1. General Provisions
1.1 The Regulations on the Postgraduate Education Department (hereinafter referred to as PED) of the Center for Quality of Education, Licensing and Accreditation (hereinafter referred to as Regulations) of National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the University) have been developed in accordance with the instruction «Procedure for Preparation of Regulations on Structural Units» QMS.KhAI-VK-RI/001:2015, the Charter of National Aerospace University «Kharkiv Aviation Institute» (hereinafter referred to as the Charter), and determine the legal status of PED, its structure, tasks, functions, rights, powers of management, responsibility, and interaction with other structural units.
1.2 The Postgraduate Education Department is a structural unit of the University and is part of the Center for Quality of Education, Licensing and Accreditation. PED reports to the Vice-Rector for Academic Affairs and directly reports to the Director of the Center for Quality of Education, Licensing and Accreditation.
1.3 In its activity, PED is guided by the Constitution and laws of Ukraine, in particular «On Higher Education», «On Education», decrees of the President of Ukraine and resolutions of the Cabinet of Ministers of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Charter of the University, as well as other regulatory documents of Ukraine and the University on the organization of educational activity and these Regulations.
1.4 PED is established, reorganized, or liquidated by decision of the Academic Council of the University on changes in the organizational structure of the University, which is brought into effect by order of the Rector.
1.5 Main principles of PED activity:
- scientific intensity and consistency of self-development of teaching and academic staff of the University, humanism, democracy, openness of discussion of issues within its competence;
- openness of processes and procedures for quality assurance of educational services;
- objectivity, independence, and impartiality of evaluation of educational activity;
- systematic improvement and integration of all education quality assurance processes;
- consideration of the interests and needs of education seekers as well as the University when determining learning content.
1.6 Termination of PED activity is carried out through its liquidation or reorganization. Upon reorganization, all documentation of PED must be transferred in a timely manner to the legal successor for storage, and during liquidation - to the archive of the University. tasks
2. Main Tasks
The main task of PED is the scientific-methodological and organizational support of the educational process in the field of postgraduate education at a level that ensures high-quality and timely resolution of the educational tasks of the University, namely:
- implementation of a flexible system of continuous education and self-education of citizens of Ukraine, ensuring lifelong learning;
- ensuring a high level of qualifications of teaching and academic staff, continuous development of the potential of each specialist, their intellectual and general cultural level, obtaining professionally necessary knowledge and skills;
- satisfying the country's needs for qualified personnel and flexibly responding to changes occurring in society regarding new areas of production and the services sector;
- promoting the development of new educational programs taking into account requirements and global trends;
- developing recommendations to improve the content and quality of the University's educational services;
- accelerated qualification growth of education seekers and young academic staff with less than five years of teaching experience;
- ensuring qualification enhancement of industry specialists;
- provision of paid educational services provided for by the legislation of Ukraine.
3. Functions
In the field of educational activity, PED performs the following functions:
- organizes qualification enhancement and internships for teaching and academic staff of higher education, in particular academic staff with less than five years of teaching experience, as well as persons with higher education (bachelors, University employees);
- carries out qualification enhancement for industry specialists to improve their professional training, deepen and expand professional knowledge and skills in accordance with the tasks assigned to specialists by the management of enterprises, organizations, and institutions;
- implements a flexible system of continuous education for citizens of Ukraine with higher education aimed at their adaptation to professional activity in conditions of changing socio-economic relations;
- provides theoretical, educational-methodological, organizational, and information support for all forms of qualification enhancement and internship;
- ensures optimal frequency and duration of training taking into account the established procedure for attestation of teaching and academic staff of the University;
- conducts educational, cultural-educational, and awareness-raising activities aimed at raising the general and professional level of University bachelors;
- conducts attestation of teaching and academic staff of the University;
- promotes modern concepts of higher education, distributing scientific, scientific-methodological, educational literature, and curricula for this purpose;
- creates modern information systems to ensure a high level of educational activity of teaching and academic staff of the University;
- cooperates with University departments regarding the content of the educational process for qualification enhancement and internship;
- provides other educational services in accordance with legislation.
