1. General Provisions

1.1 The Regulations on the Guarantor and the Support Group of the Educational Program at National Aerospace University “Kharkiv Aviation Institute” (hereinafter – the Regulations) define the concept of the guarantor of an educational program and the support group of an educational program, their tasks, functional duties, rights, responsibilities, and interaction with other subdivisions of National Aerospace University “Kharkiv Aviation Institute” (hereinafter – the University).

1.2 These Regulations have been developed in accordance with the Laws of Ukraine “On Education”, “On Higher Education”, the Resolution of the Cabinet of Ministers of Ukraine dated 23.11.2011 No. 1341 “On Approval of the National Qualifications Framework” (as amended), the Resolution of the Cabinet of Ministers of Ukraine dated 30.12.2015 No. 1187 “On Approval of Licensing Conditions for Conducting Educational Activities” (as amended) (hereinafter – the Licensing Conditions), the “Regulations on the Accreditation of Educational Programs, under which the Training of Higher Education Applicants is Carried Out” approved by the Order of the Ministry of Education and Science of Ukraine dated 15.05.2024 No. 686, the evaluation criteria for educational program quality based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area specified in Appendix 1 to these Regulations (hereinafter – the Criteria), the Statute of the University, the “Regulations on the Organization of the Educational Process” at the University, the “Regulations on the Development, Updating, and Modernization of Educational Programs” of the University, and other regulatory legal acts of Ukraine regarding the organization of the educational process and ensuring the quality of educational activities and the quality of higher education at the University.

1.3 In these Regulations, the core terms and definitions are used in the following meanings:

accreditation – evaluation of an educational program and/or educational activities of a higher education institution under this program regarding the provision and improvement of the quality of higher education, carried out according to the criteria defined by these Regulations as provided in the appendix; 

guarantor of the educational program – a scientific-pedagogical or scientific employee of the University who exercises academic management of the educational program, is responsible for its quality, and is appointed by the order of the Rector to organize and coordinate activities regarding the development, implementation, monitoring, and revision of the educational program, as well as to ensure and control the quality of training of higher education applicants in the specialty within a specific educational program. One person may simultaneously be the guarantor of only one educational program;

educational program support group – a group of scientific-pedagogical, pedagogical, and scientific employees, numbering not less than three persons, who possess educational and/or professional qualifications corresponding to the educational program, hold a scientific degree and/or academic title, and work at the educational institution as their primary place of employment;

educational process support group of the educational program – scientific-pedagogical (pedagogical) and/or scientific employees, among whom at least 50 percent of persons must hold a scientific degree and/or academic title and work at their primary place of employment at the corresponding level of higher education or under the educational program that provides for the assignment of professional qualifications for professions for which additional regulation has been introduced, at the corresponding level of higher education. The composition of the educational process support group of the educational program must include: for the second (Master's) level of higher education, at least 10 percent of persons who hold the scientific degree of Doctor of Sciences and/or the academic title of Professor; for the third (Educational-Scientific) level of higher education, at least two Doctors of Sciences to supervise the scientific component of each educational-scientific program.

licensing – the procedure for recognizing the capability of a legal entity to conduct educational activities under a certain educational program/specialty at a certain level of higher education in accordance with the standards of educational activities;

scientific-methodological commission for fields of knowledge (field NMC) – a standing consultative, advisory, scientific-methodological, and collegial professional body of the University, the composition of which is determined by the order of the Rector from among pedagogical, scientific-pedagogical, and/or scientific employees, according to the fields of knowledge and specialties under which educational activities are conducted at the University. The field NMC acts as a collective expert on all matters concerning the activities of University departments related to scientific and educational-methodological work aimed at improving the educational process to enhance the efficiency and quality of higher education, taking into account leading global and national experience, European higher education standards, and innovative learning technologies;

educational (educational-professional, educational-scientific) program – a single complex of educational components (educational disciplines, individual assignments, internships, control measures, etc.) aimed at achieving the goals and learning outcomes envisioned by such program, which grants the right to obtain a specified educational or educational and professional (professionals) qualification (qualifications). An educational program may provide for a single specialization or may not provide for a specialization;

educational activity – activities of the University aimed at organizing, providing, and implementing the educational process;

working (project) group – a group of pedagogical, scientific-pedagogical, and/or scientific employees designated by the order of the Rector of the University, who are responsible for initiating educational activities under educational programs at a certain level of higher education and meet the qualification requirements specified in the Licensing Conditions;

educational program stakeholders – physical persons or legal entities (higher education applicants, graduates of the program, employers, the academic community, etc.) who have an interest in the implementation of a specific educational program, meaning they depend on it to a certain extent and/or can influence its structure, content, and quality.

