Terms and Definitions

Individual Professional Development Plan - a list of activities for professional development and training of SPS/PS for the next academic year under institutional (formal) and non-formal forms of education, which provides for the acquisition of competencies necessary to fulfill the requirements of educational programs, as well as the formation of their own professional development trajectory.

Institutional form of education — education obtained full-time (day and evening forms), part-time, by distance learning, or via educational network (Art. 9 of the Law of Ukraine “On Education” dated 05.09.2017 No. 2145-VIII).

Commission for recognition of professional development results of pedagogical and scientific-pedagogical staff of the University (hereinafter - Commission) - a commission established by the decision of the university academic council in 2021, to which the academic council delegated the authority regarding the recognition of professional development results at the entities of professional development that do not possess a license for the relevant activity, as well as through self-education (except for professional development activities according to Appendix 1).

Curriculum for professional development of scientific-pedagogical and pedagogical staff of the university (hereinafter - Curriculum) - an annual document created at the University to organize institutional professional development for the acquisition and deepening of professional and general educational competencies defined by the active “Regulations on Professional Development and Internship of Scientific-Pedagogical and Pedagogical Staff, as well as Industry Specialists” (hereinafter - Regulations). The document contains a list and volume of academic disciplines distributed by professional development areas defined by the Regulations.

Scientific-pedagogical staff/pedagogical staff (hereinafter - SPS/PS).

Plan for professional development and professional growth of scientific-pedagogical and pedagogical staff of a structural subdivision (hereinafter - Plan) - a document defining the annual summary list of formal and non-formal educational activities for the department staff with the aim of forming and deepening general and professional competencies in areas determined by the Regulations and the Curriculum. The Plan is formed for the next academic year, discussed and approved at the department meeting based on the proposals specified in the “Individual Professional Development Plan” (hereinafter - IPDP) of a lecturer for the next academic year, as well as the Curriculum no later than the last week of the completion of studies in the current year according to the educational schedule.

Professional development program (hereinafter - PD Program) - a single complex of educational components planned and organized by the professional development entity for the learners to achieve professional development results.

Self-education - independent cognitive activity of a person aimed at achieving certain personally meaningful goals in a specific field of science, technology, political life, culture, or art. Self-education is a condition for personal development, self-affirmation, and self-realization, and constitutes an integral part of lifelong learning.

Internship - the acquisition of practical experience by a person in performing tasks and duties within a specific professional activity or field of knowledge (Part 6 of Article 18 of the Law of Ukraine “On Education”).

Structural subdivision - a department, office, center, etc., where a scientific-pedagogical or pedagogical employee works as their main place of employment or part-time.

Entity of professional development - a legal entity or a physical person (educational institution or its structural subdivision, scientific institution, organization, enterprise) that conducts educational activity in the field of professional development (internship) of scientific-pedagogical staff.

Formal education - education that is institutional, intentional, and planned by virtue of being implemented by state or recognized private educational institutions, and which collectively constitutes the formal educational system of the country. Formal education is characterized by the participation of learners in educational programs, upon completion of which state-recognized documents (certificates, diplomas, etc.) are issued, granting the right to engage in paid professional activities in the specialty, hold higher positions, continue to acquire new knowledge, and improve professional skills and abilities throughout life.

1. General Principles of Organizing Professional Development of Scientific-Pedagogical and Pedagogical Staff of the University and Industry Specialists

