1. General Provisions
1.1 The Center for Quality of Education, Licensing and Accreditation, abbreviated as (name – CQELA) (hereinafter referred to as the Center), is a permanently operating structural unit of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University). It has been developed in accordance with the instruction «Procedure for Drafting Regulations on Structural Units» QMS KhAI-VK-RI/001:2015, the University Statute, and regulates the general managerial, economic, and legal foundations of the Center's functioning, its structure, tasks, functions, rights, management competencies, responsibilities, and interaction with other structural units of the University.
1.2 The Center is a structural unit of the University and reports directly to the Rector of the University. Operational management of the Center's work is directly carried out by the Vice-Rector for Academic and Pedagogical Work of the University.
1.3 In its activities, the Center is guided by the current legislation of Ukraine, in particular the Laws of Ukraine «On Education», «On Higher Education», «On Scientific and Scientific-Technical Activities» and other regulatory acts governing educational and scientific activities in Ukraine and at the University, as well as these Regulations.
1.4 The Center is established, reorganized, or liquidated by order of the University Rector. Termination of the Center's activities is carried out through its liquidation or reorganization. During reorganization, all documentation of the Center must be timely transferred for safekeeping to the legal successor, and during liquidation – to the University Archive.
1.5 The purpose of the Center is to introduce and ensure the education quality system in accordance with national standards and international recommendations, ensuring a high level of educational activity quality that meets the expectations of students, employers, and society.
1.6 The Center may attract additional resources (grants, projects) to implement its activities.
1.7 Basic principles of the Center's activities:
- transparency: openness of processes and procedures for ensuring education quality;
- objectivity: independence and impartiality of the evaluation of educational activities;
- systematicity: continuous improvement and integration of all education quality assurance processes;
- student-centrism: taking into account the interests and needs of students;
- responsibility: ensuring the compliance of educational activities with quality standards.
1.8 The Center is a key coordinator of activities regarding education quality, licensing, and accreditation at the University. It cooperates with national and international institutions, organizations, and accreditation agencies to achieve its goals.
1.9 Management of the Center is carried out by the Director.
2. Main Tasks of the Center
2.1 Ensuring the compliance of educational programs with state standards of higher education:
- analysis of educational programs for compliance with current state standards and licensed requirements;
- preparation of conclusions regarding the compliance of the structure and content of educational programs with the requirements of the Ministry of Education and Science of Ukraine (hereinafter referred to as the MES of Ukraine);
- facilitation of the development of new educational programs taking into account requirements and global trends.
2.2 Monitoring education quality and periodic review of educational programs:
- organization of regular monitoring of the educational process, including surveys of students, teachers, graduates, and employers;
- analysis of the obtained data to identify shortcomings in educational programs and proposals for their improvement;
- coordination of the work of educational program guarantors regarding the periodic updating of program content taking into account trends in the development of science and specialty, the labor market, and innovations;
- conducting monitoring and analysis of education quality using modern information technologies.
2.3 Organization of preparation for licensing and accreditation of educational programs:
- preparation of documents and organization of the licensing process for new specialties and educational programs;
- preparation for the accreditation of educational programs in accordance with the requirements of the MES of Ukraine, the National Agency for Higher Education Quality Assurance (hereinafter referred to as the NA), and international standards;
- consulting departments and dean's offices regarding the initiation and implementation of educational activities (licensing procedure) for certain types at the higher education level;
- consulting departments and dean's offices regarding the preparation of information on self-evaluation of educational programs;
- organization of visits and cooperation with licensing commissions of the MES of Ukraine, accreditation commissions of the NA, and international accreditation agencies;
- implementation of recommendations received based on the results of accreditation expert reviews.
2.4 Development of recommendations for improving education quality:
- conducting an analysis of student learning outcomes and determining ways to increase their effectiveness;
- development of methodological recommendations for teachers, guarantors, and departments on improving educational materials;
- participation in shaping the university's policy on education quality assurance;
- creation, implementation, and improvement of the internal education quality assurance system.
2.5 Implementation of innovative methods of organizing the educational process:
- analysis of modern educational trends and innovations for integration into the educational process;
- facilitation of the introduction of digital technologies and distance learning tools;
- supporting teachers in the development of interactive educational materials and the use of modern pedagogical methods;

- implementation of analytical tools for collecting and processing information on the results of the educational process.
2.6 Supporting the principles of academic integrity:
- development and implementation of policies and procedures for ensuring academic integrity;
- organization of information campaigns for students and teachers about the importance of adhering to the principles of integrity;
- monitoring and analysis of cases of academic plagiarism or other violations with the subsequent development of recommendations for their prevention.
2.7 Ensuring the competitiveness of educational programs:
- study and implementation of international standards for education quality assurance;
- expansion of cooperation with international partners for the accreditation of educational programs at the international level;
- support for the processes of recognition of University diplomas abroad;
- promotion of the realization of the right to work for students and graduates;
- promotion of internships for students and ensuring coordination of actions with central and local authorities, employment services, enterprises, institutions, and organizations regarding the alignment of the real needs of the labor market and the market of educational services;
- organization of scientific and methodological support for the educational process in the field of postgraduate education for the qualitative and timely resolution of the University's educational tasks;
- carrying out promotional work among school students and students of vocational and technical educational institutions of I-II accreditation levels.