1.4 Management of the educational program is carried out at the administrative and academic levels.

1.5 Administrative management is exercised by the University administration and the dean's office of the respective faculty where the educational program is implemented. Administrative management consists in:

– organizing and managing the material-technical and infrastructural provision;

– information and educational-methodological support in terms of providing access to information, library, and other general resources of the faculty/University;

– organizing career guidance work under the educational program;

– forming the composition of examination commissions;

– coordinating the quality assurance of the educational program implemented at the faculty;

– organizing the process of self-evaluation of the educational program implementation status;

– etc. 

1.6 Academic management of the educational program is exercised by the guarantor of the educational program. The tasks of the academic management of the EP are:

– organizing the collegial development of the educational program (profile, compliance matrices, methodological and informational support of the educational process, research seminars, internships, final attestation of higher education applicants, evaluation tools, curricula, etc.);

– monitoring the teaching quality of the scientific-pedagogical personnel who ensure the implementation of the EP;

– analyzing and implementing the best experience of global and domestic higher education into the content and technology of the EP implementation;

– interacting with research and structural subdivisions of the University on matters of project, research work, and practical training of higher education applicants;

– identifying higher education applicants inclined toward an academic career and organizing work with them;

– interacting with employers and graduates to refine requirements for graduate competencies and to evaluate the selected technologies for EP implementation and the quality of specialist training;

– preparing the educational program for quality evaluation procedures: certification, expertise, licensing, accreditation, etc.;

– organizing the review, updating, or modernization of the educational program.

1.7 Ensuring the quality of teaching and learning under the educational program, assisting the guarantor of the educational program in preparation for and conduct of accreditation/licensing, and other duties provided for by these Regulations are assigned to the educational process support group of the educational program.

1.8 The guarantor and the members of the educational program support group are participants in the internal quality assurance system of the University's educational activities and the quality of higher education individually for each educational program, and are involved in all procedures requiring the development, approval, monitoring, and review of educational programs, as well as external evaluation procedures (licensing, accreditation) and self-evaluation.

2. Appointment and Assignment of Duties to the Guarantor of the Educational Program

2.1 As a rule, the head of the working (project) group or a scientific-pedagogical (scientific) employee from among the educational process support group of the educational program is appointed as the guarantor of the educational program. This employee can simultaneously be the guarantor of only one educational program.

2.2 The guarantor of the educational program is approved by the order of the Rector of the University. In the absence of a corresponding order, the head of the respective working (project) group is considered the guarantor of the educational program. Replacement of the guarantor of the educational program takes place by order of the Rector. The grounds for changing the guarantor may be inefficient (unsatisfactory) work, appointment of the employee as a guarantor of another educational program, dismissal of the employee from the University, etc.

2.3 A person who meets the following requirements may be the guarantor of an educational program:

– works at the University as their primary place of employment in the position of a scientific-pedagogical or scientific employee;

– meets the Licensing Conditions;

– is a member of the educational process support group of the educational program.

2.4 The draft order on the appointment of educational program guarantors or on the removal of guarantor duties from a scientific-pedagogical (scientific) employee is prepared by the licensing and accreditation group of the department for education quality, analytics, and educational-methodological support, upon the submission of the deans of the faculties.

2.5 The performance of duties assigned to the guarantor of the educational program is carried out within the working hours of the second half of the working day, which is recorded in the individual plan of the scientific-pedagogical (scientific) employee and approved by the decision of the respective department (faculty).

2.6 The requirements of these Regulations are mandatory for all faculties, departments, and other subdivisions of the University.

3. Main Tasks and Functional Duties of the Guarantor of the Educational Program

3.1 The guarantor of the educational program acts as the main organizer and the person responsible for the development, updating, modernization, and implementation of the educational program at a certain level of higher education of the respective specialty, as well as for the quality assurance and control of this educational program.