1.1 The “Regulations on Professional Development and Internship of Scientific-Pedagogical and Pedagogical Staff, and Industry Specialists” (hereinafter - Regulations) formulate the scientific, methodological, and organizational principles of the educational activity of National Aerospace University “Kharkiv Aviation Institute” (hereinafter — the University) in the relevant field of education provided for by Article 47 of the Final and Transitional Provisions of the Law of Ukraine “On Higher Education”. It has been developed taking into account the main provisions of the Constitution of Ukraine, Article 59 of the Law of Ukraine “On Education”, Article 60 of the Law of Ukraine “On Higher Education”, the Law of Ukraine “On Professional Development of Employees”, “On Scientific and Technical Activity”, the Procedure for Professional Development of Scientific-Pedagogical and Pedagogical Staff, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 800 dated 21.08.2019 “Some Issues of Professional Development of Scientific-Pedagogical and Pedagogical Staff” (as amended by No. 1133 dated December 27, 2019 “On Amendments to the Procedure for Professional Development of Pedagogical and Scientific-Pedagogical Staff”), Resolution of the Cabinet of Ministers of Ukraine No. 1187 dated 30.12.2015 “On Approval of Licensing Conditions for Conducting Educational Activity”, the Regulations on Accreditation of Educational Programs under which Higher Education Learners are Trained, approved by the order of the Ministry of Education and Science of Ukraine No. 977 dated 11.07.2019, the Regulations on Student Training and Internships (Scientific Internships) of Postgraduate, Adjunct, and Doctoral Students, Scientific and Scientific-Pedagogical Staff at Leading Higher Educational Institutions and Scientific Institutions Abroad, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 411 dated 13.04.2011, Recommendations of the National Agency for Higher Education Quality Assurance on the Introduction of an Internal Quality Assurance System, approved by the decision of the National Agency for Higher Education Quality Assurance (minutes dated 26.06.2019 No. 6), Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG), as well as current regulatory and legal acts on education and labor issues.

The purpose of the professional development of the University SPS/PS is their professional growth in accordance with the state policy in the field of education and its quality assurance. Professional development is a mandatory component of the University internal education quality assurance system.

The professional development of the University SPS/PS involves a continuous process of acquiring new and improving previously acquired professional and general competencies required for professional activity, continuous self-education, and other types and forms of professional growth, and can be carried out through formal (institutional) and non-formal education (self-education).

The main task of the professional development of SPS/PS is the formation and deepening of general scientific, digital, managerial, communication, media, inclusive, speech, and other competencies.

The professional development of SPS/PS must take into account the relevant professional standard (if any) and specific job duties and/or prospects for their expansion.

The University facilitates the professional development of its SPS/PS, who independently determine their professional development trajectory and the content of their professional development. Professional development is provided by the University within its powers and in accordance with the legislation. In doing so, the SPS/PS receives advisory assistance from the head of the structural subdivision where they work. Planning of the scientific-pedagogical employee's professional development and coordination of the schedule of relevant activities is carried out at the level of the structural subdivision.

Professional development activities for the University SPS may be carried out both in Ukraine and abroad. Participation in professional development programs on the territory of a state recognized by the Verkhovna Rada of Ukraine as an aggressor state or an occupying state is not allowed.

The main components of the professional development of the University SPS/PS are professional development carried out directly at the university according to the Curriculum for professional development of scientific-pedagogical and pedagogical staff of the university (hereinafter - Curriculum) for the current year (institutional form of formal education) in accordance with the Professional Development Program (hereinafter - PD Program), internship as a component of professional growth, as well as non-formal education (self-education), including the types of activities provided for in Appendix 1 to the Regulations and other activities. The procedure for recognition of self-education results and the volume of professional development are determined by these Regulations. The University or another educational institution, organization, enterprise, or individual may act as professional development (internship) entities based on contracts concluded between the University and the professional development entity.

2. Professional Development of Scientific-Pedagogical and Pedagogical Staff

General Information

The Regulations define the procedure, types, forms, volume, frequency, and conditions for the professional development of SPS/PS through formal and non-formal education, including payment mechanisms, conditions, and the procedure for recognition of professional development results.

Professional development of SPS/PS is carried out based on the Individual Professional Development Plan (hereinafter - IPDP), which the employee creates personally for the next academic year and in which they enter all planned professional development activities through formal and/or non-formal education (self-education), based on the need to complete professional development in full over a 5-year period starting from the year of receiving the current professional development document. The IPDP is discussed and approved at a meeting of the structural subdivision during the current academic year; it is signed by the head of the structural subdivision and the employee. The IPDP forms the basis for creating the Plan for professional development and professional growth of scientific-pedagogical and pedagogical staff of a structural subdivision (hereinafter - Plan) for the next academic year.

