National Aerospace University "Kharkiv Aviation Institute" continues to strengthen its status as a powerful scientific center. In accordance with the Order of the Ministry of Education and Science of Ukraine No. 439 dated March 11, 2026, a new specialized academic council has been established at our university, which paves the way for training the country's management elite.
The creation of the council D 64.062.09 is a strategic step for KhAI. Traditionally known for its technical achievements, the university is now officially becoming a platform for defending doctoral dissertations in the field of public administration.
In the context of the reconstruction of Ukraine and new security challenges, specialists who possess modern management mechanisms are critically needed. Now KhAI will directly influence the formation of scientific opinion and the training of personnel for the state and security sectors.
The specialized academic council will work in two relevant specialties:
25.00.02 - Mechanisms of public administration.
25.00.05 — State Administration in the Sphere of State Security and Public Order Protection.
The Council was headed by leading scientists whose authority is recognized at the national level:
Chairman of the Council — Svitlana Dombrovska, Vice-Rector of the University, Doctor of Science in Public Administration, Professor.
Deputy Chairman — Viktoriya Shvedun, Head of the Department, Doctor of Science in Public Administration, Professor.
Scientific Secretary — Nadiya Karpeko, Associate Professor of the Department, Candidate of Science in Public Administration.
The Council also included the Acting Rector of KhAI, Doctor of Law, Professor Oleksii Lytvynov, as well as well-known scientists of our university: Iryna Shevchenko, Dina Tyurina, Oleksiy Kryukov, Andriy Degtyar and Veronika Kovalchuk.
This event opens up new prospects for the development of the university:
- formation of its own school for training highly qualified personnel in the field of "Public Administration";
- holding dissertation defenses directly at the KhAI;
- integration of aerospace expertise into the strategy of state security and public administration.