3.2 During the initiation and implementation of educational activities under the respective educational program, the guarantor of the educational program monitors compliance with the Licensing Conditions for conducting educational activities by the scientific-pedagogical and/or scientific employees who are included in the working (project) groups, educational program support groups, and educational process support groups of the educational program.

3.3 The guarantor of the educational program, the head of the department, and the scientific-pedagogical and/or scientific employees of the department are obliged to comply with the Licensing Conditions for the implementation of educational activities during the initiation and conduct of educational activities under the respective educational program.

In the process of exercising their rights and fulfilling their duties defined by these Regulations, the guarantor of the educational program subordinates functionally and administratively to the head of the graduating department responsible for the educational program.

The head of the graduating department performs managerial and supervisory functions over the activities of the working (project) groups, educational program support groups, and educational process support groups of the educational program, and is responsible for their full and high-quality implementation.

The dean of the faculty exercises general management over the head of the graduating department, the guarantor, and the educational process support groups of the educational program in order to promptly resolve core issues regarding the quality of the educational process and compliance with the principles of academic integrity by the participants of the educational process.

3.4 The main tasks of the guarantor of the educational program are the development of the educational program during the initiation of educational activities, ensuring the quality implementation of the educational program at all its stages, including passing the accreditation procedure (compliance with the evaluation criteria for educational program quality – Appendix 1 to these Regulations), which is carried out in accordance with the requirements of the National Agency for Higher Education Quality Assurance or other accreditation agencies or higher education quality assurance agencies, the list of which is approved by the Cabinet of Ministers of Ukraine.

3.5 Functional duties of the guarantor of the educational program:

3.5.1 Regarding the development of the educational program:

– to develop the educational program, structural-logical chart, and curriculum in cooperation with the management of the faculty, department, and subdivisions responsible for the organization of the educational process at the University;

– to form the goal, competencies, and program learning outcomes in accordance with the higher education standard, the National Qualifications Framework, the Sectoral Qualifications Framework, and professional standards (if any);

– to review the educational program, taking into account the interests and proposals of all groups of stakeholders/interested parties.

3.5.2 Regarding the implementation of the educational program:

– to organize activities aimed at updating the content of the educational program, taking into account proposals from stakeholders, including employers, development trends in science and the specialty, the labor market, the sectoral and regional context, as well as the experience of similar domestic and foreign educational programs;

– to ensure the compliance of the goal and program learning outcomes of the educational program with the higher education standard, the National Qualifications Framework, and the implementation of the mission and strategy of the University;

– to ensure control over compliance with the Licensing Conditions regarding quantitative and qualitative indicators in accordance with the personnel requirements for ensuring the initiation and conduct of educational activities of the educational program;

– to ensure control over the compliance of the professional qualifications of scientific-pedagogical employees involved in the implementation of the educational program with the achievement of the goals and program learning outcomes defined by the respective program, which are provided by specific educational components;

– to coordinate measures aimed at promoting the educational program in the market of educational services in accordance with the needs of the labor market, and international and/or academic mobility programs;

– to organize measures related to the recognition of learning outcomes obtained in non-formal and/or informal education for higher education applicants under the educational program;

– to organize measures for filling and updating the catalog of elective educational disciplines in cooperation with the subdivisions responsible for the organization of the educational process at the University;

– to organize measures for the formation of an individual learning trajectory of higher education applicants in cooperation with the subdivisions responsible for the organization of the educational process at the University;

– to determine the content of practical training of applicants under the educational program;

– to organize feedback from stakeholders, including higher education applicants, regarding the forms and methods of teaching under the educational program, the quality of education, etc.;

– to perform analysis and control regarding the provision of the educational program with necessary information resources, educational-methodological literature, equipment, machinery, technical teaching aids, etc.;

– to promote compliance with the principles of academic integrity by all participants in the educational process involved in the implementation of both their own educational program and other educational programs initiated at the University.