Formal education at the University as a professional development entity is organized by academic disciplines of the Curriculum, which is created for the next academic year under the Professional Development Program, taking into account the IPDP of employees in accordance with the professional development areas (content modules) provided for by the Curriculum on the conditions of choice of disciplines:

- formation and development of professional competencies (professional methodologies, technologies, acquisition and enhancement of professional experience, etc.) - 2 ECTS credits;

- use of information and communication digital technologies in the educational process and scientific activity, including e-learning and its educational and methodological support, CAD/CAM/CAE systems, etc. - 1 ECTS credit;

- deepening of speech (including foreign language) information and communicative competence - 1 ECTS credit;

- development of managerial competence (for heads of subdivisions for educational planning and organization, SPS who form the content and organize educational activities at the University) - 1 ECTS credit;

- formation and development of social-legal and psychological-pedagogical competencies - 1 ECTS credit.

The University may introduce mandatory disciplines into the Curriculum based on the urgent need to improve specific competencies of a scientific-pedagogical employee, as well as increase the volume of individual disciplines within a specific module. In such a case, the volume of this module is credited towards the professional development results.

SPS/PS may independently choose other forms, types, and areas of professional development, including at third-party professional development entities that do not possess a license for educational activity, or through means of non-formal education (self-education). In this case, professional development is planned and carried out by decision of the University within the scope of activities provided for in the employee's IPDP, and the recognition of results is conducted under a separate procedure by decision of the Commission for recognition of professional development results of pedagogical and scientific-pedagogical staff of the University, except for the types of activities included in Appendix 1. Formal and non-formal education may be combined within the IPDP.

Frequency and volumes of professional development SPS/PS of the University undergo professional development at least once every five years. At the same time, the University ensures such professional development while maintaining the average salary.

The volume (duration) of professional development through formal and non-formal education is established in credits of the European Credit Transfer and Accumulation System (hereinafter - ECTS, one ECTS credit equals 30 hours) under an accumulation system with a total volume of six ECTS credits over five years. The accumulation system provides an opportunity to take into account the volumes of professional development carried out by an employee at any time during the inter-certification period based on indicators from professional development documents via formal education or materials from non-formal education.

The University as a Professional Development Entity

Scientific-pedagogical staff of the University are free to choose professional development entities. The University offers each scientific-pedagogical employee or industry specialist the opportunity to undergo professional development under the institutional form and Curriculum in accordance with the available license for educational activity and the Professional Development Program (hereinafter - PD Program) in one of the subdivisions, except for the subdivision where they directly work. The choice of another professional development entity is made by the employee in coordination with the head of the structural subdivision and the Rector of the University.

The University organizes educational activity in the field of professional development at the place of its own educational activity (at the employee's workplace), as well as at another location (locations) or via distance learning, if provided for by the contract and the relevant program. The main criterion for choosing another professional development entity is the openness and reliability of information about its activities, the quality of relevant programs, and educational services.

The basis for developing the PD Program is the State Standard. It is created and approved by the University as a professional development entity based on standard professional development programs approved by the Ministry of Education and Science of Ukraine.

The PD Program must contain information about its developer(s), title, purpose, area, content, volume (duration) established in hours and/or ECTS credits, form(s) of professional development, and a list of competencies to be improved/acquired (general, professional, etc.).

The PD Program may also contain information about:

- distribution of hours by types of activity (consultation; classroom, practical, independent, and monitoring work, etc.);

- the person(s) executing the program (higher education level, category, academic degree, pedagogical/academic title, place and/or experience of work, etc.);

- deadlines for program execution;

- location of program execution (at the location of the professional development entity and/or at the location of the customer, etc.), expected learning outcomes;

- schedule of the educational process;

- academic and professional opportunities resulting from mastering the program;

- possibility of providing further support or guidance;

- document issued based on the professional development results, etc.

The volume (duration) of the PD Program is determined according to its actual duration in hours excluding independent (out-of-class) work or in ECTS credits including independent (out-of-class) work. The professional development program is approved by the Rector of the University. The University ensures the openness and accessibility of information on active PD Programs by publishing them on the official website.

Forms of Professional Development

The University SPS/PS may undergo professional development in various forms provided for by the PD Program: institutional (full-time (day, evening), part-time, distance, network), dual, workplace-based, on-the-job, etc. Forms of professional development may be combined.

