The main direction of activity of the Research & Development Organization and Implementation Department is ensuring highly effective scientific, research, and technical activities at the University, maintaining and preserving unique scientific facilities that constitute a national heritage, and developing the infrastructure in the field of the University's scientific activities.
The main tasks of the Research & Development Organization and Implementation Department are:
- ensuring high-quality and timely management and organization of scientific research and experimental development work, as well as scientific and financial activities;
- ensuring the preservation of scientific facilities that constitute national heritage;
- current and long-term planning of scientific and technical activities of structural units;
- financial control over the execution of cost estimates and contracts with customers of research and development projects;
- planning expenses for conducting scientific research and experimental development work according to contract estimates;
- timely formation and submission for approval of the staffing table for the units of the University's Scientific Research Division;
- documentary registration of business transactions related to conducting scientific research and experimental development work, ensuring accounting and reporting.
The Research & Development Organization and Implementation Department performs the following functions:
- forms the staffing table with relevant amendments, income and expenditure estimates, certificates of changes to general and special fund estimates, plan of allocations from the general fund, and consolidation of special fund indicators in accordance with the execution of scientific and research projects;
- provides and monitors the application of tariff rates, salaries, allowances, bonuses, correctness of work grading, and establishment of skill categories for workers engaged in scientific and research projects;
- forms and coordinates with the Ministry of Education and Science of Ukraine the budget request, calculation of the payroll fund for employees, and other expenses of scientific units for the following year;
- exercises control over incoming funds and expenditures in accordance with approved estimates under contracts;
- enters and aggregates information into the "Unified Web-Portal on the Use of Public Funds" pursuant to the Law of Ukraine "On Openness of the Use of Public Funds";
- ensures the proper order of executing commercial agreements for conducting scientific and research work with enterprises and organizations of various ownership forms;
- organizes internal competitions for scientific research and development projects;
- forms and adjusts the thematic plan of research projects funded by the state budget;
- forms and adjusts the thematic plan of research projects conducted at academic departments within the working hours of teaching staff;
- ensures the preparation and submission of quarterly and annual reports on scientific and technical research outcomes regarding state-budget funded and commercial contract R&D work to the Ministry of Education and Science of Ukraine and the Department of Education and Science of the Kharkiv Regional State Administration;
- ensures the preparation and submission of annual reports on research work conducted at academic departments within faculty working hours to the Ministry of Education and Science of Ukraine and the Department of Education and Science of the Kharkiv Regional State Administration;
- maintains maintenance contracts for facilities designated as National Heritage of Ukraine (Aerodynamic Complex based on the supersonic wind tunnel T-6 and the Complex of scientific research installations and equipment for physical modeling of aircraft flight regimes of the Interbranch Scientific Research Institute of Aircraft Flight Regimes Physical Modeling Problems);
- prepares information for directives and orders of the Ministry of Education and Science of Ukraine.