3.5.3 Regarding ensuring control, quality of training of higher education applicants, and improvement of the educational program:

– to organize and exercise management over the educational program support group regarding the updating/modernization of the educational program;

– to prepare proposals for the Academic Council of the University regarding amendments to the educational program;

– to organize control over compliance with the Licensing Conditions for conducting educational activities under the educational program;

– to ensure compliance of the educational program with the evaluation criteria for educational program quality;

– to monitor the updating and maintenance in an up-to-date state of records concerning the scientific-pedagogical (scientific) employees who ensure the execution of the curriculum under the educational program in the Unified State Electronic Database on Education in accordance with the requirements of the Licensing Conditions;

– to initiate the improvement of the educational-methodological, material-technical, informational, and personnel provision of the educational program;

– to exercise control over the timely placement on the official website of the University of information about the educational program and its educational components, the availability of reviews from interested parties, and other information concerning the educational process under the respective educational program.

3.5.4 Regarding accreditation of the educational program:

– to personally prepare and submit self-evaluation information of the educational program;

– to organize interaction activities with the National Agency for Higher Education Quality Assurance during the accreditation expertise, including preparing answers to inquiries and providing comments at all stages of accreditation;

– to participate in meetings of the sectoral expert council and meetings of the National Agency for Higher Education Quality Assurance during the consideration of the accreditation case;

– to organize communication with the expert group during accreditation.

4. Rights, Duties, and Responsibility of the Guarantor of the Educational Program

4.1 Within the scope of performing their functions, the guarantor has the right:

– to submit proposals regarding the approval, review, or updating of the educational program and curriculum with the involvement of higher education applicants, employers, and graduates;

– to submit substantiated proposals regarding the formation and modification of the staff of scientific-pedagogical (scientific) employees who ensure the educational process in accordance with the educational program;

– to participate in the meetings of examination commissions for the attestation of higher education applicants studying under the respective educational program;

– to participate in the meetings of appeals commissions on matters of contesting final control results and resolving conflict situations;

– to be present and express their opinion at meetings of the educational program support group, the department, and the Academic Council of the faculty/University where issues concerning the implementation of the educational program are considered; 

– to receive information from any structural subdivision of the University for compiling the self-evaluation report of the educational program;

– to involve members of the educational process support group of the educational program, as well as other University employees (if necessary), in the preparation and conduct of the educational program accreditation;

– to submit proposals regarding the formation and distribution of the teaching load under the educational program;

– to initiate, with due substantiation, the accreditation of the educational program by an independent accredited agency or a recognized foreign agency.

4.2 The guarantor of the educational program bears personal responsibility for:

– the formation and implementation of the quality assurance policy of educational activities at the level of the educational program;

– the compliance of the educational program content with the higher education standard;

– the competitiveness of the educational program;

– monitoring the quality of teaching and learning within the educational program;

– the timely provision of information regarding the results of the educational program monitoring;

– the preparation for and completion of external quality assurance procedures, including the accreditation of the educational program;

– the publication of the necessary information about the educational program on the official website of the University, entering information about the educational program into the Unified State Electronic Database on Education (EDBO), and the formation and storage of the educational program portfolio;

– substandard implementation of the educational program and low-quality or untimely fulfillment of functional duties provided for by these Regulations.

4.3 The guarantor of the educational program must timely and properly fulfill the requirements of the Vice-Rector for Scientific and Pedagogical Work, the Director of the Center for Education Quality, Licensing and Accreditation, the Head of the Department for Education Quality, Analytics and Educational-Methodological Support, the Head of the Academic Department, the Licensing and Accreditation Group, the Dean of the Faculty, and the Head of the Graduating Department of the University on all matters relating to the implementation, quality control, improvement, and accreditation of the educational program, as well as compliance with the principles of academic integrity. 

In the process of exercising their rights and fulfilling their duties defined by these Regulations, the guarantor of the educational program subordinates functionally and administratively to the head of the graduating department responsible for the educational program.

4.4 The guarantor of the educational program is obliged:

– to carry out periodic monitoring of the quality of the educational program and the educational activities involved in its provision;

– to determine the content of the educational program, as well as to ensure the process of providing high-quality educational services for training higher education applicants under the respective educational program;

– to adhere to the norms of ethical behavior, academic integrity, and the prevention of conflict situations at all stages of the educational program implementation, and to take measures to ensure compliance with these norms by all participants in the educational process.

