information events of the University to create a single space of continuous education, utilizing a set of marketing communications (information and advertising presentations, conferences, round tables, forums, etc.) in Ukraine and abroad.

3. Grounds for Admission of Foreigners to Studies

3.1 Foreigners who need language training to study in higher education institutions of Ukraine may undergo such training at the University, since a condition for enrolling a foreigner in a higher education institution of Ukraine to obtain a certain educational-qualification level in accordance with current legislation is their proficiency in the language of instruction at a level sufficient to comprehend the educational material, which is confirmed by the conclusion of the admission committee.

3.2 Foreign citizens and stateless persons who have secondary education are accepted into the University for preparation for admission to higher education institutions of Ukraine, regardless of race, gender, language, or attitude to religion. The recruitment of foreigners for studies is carried out by the University independently and through legal entities or individuals provided they hold a certificate for this type of activity and an agreement with the University.

3.3 For enrollment in the University for preparation for admission to higher education institutions of Ukraine, foreign citizens and stateless persons must submit the documents defined by the resolutions of the Cabinet of Ministers of Ukraine and orders of the respective Ministries and other departments, namely:

- an application addressed to the University Rector;

- a notarized copy of the educational document and grades (scores) obtained in academic disciplines;

- a notarized copy of the birth certificate;

- a medical certificate confirming the absence of HIV infection, or a certificate from a medical and preventive institution regarding a medical examination for HIV infection;

- a medical health certificate confirming the possibility of studying in the climatic conditions of Ukraine;

- an insurance policy (except for countries with which relevant agreements have been concluded);

- written consent for the processing of personal data;

- 8 photographs measuring 60x40 mm;

- a passport, a copy of the passport, and a notarized translation of the passport into Ukrainian.

The documents specified in sub-clauses 2-4 of clause 8 of the Order of the Ministry of Education of Science of Ukraine «Certain Issues of Organizing the Enrollment and Training (Internship) of Foreigners and Stateless Persons» dated November 1, 2013, No. 1541, must be translated into Ukrainian with a notarized translation certification. The documents must be certified in the country of their issuance in the manner officially applied in that country for such certification and legalized by the respective foreign diplomatic mission of Ukraine, unless otherwise provided by international treaties of Ukraine. In the absence of confirmation of the authenticity of the foreigner's educational document or the level of education obtained by them (within one year from the moment of enrollment), the University shall expel such a foreigner.

3.4 Payment for educational services provided by the University to foreign citizens is carried out under agreements (contracts) at the expense of the foreigners' own funds or other sources not prohibited by the legislation of Ukraine, unless otherwise provided by international treaties of Ukraine. The contract defines the obligations and rights of the University and the foreigner for the entire term of study, the cost, and the procedure for tuition payment. Tuition payment is carried out within the time frames specified in the contract; upon failure to fulfill this condition, the foreign citizen is expelled from the University.

3.5 Foreigners enrolled in studies are issued a student ID card.

3.6 Depending on the chosen field of study, the training of foreigners is carried out in subjects, in particular: Ukrainian language, mathematics, physics, chemistry or biology, drafting, computer science (for 10 months) or Ukrainian language (for 6 months). The form of study is full-time. The term of study may vary due to different arrival periods of foreign citizens (from August 15 to November 15), which is regulated by legislative acts of the Ministry of Education and Science of Ukraine and the Ministry of Foreign Affairs of Ukraine, and shall be equal to 30 credits, of which at least 19.5 credits (585 hours) of classroom training during a 10-month course, or at least 10 credits (300 hours) of classroom training during a 6-month course must be allocated for language training.

3.7 Academic groups of trainees are formed with 8-15 persons, which ensures the organization of the educational process with the necessary quality of mastering the educational material.

3.8 The main document regulating the educational and upbringing process for the preparation of foreign citizens for admission to higher education institutions of Ukraine is the working curriculum, compiled in accordance with the educational program approved by the University Academic Council. The working curriculum is approved by the University Rector.

3.9 The working schedule of the educational process for the preparation of foreign citizens for admission to higher education institutions of Ukraine is approved by the Rector. The working schedules of the educational process for each academic group are compiled during the formation of the student body and approved in the established manner.

3.10 The work mode for the preparation of foreign citizens for admission to higher education institutions of Ukraine is determined by the Internal Regulations and the curriculum.

3.11 Organizational and legal issues regarding the issuance of study invitations to foreigners, entry, stay, and departure of foreigners from Ukraine, document verification, registration with internal affairs bodies, conclusion of contracts (agreements), control of tuition payment, record-keeping of the contingent and control of the quality of training of international trainees and students, and preparation of documents on the acquired education are assigned to the International Relations Department and other structural units of the University that ensure the process of preparing foreign citizens for admission to higher education institutions of Ukraine.

3.12 Upon successful completion of studies, foreigners take exams, based on the results of which their final certification is approved and a state-standard certificate is issued. If such a certificate is available, foreign citizens may continue their studies in the main field of study (specialty) at a selected higher education institution of Ukraine, including the University.

4. Final Provisions

4.1 These Regulations on Preparatory Activities are approved by the University Academic Council and put into effect by an order of the University Rector.

4.2 Amendments and/or additions to these Regulations are made in the manner established for their adoption, considered and approved by the University Academic Council, and put into effect by an order of the University Rector.