2.8 Development of a quality assurance culture at the University:
- educational, methodological, and organizational support of the educational process for preparing Ukrainian citizens for admission to the University;
- conducting trainings and seminars for teachers and administrative staff on the basics of quality assurance;
- promotion of the formation of an interaction environment focused on the continuous improvement of the educational process;
- popularization of the ideas of student-centrism as a key principle of education quality assurance;
- organization and coordination of the educational process, establishing a close relationship between the student community and the university administration through active cooperation with student self-government bodies;
- coordination of the efforts of the University's pedagogical staff, parent community, and public organizations to increase the effectiveness of the educational process;
- organization and coordination of the educational process, establishing a close relationship between the student community and group curators and deputy deans of faculties.
3. Functions of the Center
3.1 Consultative support to structural units on education quality issues.
3.2 Evaluation of educational programs in terms of their compliance with NA requirements, state standards, and labor market needs. Preparation of materials for licensing and accreditation.
3.3 Analysis of student learning outcomes and formation of reports and recommendations.
3.4 Conducting surveys of students and teachers regarding the quality of the educational process.
3.5 Analytical support and information provision of the educational process, as well as the development and maintenance of the University's information and analytical space.
3.6 Analysis of the compliance of the departments' scientific and pedagogical personnel with licensing requirements. Preparation of reporting documentation.
3.7 Implementation of distance technologies in the University's educational process.
3.8 Monitoring compliance with academic integrity requirements, developing internal regulations and instructions for ensuring education quality, and participating in shaping the university's policy on integration into the European Higher Education Area.
3.9 Administration, modification, adaptation, and refactoring of databases of automated systems.
3.10 Promoting employment of graduates and temporary employment of University students, adaptation of graduates to practical activities, establishing and maintaining links with potential employers, conducting events that contribute to the successful employment of University students and graduates, carrying out advisory activities on issues of temporary employment of students and employment of University graduates, informing students and graduates about open vacancies.
3.11 Introduction of new approaches, forms, and methods of education aimed at the development of student personality, formation of patriotic values, support for student self-government initiatives, and organization of cultural and educational activities.
3.12 Planning, control, and analysis of career guidance work, conducting pre-university training, implementation of marketing strategies, provision of information materials, accounting of applicants, and preparation of reporting to increase the efficiency of attracting applicants.
3.13 Organization and provision of training, certification, retraining, and advanced training of specialists aimed at improving professional competencies in accordance with modern requirements of the labor market and educational standards.
4. Structure of the Center
The Center includes the following units:
- Department of Education Quality, Analytics, and Methodological Support, which consists of working groups: licensing and accreditation, analytics, methodological support;
- Department of Distance Educational Technologies;
- Department of Educational and Upbringing Work;
- Department for Promoting Student and Graduate Employment;
- Department of Pre-University Education;
- Department of Postgraduate Education.
Departments and groups perform specific tasks aimed at implementing the functions of the Center and report to the Director of the Center. To perform short-term or specialized tasks, temporary working groups may be created with the involvement of specialists from other University units or external experts.
5. Rights and Responsibilities
5.1 The rights and responsibilities of the Center are exercised through the rights and responsibilities of the Director of the Center and its staff members.
5.2 The Director of the Center is vested with the following rights and responsibilities:
- to organize and supervise the activities of the Center in accordance with the assigned tasks;
- to represent the Center at meetings of the Academic Council, working groups, and external meetings on issues within their competence;
- to distribute duties among the staff members of the Center;
- to submit proposals to the University management on improving the work of the Center;
- to develop instructions, regulations, and other regulatory documents of the University;
- to request information and materials from the structural units of the University necessary to perform the functions assigned to the Center;
- to engage experts and specialists for work;
- to submit proposals for improving the educational process;
- to initiate the creation of temporary working groups to solve complex tasks in education quality assurance;
- to demand the elimination of identified shortcomings in the organization of the educational process in accordance with the recommendations of the Center;
- to submit proposals for professional development of University staff in the field of education quality assurance.
5.3 The rights and responsibilities of the Center's staff are determined by the current legislation of Ukraine, the University Statute, the Internal Regulations of the University, and relevant job descriptions.
6. Liability
6.1 The Director is responsible for the qualitative and timely execution of the tasks and functions assigned to the Center.
6.2 The degree of liability of other staff members is established by job descriptions.
7. Interaction with Other Structural Units
The Center cooperates with dean's offices, departments, student self-government bodies, the primary student trade union organization, and other structural units of the University in accordance with its activities.
8. Final Provisions
8.1 The Regulations on the Center are agreed upon with the Vice-Rector for Academic and Pedagogical Work, the heads of departments that are part of the Center, and the Head of the Legal Department.
8.2 The Regulations on्ट the Center are approved at a meeting of the Academic Council and enacted by the order of the University Rector.
8.3 Amendments and/or additions to these Regulations shall be made in the manner established for their adoption.