5. Requirements for the Working (Project) Group and Support Groups

5.1 A working (project) group (hereinafter – the working group) is established to initiate educational activities under a specific educational program. The composition of this group is approved by the order of the Rector of the University upon submission by the head of the graduating department. The working group is formed from scientific-pedagogical and/or scientific employees who meet the qualification requirements specified in the Licensing Conditions. If necessary, representatives of various stakeholder groups (higher education applicants, graduates, representatives of student self-government, specialists from enterprises, organizations, institutions, etc.) may be included in the group. One of its members is appointed as the head of the working group. Amendments to the composition of the group are made by order of the Rector upon submission by the head of the graduating department responsible for the educational program. 

5.2 The core functions of the working (project) group are:

– development of the educational program profile (description of the program's goal and characteristics, program learning outcomes, list of general and professional competencies of higher education applicants, etc.) in accordance with the higher education standard of the specialty under which the educational program is being initiated;

– ensuring compliance of the content of the educational program implemented at the University with the current Licensing Conditions;

– analyzing the needs for material-technical and informational provision of the educational program with the necessary resources;

– determining the personnel requirements of the educational program;

– coordinating the work on the development of the educational program and its educational-methodological support.

5.3 The developed educational program, approved by various stakeholder groups, is approved by the decision of the Academic Council of the University upon submission by the field NMC.

5.4 An educational program support group is established to coordinate the conduct of educational activities under a specific educational program. The educational program support group is headed by its guarantor. The composition of the educational program support group is formed from scientific-pedagogical and scientific employees (not less than three persons) who possess educational and/or professional qualifications corresponding to the educational program, meet the qualification requirements specified in the Licensing Conditions, hold a scientific degree and/or academic title, and work at the University as their primary place of employment. If necessary, representatives of various stakeholder groups (higher education applicants, graduates, representatives of student self-government, specialists from enterprises, organizations, institutions, etc.) may be included in the group.

The composition of this group is approved by the order of the Rector of the University upon submission by the heads of the graduating departments.

Amendments to the composition of the group may be made by order of the Rector upon submission by the head of the graduating department responsible for the educational program.

5.5 The core functions of the educational program support group are:

– general management of the educational program;

– coordination of work on the implementation of the educational program's educational activities;

– ensuring compliance of the content of the educational program implemented at the University with the current Licensing Conditions;

– forming the educational process support group of the educational program;

– performing monitoring and periodic review of educational programs;

– evaluating the relevance of the educational program and organizing its update based on the findings and proposals of stakeholders;

– submitting proposals for updating or modernizing the educational program and its curriculum to the Academic Council of the University for consideration;

– preparing for and passing the procedure of external evaluation of the educational program (accreditation);

– participation of the educational program guarantor in meetings of sectoral expert councils and the National Agency for Higher Education Quality Assurance, during which the relevant accreditation case is considered;

– placing educational programs on the official website of the University.

5.6 The educational process support group of the educational program is established to conduct educational activities under a specific educational program. The composition of the educational process support group of the educational program is formed from scientific-pedagogical and/or scientific employees, the proportion of whom must be at least 50% of persons working at their primary place of employment, holding a scientific degree and/or academic title, and meeting the Licensing Conditions.

All scientific-pedagogical and/or scientific employees must ensure the quality of teaching and learning within the educational program, adhering to the principles of academic integrity.

The inclusion of scientific-pedagogical employees from other departments into this group takes place upon agreement with the heads of those departments.

5.7 The working (project) group and support groups in their activities:

– are guided by the current standards of higher education of the respective specialty by levels of higher education, the National Qualifications Framework, the Licensing Conditions, regulatory legal acts of Ukraine on the organization of the educational process, quality assurance of educational activities, and the quality of higher education, etc.;

– by the regulations and regulatory documents of the University that regulate the conduct of educational activities, and by these Regulations;

– cooperate with the departments of the University involved in teaching educational disciplines within the respective educational program;

– cooperate with the structural subdivisions of the University involved in the training of specialists under the respective educational program. 

5.8 The performance of functions defined by these Regulations, which are assigned to the members of the working (project) group and the educational program support group, is carried out within the working hours of the second half of the working day, which is recorded in the individual plans of employees and approved by the decision of the respective department (faculty).

6. Interaction with Other Subdivisions

6.1 The guarantor and members of the educational program support group interact with the structural subdivisions of the University for organizational, regulatory, and legal provision aimed at the effective functioning of the educational program and improving the quality of the educational process within the scope of their powers.

