1. General Provisions
1.1 The Regulations on the Preparatory Courses Group (Physics and Mathematics School) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as KhAI or University) have been developed in accordance with the Laws of Ukraine «On Education», «On Higher Education», the University Charter (hereinafter referred to as the Charter), Regulations on the Department of Pre-University Education of KhAI, and other regulatory acts governing educational and career guidance activities in Ukraine and at the University.
1.2 The pre-university training system, which represents the first stage of the aerospace education system at KhAI, unites career guidance centers, the preparatory courses group (PMS), and consultation centers.
1.3 The Physics and Mathematics School (PMS) does not have legal entity status.
1.4 PMS is a structural unit and is organizationally part of and subordinate to the Department of Pre-University Education (hereinafter referred to as DPUE) of KhAI, which exercises general management of PMS activities. The direct operation of PMS is managed by a responsible person appointed by order of the Rector of KhAI from among the academic staff of the University.
1.5 In its activities, PMS is guided by the Constitution of Ukraine, Laws of Ukraine, resolutions of the Verkhovna Rada, Cabinet of Ministers of Ukraine, regulatory documents of the Ministry of Education and Science of Ukraine, orders and directives of the Rector of KhAI, as well as these Regulations.
1.6 PMS is created, reorganized, or liquidated by order of the Rector following a decision of the Academic Council of the University.
1.7 Education at PMS is carried out on the basis of a relevant contract for the provision of paid educational services.
2. Purpose and Main Tasks of PMS
2.1 The goal of PMS activities is to improve the quality of knowledge of secondary education institution graduates — prospective KhAI applicants, conduct career guidance work to search for and attract educated youth to the university, and provide students with primary knowledge and practical skills in various fields.
2.2 To achieve the set goal, PMS performs the following tasks:
a) conducts large-scale promotional work among school students of Ukraine, the city, and the region in order to search for and comprehensively encourage students who show an inclination toward choosing professions requiring high-quality fundamental education and have the desire and necessary abilities for this, to enter KhAI and other higher education institutions of Ukraine;
b) prepares students for taking the National Multi-subject Test (NMT) or External Independent Testing (EIT) in academic disciplines that form the foundation of natural science and professional training for a specialist with higher education;
c) deepens career guidance for secondary education graduates by:
- holding annual thematic meetings on general scientific and aerospace topics (olympiads in mathematics and Ukrainian language, All-Ukrainian Olympiad in Mathematics, etc.);
- conducting career guidance classes taught by leading specialists from the graduating departments of KhAI;
d) recruits students and organizes the educational process in accordance with approved student training plans and programs;
e) organizes educational and developmental work with students, creating conditions for forming professional and personal qualities of future students;
f) provides students with educational, methodological, and career guidance materials, as well as temporary IDs granting access to the university grounds;
g) carries out psychological adaptation of students to university learning conditions;
h) introduces students to general aspects of their future field of study, reinforces knowledge in mathematics, physics, Ukrainian language, and literature, and expands their technical mindset to a level that ensures their subsequent successful study at KhAI.
3. Structure and Organization of PMS Activities
3.1 PMS has three evening departments with one-year, two-year, and three-year study programs, as well as three correspondence (part-time) departments with one-year, two-year, and three-year programs. Senior students of secondary education institutions in Kharkiv and the Kharkiv region, as well as graduates of secondary education institutions and students of technical schools, vocational schools, and colleges, can be enrolled in the evening department with a one-year program. Students in grades 9-10 of secondary education institutions can enter the evening department with a three-year program for preparatory training. Students in senior grades of secondary education institutions, as well as students of technical schools, vocational schools, and colleges from nearby areas of Ukraine, can be enrolled in the correspondence department.
4. Conditions of Admission and Enrollment to PMS
4.1 Enrolled in PMS are individuals holding basic or complete general secondary education, students in grades 9-11 of general secondary education, as well as students and graduates of vocational education institutions.
4.2 Enrollment to PMS takes place during September of the current year.
4.3 To be enrolled, PMS applicants sign a contract for the provision of educational services, submit an application, an identity document, an educational credential, and two photographs. In cases of limited legal capacity of the applicant, the contract for educational services is concluded on their behalf by their legal representative or customer of training.
4.4 Enrollment as a PMS student is executed by an order issued by the DPUE based on the concluded contract for the provision of educational services, subject to payment for tuition.
4.5 Expulsion of PMS students is executed by an order issued by the DPUE in cases of:
- violation of law and order;
- failure to comply with the terms of the contract for educational services;
- voluntary withdrawal;
- other cases provided for by Ukrainian legislation and the contract for educational services.
5. Organization of the Educational Process at PMS
5.1 The educational process at PMS is organized in accordance with the effective legislation of Ukraine.
5.2 The educational process involves:
- raising the students' knowledge level in mandatory disciplines to meet higher education requirements;
- in-depth career guidance;
- adaptation of students to the forms and teaching methods used during studies in selected majors; preparation of students for the NMT (EIT).
5.3 The training content at PMS is determined by the educational curricula of basic and complete general secondary education in compulsory disciplines (specified by the KhAI admission rules) and provides for in-depth mastery of these disciplines by students.
