Regulations on the Competition of Projects of Scientific Works and Scientific-Technical (Experimental) Developments of Young Scientists Collectives Named After Yosyp Neman

1. General Provisions

1.1 These Regulations determine the organization order and procedure for conducting by the National Aerospace University «Kharkiv Aviation Institute» (hereinafter - KhAI) of the competition of projects of scientific works and scientific-technical (experimental) developments of young scientists named after Yosyp Neman (hereinafter - Competition), the tasks of the Competition, requirements for scientific work projects, submission and consideration of appeals, determination and awarding of winners.

1.2 The Competition is held annually in order to create conditions for the development of the intellectual potential of talented youth, support the scientific and creative work of young scientists' collectives, stimulate their interest in research work, and their mastering of innovative technologies.

1.3 The founder of the Competition is KhAI.

1.4 Young scientists who work at their main place of work or study at KhAI can participate in the Competition. The supervisor of the scientific work project must be a young scientist aged up to 35 years inclusive, who has a higher education not lower than the second (master's) level, or a scientist aged up to 40 years inclusive, a doctoral student, or one who has a scientific degree of Doctor of Sciences. Each work can be assigned a scientific consultant from among the leading scientists of KhAI or specialists of enterprises in the aerospace industry.

1.5 Organizational and methodological support of the Competition is carried out by the research department (hereinafter - RD) of KhAI.

1.6 Control over the organization, conduct, and compliance with the requirements of these Regulations is exercised by the RD of KhAI.

1.7 The Competition is announced by the order of the Rector of KhAI, which, in particular, indicates: persons responsible for its conduct; terms of conduct; list of fields of knowledge, specialties (specializations) for which the Competition is held.

1.8 The main requirements for the procedure of selection and scientific-technical expertise of the Competition are determined by the competition of projects of scientific works of scientific-technical (experimental) developments of young scientists who work (study) in higher educational institutions and scientific institutions belonging to the sphere of management of the Ministry of Education and Science of Ukraine.

1.9 During the Competition, personal data are processed in accordance with the requirements of the Law of Ukraine «On Personal Data Protection».

2. Purpose and Main Tasks of the Competition

2.1 The main purpose of the Competition is:

- training specialists for the aerospace industry;

- formation in young scientists of knowledge and skills of research activity, for which the orientation towards professional mastery is a priority strategy of their life activity;

- supporting young scientists' desire for continuous scientific and creative growth;

- securing talented young scientists in the scientific sphere and building their scientific career.

2.2 Main tasks of the Competition:

- identification and development of gifted young scientists' collectives, promotion of the realization of their abilities;

- stimulation of creative self-improvement;

- popularization of achievements of science, engineering, and innovative technologies in the aerospace industry;

- involvement of leading scientists, research, and scientific-pedagogical workers in creative work with gifted youth;

- formation of young scientists' collectives to participate in international olympiads, competitions, tournaments;

- creation by young researchers of research groups to solve current problematic issues of the aerospace industry.

3. Requirements for the Authors' Collective of Works

3.1 One scientific work is prepared by a scientific collective numbering from four to six authors inclusive, provided they have joint materials on the topic of the scientific work and one scientific supervisor. Upon justification, the number of participants may be increased.

3.2 The project supervisor of the scientific work can be a scientific-pedagogical (scientific) employee (doctoral student) who works at their main place of work (studies) at KhAI and at the time of submitting the scientific work project to the Competition meets the following requirements:

- a doctoral student or Doctor of Sciences, aged no more than 39 full years;

- a Candidate of Sciences, aged no more than 34 full years.

3.3 The composition of the executors of the scientific work includes students, postgraduate students, scientific and scientific-pedagogical employees and other researchers aged no more than 34 full years, as well as doctoral students or Doctors of Sciences aged no more than 39 full years.

4. Requirements for the Authors' Collective of Works

4.1 Independently prepared projects of scientific works of young scientists' collectives from certain fields of knowledge, specialties (specializations) are submitted to the Competition. Scientific works must be exploratory in nature and must not be winners of other competitions.

4.2 Projects of scientific works of young scientists' collectives that are a thematic continuation of works submitted to the Competition in previous years are considered provided they contain no more than 25% of scientific material from the previous work.

