1. General Provisions
1.1 These Regulations on the Center for Innovation Development, International Scientific, Technical, and Educational Cooperation (hereinafter referred to as the CDI) of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the Laws of Ukraine «On Education» dated September 5, 2017 No. 2145-VIII (as amended), «On Higher Education» dated July 1, 2014 No. 1556-VII, the Regulations «On the Organization of Scientific and Scientific-Technical Activities in Higher Educational Institutions of III and IV Accreditation Levels» approved by the Order of the Ministry of Education and Science of Ukraine dated June 1, 2006 No. 422, and the University Statute (hereinafter referred to as the Statute). These Regulations govern the general managerial, economic, and legal principles of the CDI's operation.
1.2 The CDI is a structural unit of the University and reports directly to the Rector of the University. Current operational management of the CDI's activities shall be carried out by the Assistant to the Rector for Innovation Activities.
1.3 The CDI is established, reorganized, or liquidated by an order of the Rector upon the decision of the University Academic Council. Termination of the CDI's activities is carried out through its liquidation or reorganization. Upon reorganization, all documentation of the CDI regarding its main types of activities must be promptly transferred for safekeeping to the legal successor, and upon liquidation – to the University Archive.
1.4 The activities of the CDI are organized and conducted in accordance with the requirements of the current legislation of Ukraine, the University Statute, the Collective Agreement, the Internal Labor Regulations of the University, orders and directives of the Rector, decisions of the University Academic Council, and these Regulations.
1.5 Control and verification of the CDI's activities are carried out in the manner determined by the legislation of Ukraine and current regulatory acts.
1.6 Management of the CDI is exercised by the Director, who is appointed by an order of the Rector.
2. Main Tasks
2.1 The main purpose of the CDI's activities is to support, develop, and commercialize the results of innovative scientific and technical projects, develop international scientific, technical, and educational cooperation, and implement programs for the technical modernization of the University.
2.2 In accordance with its purpose, the CDI fulfills the following main tasks:
– developing proposals and projects for the prospective development of the University regarding educational, scientific, production, and other activities, as well as the material and technical base;
– implementing and coordinating measures to expand sources of extra-budgetary funding and obtain technical assistance;
– coordinating the work of the «Innovation Office» system;
– coordinating the work of the technology transfer system;
– coordinating the work of the «Business Incubator» system and ensuring the creation and development of startup companies based on technical developments and commercial ideas;
– coordinating work on creating an infrastructure to support the startup movement based on University units;
– coordinating the work of «open laboratories» and the system for providing paid technical services;
– promoting the development of cooperation with enterprises, organizations, and institutions on implementing a two-way communication system in order to update educational programs, research topics, receive requests for technical developments to solve current tasks of enterprises, bring scientific research results to a practical outcome and commercialization, etc.;
– organizing professional development events for scientific and academic-pedagogical staff based on domestic and foreign partner enterprises and higher education institutions, organizing student internships, and promoting the development and introduction of new learning technologies and knowledge control, the use of technical teaching aids, and information and communication technologies.
3. Functions
To achieve its purpose, the CDI performs the following functions:
3.1 Participation in the preparation of prospective development projects for the University regarding educational, scientific, production, and other activities, as well as the material and technical base.
3.2 Collection, systematization, and analysis of statistical data characterizing the efficiency of the University's activities in areas of work corresponding to the tasks of the CDI.
3.3 Implementation and coordination of measures to expand sources of extra-budgetary funding.
3.4 Coordination of processes for obtaining technical assistance from donor organizations, institutions, national and international funds, grant programs, etc.
3.5 Coordination of the work of the «Innovation Office» system as a comprehensive system for supporting and developing innovations at the University and partner companies, including through the attraction of external investments:
– informational support for projects (market analysis, commercial attractiveness of the product, assistance in preparing a business plan, product advertising);
– organizational support for the project (search for partners for additional research, product refinement, organization of production, organization of sales: industrial enterprises, research institutes, commercial companies, independent specialists in Ukraine, the EU, the USA, Canada, the Asia-Pacific region, etc.);
– technical support for the project (organization of additional research, testing, production of a pilot or commercial sample based on University units);
– financial support (search for investors): ensuring the implementation of investment-attractive projects by involving investors, production and commercial partners from the EU, the USA, Canada, CIS countries, etc.
3.6 Coordination of the technology transfer system work (including the sale of patents, licenses, technologies, developments, innovative projects, consulting services, commercialization services for scientific activities, business incubator services, etc.):
– promoting the dissemination of information about the University's developments;
– creating a two-way communication system with enterprises, commercial firms, and technology parks in Ukraine and abroad;
– establishing contacts with representatives of companies (enterprises);
– creating a system of online access to the database and online consulting services for representatives of any enterprises and organizations, etc.
3.7 Coordination of the «Business Incubator» system work and ensuring the creation and development of startup companies based on technical developments and commercial ideas of both University staff and external organizations and individuals:
– assistance in enterprise registration (the University can be a co-founder of the newly created enterprise on an equal footing with the technology developers);
– organizing the provision of legal and accounting support at minimal rates for the enterprise;
– provision of a «single office» (office space with a secretariat serving all newly established enterprises at once);
– assistance in providing production premises and equipment (in accordance with agreements with the University), etc.
3.8 Coordination of work on creating an infrastructure to support the startup movement based on University units (infrastructural, technical, legal, and accounting support).