5.4 For PMS students, preparation is conducted in mathematics, physics, Ukrainian language, as well as additional elective disciplines chosen by the students.
5.5 The academic year for the evening form of study lasts from October to May and consists of two semesters. Tuition is conducted in the form of lectures and practical classes in KhAI classrooms or remotely, allowing students to significantly improve their knowledge and prepare for taking the NMT (or EIT).
5.6 The correspondence (distance) form of study also lasts from October to May. Electronic study guides and educational programs are sent to the email addresses of students registered on the PMS website. On the last Saturday of each month, teachers deliver introductory lectures, conduct practical classes and consultations, assign homework, and review its completion in the university's classrooms.
5.7 The quality of PMS students' knowledge is evaluated through control tests using thematic assessment tests. Studies at PMS conclude with written final examination tests in mathematics and the Ukrainian language. Students who pass these tests (scoring from 100 to 200 points on the scale) are issued a certificate of successful completion of preparatory courses. Possessing a certificate of successful completion of preparatory courses in the year of admission awards 10 additional points upon admission to KhAI for majors listed in the List of Specialties Receiving Special Support.
First- and second-year students of the three-year department are issued an official card. Students who studied additional subjects also receive a certificate indicating the subject name, the number of academic hours, and grades based on the final examination results.
5.8 General list of PMS subjects:
1. One-year program:
- mathematics;
- physics;
- history of Ukraine;
- Ukrainian language.
2. Two-year program:
- mathematics;
- physics;
- history of Ukraine;
- Ukrainian language.
3. Three-year program:
- mathematics;
- physics;
- history of Ukraine;
- Ukrainian language.
4. Additional disciplines:
- English language;
- chemistry;
- biology.
If necessary, the list of PMS subjects may be changed. Such changes are executed by an order of the Rector.
6. Academic Time of a PMS Student
6.1 The terms and duration of study in preparatory courses are determined by the schedule of the educational process.
6.2 Academic classes at PMS take place according to the approved schedule.
7. Rights and Responsibilities of PMS Students
7.1. Responsibilities of PMS students, governed by the concluded contract for the provision of educational services and the Internal Regulations of KhAI:
7.1.1 Acquire knowledge according to the PMS curriculum and educational program, attend all types of academic classes.
7.1.2 Make timely payments for educational services in the amount and within the deadlines specified in the concluded contract for the provision of educational services.
7.1.3 Have other duties specified in Article 63 of the Law of Ukraine «On Higher Education» and the University Charter.
7.2 PMS students have the right to:
7.2.1 Use the material and technical facilities of the University within the scope and extent provided for by the curriculum, receive high-quality education and preparation for the NMT (EIT).
7.2.2 Be provided with educational and methodological literature as well as temporary IDs granting access to the university grounds.
7.2.3 Receive a non-state certificate of successful completion of PMS and a certificate granting the right to additional points for specialties annually specified in the Admission Rules to KhAI.
7.2.4 Have other rights specified in Article 62 of the Law of Ukraine «On Higher Education» and the University Charter.
8. Management and Academic Staff of PMS
8.1 The management of PMS is carried out by the person responsible for PMS operations — a KhAI employee entrusted with these duties by order of the Rector of the University, who is personally responsible for fulfilling the tasks assigned to PMS.
8.2 The person responsible for PMS operations reports directly to the Head of the DPUE.
8.3 The person responsible for PMS operations is guided by the normative, legal, and legislative acts of Ukraine regarding the organization of the educational process in higher education institutions, the Regulations on the Department of Pre-University Education, and these Regulations.
8.4 The person responsible for PMS operations:
- organizes, coordinates, and controls the work of PMS staff;
- within their competence, issues directives regarding PMS that are binding on all PMS staff;
- within their competence, represents PMS in state and public institutions, enterprises, and organizations.
8.5 In planning and organizing the educational process, the person responsible for PMS operations is assisted by the University's educational support staff involved in PMS work.
8.6 Functional duties of each employee are determined by job descriptions approved in accordance with established procedures.
8.7 Classes at PMS are conducted by teachers from the relevant departments of KhAI. Nominations for PMS teaching staff are submitted by department heads according to teaching loads. For the timely development of teaching and methodological materials for the upcoming academic year, teaching staff nominations are approved by June 1, and teaching assignments are issued by September 1.
9. Funding of PMS Activities
9.1 Studies at PMS are conducted based on the List of Paid Educational Services at the expense of individuals or legal entities, under the terms of concluded contracts for the provision of educational services.
9.2 For each PMS student, the University concludes an individual contract for the provision of educational services, which defines the rights and obligations of the parties.
9.3 Calculation of tuition costs for PMS students is developed annually by the University's Planning and Finance Department based on information submitted by the person responsible for PMS operations.
9.4 Payment for PMS tuition is made in non-cash form through banking institutions to the KhAI bank account in accordance with the terms of the concluded contract for educational services.
9.5 Control over funds received is exercised by the person responsible for PMS operations and is recorded in the University's accounts.
10. Final Provisions
10.1 The Regulations are considered and approved by the Academic Council of the University and brought into effect by order of the Rector of the University.
10.2 Proposals for making amendments and additions to the Regulations are submitted by the person responsible for PMS operations.
