Kyiv International Critical Infrastructure Protection Forum 2025

Participants included military, government officials, scientists, engineers, and managers working on a common task: protecting critical infrastructure in a world of hybrid threats.

The main organizer of the event was the State Service for Special Communications and Information Protection of Ukraine. Its head, General Oleksandr POTII, welcomed the forum participants, emphasizing the importance of international cooperation in the field of resilience of energy, communications, transport, and defense systems.

After the opening, a panel discussion on threats to critical infrastructure was held, moderated by Ambassador Krzysztof PATUREJ, President of the International Center for Security ICCSS (Warsaw), a long-time partner of KhAI.

Experts from the United States, Poland, and Ukraine joined the discussion, including Professor Vyacheslav KHARCHENKO, Head of the Department of Computer Systems, Networks, and Cybersecurity at KhAI.

In his speech, he focused on the threats and resilience of energy infrastructure, the safety of nuclear power plants, the use of intelligent unmanned systems, as well as the experience of creating a secure university infrastructure at KhAI - as an example of engineering and organizational resilience in war conditions.

During the panel, the second edition of the international book “Manual on Cybersecurity, Reliability and Resilience Assurance in the Critical Industries”, prepared last year by scientists from Department 503 of KhAI together with Polish and American colleagues, was announced.

This book has already become a real international bestseller: a few weeks ago, one of the US congressmen sent an official letter to NATO Secretary General Mark RUTT, in which he proposed using the work of the publication as the basis for creating a joint eco-platform for the security of the Alliance’s critical systems.
