1. General Provisions
1.1. These Regulations define the conditions for access to and use of the scientific equipment of the Center for Collective Use of Scientific Equipment "Creation and Research of Aerospace Objects and Systems" (hereinafter – the Center) for conducting materials science research by full-time scientific and pedagogical staff, students of the National Aerospace University "Kharkiv Aviation Institute" (hereinafter – the University), scientists from other higher education institutions, and/or other external customers.
1.2. The Regulations operate in parts that do not contradict the current legislation of Ukraine, the national and internal university regulatory framework, including the Law of Ukraine "On Scientific and Scientific-Technical Activity," the Resolution of the Cabinet of Ministers of Ukraine approving the "List of paid services that may be provided by educational institutions and other institutions of the state and communal education system" (as amended), and the Regulations on the Center for Collective Use of Scientific Equipment "Creation and Research of Aerospace Objects and Systems."
1.3. These Regulations are posted on the official website of the University.
1.4. Funding for the Center's activities is provided through the general and/or special funds of the University, including:
- university-wide funds (core activities);
- basic funding for the University's scientific activities;
- targeted funding for the Center's operations;
- state budget research works, commercial contracts, and grants;
- funds received from legal entities and individuals for the provision of relevant paid services;
- charitable assistance from organizations, enterprises, and citizens intended to support the Center's activities;
- overhead costs of the Research Department (hereinafter - RD);
- other sources not prohibited by current legislation.
1.5. Documents related to orders for research by the Center, certificates of acceptance/transfer of completed works, and other documents are developed by the Head of the Center and coordinated with the RD.
2. Access to the Center's Scientific Equipment for Employees of Structural Units of the National Aerospace University "Kharkiv Aviation Institute"
2.1. For research conducted within state-targeted scientific and technical programs, research works, and scientific-technical (experimental) developments funded by the general fund of the state budget, or grants from state and international funds (hereinafter – R&D), material and technical support is provided through R&D funds or basic scientific funding of the University, while labor costs for Center employees are covered within working hours through their primary salary. In this case:
- research is conducted by a responsible Center employee with the participation of the applicant, or by the applicant themselves with the participation of a responsible Center employee;
- the applicant submits an application to the Head of the Center, coordinated with the Head of the RD, specifying the purpose of the research, tasks, estimated timeframe, and the name and registration number of the R&D project;
- the Head of the Center appoints the executor and, if necessary, adjusts the scope and duration of the work.
2.2. For research conducted within commercial scientific contracts by University structural units, funding is provided through the funds of these contracts, as stipulated in the relevant estimates.
2.3. For research within R&D carried out during the working hours of the University's teaching staff, and research within qualification works, PhD and Doctoral dissertations by students, funding is provided in the established manner:
- research is conducted by a responsible Center employee with the participation of the applicant, or by the applicant themselves with the participation of a responsible Center employee;
- the applicant submits an application to the Head of the Center, coordinated with the Head of the RD, specifying the purpose of the research, tasks, estimated timeframe, and the name/registration number of the R&D or qualification (dissertation) work;
- the Head of the Center appoints the executor and, if necessary, adjusts the scope and duration of the work.
3. Access to the Center's Scientific Equipment for Representatives of Higher Education Institutions Defined by the MES of Ukraine Order
3.1. The condition for providing free access to the Center's equipment for the Center's co-organizers is the performance of research within R&D or scientific-technical (experimental) developments funded by the state budget.
3.2. To conduct research, the applicant submits a letter of application to the Vice-Rector for Research of the University, specifying the purpose and tasks of the research, as well as the name and state registration number of the R&D project requiring the use of the Center's equipment.
3.3. After reviewing the application, the Vice-Rector for Research makes a decision regarding the use of the Center's equipment on a free basis or after concluding a relevant contract with the applicant in the established manner.
3.4. Following the decision, the Vice-Rector for Research sends the application to the Head of the Center for research organization or to the Head of the RD for contract conclusion.
3.5. Research is conducted by a responsible Center employee, usually with the participation of the applicant's representative.
4. Access to the Center's Scientific Equipment in Case of Paid Services
4.1. Paid services are provided by the Center based on contracts between the University and other individuals or legal entities. Contracts are concluded and coordinated in the established manner.
4.2. To conduct research under contracts, the applicant sends a letter to the University specifying the purpose and tasks of the research using the Center's equipment.
4.3. The letter is reviewed by the Rector, Vice-Rector for Research, or Head of the RD and sent to the Head of the Center to study the feasibility of the research by the relevant structural unit based on the objectives stated in the letter.
4.4. If the objectives and timeframe can be met, a contract is concluded between the University and the applicant. Typically, contracts are performed by the structural units that hold the equipment on their balance sheet.
4.5. The execution of paid service contracts is accounted for in the manner established for these types of activities. Expenditure estimates are developed by the RD according to the University's current regulatory base.
4.6. Payment for the Center's services is made to the corresponding account of the University in the established manner.
4.7. Accounting and financial operations are provided by the relevant University departments in the established manner.
5. Final Provisions
5.1. The Regulations on Access to the scientific equipment of the Center for Collective Use are signed by the Head of the RD and coordinated by the Vice-Rector for Research and the lead legal counsel of the University.
5.2. The Regulations on Access are approved by the Rector of the University and put into effect by his order.
5.3. Changes and/or additions to these Regulations are made in the same manner as their adoption.
