1. General Provisions
1.1 This Procedure for Accompanying (Providing Assistance to) Persons with Disabilities and Other Persons with Reduced Mobility During Studies and Visits to National Aerospace University «KhAI» (hereinafter referred to as the Procedure) sets out the conditions for ensuring unimpeded access for persons with disabilities and other persons with reduced mobility to the premises of National Aerospace University «KhAI» (hereinafter referred to as the University) and defines the procedure for accompanying groups with reduced mobility within the University's premises when exercising their right to education.
1.2 The main international document guaranteeing the rights of persons with disabilities is the UN Convention on the Rights of Persons with Disabilities, which was ratified by our state and entered into force on March 06, 2010, obligating States Parties to enable persons with disabilities to live independently and participate fully in all aspects of life. In accordance with Article 24 of this Convention, States Parties shall ensure that persons with disabilities have effective access to education without discrimination and on an equal basis with others, ensuring inclusive education at all levels and lifelong learning. In accordance with sub-item 3 of item 3 of Article 32 of the Law of Ukraine "On Higher Education", to realize the right to higher education for persons with special educational needs, higher education institutions create the necessary conditions for obtaining quality higher education.
1.3 Basic terms used in the Procedure:
Person with a disability – a person who has a health impairment with a persistent disorder of body functions, including musculoskeletal impairments, visual impairments, and hearing defects, leading to limitation of life activity and creating the need for social protection. Consequently, the state is obliged to create conditions for the realization of their rights on an equal basis with other citizens and ensure their access to education.
Groups with reduced mobility – people experiencing difficulties in independent movement, obtaining a service, acquiring necessary information, or orienting in space. Groups with reduced mobility include persons with disabilities, people with temporary health impairments, pregnant women, elderly (senior) citizens, people with baby strollers, etc. (DBN V.2.2-17:2006 «Accessibility of Buildings and Structures for Groups with Reduced Mobility»).
1.4 The Procedure was developed in accordance with the UN Convention on the Rights of Persons with Disabilities, ratified by our state and effective as of March 06, 2010; the Law of Ukraine "On the Basis of Social Protection of Persons with Disabilities in Ukraine"; the Law of Ukraine "On Higher Education"; Decrees of the President of Ukraine "On Amendments to Item 3 of the Regulations on a National Institution of Ukraine" and "On Measures Aimed at Ensuring Compliance with the Rights of Persons with Disabilities"; and the National Human Rights Strategy for the Period until 2020 regarding accessibility of buildings and premises for groups with reduced mobility (PRM), including persons with visual, hearing, and musculoskeletal impairments.
2. Procedure for Movement of Groups with Reduced Mobility and Persons with Disabilities in University Premises
2.1 At the entrance to the University, academic building, or University dormitory, a telephone is located near the guard (duty officer) to call University staff and the responsible person providing accompaniment (assistance) to persons with physical limitations, elderly citizens requiring additional assistance, and other groups with reduced mobility while on University premises.
2.2 If necessary, citizens with reduced mobility and persons with disabilities may coordinate in advance with the responsible person by phone regarding the required level of assistance for accessing University premises, indicating the date and time of arrival, or by sending a request via email.
2.3 As a priority, the responsible person clarifies the type of assistance required by the person with reduced mobility or person with a disability, as well as the need for accompaniment.
2.4 If necessary, the responsible person meets and arranges accompaniment for the person with reduced mobility or person with a disability and, in the event of an emergency, is responsible for evacuating them from academic buildings or University dormitories.
2.5 If a person with reduced mobility or a person with a disability needs to submit applications or other documents to structural units of the University, the responsible person (if necessary) accompanies them to the relevant department and introduces them to University staff, introducing each other by full name.
2.6 During a visit to the University, if necessary, the responsible person explains internal regulations and office hours of structural units and provides details about the features of University buildings:
- number of floors, handrails, and other accommodations or devices for persons with disabilities relative to their functional limitations, location of restrooms, potential obstacles along the path, etc.;
- the structure of the University, specifying room numbers and contact persons for inquiries that may arise.
2.7 Upon completion of the visit or appointment, the responsible person accompanies citizens with reduced mobility and persons with disabilities to the exit of the buildings and University grounds.
2.8 By agreement with citizens with reduced mobility and persons with disabilities, the responsible person of the University is entitled to provide other types of accompanying assistance not specified in this Procedure.