6.2 The guarantor of the educational program interacts with all structural subdivisions of the University to carry out preparation for the licensing and/or accreditation process of the educational program, introduce innovative approaches during the implementation of the educational program, and ensure the relevance of information on the official website of the University, in particular:

– with the Center for Education Quality, Licensing and Accreditation, the Department for Education Quality, Analytics and Educational-Methodological Support, the Academic Department, and the field NMC – regarding the development, implementation, and support of educational programs for training higher education applicants and the curricula for these educational programs;

– with the dean's office and departments – regarding the development of the educational program, the conduct of educational activities under it, and monitoring compliance with higher education standards and the National Qualifications Framework during the educational activities;

– with the Academic Secretary of the University Academic Council – regarding the preparation of relevant materials for consideration at meetings;

– with the Scientific and Technical Library – regarding the analysis of the state of information resources of the educational program and compliance with integrity standards;

– with the Human Resources Department – regarding the analysis of the staffing status of the educational program; 

– with the Department of Technical Teaching Aids and the administrator of the official website of the University – regarding the completeness and relevance of the information about the educational program on the official website of the University;

– with the EDBO administrator – regarding the reflection of educational programs in the EDBO;

– with other subdivisions, working bodies, and bodies of public self-government of the University – regarding any issues of introduction and implementation of the educational program.

7. Final Provisions

7.1 These Regulations are approved by the Academic Council of the University and enacted by the order of the Rector.

7.2 Compliance with these Regulations is monitored by the University officials within their powers established in their job descriptions.

7.3 Amendments and/or additions to these Regulations are made in the manner established for their adoption.

Evaluation Criteria for Educational Program Quality Based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area

(paragraph 8, Section I of the “Regulations on the Accreditation of Educational Programs, under which the Training of Higher Education Applicants is Carried Out”, approved by the Order of the Ministry of Education and Science of Ukraine dated 15.05.2024 No. 686)

Criterion 1. Design of the Educational Program

1. The educational program provides an opportunity to achieve the learning outcomes defined by the higher education standard for the respective specialty and level of higher education. In the absence of an approved higher education standard for the respective specialty and level of higher education, program learning outcomes are approved by the higher education institution and must meet the requirements of the National Qualifications Framework for the respective qualification level.

2. The content of the educational program takes into account the requirements of relevant professional standards (if any). Educational programs that provide for the assignment of professional qualifications must ensure compliance with the requirements of relevant professional standards.

3. The educational program has a clearly formulated goal that corresponds to the mission and strategy of the higher education institution.

4. The goal of the educational program and program learning outcomes are determined taking into account the needs of stakeholders.

5. The goal of the educational program and program learning outcomes are determined taking into account development trends in science, the specialty, the labor market, the sectoral and regional context, as well as the experience of similar domestic and foreign educational programs.

Criterion 2. Structure and Content of the Educational Program

1. The workload of the educational program and individual educational components (in credits of the European Credit Transfer and Accumulation System) complies with the requirements of the legislation regarding the workload of educational programs for the respective level of higher education and the respective higher education standard (if any).

2. The content of the educational program has a clear structure; the educational components included in the educational program constitute a logical interconnected system and, in their entirety, provide an opportunity to achieve the stated goal and program learning outcomes. The content of the educational program ensures the formation of general cultural and civic competencies, as well as the achievement of program learning outcomes that involve the applicant's readiness to independently analyze and determine the patterns of social processes.

3. The content of the educational program corresponds to the subject area of the specialty defined for it (specialties, if the educational program is interdisciplinary).

4. The structure and content of the educational program provide an opportunity for the formation of an individual educational trajectory, in particular through the individual choice of educational disciplines by higher education applicants within the volume provided for by law.

5. The educational program and curriculum provide for the practical training of higher education applicants, which provides an opportunity to acquire the competencies needed for further professional activity.

6. The educational program provides for the acquisition of social skills by higher education applicants.

7. The workload of individual educational components (in credits of the European Credit Transfer and Accumulation System) corresponds to the legislation, the actual workload of applicants, and the program learning outcomes.

8. The structure of the educational program and its educational components ensure the practice-oriented nature of the educational program or are aligned with the tasks and specific features of the dual form of education (in case this form of education is implemented in the educational program).

9. The educational program ensures the acquisition of competencies by higher education applicants aimed at achieving the global Sustainable Development Goals until 2030, proclaimed by the United Nations General Assembly Resolution dated September 25, 2015, No. 70/1, and defined by the Decree of the President of Ukraine dated September 30, 2019, No. 722.