3.9 Coordination of the work of «open laboratories» and the system for providing paid technical services (provision of technical consultations, conducting research and experiments, use of equipment, technical tools, and devices by external organizations and individuals on a contractual (paid) basis). Creation, in the manner established by legislation, of CDI laboratories in order to implement the tasks of the CDI. The commencement of work of the CDI laboratories shall be preceded by the issuance of a relevant order at the University.
3.10 Coordination of cooperation with enterprises, organizations, and institutions on implementing a two-way communication system in order to update educational programs, research topics, receive requests for technical developments to solve current tasks of enterprises, etc.
3.11 Coordination of cooperation with enterprises, organizations, institutions, and individuals on the development, practical implementation, and commercialization of research results, and the implementation of joint innovative projects.
3.12 Promoting the development of prospective forms of cooperation with educational institutions and research institutions in Ukraine and abroad.
3.13 Analysis and improvement of international cooperation in the field of technology transfer and implementation of innovative projects, grants, scientific and technical cooperation programs, educational programs, internships, etc.
3.14 Organization of participation in international scientific and technical programs and competitions of international scientific funds.
3.15 Organization of exhibitions-fairs, conferences, and competitions within the framework of the unit's tasks.
3.16 Organization of professional development events for scientific and academic-pedagogical staff based on Ukrainian and foreign partner enterprises and higher education institutions, including through international grants and programs.
3.17 Promoting the development and implementation of new learning technologies and knowledge control, the use of technical teaching aids and information and communication technologies.
3.18 Developing proposals on changing the structure, liquidating and creating structural units of the University, and initiating new educational programs, specialties, and specializations.
3.19 Promoting the University's participation in domestic and international rankings of higher education institutions.
3.20 Promoting activities regarding the inclusion of the University's periodical publications in international scientometric databases.
3.21 Promoting the engagement of young scientists and students of the University in international projects and programs.
3.22 Preparing reporting information on various issues of the CDI's scientific and technical activities.
3.23 Interacting with scientific and educational units of the University, the Council of Young Scientists, student self-government bodies, and the primary trade union organization of students, graduate students, and doctoral students.
4. Rights and Responsibilities
4.1 The rights and responsibilities of the CDI are exercised through the rights and responsibilities of its Director and staff members.
4.2 The Director of the CDI has the right and is obliged to:
– issue orders regarding the activities of the CDI, which are mandatory for all CDI staff members and may be revoked by the University Rector if they contradict the legislation, the University Statute, or harm the interests of the University;
– submit proposals to the University management and the University Academic Council on improving the planning and organization of the CDI's work;
– receive materials from the structural units of the University necessary to perform the functions assigned to the CDI;
– organize meetings on the work of the CDI and its units;
– submit, in accordance with current regulatory documents, in particular the University Statute, Internal Labor Regulations, and the Collective Agreement, petitions regarding the rewarding of CDI staff members or the application of disciplinary or public influence measures, as well as the application of other measures provided for by current legislation and the University Internal Labor Regulations;
– demand that all CDI staff members comply with the University Internal Labor Regulations, job descriptions, employment contracts, and these Regulations;
– petition the University administration regarding the modernization of equipment and the outfitting of CDI laboratories with modern technical teaching aids and computer equipment.
5. Management
5.1 Management of the CDI is exercised by the Director. A person who has full higher education (Master's or Specialist degree) and work experience in this field of at least two years for a Master's degree and at least three years for a Specialist degree is appointed to the position of CDI Director.
5.2 The Director of the CDI may delegate part of their powers to a deputy or other staff members of the CDI.
5.3 The Director of the CDI may be dismissed from office on the grounds determined by labor legislation, as well as for violating the University Statute or job description requirements. The decision to dismiss the Director of the CDI is made by the University Rector.
5.4 The Director of the CDI:
– submits proposals to the Assistant to the Rector for Innovation Activities regarding the distribution of functional duties among CDI staff members, as well as their appointment, dismissal, rewarding, or imposition of penalties;
– coordinates the work of CDI employees regarding the tasks assigned to them, and is responsible for their full and timely execution;
– resolves current issues of the CDI's activities;
– organizes the material and technical support for the CDI's activities;
– reports to the Assistant to the Rector for Innovation Activities on the results of their activities;
– signs and visas documents in accordance with granted powers;
– controls the development, implementation, functioning, and improvement of quality management system processes regarding the activities of the CDI.
6. Liability
6.1 The liability of the CDI is exercised through the liability of its Director and staff members. At the same time, the liability of each employee is individual, depending on the job duties assigned to them, and is defined by the respective job description and the University's Internal Labor Regulations.
7. Interaction with Other Structural Units
To fulfill its functions and tasks, the CDI may, in the established manner:
7.1 Receive or provide information related to its competence to other structural units of the University.
7.2 Initiate and participate in joint events, and interact within its competence with other structural units of the University, companies, higher education institutions, international organizations, and state institutions in accordance with organizational and administrative documents, normative documents, the University Statute, and the current legislation of Ukraine.
8. Final Provisions
8.1 The Regulations on the CDI are agreed upon by the Vice-Rector for Scientific Work, the Head of the Human Resources Department, and the Leading Legal Advisor of the University.
8.2 The Regulations on the CDI are approved by the Academic Council of the University and enacted by the order of the University Rector.
8.3 Amendments and/or additions to these Regulations shall be made in the manner established for their adoption.
