Regulations on the Center for Collective Use of Scientific Equipment

1. General Provisions

1.1. The Center for Collective Use of Scientific Equipment "Creation and Research of Aerospace Objects and Systems" (hereinafter – the Center) was established in accordance with the Order of the Ministry of Education and Science of Ukraine dated April 12, 2019, No. 475 "On the Establishment of Centers for Collective Use of Scientific Equipment" (hereinafter – the MES Order) and is a structural unit of the Research Department of the National Aerospace University "Kharkiv Aviation Institute" (hereinafter – the University). Full name in Ukrainian – Центр колективного користування науковим обладнанням «Створення та дослідження аерокосмічних об’єктів та систем». Abbreviation – ЦКК «Аерокосмічні системи». Full name in English – Center for the collective use of scientific equipment «Creation and research of aerospace objects and systems». Abbreviation in English – CCU «Aerospace systems». The Center is not a legal entity. The Center may have a logo and letterheads with its own name.

1.2. These Regulations are drawn up to establish the procedure for creation, define the purpose of the Center's activities, its tasks, functions, the procedure for organizing its work, determine its structure, the procedure for interaction with other higher education institutions and scientific organizations, in particular those defined by the Order of the Ministry of Education and Science of Ukraine, and university departments, relevant rights and responsibilities, etc.

1.3. These Regulations are posted on the official website of the University.

1.4. The main goal of the Center's activity is to ensure the global competitiveness of the domestic aviation and space industry and the equal participation of Ukrainian scientists in international research programs by modernizing and sustainably developing Ukraine's unique research base for conducting scientific research and development of aerospace technology at the level of the best world standards.

1.5. In its activities, the Center is guided by the current legislation of Ukraine, the regulatory framework of the national and university levels, these Regulations, orders, and instructions of the relevant officials. The Center's activities are conducted based on the requirements of the Law of Ukraine "On Scientific and Scientific-Technical Activity" and the Resolution of the Cabinet of Ministers of Ukraine, which approved the "List of paid services that may be provided by educational institutions, other organizations, and institutions of the education system belonging to state and communal forms of ownership."

2. Main Tasks and Functions

2.1. The main tasks of the Center are:

- ensuring the acquisition of results of scientific research and development for the aerospace industry that have national significance and international recognition;

- increasing the level of publication of scientific research results in journals indexed by international scientometric databases such as Scopus and Web of Science Core Collection;

- facilitating the implementation of state-targeted scientific and scientific-technical programs and projects in the areas of aerospace scientific research and scientific-technical development;

- ensuring the conduct of research on aerospace objects and systems by University scientists and other higher education institutions at a modern scientific and methodological level, including the involvement of international scientific partners;

- promoting international scientific and technical cooperation;

- involving students, master's students, PhD students, and young scientists in research and development work.

2.2. In accordance with the main tasks, the functions of the Center are:

- development of intelligent computer technologies for modeling aerospace objects and systems;

- ensuring the functional safety of critical information and control systems;

- development of info-communication technologies for monitoring, observation, and control;

- performing work related to measuring the velocities of gases, liquids, and solid particles, including tasks for studying boundary layers, vortex, turbulent, subsonic, supersonic, and two-phase flows;

- diagnostics of combustion processes, injection modes, ignition phenomena, flame visualization, research on emission concentrations in tasks of studying combustion processes in aircraft and rocket engines, methods for reducing concentrations of environmentally hazardous compounds, research on technological processes in the chemical industry;

- determination of displacements and deformations on the surface of products under various types of loads, including tension, torsion, bending, and combined loading during strength tests of aircraft and rocket-space technology structures, and research on large-scale building structures;

- three-dimensional vibration analysis of structures in the aerospace industry, electronics, power engineering, design, and structural testing;

- non-destructive testing of large-scale parts made of composite materials to determine impact damage, fiber core defects, wrinkles, and other defects;

