1. General Provisions
1.1. Regulations on the Center of Cossack Education and National-Patriotic Upbringing (hereinafter referred to as the Regulations) were developed in accordance with the current legislation of Ukraine, the Statute of National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University), the Regulations on the Educational and Cultural Work Department (QMS KhAI-EDAD-QAO-R/004:2025), and other regulatory and non-regulatory acts of the University governing patriotic upbringing and the organization of extracurricular work with higher education applicants.
1.2. The Center of Cossack Education and National-Patriotic Upbringing (hereinafter referred to as the Center) of the University is established and operates on the principles of legality, humanism, patriotism, commonality of interests and equality of rights of participants, publicity, voluntariness, self-government, and lack of financial interest.
1.3. The Center is a permanent university public educational entity established and operating within the University. Coordination of the Center's activities is carried out by the Educational and Cultural Work Department of the Center for Education Quality, Licensing and Accreditation (hereinafter referred to as the Educational and Cultural Work Department of QAO) in accordance with these Regulations, the University Statute, and the current legislation of Ukraine.
1.4. In the course of its activity, the Center cooperates with state authorities and local self-government bodies, public organizations, other legal entities and individuals, as well as structural units of the University.
1.5. The objective of the Center's activities is:
- fostering a sense of pride in the Ukrainian state among higher education applicants;
- building devotion and loyalty to the Ukrainian people, readiness to defend Ukraine, and ensuring its sovereignty, territorial integrity, and inviolability;
- attracting prospective applicants motivated to obtain higher education at the University who share the principles and values of the Ukrainian Cossacks;
- promoting the development of scientific and educational activities, as well as the revival and enhancement of the traditions of the Ukrainian Cossacks at the University.
1.6. The main tasks of the Center include:
- developing and implementing a strategy for national-patriotic upbringing among higher education applicants;
- cooperating through the development and provision of scientific and methodical assistance to Ukrainian museums and other cultural and educational institutions to popularize the history, culture, and traditions of the Ukrainian Cossacks;
- participating in festivals, competitions, and other events of Cossack creativity;
- researching the processes of revival and modern development of the Ukrainian Cossacks;
- ensuring wide popularization of the Cossack idea through mass media and Internet resources;
- promoting the development and popularization of sports based on Cossack traditions, and participating in sports competitions;
- developing international tourism, cultural exchange, and cooperation with international public and environmental organizations and the Ukrainian diaspora to popularize the history and modern development of the Ukrainian Cossacks.
2. Membership in the Center
2.1. Any descendant of a Ukrainian Cossack lineage, as well as citizens of Ukraine, citizens of other countries, or stateless persons who have reached 16 years of age, including higher education applicants, academic staff, and other employees of the University who share the goals and tasks of the Center, actively participate in its activities, and permanently reside in Kharkiv Oblast, have the right to be a member of the Center (full Cossack or Berehynia). Prospective applicants motivated to obtain higher education at the University, who share the principles and values of the Ukrainian Cossacks, recognize these Regulations, and undertake to fulfill the decisions of the Center's governing bodies, may also become members of the Center.
2.2. Membership in the Center is registered. Each member of the Center is issued an ID card of an established model. Admission to membership in the Center is carried out on the basis of a candidate's personal written application.
The activities of the Center's members are carried out on a voluntary, public basis.
2.3. Termination of membership in the Center may be carried out by resignation or expulsion. Any person has the right to voluntarily terminate their membership in the Center at any time by submitting an application; in this case, membership in the Center ceases on the day such application is submitted and does not require additional decisions. Termination of membership in the Center through expulsion in case of systematic non-fulfillment of member duties, violation of the requirements of these Regulations, or breach of ethical conduct norms is carried out by a reasoned decision of the Cossack Council, approved by the General Meeting of the Center's members. From the day membership in the Center ceases, the member's tenure in any elective positions in the Center is terminated.
2.5. Lists of new (admitted) and departed members of the Center are approved by the General Meeting of the Center's members.
3. Rights and Duties of Members of the Center
3.1. Members of the Center have the right to:
- participate in all events, programs, and projects of the Center;
- submit proposals regarding the planning and improvement of the Center's activities;
- elect and be elected to the governing bodies of the Center, and participate in the management of the Center in accordance with these Regulations;
- receive organizational, methodical, and information support;
- represent the Center at university, national, and international events as instructed by the leadership of the Center;
- address the governing bodies of the Center to protect their legal rights and interests;
- withdraw from membership in the Center at their own request.
3.2. Members of the Center are obliged to:
- comply with the requirements of the Statute, Internal Rules of the University, as well as the requirements of these Regulations and decisions of the Center's governing bodies;
- actively contribute to the implementation of the goal and tasks of the Center;
- adhere to the principles of patriotism, academic integrity, and ethical conduct;
- comply with the requirements of these Regulations, execute decisions of governing bodies, and participate in the activities of the Center;
- preserve the property and reputation of the University and the Center;
- participate in the activities of the Center according to their capabilities;
- provide assistance to internal affairs bodies in maintaining public order and public safety, and in preventing administrative offenses and crimes;
- preserve and develop progressive Ukrainian Cossack customs and traditions, protect the honor and dignity of the Cossack name, strengthen the unity of Ukrainian Cossacks, engage in socially beneficial activity for Ukraine and the Ukrainian people, produce material and spiritual values, and adhere to the principles and norms of Christian morality, Cossack ethics, and etiquette.
4. Leadership and Management Bodies of the Center
4.1. The management bodies of the Center are:
- General Meeting of the Center's members;
- Cossack Council of the Center;
- Chief Otaman of the Center.
4.2. The supreme management body of the Center is the General Meeting of the Center's members, which exercises its powers in accordance with these Regulations.
