Article 16. Tasks of Enterprises, Institutions and Organizations and the Duties of Their Officials in the Field of Defense
Enterprises, institutions and organizations of all forms of ownership shall:
- fulfill state contracts (agreements) concluded as a result of defense procurement procedures, including conducting scientific research and development activities in the field of defense, creating and maintaining mobilization capacities in a state of readiness, and storing material assets of the mobilization reserve; (Paragraph two of part one of Article 16 as amended by Law No. 808-IX of July 17, 2020)
- on a contractual basis, manufacture and supply products to the Armed Forces of Ukraine, other military formations established in accordance with the laws of Ukraine, and law enforcement agencies, perform other works, and provide public utility, household and other services not stipulated by state defense procurement contracts (agreements); (Paragraph three of part one of Article 16 as amended by Law No. 808-IX of July 17, 2020)
- carry out measures related to mobilization training and mobilization in accordance with the legislation;
- ensure and participate in the implementation of civil protection measures. (Paragraph five of part one of Article 16 as amended by Law No. 803-VI of December 25, 2008)
Officials of enterprises, institutions and organizations of all forms of ownership shall:
- perform the duties in the field of defense as provided for by legislation;
- ensure the maintenance of personal military records of conscripts, persons liable for military service, and reservists; facilitate their preparation for military service, conscription for compulsory military service, military service during mobilization in a special period, military service by conscription of reservists in a special period, training (or verification) and special assemblies; create appropriate working conditions for employees to fulfill their military duty in accordance with the legislation; and ensure the implementation of measures for their military-patriotic education; (Paragraph three of part two of Article 16 as amended by Law No. 1357-IX of March 30, 2021)
- bear responsibility for preparing enterprises, institutions and organizations to fulfill mobilization tasks and for preserving material assets of the mobilization reserve;
- ensure the production of defense products and their delivery for their intended purpose within the established timeframes and according to the specified range, as well as the performance of works and provision of services.
A business entity that belongs to the sphere of management of a central executive authority implementing state policy in the field of transport shall, during a special period, ensure the transportation of prisoners of war by railway transport. Article 17. Rights and Obligations of Citizens of Ukraine in the Field of Defense
The defense of the Fatherland, the independence and territorial integrity of Ukraine is a constitutional duty of citizens of Ukraine.
Male citizens of Ukraine who are fit for military service by health status and age, and female citizens — also subject to appropriate professional training, shall fulfill their military duty in accordance with the legislation.
Citizens perform military service, service in the military reserve, and fulfill their military duty while in reserve in accordance with the legislation. (Part three of Article 17 as amended by Law No. 1127-VII of March 17, 2014)
Military command authorities, military personnel, volunteers of the Territorial Defense Forces of the Armed Forces of Ukraine, employees of law enforcement agencies who, within the scope of their powers, participate in the defense of Ukraine, as well as persons defined by the Law of Ukraine “On Ensuring the Participation of Civilians in the Defense of Ukraine,” during the repulsion of armed aggression against Ukraine or the elimination (neutralization) of an armed conflict, and in the performance of other defense-related tasks involving the use of any types of weapons (armaments), shall be obliged to comply with the laws and customs of war and the rules governing the use of armed force as defined by international treaties, the binding nature of which has been approved by the Verkhovna Rada of Ukraine. Citizens undergoing state military service and service in the military reserve in the Armed Forces of Ukraine shall wear military uniforms while performing their service duties, and military ranks shall be established for them by law for life. The procedure for deprivation of military rank shall be determined by law.

Under martial law, in accordance with the law, compulsory seizure of private property and expropriation of objects of the right of private ownership of citizens shall be permitted, with subsequent full compensation of their value in the manner and within the time limits established by the Cabinet of Ministers of Ukraine.
Citizens of Ukraine may, in accordance with the procedure established by law, establish public organizations to promote the strengthening of the defense of the state.