- control of the shape and position of large-scale aerospace technology parts: fuselage and wing sections of airplanes and helicopters, rocket hulls, and other mechanical engineering objects;

- determination of dynamic characteristics of precision equipment for manufacturing aerospace technology parts: accelerations, velocity, vibrations, stabilization time, resonance, and oscillation damping time for use in programming numerical control systems;

- formation of accounting for advanced aerospace-based electronic systems with the development, quality control, and diagnostics of prototype samples;

- development and research of control systems for aerospace technology objects and their individual systems;

- providing access for conducting research to scientific and pedagogical staff, as well as students at the National Aerospace University "Kharkiv Aviation Institute," and scientists from other higher education institutions specified in the MES Order of April 12, 2019, No. 475, namely: V. N. Karazin National University, State Enterprise "Yuzhnoye Design Office named after M. K. Yangel," and Ivan Kozhedub Kharkiv National Air Force University;

- providing, in accordance with the established procedure, paid services for conducting research in the areas of the Center's activities.

3. Material and Technical Base

3.1. In its activities, the Center has the right to use the material and technical base of University structural units in the established manner. In the Center's future activities, new equipment purchased or transferred for temporary use for the needs of its operation shall be assigned to it by order of the Rector.

3.2. Material and technical support of the Center is carried out at the expense of state budget and/or contract (grant) funds, basic funding of the University's scientific activities, and other funds not prohibited by current legislation.

3.3. Control over the targeted use of the Center's property is exercised by the Head of the Research Department of the University (hereinafter – the RD) and the Vice-Rector for Research of the University, and its preservation – by financially responsible persons appointed in the established manner.

4. Rights and Obligations

4.1. The rights and obligations of the Center are realized through the rights and obligations of its Head and employees.

4.2. The Head of the Center is endowed with the following rights:

- to submit proposals to the University management on issues of improving the Center's work;

- to organize the exchange of experience and facilitate the professional development of the Center's employees;

- to participate in the development and approval of draft instructions, regulations, and other regulatory documents of the University concerning the activities of the Center;

- to report to immediate management on all identified deficiencies and problems in the Center's activities;

- to represent the interests of the University on issues within the competence of the Center in the relevant institutions and organizations;

- to conduct correspondence with relevant institutions and organizations on issues related to the activities of the Center;

- to demand from University structural units the provision of materials necessary for the performance of functions assigned to the Center;

- to submit proposals for rewards for success in work and the application of disciplinary measures for violation of labor discipline and Internal Regulations by employees;

- to participate in the consideration of issues related to the work of the Center, as well as regarding the transfer or dismissal of employees.

4.3. The rights of the Center's employees are determined by the current legislation of Ukraine, the Charter, the University Internal Regulations, and relevant job descriptions.

5. Management

5.1. The Center for Collective Use of Scientific Equipment "Creation and Research of Aerospace Objects and Systems" is headed by the Head of the Center, who is appointed and dismissed from office by order of the Rector of the University upon the recommendation of the Vice-Rector for Research.

5.2. The Head of the Center may be dismissed on the grounds specified by labor legislation, as well as for violation of the University Charter in accordance with current legislation.

5.3. The Head of the Center must know the Constitution of Ukraine; the laws of Ukraine; acts of the President of Ukraine, the Verkhovna Rada of Ukraine, and the Cabinet of Ministers of Ukraine regarding the educational field; orders and instructions of the Ministry of Education and Science of Ukraine; other legislative and regulatory acts on scientific and scientific-technical activities; internal regulations, rules and norms of occupational health and safety, and fire safety.

5.4. A person who has a higher education at the educational-qualification level (Master, Specialist), a scientific degree (Doctor of Science, Candidate of Science), a scientific title (Professor, Associate Professor, Senior Researcher), and at least five years of experience in scientific or scientific-pedagogical work is appointed to the position of Head of the Center.

5.5. The Head of the Center issues instructions regarding the department's activities, which are binding on its employees and may be canceled by the senior management of the University if they contradict legislation, the Charter, or harm the interests of the University.