Criterion 3. Access to the Educational Program and Recognition of Learning Outcomes

1. Admission rules for studies under the educational program, drawn up in accordance with the Conditions (Procedure) of Admission to higher education, are clear and understandable, do not contain discriminatory provisions, and are published on the official website of the higher education institution.

2. Admission rules for studies under the educational program take into account its specific features.

3. Within the educational program, the higher education institution carries out the recognition of program learning outcomes and qualifications obtained in other educational programs (in particular during academic mobility). Such recognition is carried out in accordance with clear and understandable rules that do not contradict national legislation and international acts, are accessible to all participants in the educational process, and are consistently followed.

4. The procedure and the decisions made on recognition are properly documented in accordance with the legislation.

5. Within the educational program, the higher education institution carries out the recognition of learning outcomes obtained through non-formal and/or informal education. Such recognition is carried out in accordance with clear and understandable rules that do not contradict legislation and are accessible to all participants in the educational process.

Criterion 4. Teaching and Learning under the Educational Program

1. The educational process complies with the requirements of the legislation. The methods, tools, and technologies of teaching and learning contribute to achieving the goals and program learning outcomes stated in the educational program, and comply with the requirements of the student-centered approach and the principles of academic freedom.

2. All participants in the educational process are provided in a timely manner with accessible and clear information regarding the goals, content, and program learning outcomes, as well as the procedure and criteria for assessment within individual educational components (in the form of a working program of the educational discipline, syllabus).

3. The higher education institution ensures the integration of teaching and research during the implementation of the educational program in accordance with the level of higher education, specialty, and the goal of the educational program. 

4. Pedagogical, scientific-pedagogical, and scientific employees (hereinafter – teachers) systematically update the content of educational components based on scientific achievements and modern practices in the respective field.

5. Learning, teaching, and scientific research are linked to the internationalization of activities under the educational program and within the higher education institution.

Criterion 5. Control Measures, Assessment of Higher Education Applicants, and Academic Integrity

1. The forms of control measures and evaluation criteria for higher education applicants are clear and understandable, make it possible to determine the achievement of learning outcomes by the higher education applicant for an individual educational component and/or the educational program as a whole, and are published in advance.

2. The forms of attestation of higher education applicants comply with the requirements of the higher education standard (if any). Learning outcomes are confirmed by the results of the Unified State Qualification Examination for specialties in which it has been introduced.

3. Clear and understandable rules for conducting control measures are defined (including those regarding the scientific component of the educational-scientific program under which the training of applicants for the degree of Doctor of Philosophy is carried out), which are accessible to all participants in the educational process, ensure the objectivity of examiners (in particular, cover procedures for preventing and resolving conflicts of interest), determine the procedure for appealing the results of control measures and their retaking, and are consistently followed during the implementation of the educational program.

4. Clear and understandable policies and procedures for compliance with academic integrity are defined in the higher education institution, which are consistently followed by all participants in the educational process during the implementation of the educational program. The higher education institution popularizes academic integrity (primarily through its implementation into the institution's quality culture) and uses appropriate technological solutions as tools to counteract violations of academic integrity.

Criterion 6. Human Resources

1. Teachers involved in the implementation of the educational program, in view of their qualifications and/or professional experience, are capable of ensuring the educational components they implement within the educational program, taking into account the requirements for teachers specified by legislation. 

2. Procedures for the competitive selection of teachers are transparent, non-discriminatory, make it possible to ensure the required level of their professionalism for the successful implementation of the educational program, and are consistently applied.

3. The higher education institution involves employers, their organizations, practicing professionals, and industry experts in the implementation of the educational process.

4. The higher education institution promotes the professional development of teachers through its own programs or in cooperation with other organizations, and encourages the development of teaching excellence.

Criterion 7. Educational Environment and Material Resources

1. Educational-methodological support of the educational program, financial, and material-technical resources (software, equipment, library, other infrastructure, etc.) ensure the achievement of the goals and program learning outcomes defined by the educational program.

2. The higher education institution ensures access for teachers and higher education applicants to the relevant infrastructure and information resources needed for learning, teaching, and/or scientific activity within the educational program, in accordance with the legislation.

