Manual on Cybersecurity, Reliability and Resilience Assurance in the Critical Industries

At the end of last year, we already wrote about the release and presentation of the book “Manual on Cybersecurity, Reliability and Resilience Assurance in the Critical Industries”, created with the participation of scientists from the Department of Computer Systems, Networks and Cybersecurity of KhAI (503).

Its premiere took place in Warsaw during the Polish-Ukrainian Resilience Forum.

The publication is a joint work of specialists from Ukraine, Poland and the USA, prepared in partnership with the International Center for Cybersecurity in the Chemical Industry (ICCSS, Warsaw).

The scientific editing was carried out by Professor Vyacheslav KHARCHENKO (Head of Department 503 of KhAI), Adam PATUREI (Ambassador, President of ICCSS) and Brigadier General Oleksandr POTII (Head of the State Special Communications Service of Ukraine).

Today, this book has reached the highest international level.

In October 2025, the ICCSS leadership sent an official letter to NATO Secretary General Mark RÜTTE, in which the book is presented as a proven doctrine for ensuring the resilience of the critical infrastructure of the Alliance's allies.

The authors emphasize that the publication is the result of many years of Polish-Ukrainian-American cooperation and summarizes the experience of cyber defense gained by Ukraine in confronting Russian aggression.

“This manual is not a theoretical work, but a tool based on real combat experience that offers a single language and methodology for strengthening the cyber resilience of NATO member states,” says the letter sent by US Congressman Keith SELF to the NATO Secretary General.

In particular, it is proposed to integrate the approach developed in cooperation with the KhAI into the Alliance's cyber defense policy, training programs and exercises such as the Cyber ​​Coalition, which will strengthen the resilience of the infrastructure of all partner countries.

Professor Vyacheslav KHARCHENKO notes: "We see how Ukrainian developments and resistance experience are becoming a practical example for all of NATO. The book, which was born at KhAI, has found a response from US congressmen and the Alliance leadership. We are currently preparing a second, expanded edition."
