Ukraine is waiting for children and youth from the temporarily occupied territories and is creating conditions for this path to be real, accessible and safe.

We have collected the key points: how to enroll in 2026, what benefits apply to applicants from TOT, and how quota-2 works.

Admission conditions depend on the date of departure.

If you are still on TOT or left after October 1, 2025, admission is possible without NMT, through an interview at the university. If you left earlier, NMT results are required, but quota-2 is valid.

Quota-2 is separate budget places for applicants from TOT and areas of active hostilities. Admission takes place in a separate competition, which gives a better chance of receiving a budget. In most universities, this is about 10% of places, and in displaced or front-line ones - up to 40%.

Applicants who are on TOT or left after October 1, 2025, can choose for themselves: to enter based on the results of the NMT or to take an interview. At the same time, if admission is based on an interview for a contract, a state grant for education is not provided.

Even if you failed to get into the budget under the quota - after enrolling in a contract, you can apply for a transfer to budget places.

Assistance with admission is provided by the educational centers "Crimea-Ukraine" and "Donbas-Ukraine", which operate from June 1 to September 30. They support you at all stages: from completing the necessary assessments to submitting documents and passing an interview. Part of the processes can be completed remotely, even before departure.

Free housing is provided at the time of admission, and additional state support, scholarships, and assistance with adaptation after moving are also provided.
