1. General Provisions

1.1. The Regulations on Incentive Awards of National Aerospace University «Kharkiv Aviation Institute» (hereinafter ‒ the Regulations) have been developed in accordance with the Law of Ukraine «On Higher Education», the Law of Ukraine «On Scientific and Scientific-Technical Activity», Articles 143, 144, 146 of the Labor Code of Ukraine, the Collective Agreement, and the Statute of National Aerospace University «Kharkiv Aviation Institute» (hereinafter ‒ the University).

1.2. Incentive awards of the University are granted to citizens of Ukraine for significant personal achievements in the implementation of state policy in the field of national education, teaching and upbringing of the younger generation, for many years of conscientious work, personal contribution to the training of highly qualified specialists and scientific personnel, fruitful scientific and pedagogical activity, the introduction of modern methods of youth teaching and upbringing, advanced training and training of specialists, significant achievements in fundamental and applied scientific research, solving the most important scientific problems, significant success in creating state-of-the-art equipment, and the introduction of modern knowledge-intensive technologies into production, etc.

1.3. Incentive awards of the University may also be granted to foreign citizens and stateless persons for a significant personal contribution to the development of the University.

1.4. The following categories are presented for incentive recognition:

academic, scientific, and pedagogical staff of the University ‒ for many years (over 10 years) of conscientious work, for a significant personal contribution to the development of higher education and science, obtaining grants in scientific and educational projects and programs, organizing educational, scientific-methodological, research, and educational work, training and advanced training of academic and scientific personnel, and other high achievements;

other employees of the University ‒ for high-quality and effective performance of their duties, many years (over 10 years) of conscientious work, innovation in labor activity, active community work, popularization of the University or improvement of its material and technical base, and other high achievements; 

higher education applicants of the University ‒ for success in studies, participation in research work, winning top places in International and All-Ukrainian scientific student olympiads, research paper competitions, as well as artistic and creative contests, winning top places in International and All-Ukrainian sports competitions, active participation in the public and cultural life of the University, and other high achievements;

external Stakeholders and partners of the University ‒ for special merits to the University.

1.5. Incentive recognition may be applied to all candidates on the occasion of professional and state holidays, as well as on the occasion of jubilee dates.

1.6. These Regulations are mandatory for all persons who work or study at the University.

1.7. Forms of incentive recognition applied for high quality and exemplary performance of duties, many years of flawless work, innovation, and other achievements in work:

1.8. The conferring of incentive awards upon employees and higher education applicants of the University is carried out sequentially, starting from level 5. Awards of levels 3 to 5 may be assigned repeatedly for new merits. Repeated conferring of levels 1 and 2 incentive awards is not performed. For outstanding personal achievements listed in clauses 1.2 ‒ 1.3 of these Regulations, the persons specified in clause 1.4 of these Regulations may be decorated with a level 1 and 2 incentive award without passing through the preceding levels.

2. Procedure for Submission for Conferring University Incentive Awards

2.1. The conferring of levels 3 to 5 incentive awards on the basis of a submission for conferring is carried out by an order of the Rector of the University. The conferring of levels 1 to 2 incentive awards on the basis of a submission for conferring is carried out by a decision of the Academic Council of the University, which is enacted by an order of the Rector.

2.2. The submission for conferring an award is introduced to the Rector of the University:

2.2.1. The process of submitting a person for a level 4 or 5 incentive award may be initiated by the head of the structural subdivision, in particular, the head of the department, or by the bodies of public / student self-government / trade union organization of this subdivision.

2.2.2. The process of submitting a person for a level 3 incentive award may be initiated by the deans of the faculty, heads of structural subdivisions, or vice-rectors of the University upon a reasoned submission from the head of the structural subdivision, in particular, the head of the department.

2.2.3. The process of submitting a person for a level 2 or 1 incentive award may be initiated by vice-rectors upon agreement with the Rector and the primary trade union organization of the University.

2.2.4. Before commencing the process of initiating an award for an employee or a higher education applicant of the University, a certificate shall be obtained from the Human Resources Department regarding the presence of previous incentive awards and the absence of disciplinary actions. The specified requirement does not apply to persons who do not work and do not study at the University.

2.3. The initiators of the nomination for incentive awards shall, no later than two weeks before the corresponding date of decision-making, prepare a submission for the person being recommended for recognition in accordance with the form in Appendix A to these Regulations.

2.4. In addition to the procedures specified in clauses 2.1 ‒ 2.3 of these Regulations, the Rector of the University may solely nominate candidates for incentive recognition of any level. To recognize special merits to the University, the Rector is granted the right, in exceptional cases, to confer awards upon candidates outside the established procedure in these Regulations, with subsequent reporting at a meeting of the Academic Council regarding the grounds for such recognition.

2.5. The submission for University employees to present persons for recognition is prepared under the signature of the initiator of the award; the submission to present higher education applicants for recognition is additionally signed by the dean of the faculty.

The submission for conferring an incentive award must contain a comprehensive performance evaluation (characterization) of the candidate for the award, which shall include information on personal merits, exemplary performance of job (official) and other duties, professionalism, long-term and fruitful work, achievements in educational, scientific, public, cultural, sports, and other activities, the absence of disciplinary sanctions, etc. (Appendix A).

2.6. The submission for presenting persons for recognition is coordinated: for employees ‒ with the primary trade union organization of the University represented by its chairperson; for higher education applicants ‒ with the Student Council of the University represented by its chairperson and the primary trade union organization of students of the University represented by its chairperson.

2.7. The draft submission for presenting persons for recognition must be brought forward for discussion of the personal merits of the candidate for the award within the labor collective of the department (for levels 4 ‒ 5 awards), at the Academic Council of the faculty (for level 3 awards), or at the Rector's office meeting (for levels 1 ‒ 2 awards). The results of the discussion are introduced into the final version of the submission for presenting persons for recognition.

2.8. Inclusion in the list for awards of employees who have outstanding (unremoved) disciplinary sanctions is not permitted.

3. Procedure for Presenting the Awards

3.1. Awards are presented in a ceremonial atmosphere by the Rector of the University or the person performing their duties.

3.2. Persons decorated with the breastprint badge «For Merits» or the honorary award «Star of KhAI» are issued certificates.

3.3. The tracking and registration of award conferrals are provided by the Human Resources Department. A corresponding entry, indicating the date and number of the order, shall be made into the personal file and employment record book (labor book) of the awarded employee or higher education applicant.