The General Meeting of the Center's members is convened by the Cossack Council of the Center at least once a year. By decision of the Cossack Council of the Center, the General Meeting may be held remotely or in a hybrid format using Internet communication tools.
Decisions of the General Meeting of the Center's members are adopted by open vote and recorded in minutes, which are signed by authorized persons no later than the day following the meeting. Each member of the Center has one vote. Transfer of voting rights is not permitted.
4.3. An Extraordinary General Meeting of the Center's members is convened by the Cossack Council of the Center within a one-month period upon request of:
- at least 30 percent of the Center's members;
- the Cossack Council of the Center.
4.4. The exclusive competence of the General Meeting of the Center's members includes:
- determining the main directions of the Center's activities;
- approving the draft of the updated Regulations on the Center, and introducing amendments and additions to it for consideration and approval by the Academic Council of the University;
- electing and re-electing the Chief Otaman of the Center and members of the Cossack Council of the Center;
- hearing and approving reports of the Chief Otaman of the Center and the Cossack Council of the Center;
- approving lists of persons admitted to membership in the Center, and those whose membership has been terminated;
- considering appeals against decisions of the Cossack Council of the Center regarding expulsion from membership in the Center;
- resolving other issues of the Center's activity that do not fall under the competence of other management bodies.
4.5. The General Meeting of the Center's members is considered quorate if at least two-thirds of the total number of the Center's members participate in its work. A decision of the General Meeting is considered adopted if a majority of the present members of the Center vote in favor.
4.6. The executive body of the Center is the Cossack Council of the Center, consisting of 15 members, headed by the Chief Otaman of the Center.
The Chief Otaman of the Center and members of the Cossack Council of the Center are elected by the General Meeting of the Center's members for a term of one year.
The Cossack Council of the Center is accountable to the General Meeting of the Center's members and ensures the execution of its decisions.
Meetings of the Cossack Council of the Center are held at least once a month. Decisions are adopted by a simple majority of votes of the Council members present. In the event of an equal vote split, the vote of the Chief Otaman of the Center is decisive. Decisions of the Cossack Council of the Center are recorded in relevant minutes. The Cossack Council of the Center is accountable to the General Meeting of the Center's members and organizes the execution of its decisions.
The Cossack Council of the Center acts on behalf of the Center within the powers defined by these Regulations, and may include in its structure the Council of Otamans, the Center Headquarters, the Council of Berehynias, and the Council of Elders. If necessary, other advisory or working bodies, working groups, sections, etc., may be formed, the procedure for whose activities is determined by separate decisions of the Cossack Council of the Center. Primary units of national-patriotic, military-spiritual activity of the Center may include: zastava, roi, detachment (chota), sotnia, and kurin.
4.7. Members of the Cossack Council of the Center exercise their powers on a public basis and do not receive a salary for their activities within the Council.
4.8. The Chief Otaman of the Center exercises current leadership of the Center's activities, heads the Cossack Council of the Center, and acts on behalf of the Center within the powers defined by these Regulations and decisions of the General Meeting.
The Chief Otaman of the Center:
- represents the Center in relations with state authorities, local self-government bodies, the University administration, public, and other organizations;
- organizes the execution of decisions of the General Meeting and the Cossack Council of the Center;
- issues assignments to members of the Cossack Council of the Center;
- ensures the maintenance of the Center's documentation and reporting;
- resolves other issues of the Center's activity within their competence.
5. Interaction Procedure of the Center
5.1. The Center conducts its activities in close cooperation with the Educational and Cultural Work Department of QAO and other structural units of the University.
5.2. Within its capabilities and upon proposals of the Educational and Cultural Work Department of QAO, the University may facilitate the activities of the Center by providing it with temporary use of necessary resources (premises, communications, office equipment, etc.).
5.3. The Center's interaction with state authorities, local self-government bodies, public, cultural, sports, and international organizations is carried out in accordance with the current legislation of Ukraine and concluded cooperation agreements.
5.4. The Center may initiate and implement joint projects, programs, scientific and practical events, conferences, round tables, training, and cultural-educational events.
6. Termination of the Center's Activity
6.1. The activity of the Center is terminated in the case of:
- adoption of a corresponding decision by the General Meeting of the Center's members;
- adoption of a decision by the Academic Council of the University;
- reorganization or liquidation of the University;
- other grounds provided for by the current legislation of Ukraine.
6.2. The decision to terminate the activity of the Center on the initiative of its members is adopted by the General Meeting of the Center's members by at least two-thirds of the votes of the total number of the Center's members and submitted for approval to the Academic Council of the University.
The decision to terminate the activity of the Center on the initiative of the University is adopted by the Academic Council of the University, taking into account a reasoned submission from the Educational and Cultural Work Department of QAO or another authorized structural unit.
6.3. In the event of termination of the Center's activity:
- its activity is considered completed from the date of adoption of the corresponding decision by the Academic Council of the University;
- property, equipment, and material assets used by the Center and held on the balance sheet of the University are transferred to the relevant structural units of the University;
- documentation of the Center is transferred to the Educational and Cultural Work Department of QAO for storage in accordance with the established procedure.
7. Final Provisions
7.1. The Regulations are developed by the Head of the Educational and Cultural Work Department of QAO, coordinated with the Director of the Center for Education Quality, Licensing and Accreditation, the Head of the Legal Department, and the Vice-Rector for Academic Work of the University. The Regulations are approved by the Academic Council of the University and enacted by order of the Rector.
7.2. Amendments and additions to these Regulations are introduced by decision of the Academic Council of the University in accordance with the procedure established by the current legislation of Ukraine and the Statute of the University.
7.3. Issues not regulated by these Regulations are resolved in accordance with the current legislation of Ukraine, the Statute of the University, decisions of the Academic Council, and orders of the Rector of the University.