5.6. In their work, the Head of the Center is guided by the provisions set forth in the relevant job description.

5.7. The Head of the Center:

- coordinates the Center's activities in accordance with the legislation on scientific and scientific-technical activities;

- plans the work of the Center;

- exercises control over the work of the Center's employees;

- implements measures to improve the organizational structure of the Center;

- monitors compliance with the regulations for access to the Center's scientific equipment;

- is responsible for the formation of the web page on the University website and its update in accordance with the current state of equipment and experimental research conducted at the Center;

- controls the functioning of the electronic application form for potential users of the Center's equipment for conducting research and their coordination with other applications (to prevent overlapping research times on the same equipment).

6. Staffing

6.1. The number of Center employees and job salaries are established in accordance with the Center's funding volumes and the staffing table, which is developed by the RD taking into account the type of equipment involved and the volume of research applications and is approved in the established manner.

6.2. The functioning of the Center is ensured by its full-time scientific, engineering, and other employees working in structural units in accordance with the RD staffing table, as well as by other persons on the terms of part-time employment or by concluding civil law contracts. Full-time employees of the Center report to its Head.

6.3. The job description of the Head of the Center is developed by the Head of the RD; the job descriptions of Center employees are developed by the Head of the Center and are agreed upon (in particular with the heads of the relevant structural units) and approved in the established manner.

6.4. Scientific groups and sections may be created within the Center's structure to perform work in individual thematic areas.

7. Organization of Activity

7.1. The Center's activities are based on approved work plans, tasks of senior officials, applications (according to the approved form) from University structural units, and orders from third-party individuals and legal entities.

7.2. Conditions for access to and use of the Center's scientific equipment by representatives of the University and other higher education institutions are determined by the Regulations approved by the Rector.

8. Financial and Economic Activity

8.1. Funding for the Center's activities is carried out at the expense of the general and/or special fund of the University, including:

- University-wide funds (core activity) of the University;

- basic funding of the University's scientific activities;

- state budget research works, commercial contracts, and grants;

- funds received from legal entities and individuals for the provision of relevant paid services;

- overhead costs of the RD;

- charitable assistance from organizations, enterprises, and citizens received to support the activities of the Center;

- other sources not prohibited by current legislation.

8.2. Provision of paid services is carried out on the basis of contracts with customers, which are concluded and agreed upon in the established manner in accordance with current legislation.

8.3. The execution of contracts for the provision of paid services is accounted for in the manner established for these types of activities. In this case, expenditure estimates for the performance of work are developed by the RD according to the current regulatory base of the University.

8.4. Payment for the Center's services is carried out in non-cash form to the University's account in the established manner.

Accounting and financial operations are provided by relevant University departments in the established manner.

9. Responsibility

9.1. The Head of the Center is responsible for the high-quality and timely performance of the tasks and functions assigned by these Regulations.

9.2. The degree of responsibility of other employees is established by their job descriptions.

10. Interaction with Other Structural Units

10.1. To implement its functions and tasks, the Center may, in the established manner, receive or provide information concerning its competence, participate in initiating and implementing joint measures, and interact within its competence with other structural units of the University and its co-founders.

10.2. In performing its functions, the Center interacts:

- with faculties, departments, educational and scientific units of university departments, the administrative and economic department, and other University units in connection with the performance of functions assigned to the Center's collective and the need to provide current information on the status and prospects of activities in accordance with the procedure operating at the University;

- with its co-founders.

11. Final Provisions

11.1. The Regulations on the Center are signed by the Vice-Rector for Research and agreed upon with the Head of the HR Department and the lead legal counsel of the University.

11.2. The Regulations on the Center are approved by the Rector of the University and put into effect by his order.

11.3. Changes and/or additions to these Regulations are made in the manner established for their adoption.

11.4. The Center is reorganized or liquidated by order of the Rector of the University by decision of the University Academic Council.