4.3 Projects of scientific works are evaluated based on the results of scientific and scientific-technical expertise according to the following requirements:

- the subject matter of the work must necessarily relate to the aerospace industry;

- compliance of tasks with the needs of the economy, society, and national security of the country, development of technologies, production, and innovative entrepreneurship;

- compliance of the subject matter with priority areas of science and technology development defined in the Law of Ukraine «On Priority Areas of Science and Technology Development», and trends of global scientific and technical development;

- substantiation of expected scientific and scientific-applied results based on a comparative analysis of existing samples of scientific products, their scientific novelty, competitiveness, and practical value;

- availability of necessary personnel support and material-technical base for the qualitative implementation of the purpose and tasks of the project;

- substantiation of the potentially necessary volume of project funding, balance of the financial support structure for solving certain tasks. Potential funding is necessary for assessing the reality of the project in the future.

4.4 Projects of scientific works:

- are formatted according to the model determined by the Rector's order;

- are submitted printed in three copies to the RD and sent to the email address of the RD of KhAI;

- are carried out in the Ukrainian language;

4.5 Projects of scientific works submitted in violation of the requirements of this section or those not related to the aerospace industry are not allowed to participate in the Competition and, by decision of the competition commission, are removed from consideration.

5. Conducting the Competition

5.1 The Competition is held in three stages:

- first stage - submission of scientific work projects;

- second stage - conducting expertise of scientific work projects;

- third stage - conducting the final presentation of scientific work projects.

5.2 To organize and conduct the Competition at KhAI, a competition commission is created, the personal composition of which is approved by the order of the Rector of KhAI. The competition commission includes scientific, scientific-pedagogical employees of KhAI, representatives of higher education institutions, scientific institutions, enterprises, public organizations, etc. (with consent and on a public basis). The Rector is appointed as the chairman of the competition commission, and the Vice-Rector for Scientific Work as the deputy.

5.3 After reviewing the projects and hearing their presentations, a rating list of scientific works (hereinafter - rating list) is formed.

5.4 If signs of academic plagiarism are detected during the review of a scientific work project, the competition commission separately considers this issue and by its decision:

- confirms the fact of academic plagiarism and removes the respective scientific work project from the Competition with notification of the participant about this fact;

- does not confirm the fact of academic plagiarism and allows the respective scientific work project to further participate in the Competition.

5.5 Based on the results of expert assessments and after the heard reports, the commission makes a decision regarding the determination of scientific work projects. The decision of the competition commission is made by a majority of its approved composition. With an equal number of votes of the members of the competition commission, the vote of the chairman is decisive.

5.6 Information about the date of the presentation of scientific work projects, lists of those invited to participate in the presentation and their scientific work projects, reviews of all scientific work projects submitted to the Competition (without data about the reviewer), the rating list is published on the KhAI website no later than two weeks before the presentation.

5.7 The RD of KhAI maintains a register of scientific work projects in order to eliminate the possibility of their repeated submission to the Competition.

5.8 Documentation on conducting the Competition is stored in KhAI for three years.

6. Submission and Consideration of Appeals

6.1 To ensure the objective conduct of the Competition, an appeals commission is created at KhAI (with consent and on a public basis), the number and composition of which is approved by the order of the Rector of KhAI. The chairman of the commission is the head of the RD of KhAI.

6.2 Members of the appeals commission are appointed by the Rector of KhAI.

6.3 Participants of the Competition can submit a written application to the appeals commission within five calendar days after the publication of the rating list regarding the non-objective evaluation of their scientific work project.

6.4 The appeals commission within three working days from the day of receipt of the application makes a decision, which is recorded in the protocol of the meeting of the appeals commission of the Competition, and provides it to the applicant.

6.5 Interference of third parties in the procedure of conducting the Competition and consideration of appeals is prohibited.

7. Determination and Awarding of Competition Winners

7.1 After conducting the final presentation of scientific work projects, the competition commission summarizes the results of the Competition and makes a decision on determining the winners, which is recorded in the protocol of the meeting of the competition commission. The scientific collective that did not participate in the final presentation of competitive works cannot be a winner.

7.2 Diplomas of the Competition winners are issued by KhAI. In case of loss, the diploma is not restored.

7.3 The list of winners is approved by the order of the Rector of KhAI and entered into the statistical certificate.
