1. General Provisions
1.1. These Regulations define the procedure, terms, and criteria for providing grants to Applicants of the National Aerospace University «Kharkiv Aviation Institute» (hereinafter – the University) who have submitted documents for admission and are enrolled at the University in 2025. From the date of enrollment at the University, the applicant obtains the status of a higher education seeker (hereinafter – the Applicant).
1.2. Grants are provided by the NGO «International Alumni Association of Kharkiv Aviation Institute» (hereinafter – IAA KhAI).
1.3. The purpose of grant support is to encourage talented and motivated Applicants and to form the future elite of the country.
2. Founder of the Grant
2.1. The founder of the grant is the NGO «International Alumni Association of Kharkiv Aviation Institute».
2.2. Sources of grant funding:
– membership fees of IAA KhAI members;
– charitable donations;
– revenues not prohibited by the legislation of Ukraine.
3. Goal and Objectives of the Grant Program
3.1. The main goal of grant support is to promote the attraction of talented and motivated youth to obtain higher education at the University (clause 2.2 of the Statute of IAA KhAI).
3.2. Objectives of the grant support of IAA KhAI:
- attracting and encouraging capable Applicants who strive to realize themselves in fields related to aviation, space, engineering, information technology, economic, humanitarian, and other fields, according to the list of areas for which specialists are trained at the University;
- encouraging young people to make a conscious choice of profession, which forms the basis for the future development and restoration of Ukraine's potential as a technological, highly developed democratic state;
- forming a highly qualified professional environment capable of ensuring the sustainable development of the aerospace sector, including engineering and technological solutions as well as communication, organizational, managerial, and legal aspects;
- supporting an integrated approach to the development of the sector, which considers the importance of interdisciplinary education and interaction between technical and humanitarian specialists;
- reducing barriers to accessing quality education.
4. Categories of Applicants Eligible to Apply for a Grant
4.1. Applicants who participated in the competitive selection for the University for the first year of full-time bachelor's/master's degree programs listed in Annex 1 to these Regulations and are enrolled for study at the University under the terms of a contract for paid educational services are eligible to apply for a grant. The Applicant must also make the first payment under the terms of the contract for paid educational services concluded with the University and commence studies at the University.
4.2. Main criteria:
– the level of NMT (National Multi-subject Test) results granting the right to admission to higher education institutions, certificates (if any) of participation in subject Olympiads in Ukrainian language and mathematics held by the University, or a certificate of completion of KhAI preparatory courses;
– motivation to study in the aerospace sector and other areas of higher education at the University.
5. Application Procedure
5.1. Applications from Applicants for consideration by the grant committee are submitted directly to IAA KhAI.
5.2. Required documents to be attached to the application set out in Annex 2 to these Regulations:
– motivation letter;
– a copy of the information card for the NMT certificate;
– a copy of the document on previously obtained education;
– other documents confirming the Applicant's achievements (certificates, diplomas, etc., if available);
– a certificate from the dean's office of the faculty confirming the Applicant's conclusion of a contract for paid educational services, the execution of the first payment under this contract according to its established procedure, and the actual commencement of studies at the University by the Applicant; this certificate may be prepared as a separate document, or the information for the certificate may be endorsed directly on the Applicant's application and verified by the signature of the dean of the faculty.
5.3. The deadline for submitting applications is September 30 of the current year.
5.4. In case of limited legal capacity of the Applicant, the grant application shall be signed by the legal representative of the Applicant.
6. Consideration of Applications
6.1. Applications are considered by a grant committee, the composition of which is approved by IAA KhAI consisting of five persons and in the presence of faculty representatives. The grant committee elects a chairperson and a secretary from among its members. The organizational form of the grant committee's work is meetings, the decisions of which are documented in the form of minutes. A meeting of the grant committee is quorate if at least 2/3 of its members participate. A decision of the grant committee is deemed adopted if voted for by a majority of the present members of the grant committee.
6.2. The grant committee submits proposals and evaluates applications according to the following criteria:
– the level of preparation (scores, achievements) in accordance with the conditions specified in Annex 2 to these Regulations;
– validity of motivation;
– enrollment at the University, conclusion of a contract for paid educational services with the University, execution of the first payment under this contract in the specified amount, and the fact of commencing studies at the University, confirmed by the signature of the dean of the faculty;
- if available – a certificate of participation in subject Olympiads in Ukrainian language and mathematics held by the University for Applicants, a certificate of completion of KhAI preparatory courses, etc.;
– provision of grants to each Applicant who has properly submitted an application, with an equal level of performance indicators (clauses 4.1, 4.2 of these Regulations) in a specified amount, provided that their indicators comply with the requirements of these Regulations;
– availability of financial resources for granting on the part of IAA KhAI.
6.3. The proposals of the grant committee are submitted to the General Assembly of IAA KhAI, which, subject to the availability of adequate financial support, approves the proposals of the grant committee. The decision of the General Assembly of IAA KhAI on the provision of grants is final and not subject to appeal.
6.4. In the event of approval and adoption of a positive decision on the Applicant's application for a grant, a grant agreement is concluded between IAA KhAI and the Applicant or their legal representative (hereinafter – the Grant Recipient), the standard form of which is set out in Annex 3 to these Regulations.
6.5. If the Grant Recipient refuses to conclude the grant agreement, the decision of the General Assembly of IAA KhAI to award the grant is canceled.
7. Amount, Form, and Procedure of Grant Disbursement
7.1. The grant is provided in the form of financial assistance intended to partially cover the cost of the agreement on the provision of educational services at the University.
7.2. The grant amount per single Grant Recipient is determined by the grant committee and depends on the grant support budget of IAA KhAI and the number of approved grant applications.
7.3. The grant is a one-time, targeted grant and cannot be used for purposes other than intended.
7.4. Upon signing the grant agreement, the grant amount shall be transferred by IAA KhAI within 10 working days to the University's account to partially cover the cost of the Applicant's study contract. From the moment the grant amount is credited from IAA KhAI to the University's account, the Applicant is deemed to have received the grant in full.
7.5. IAA KhAI transfers the total amount of awarded grants within the framework of IAA KhAI grant support to the University's account in a single payment, providing an approved list of Grant Recipients by name, specifying the amounts of grants awarded.
8. Rights and Obligations of the Grant Recipient and IAA KhAI
8.1. The Recipient is obliged:
– to inform IAA KhAI of changes in their personal data (full name), registered address.
8.2. IAA KhAI has the right:
– to receive information about changes in the personal data of the Grant Recipient, their academic performance, and achievements during their studies at the University;
– to demand the return of grant funds from the University to the IAA KhAI account in the event of the Grant Recipient's expulsion during the first year of study for any reason, except for health conditions, which must be confirmed by relevant documents.
9. Control and Reporting
9.1. Control over the fulfillment of grant conditions is exercised by IAA KhAI based on information provided by the deans of the University's faculties (if necessary) and based on the results of per-semester monitoring.
10. Final Provisions
10.1. The Regulations come into force on the date of their approval by the General Assembly of IAA KhAI.
10.2. IAA KhAI has the right to make amendments to the Regulations.
10.3. The text of the Regulations is available for review on the website of IAA KhAI and the University.