Organization of Professional Development

Organizational matters of planning and conducting the professional development of the University SPS/PS are determined by these Regulations.

The Curriculum for the approved PD Program is formed by the Postgraduate Education Department for the next academic year no later than its actual commencement based on individual proposals provided by employees in their IPDPs and aggregated by structural subdivisions with approval by their heads in the Plan of the structural subdivision (Appendix 2).

The Professional Development Plan for the University executive management (Rector, Vice-Rectors, Deans, Head of Postgraduate Studies) is approved separately by the Academic Council of the University.

To plan professional development, the SPS/PS provides information in their IPDP regarding: tentative dates of professional development, the PD Program and its volume, the professional development entity, self-education activities, and other information important to the employee (Appendix 3) in accordance with the guidelines for compiling an IPDP (Appendix 4).

The Curriculum for the respective year includes: a list of SPS/PS who are required to undergo professional development in this year (based on the IPDPs of scientific-pedagogical and pedagogical staff and the Plans for professional development and professional growth of scientific-pedagogical and pedagogical staff of the structural subdivision), a list of academic disciplines by content modules, forms, types, volumes (duration) of professional development (in ECTS credits), a list of professional development entities, dates (schedule), and the cost of professional development (if established).

The Curriculum may be modified during the year in accordance with the procedure determined by the Academic Council.

The Curriculum is approved by the Rector of the University. It is published on the official website.

Financing of the professional development of SPS/PS is carried out on the basis of the Curriculum at the expense of the state budget, the special fund of the University, or other sources not prohibited by legislation.

Recognition of Results and Document on Professional Development

The results of professional development are taken into account during:

- conducting certification of the University PS;

- competitive selection for positions or concluding labor contracts with the University SPS. 

The University SPS/PS may undergo professional development at the University, except for the structural subdivision where they work. In this case, the professional development results do not require recognition by the Academic Council of the University or the Commission authorized by it.

The results of professional development of the University SPS at professional development entities that possess a license for professional development or conduct educational activity under an accredited educational program do not require separate recognition or confirmation.

The conditions and procedure for recognizing the results of professional development of the University SPS at other professional development entities are established by the Academic Council of the University by delegating respective powers to the Commission for recognition of professional development results of pedagogical and scientific-pedagogical staff of the University (hereinafter - Commission), which is established by decision of the Academic Council.

In case of undergoing professional development at another professional development entity, the University SPS/PS submits a petition to the Commission for the recognition of professional development results and the document on the completion of professional development for recognition within one month after completing the professional development.

In case of undergoing professional development through non-formal education (self-education) conducted in accordance with the IPDP, the University employee submits a report, creative work, or a personally developed electronic educational resource published on the University website and/or in the Mentor system instead of a professional development document. The form of the report is determined by the head of the subdivision. The petition is considered at a meeting of the Commission within a month from the date of its submission.

For the recognition of professional development results, the University Commission hears the employee's report regarding:

- the quality of execution of the professional development program (plan),

- professional development results,

- compliance of the professional development entity with the terms of the contract.

Based on the results of the review, the Commission makes a decision on the recognition or non-recognition of the professional development results.

In case of non-recognition of the professional development results, the Commission may provide recommendations to the SPS/PS regarding repeated professional development at other professional development entities and/or decide on the impossibility of further inclusion of such a professional development entity in the University professional development plan until it takes effective measures to improve the quality of educational services.

Based on the results of professional development at professional development entities that possess a license for professional development or conduct educational activity under an accredited educational program, a scientific-pedagogical employee of the University may be awarded a full and/or partial professional and/or educational qualification in accordance with the procedure established by legislation. This matter is subject to consideration at a meeting of the Commission.

The University recognizes specific important types of scientific, educational-methodological, and educational-organizational works of SPS/PS as professional development: participation in academic mobility programs, scientific internship, self-education, earning an academic degree, publishing a textbook or a scientific monograph, a complex for distance learning in a discipline, elements of methodological support for higher education, etc., according to Appendix 1. The procedure for crediting specific types of activities, their results, and the volume of professional development of the University SPS is determined by these Regulations.

