General Characteristics of the Scientific School

The scientific school of Oleksii Lytvynov is an established scholarly field in criminology and criminal law, based on the many years of research and teaching activity of Doctor of Law, Professor O. M. Lytvynov. The activities of the scientific school are aimed at conducting fundamental and applied research on current issues of crime prevention, ensuring public safety, and developing the state’s legal policy.

Founder of the Scientific School

Oleksii Lytvynov (born December 12, 1977, Ukraine) is a Ukrainian legal scholar, Doctor of Law (2010), Professor (2011), Honored Education Worker of Ukraine, Academician of the Engineering Academy of Ukraine, and Acting Rector of the National Aerospace University “Kharkiv Aviation Institute.”

Main Research Areas of the Scientific School:

1. Theory and methodology of crime prevention (criminological monitoring, criminological policy, programming of crime prevention, mechanisms of crime prevention).

2. Criminological security and public security of the state (criminological security, public order, regional and national security, territorial defense).

3. Political-criminological and prognostic studies (political-criminological theories, crime-related background phenomena, forecasting criminogenic processes).

4. Criminal law support and protection of legally protected values (protection of individuals from violence, protection of freedom of speech, protection of childhood).

5. Counteraction to specific types of crime (terrorism, criminal radicalism, corruption, cybercrime, organized crime, drug-related crime, war crimes, crimes in the defense-industrial complex).

6. Criminological and criminal law problems in the activities of law enforcement and judicial bodies(criminological activities of courts, prosecution offices, police, forensic institutions).

7. Victimology and victimological protection of socially vulnerable groups (minors, journalists, judges, law enforcement officers, victims of violent crime).

8. Penal policy and penitentiary criminology (prisonization, criminal subculture, execution of punishments, radicalism in places of detention).

9. Sectoral and interdisciplinary criminological studies (crime in sports, transport, housing and utilities, budgetary relations).

10. Contemporary challenges and transformation processes (de-occupation of territories, post-war legal regulation, security challenges during wartime).

Scientific Achievements and Results

Under the academic supervision of O. M. Lytvynov, 19 doctoral dissertations, 37 candidate (PhD-equivalent) dissertations, and 10 Doctor of Philosophy (PhD) dissertations in law have been defended. Representatives of the scientific school actively participate in legislative drafting, expert, and advisory activities at national and regional levels.

Scientific Community and Continuity

The founder of the school is a member of the editorial boards of several academic periodicals, including Bulletin of the Criminological Association of Ukraine, Law and Security, Bulletin of Kharkiv National University of Internal Affairs, and Public Law, which are included in the list of recognized professional legal journals of Ukraine.

He is a member of the Criminological Association of Ukraine, the All-Ukrainian Association of Criminal Law, the Coordination Bureau on the Activities of Judicial and Law Enforcement Bodies of the National Academy of Legal Sciences of Ukraine, and the Scientific and Technical Council of the National Academy of Sciences of Ukraine.

He actively participates in legal education and public legal awareness activities and has repeatedly appeared on television and in newspapers and journals as a science popularizer. In 2023, he was elected a full member (academician) of the Engineering Academy of Ukraine.

The founder’s active scientific and organizational work, participation in professional academic communities, and service on editorial boards of leading journals have ensured the formation of a stable scientific environment and continuity of scholarly traditions. An important outcome of the school’s activities is the training of highly qualified researchers, reflected in the significant number of defended dissertations supervised by O. M. Lytvynov.

The scientific school of Oleksii Lytvynov has had a significant impact on the development of modern criminological science and criminal law policy in Ukraine. Its research outcomes have formed the theoretical basis for state and regional programs in crime prevention, public security, and improvement of law enforcement activities.

Representatives of the school combine fundamental research with applied developments and actively participate in legislative drafting, expert, and advisory activities, facilitating the integration of scientific results into public administration and law enforcement practice. The school ensures continuity of scientific traditions, training of a new generation of scholars, and preservation of high standards of legal education and research.