3. The educational environment provides an opportunity to satisfy the needs and interests of higher education applicants studying under the educational program, and is safe for their life, physical, and mental health.

4. The higher education institution provides educational, organizational, informational, advisory, and social support, as well as physical and mental health support for higher education applicants studying under the educational program.

5. The higher education institution creates sufficient conditions for the realization of the right to education for persons with special educational needs studying under the educational program.

6. Regulation anti-corruption policies and procedures for responding to cases of bullying, discrimination, sexual harassment, and other conflict situations are available, which are accessible to all participants in the educational process and are consistently followed during the implementation of the educational program.

Criterion 8. Internal Quality Assurance of the Educational Program

1. The higher education institution consistently carries out its defined procedures for the development, approval, monitoring, and periodic review of the educational program.

2. Higher education applicants are involved directly and through relevant self-government bodies in the process of periodic review of the educational program and other procedures for its quality assurance as partners. Proposals of higher education applicants are taken into account during the review of the educational program.

3. Employers are involved directly and/or through their associations in the periodic review of the educational program and other procedures for its quality assurance as partners.

4. There is an established practice of collecting, analyzing, and taking into account information regarding the career path of graduates of the educational program (except in the case of undergoing accreditation for the first time).

5. The quality assurance system of the higher education institution ensures a timely response to the results of monitoring the educational program and/or educational activities for the implementation of the educational program, in particular through surveys of stakeholders.

6. The results of external higher education quality assurance (in particular, comments and recommendations formulated during previous accreditations) are taken into account during the review of the educational program.

7. A culture of education quality is being formed within the academic community of the higher education institution, which contributes to the continuous development of the educational program and educational activities under this program.

Criterion 9. Transparency and Publicity

This criterion is applied taking into account the requirements and restrictions regarding the publication of information with limited access established by legislation.

1. Clear and understandable rules and procedures governing the rights and duties of all participants in the educational process are defined, are accessible to them, and are consistently followed during the implementation of the educational program.

2. The higher education institution publishes the relevant draft on its official website no later than one month before the approval of the educational program or amendments to it, in order to receive comments and proposals from stakeholders.

3. The higher education institution ensures open access to information and documents on its website in accordance with the legislation.

4. The higher education institution timely publishes accurate and reliable information about the educational program on its official website (the educational program in full, curricula, working programs of educational disciplines, opportunities for the formation of an individual educational trajectory of higher education applicants) in a scope sufficient to inform the relevant stakeholders and the public.

Criterion 10. Learning through Research

This criterion is applied during the accreditation of educational programs of the third (educational-scientific/educational-creative) level of higher education.

1. The content of the educational-scientific (educational-creative) program ensures the comprehensive preparation of postgraduate students (adjuncts) for solving complex problems in the field of professional and/or research-innovation activity in the respective specialty (specialties) and/or field of knowledge (fields of knowledge), and mastery of the methodology of scientific and pedagogical activity.

2. The scientific (educational-creative) activity of postgraduate students (adjuncts) corresponds to the direction of research (creativity) of their scientific (creative) supervisors.

3. The higher education institution is capable of forming one-time specialized scientific councils (one-time specialized councils for awarding the degree of Doctor of Arts) for the attestation of postgraduate students (adjuncts) studying under the respective educational program.

4. The higher education institution organizationally and materially provides opportunities for conducting scientific research (creative projects) and testing their results in accordance with the topics of postgraduate students (adjuncts) (holding regular conferences, seminars, colloquiums, concerts, performances, master classes, personal exhibitions, public presentations, providing access to the use of laboratories, equipment, information, and computing resources, etc.).

5. The higher education institution provides opportunities for involving postgraduate students (adjuncts) in the international academic community in their specialty, in particular through presentations at conferences, publications, concerts, performances, master classes, personal exhibitions, public presentations, participation in joint research (creative artistic) projects, etc.

6. There is an established practice of participation of scientific (creative) supervisors of postgraduate students (adjuncts) in research (creative artistic) projects, the results of which are regularly published, presented, and/or practically implemented.

7. The higher education institution ensures compliance with academic integrity in the professional activity of scientific (creative) supervisors and postgraduate students (adjuncts), in particular, takes measures to prevent the conduct of scientific (creative) supervision by persons who have committed violations of academic integrity.