Based on the results of completing professional development under the institutional form, the SPS/PS is issued a professional development document of the established format (Appendix 5).

Documents on professional development (certificates, attestations, etc.) issued based on the results of completing professional development by the University SPS at professional development entities that are non-residents of Ukraine require recognition by the Academic Council of the University.

Financing of Professional Development

The sources of financing for the professional development of the University SPS/PS are state budget funds and other own revenues of the University.

Financing of the professional development of the University SPS/PS who work at their main place of employment, within the volume established by these Regulations and in accordance with the Curriculum, is carried out at the expense of funds provided for in the budget estimates of the University.

In case of professional development at the expense of state budget funds or other funds approved in the University budget estimates for professional development, the conclusion of a contract between the University and the professional development entity indicating the source of financing for the professional development is mandatory.

Solely self-funded professional development is carried out by:

- SPS/PS who work at the University at their main place of employment and undergo professional development outside the scope of the Curriculum;

- other individuals who work at the University in SPS/PS positions on a dual-appointment or part-time basis.

For the period of professional development completed by an employee in accordance with the approved plan on a full-time release basis (from the educational process) within the volume determined by legislation, their place of work (position) is retained along with the maintenance of their average salary.

Expenses related to professional development are reimbursed in accordance with the procedure determined by legislation.

The fact of professional development of the University SPS/PS at another professional development entity is confirmed by a certificate of provision of professional development services, which is drawn up in accordance with the procedure established by legislation and signed by the Rector of the University or an authorized person and the professional development entity. Such a certificate serves as the basis for paying for the services of the professional development entity according to the concluded professional development agreement. Such a certificate is not drawn up if no contract was concluded and the employee paid for the professional development services independently or received them free of charge.

The certificate of provision of professional development services is a primary accounting document; it can be drawn up in paper or electronic form and must contain all mandatory requisites determined by part two of Article 9 of the Law of Ukraine “On Accounting and Financial Reporting in Ukraine”:

- title of the document (form) and the date of its compilation;

- name of the professional development entity; 

- content and volume of the business transaction (professional development), unit of measurement of the business transaction (in hours and/or ECTS credits);

- positions of the persons responsible for conducting the business transaction and the correctness of its formulation;

- personal signature or other data making it possible to identify the person who took part in conducting the business transaction.

Primary documents drawn up in electronic form are used in accounting provided that the requirements of legislation on electronic documents and electronic document management are complied with. Minor deficiencies in documents containing information about a business transaction do not constitute grounds for non-recognition of the business transaction, provided that such deficiencies do not prevent the identification of the person who took part in conducting the business transaction and contain information about the date of compilation of the document, the name of the enterprise on behalf of which the document is drawn up, the content and volume of the business transaction, etc.

Internship

In accordance with part six of Article 18 of the Law of Ukraine “On Education”, internship is the acquisition of practical experience by a person in performing tasks and duties within a specific professional activity or field of knowledge.

Internship is a main component of the professional development of SPS and a component of the comprehensive professional development of the University SPS.

The internship of SPS can be carried out in educational institutions, institutions, organizations, and enterprises, as well as at the University at the place of employment of the SPS, except for the structural subdivision that is their direct place of work. In this case, a scientific-pedagogical or scientific employee who works at the University at their main place of employment, holds an academic degree and/or academic title, and has at least ten years of work experience in SPS or scientific employee positions is appointed as the internship supervisor.

The internship of SPS at other professional development entities is carried out under the supervision of an employee who possesses relevant work experience and qualifications.

A contract is concluded between the University and the organization acting as the professional development entity, which provides for the internship of one or several University SPS. Upon proposal of one of the parties to the contract, amendments (clarifications) can be made to it by concluding a relevant additional agreement.

The remuneration of the internship supervisor at other professional development entities is determined by such professional development entities independently or on the basis of concluded contracts on the internship of SPS.

Internship Program

The internship is carried out according to an individual program developed and approved by the professional development entity, which must contain information regarding:

- volume (duration) of the program;

- expected learning outcomes.

An individual internship program may also contain other information relevant to the SPS internship completion.

In the case of concluding a contract, the individual program (programs) shall be an integral appendix (appendices) to the contract.