4. Rights and Duties
4.1 Rights and duties of PED are implemented through the rights and duties of its head and employees.
4.2 The Head of PED is vested with the following rights and duties:
- form proposals regarding areas of qualification enhancement and internships of all levels;
- develop content foundations of the educational process and proposals for its organization (curricula, syllabi, etc.);
- exercise control over the execution of curricula and discipline syllabi in the University's postgraduate education system;
- submit proposals to the Director of the Center for Quality of Education, Licensing and Accreditation and to scientific-methodological commissions regarding the improvement of curricula and syllabi;
- form proposals regarding cooperation in the field of qualification enhancement with enterprises and organizations of Ukraine;
- cooperate with University departments regarding the content of qualification enhancement and internship, as well as control over the educational process in the postgraduate education system;
- exercise control over the quality of work of PED employees;
- issue instructions regarding PED activities, which are binding on all employees;
- submit petitions according to applicable regulatory documents, in particular the University Charter, Internal Labor Regulations, and Collective Agreement, regarding incentives for employees or application of disciplinary or public measures, as well as other measures provided for by applicable legislation and Internal Labor Regulations of the University;
- demand compliance by education seekers and PED employees with Internal Labor Regulations of the University, job descriptions, employment contract, and these Regulations;
- participate in the work of all units and governing bodies of the University where issues of PED activity are discussed and resolved;
- petition the administration of the Center for Quality of Education, Licensing and Accreditation to promote the implementation of PED innovative development programs, modernization of educational-laboratory equipment, and equipping PED with modern technical teaching aids;
- ensure quality control of educational services.
The Head of PED:
- plans the work of PED;
- carries out recruitment and allocation of personnel based on evaluation of their qualifications, personal, and business qualities;
- supervises the work of PED employees and coordinates their activities;
- implements measures to improve the organizational structure of PED;
- organizes the exchange of innovative scientific and pedagogical experience in the field of postgraduate education, teaching methods, and technologies.
5. Management
5.1 Management of the Postgraduate Education Department is carried out by the Head of PED, who is appointed by order of the Rector of the University in compliance with the requirements of the Labor Code of Ukraine and other regulatory acts governing employment and dismissal in Ukraine and at the University.
5.2 A person appointed to the position of Head of PED must:
- hold a higher education degree of the relevant qualification level (Master or Specialist), an academic degree of Doctor of Sciences or Candidate of Sciences, and the academic title of Professor or Associate Professor;
- know the laws of Ukraine, Decrees of the President of Ukraine, Resolutions of the Verkhovna Rada of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Charter of the University, as well as other regulatory legal acts regulating activities in the field of higher education;
- have at least five years of teaching experience, as well as practical experience in organizational and methodological work in the system of higher technical education on qualification enhancement of teaching and academic staff, and work on recruitment and allocation of personnel based on evaluation of their qualifications, personal, and business qualities.
5.3 On issues of qualification enhancement and internship of teaching and academic staff, as well as industry specialists, the Head of PED reports to the Director of the Center for Quality of Education, Licensing and Accreditation.
5.4 The Head of PED issues instructions regarding PED activities, which are binding on all employees and education seekers. These instructions may be revoked by the Director of the Center for Quality of Education, Licensing and Accreditation if they contradict legislation, the Charter, or harm the interests of the University. The Head of PED may delegate part of their powers to other PED employees.
5.5 In the absence of the Head of PED, their duties are performed by a person appointed by the Director of the Center for Quality of Education, Licensing and Accreditation, who acquires relevant rights and bears responsibility for the proper performance of the assigned duties.
5.6 Organization of PED activities and its management are carried out on the basis of the main documentation specified in Appendix A.
6. Responsibility
6.1 All responsibility for the high-quality and timely performance of tasks and functions assigned by these Regulations rests with the Head of PED.
6.2 The degree of responsibility of other employees is established by job descriptions.
7. Interaction with Other Structural Units
7.1 In performing its functions, PED interacts:
- with University departments — on planning and conducting qualification enhancement and internships for teaching and academic staff, attestation of teaching staff, supporting educational activities in the qualification enhancement system, and providing the educational process with qualified academic staff;
- with educational-analytical, educational-methodological, and educational-organizational departments, administrative and maintenance units, and other services — in accordance with the functions assigned to PED.
7.2 PED interacts and regulates its relations with other University units in accordance with organizational, administrative, and regulatory documents of the Rector's office and the Charter.
7.3 In relations with the specified units, PED receives and provides information provided for by the operating regulations and schedule for execution of standing assignments.
8. Final Provisions
8.1 Regulations on the Postgraduate Education Department are signed by the Head of PED and agreed upon with the Vice-Rector for Academic Affairs, Director of the Center for Quality of Education, Licensing and Accreditation, Head of the Legal Department, and Head of the Human Resources Department of the University.
8.2 Regulations on PED are approved and brought into effect by order of the Rector of the University.
8.3 Amendments and/or additions to these Regulations are made in the manner established for their adoption.

9.4 Working course syllabi for qualification enhancement according to the curriculum.
9.5 Credit and examination records (grade sheets).
9.6 Schedule of classes and qualification enhancement tests.
9.7 Final qualification papers of attendees.
10. Correspondence with external organizations and individuals regarding qualification enhancement.
11. Internal correspondence.
12. Contracts with external organizations and individuals regarding qualification enhancement.
13. Logbooks for issuing qualification enhancement certificates, diplomas, and credentials.
